Pandemic Affects Visas, Limiting H-2B Workers

SARATOGA SPRINGS, N.Y. — George Weaver feels it. So do Chad Brown, Todd Pletcher and Shug McGaughey. Among the many new issues that Thoroughbred trainers across the country must contend with during the 2020 pandemic is a shortage of skilled staff.

In recent years, it has become more difficult for horsemen to secure all the H-2B visas that they desire to legally bring foreign nationals into the country as guest workers. The arrival of COVID-19 in late winter closed U.S. consulates, compounding the problems, preventing visa holders from getting their entry documents from the State Department. On June 22, President Donald Trump signed an executive order suspending the visa program through December, a move designed to help the tens of millions of unemployed Americans find jobs.

“It is a problem,” said McGaughey, who is missing some of his hotwalkers and could use another exercise rider. “The bad part about it is that Trump, or the government, just does not realize that these are jobs that American people refuse.”

That’s the rub. One of the key provisions of the H-2B visa program is that the jobs must first be offered to Americans before foreign residents can be hired. Trainers say they are always interested in hiring U.S.-based employees for the positions, primarily grooms and hotwalkers.

“The people that are needed, nobody wants to do this work,” Weaver said. “It’s not even about the money, nobody wants to wake up at 3:30, 4:00 in the morning every single morning or even six mornings a week. They don’t want to do it.”

Immigration attorney Will Velie of Norman, Oklahoma, is an expert whose Horseman Labor Solutions company has been helping trainers staff their stables with guest workers for 15 years. Velie estimated that approximately 1,500 people come into U.S., primarily from Mexico and Central American countries to work in the Thoroughbred racing industry. He said it costs trainers between $1,500 and $2,000 per worker in fees and legal expenses. In addition, trainers must pay for travel back and forth to the employees’s home countries and other costs.

“They would not do this if they didn’t have to,” Velie said. “The only reason they are doing this is because they don’t have the people to do the work anymore.”

Velie said the pandemic, which led to border closings and the pause on the admission of people who do already had been approved for visas, has made a tough situation worse.

“It’s particularly bad this year,” he said. “It’s always bad. It’s been bad for a long time. So you’ve got this confluence of factors that make it to where it is very difficult to find enough workers on the backside of the track, even with 25 million unemployed people.”

Weaver said none of the dozen or so internationals he had planned for are with him this summer at Saratoga Race Course. His exercise riders are helping out with hotwalking and he said that some of his grooms have to deal with six or seven horses every day, rather than the norm of four or five.

Like the other trainers, Weaver said his stable is getting by, but he is frustrated by how the situation played out despite doing the proper planning.

“It cost a lot of money, and when you pay the lawyer and you pay the stuff and you don’t get your people, it’s like you just [wasted] a bunch of money and you don’t have your help,” he said.

Pletcher’s stable has been hit hard. He said that none of his 35 guest workers was able to come into the country before the program was closed.

“It has affected everyone,” he said. “We have a large number of visa employees that were approved but have not been allowed to come over. We’ve had to have our staff pull off some overtime, put in extra hours and extra work. Yeah, it has been a hardship for a lot of people. This would be our peak time of the year, so we would have over 100 employees. We have similar numbers, in some cases less-experienced.”

Pletcher nodded at the suggestion that some of his staff is receiving on-the-job training.

“Pretty much,” he said. “At the same time you want new people coming into the business and learning. A lot of our visa workers have been with us for a long time, know the system and are skilled professionals.”

Eric Hamelback, the CEO of the National Horsemen’s Benevolent and Protective Association, said that the jobs Pletcher and the other trainers must fill might seem to the casual observer to be low-level duties easy for most people to handle.

“It is a skilled labor. Yes, it’s hard work. It is agricultural,” he said. “But it’s skilled when you are dealing with animals, whether they are a multi-million dollar horse or one that is a $5,000 claimer. They can kill you in a heartbeat and it takes a certain strength and skill to work in this field. You can’t just grab someone off the street and expect them to be able to hotwalk, much less groom.”

Hamelback said that his organization, which represents nearly 30,000 trainers and owners, is working with the National Horse Council and the National Thoroughbred Racing Association to build congressional insight and support for changes to help the industry with the visa program.

