Florida Legislature Approves Extension Of Racing And Breeding Funds

A tax package that will extend racing and breeding incentives in the state of the Florida, was approved Friday by Florida Legislature according to a release by the FTBOA. HB 7073, which was initially enacted in 2023, continues to provide state funding for HISA along with $20m in purses and/facility improvements split between Gulfstream Park and Tampa Bay Downs. It also gives $5m to the FTBOA for use as racing and breeding promotions and an additional $2.5m for Florida-bred racing incentives. In total, HB 7073 gives a boost of over $32.5m to the Florida racing and breeding industries.

“Once again, the legislative sponsors of last year's breeding and racing development program stepped up in a big way,” said FTBOA president George Isaacs. “I'd like to personally thank Marion County's Representative Stan McClain [R-Ocala] and Senator Blaise Ingoglia [R-Spring Hill] for continuing their support of this program. We have also enjoyed support from the state's legislative and industry leaders, including Representative Lawrence McClure [R-Dover].”

HB 7073 now goes to the desk of Florida Governor Ron DeSantis for further action.

R Harper Rose Basks In Forward Gal Win

R Harper Rose (Khozan) represented her fellow Florida-breds well in Saturday's GIII Forward Gal S. over the Hallandale strip as she dropped the hammer down the lane to win.

The OBS March grad made her debut a winning one as she streaked to a gate-to-wire finish by 6 1/4 lengths at Gulfstream Park in early August. Stepping into optional claiming company over the same surface Sept. 22, the filly was equally as potent when she won by 5 3/4 lengths.

On her home floor last fall, the bay took on Florida sire stakes company and won going seven furlongs in the Susan's Girl S. Oct. 21, but ran out of steam at a mile and sixteenth as the runner-up in the My Dear Girl S. Dec. 2.

Cutting back and as the 2-1 second choice here, the 3-year-old was content to allow Fiona's Magic (St Patrick's Day) to show the way up the backstretch. R Harper Rose kept close tabs on the leader and around the far turn she was given her cue. With a fluid, sweeping move, she took control at the quarter pole and ran on professionally to collect her first graded stakes win as the early pacesetter was second.

“She's so fast but she can settle, and back doing what she wants to do going one turn,” said trainer Saffie Joseph Jr.

“I'm just proud of her today. Everything went right into this race, and she showed it today. Edgar [Zayas] was very patient. They broke well, [Fiona's Magic] wanted the lead and he didn't force the issue. I think the first three-eighths of the race it worked to our advantage. It wasn't a crazy pace.

“This is it for her, one turn. We're not going to experiment. Last time things didn't go right but we're going to keep her to one turn. There's a lot of races for her at one turn.”

Pedigree Notes:
This is multiple leading Florida sire Khozan's fourth stateside graded stakes winner out of six crops of racing age. The winner's dam registered a foal last year when she produced a filly by Leinster, but True Bliss was not bred for this season. Her half-siblings include MSW Cherokee Triangle (Cherokee Run) and GSW Hierro (Hard Spun), who Stonestreet acquired for $350,000 at the OBS Select 2-Year-Old Sale in 2011.

FTBOA Reelects George Isaacs as President

George Isaacs, general manager of Ocala's Bridlewood Farm, has been reelected as the Florida Thoroughbred Breeders' and Owners' Association (FTBOA) president, according to a release put out by the organization Wednesday. Following the annual member meeting, the FTBOA held a board meeting and also named Rustlewood Farm's George Russell the first vice president, Summerfield's Francis Vanlangendonck the second vice president, Ocala Stud's Joseph M. O'Farrell as treasurer, and Nick de Meric, who operates de Meric Stables and Sales, as secretary.

“I have been fortunate to lead FTBOA at a time of legislative success that has been decades in the making, and at a time of innovation for the media division,” said Isaacs, who has served six terms on the FTBOA board with intermissions as required by bylaws. “I am proud of these accomplishments and thrilled the board has elected me again to continue my service as president for the Association and its members.”

Isaacs also chairs the Equine Studies Program at the College of Central Florida and the FTBOA Ocala Downtown Thoroughbred Walk of Fame committee, serves on the FTBOA Farmland Preservation Work Group, and serves on other boards.

In addition to the officers, the FTBOA updated board members.  Milan Kosanovich and Vanlangendonck extended their terms on the board while Beckie Cantrell was named to the board for the first time. After an absence from the board due to term limits, past presidents Valerie Dailey and Brent Fernung rejoined the board. They will each serve a three-year term that will run through October 2026.

Leaving the board because of term limits were Bobby Jones and Dr. Fred Yutani, who served on the FTBOA board from October 2017 through October 2023; and Richard Kent, who served briefly, taking the seat left with the passing of board member and past president Fred Brei in March. Past president and director Dailey, as immediate past president, also serves as an executive committee member.

Other returning FTBOA board members include T. Paul Bulmahn, Jerry Campbell, Marilyn Campbell, Laurine Fuller-Vargas, Mike Hall, and Mary Lightner. Lonny Powell will continue as CEO and executive vice president.

Florida Breeder And Stallion Awards Upped

The Florida Thoroughbred Breeders' and Owners' Association reported a substantial increase in awards will be paid to breeders and stallion owners for 2024 through their Annual Awards Plan that was approved by the Florida Gaming Control Commission, the organization said in a release Thursday.

The plan increases, which were enabled with the enactment of HB 7063, would increase Florida breeder and stallion awards by one-third, from the 15% level in 2023 to as much 20% of the announced gross purse in 2024.

HB 7063 is a $1.3 billion tax package and includes $5 million provided to the FTBOA for Florida breeding awards and incentives.

Breeder awards will be paid at 12.5% for first place, 5% for second place and 2.5% for third place, subject to specified caps. Those caps would also increase to $12,500 for first (an increase from $10,500 in 2023), $5,000 for second (an increase from $3,000), and $2,500 for third (an increase from $1,500).

Stallion awards in 2024 will be capped at $20,000 (an increase from $15,000) for wins in black-type races in Florida.

The total Florida breeder and stallion awards budget for 2024 is projected to be more than $8 million, a 52% increase from $5.3 million in 2023.