Every year, the Thoroughbred industry is vying for a share of the 66,000 H-2B visas that are allotted. During the year, the White House may add more visas to the pool. The demand is intense: 100,000 applications for the 33,000 H-2B visas available in the first round for 2020.

“This is a big topic and it is a lot of work,” Hamelback said.

Much like Pletcher, Brown has a very large operation and relies on foreign workers to fill some of his staff positions.

“It’s been challenging,” he said. “Thankfully, we have some of our workers who have been able to successfully come in before some stuff got shut down. Not all of them. I know some other trainers that are not in a good spot. It has really affected us. It has caused us to really change the management of our stable, such as how many we are able to have in New York.”

Brown continued, “Thankfully, our team has all pulled together and everyone has picked up the slack. Our business is no different than a lot of other businesses, probably, just trying to get through this pandemic, knowing that there is probably light at the end of the tunnel, that it’s not going to be this way forever. Keeping that mindset. Getting through each day the best we can.”

Breeders’ Cup Presents Connections: ‘I’ve Always Thought He Was A Star’

Trainer George Weaver has long believed that Vekoma is capable of big things on the racetrack. The 4-year-old son of Candy Ride has delivered on that faith in a major way this season, earning back-to-back Grade 1 victories in the seven-furlong Carter Handicap and last Saturday's Runhappy Metropolitan Mile Handicap.

Vekoma defeated Network Effect and Code of Honor by 1 ¼ lengths in the Met Mile, leading throughout the one-mile contest.

“I actually did think he could be on the lead,” Weaver said after the race. “I thought we had the most natural speed of the horses in the race. I knew the outside horses liked to show speed, but at the end of the day I thought if we broke well, they might just be caught chasing. When I talked to Javier in the paddock, he was non-committal, and I said the whole time that I know Javier understands this horse and feels what he can and can't do, and I left it in his hands.

“At the quarter pole, it seemed like all comers were coming and I thought 'Man, does he have anything left in the tank or not?' When they got to the eighth pole and I saw him rebreak and keep going, I got excited. It was fun.”

The big wins have increased Vekoma's career earnings to $1,245,525, making him Weaver's highest earner since the trainer took out his license in 2002.

“I was so proud of him,” said Weaver. “Physically he's matured and filled out, and I really couldn't be any happier with him.”

The Met Mile was Weaver's fourth top-level win as a trainer, following Saratoga County's win in the Group 1 Dubai Golden Shaheen in 2005 and Lighthouse Bay's win in the Grade 1 Prioress in 2013.

Still, the Louisville native grew up with dreams of the Kentucky Derby. He made his inaugural Run for the Roses in 2015 with Tencendur, but that horse faded to finish 17th.

Early last year, Weaver had gotten excited that Vekoma might give him a stronger chance in a second trip to the Derby. The colt won the G2 Nashua as a juvenile, and made his 3-year-old debut a third-place finish in the G2 Fountain of Youth Stakes. In April, Vekoma dominated the G2 Blue Grass Stakes by 3 ½ lengths, securing his spot in the starting gate for the Kentucky Derby.

Unfortunately, Vekoma disappointed on the day, up close early and fading to finish 12th, and the colt was sent to the farm for a break that lasted the remainder of 2019.

“He did not perform well on Derby day, and I don't know if it was the (sloppy) track or if it just wasn't his day,” Weaver said. “He's a terrifically talented racehorse, and I've always thought he was a star. Obviously, we were hoping to do better in the Derby, but history shows that a lot of really nice horses don't run well on the first Saturday in May.”

Bringing the colt back to the races involved a lot of dedication from both Weaver and his wife and business partner, Cindy Hutter. The couple first met in 1991 when they were employed by D. Wayne Lukas, but didn't date until they both made the move to trainer Todd Pletcher's team.

Pletcher, also employed by Lukas early in his career, left the Hall of Famer to go out on his own in 1996, and Hutter went along as his assistant. Weaver made the move to Pletcher's barn in 1997, but as assistant trainers, he and Hutter had to work at separate locations for much of the year.

In 2002, the couple made the decision to stick together and work for themselves.

“We decided to make a go of it and do everything all at once,” Weaver explained. “We went into business for ourselves, we bought a house, had a kid; we didn't hold back and did it all at once.”

Today, 18 years later, Hutter is very hands-on with the horses while Weaver is able to handle many of the business aspects like communicating with owners and planning races.

When it came time to bring Vekoma back to the races early in 2020, Hutter was on the talented colt's back nearly every morning.

“She's gotten on him most of his career,” Weaver said. “I have confidence when she tells me they're doing well. She's a great horseperson and knows our horses very well.”

In late March, Vekoma made his first start off a nine-month layoff a winning one in Gulfstream's listed Sir Shackleton Stakes, dominating the seven furlong-contest by 3 ¾ lengths. Though his next start was delayed a bit by the coronavirus pandemic, Vekoma didn't miss a beat and celebrated his first Grade 1 win with an impressive romp in the Carter Handicap, a Win and You're In Challenge Series race for the Breeders' Cup.

With a 7 ¼-length win and a final time of 1:21.02 for seven furlongs, Vekoma earned an automatic entry into the Breeders' Cup Sprint. The Met Mile win earned the colt a slot in the Dirt Mile, so there are plenty of options leading up to this year's World Championships.

“Nothing's written in stone, but we'll probably focus on a mile or under going forward,” Weaver said. “We're going to nominate to the Whitney for sure, but he's run two huge races back-to-back. The most likely scenario, to me, is that he would come back in a race like the Forego. We want to plot a campaign to get us to the Breeders' Cup, so we'll take a look at the calendar and go from there.”

“I think he's the best older horse in the country,” co-owner Randy Hill told NYRA publicity. “The horse will tell us. He's such a warrior.”

Spendthrift Farm Secures Breeding Rights To Met Mile Winner Vekoma

B. Wayne Hughes' Spendthrift Farm has acquired the breeding rights to multiple Grade 1-winning millionaire Vekoma. The 4-year-old son of leading sire Candy Ride captured the prestigious Grade 1 Metropolitan Handicap at Belmont on Saturday, staking his claim as one of North America's top racehorses in 2020.

“We are extremely excited about Vekoma and his future as a stallion. It's not often you see an elite racehorse that is by a Grade 1 winner and out of a Grade 1 winner,” said Ned Toffey, Spendthrift general manager. “Vekoma is a terrific blend of his sire Candy Ride and his Speightstown dam Mona de Momma, showing brilliance from six furlongs to a mile and an eighth and from ages two to four. There's sire power throughout the pedigree, with Vekoma's second dam being a sister to Mr. Greeley. You just will not find a better-bred son of Candy Ride. Vekoma proved he is one of the best horses in training with wins over good fields in the Carter and Met Mile, which have been two of the best performances we have seen this year. The combination of brilliance and pedigree is special.”

Trained by George Weaver for owners R. A. Hill Stable and Gatsas Stables, Vekoma has always been one of the top racehorses in his crop, capturing graded stakes wins at two, three and four. After breaking his maiden at first asking in 1:08 4/5 at Belmont, the talented chestnut stretched out to win the one-mile G3 Nashua at Aqueduct to complete an undefeated juvenile campaign. At three, Vekoma jumped onto the Triple Crown trail, finishing third to Code of Honor in the G2 Fountain of Youth at Gulfstream in his seasonal debut. He went on to score a dominant 3 1/2-length win in the 1 1/8-mile G2 Blue Grass Stakes at Keeneland, earning a berth into the Kentucky Derby.

This year, Vekoma has been perfect in three starts at three different racetracks, kicking off his 4-year-old season with a 3 3/4-length victory in Gulfstream's Sir Shackleton Stakes in March. Vekoma earned his first Grade 1 triumph in the form of a dazzling 7 1/4-length win in the G1 Carter Handicap at Aqueduct, earning a career-high 110 Beyer Speed Figure. Last Saturday, he validated his Carter performance with a front-running win in the aforementioned Met Mile, defeating Grade 1 winners Code of Honor and McKinzie, among others, while stopping the clock in a crisp 1:32 4/5 – just .15 seconds off the stakes record for the 129-year-old fixture in New York.

“Vekoma has been an outstanding talent since the moment we got him. He's such a special horse,” said Weaver. “We will take our time to enjoy this win, but Saratoga is the likely next place for him to run. We would like to put the horse in a position to become a champion.”

An earner of $1,245,525 to date, Vekoma was bred in Kentucky by Alpha Delta Stables. He is out of the Speightstown mare Mona de Momma who scored her biggest win as a racehorse in the G1 Humana Distaff on the Kentucky Derby undercard at Churchill. Vekoma's second dam, Society Gal, is a half-sister to successful sire Mr. Greeley.

Vekoma is the third Met Mile winner in the last four years that will take up stud duty at Spendthrift. Mor Spirit, the 2017 winner, and Mitole, the 2019 winner, both stand at the historic Lexington-based farm.

‘Such A Warrior’: Vekoma Jumps Into Top Three Of NTRA Top Thoroughbred Poll

After earning his third straight victory and second consecutive Grade 1 triumph when he captured the Metropolitan Handicap on July 4, Vekoma left no doubt he was among the elite handicap horses in the country. The George Weaver-trainee had that status further validated on Monday when he earned 2 first-place votes and 302 points to move up to third overall in the latest National Thoroughbred Racing Association (NTRA) Top Thoroughbred Poll.

Vekoma has shown quality throughout his eight career starts, winning the Grade 3 Nashua Stakes as a juvenile and taking the Grade 2 Blue Grass Stakes last April to earn a spot in the Kentucky Derby field. He was put away for the rest of 2019 after finishing 12th in the Run for the Roses and has returned with a vengeance as a 4-year-old, prevailing in each of his three outings. The son of Candy Ride (ARG) opened his 2020 campaign with a win in the Sir Shackleton Stakes on March 28 before taking the Grade 1 Carter Handicap on June 6 and the historic Met Mile this past weekend.

“I think he's the best older horse in the country,” co-owner Randy Hill told the NYRA publicity team about Vekoma. “George (Weaver) is thinking about the Forego or training right up to the Breeders' Cup and we leave all of that up to him. The horse will tell us. He's such a warrior.”

Vekoma's presence was the only major shift near the top of the Thoroughbred Poll rankings as champion Midnight Bisou continues to reign with 24 first-place votes and 375 points. G M B Racing's Tom's d'Etat (8 first-place votes, 333 points) holds in second with Grade 1 winner-Mucho Gusto (171) dropping one spot to fourth.

By My Standards ranks fifth with 157 points followed by top sophomore runner Tiz the Law (2 first-place votes, 130 points) and Code of Honor (1 first-place vote, 123 points). Grade 1-winner Zulu Alpha is eighth with 99 points as Maximum Security (3 first-place votes, 98 points) sits ninth. Instilled Regard, winner of the Grade 1 Manhattan Stakes this past weekend, joins the top 10 in the final spot with a total of 65 points.

Belmont Stakes winner Tiz the Law stays in command of the NTRA Top Three-Year-Old Poll for yet another week, earning 39 first-place votes and 399 points. Santa Anita Derby winner Honor A. P. (1 first-place vote, 358 points) remains second followed by graded-stakes winner Authentic (260 points) and Belmont Stakes runner-up Dr Post (211).

King Guillermo (188 points) ranks fifth and he is followed by the only newcomer to the poll's top 10, Uncle Chuck, who sits sixth with 135 points on the heels of his victory in the Grade 3 Los Alamitos Derby July 4. Top filly Gamine (134 points) dips one spot to seventh with Max Player (82), Charlatan (81) and Swiss Skydiver (67) completing the top 10.

The NTRA Top Thoroughbred polls are the sport's most comprehensive surveys of experts. Every week eligible journalists and broadcasters cast votes for their top 10 horses, with points awarded on a 10-9-8-7-6-5-4-3-2-1 basis. All horses that have raced in the U.S., are in training in the U.S., or are known to be pointing to a major event in the U.S. are eligible for the NTRA Top Thoroughbred Poll. Voting in both the Top 3-Year-Old Poll and the Top Thoroughbred Poll is scheduled to be conducted through the conclusion of the Breeders' Cup in November.
