Elie Hennau is New Head of France Galop

Elie Hennau has been appointed director general of France Galop, with Henri Pouret promoted to deputy managing director of the organisation.

Pouret, who has been with France Galop for 20 years and was previously the deputy general manager, will remain in charge of racing operations and the management of racecourses and training centres. He will also represent France Galop in international matters. 

Hennau, a former amateur rider, has previously been president of the Fegentri organisation for amateurs. With a business background in insurance, he is currently director of the individual protection market at AXA France and managing director of its subsidiary ADIS.

A statement released by France Galop on Wednesday evening read, “The Board of Directors of France Galop met in an extraordinary session this Wednesday, January 24, 2024, and validated the proposal of Guillaume de Saint-Seine, [who was] elected President of France Galop on December 12, 2023, to appoint Elie Hennau director general of France Galop. The same board also approved Guillaume de Saint-Seine's proposal to promote Henri Pouret to the position of deputy managing director.”

France Galop Committee Adds Voting Members

As part of the formation of the new France Galop Committee, the 25 Presidents of the Premium Racing Organisations met at the France Galop headquarters Nov. 30 to elect a pair of representatives that will sit on the France Galop Committee. On the same day, the 10 Presidents of the Regional Flat Racing Councils were also at the France Galop headquarters to elect six representatives to sit on the France Galop Committee.

The newly formed France Galop Committee will be convened for the first time Tuesday, Dec. 12 to elect the President of France Galop. Upon the President's proposal, the President of the Flat racing Council and the President of the Jump racing Council, will both be elected Vice-Presidents of France Galop for a four-year term. The other nine members on the France Galop board of directors will be elected during that same meeting.

France Galop Committee Set; Presidential Selection Next

As is the case every four years, the approximately 9,000 members of the France Galop Association, in charge of horse racing in France, voted from Friday to Tuesday to elect their representatives within the institution. These representatives are categorised as owners, breeders, trainers, and jockeys.

In total, 7,926 votes were counted, 15% fewer than in 2019 when electronic voting was first introduced.

Among the owners, two lists gained one seat each: Alliance Galop went from two to three elected representatives, while the Association of Trainers-Owners (AEP) now has two representatives, compared to just one in this category in 2019.

Among the breeders, the French Thoroughbred Breeders' Association leads with 43.3% of the 1,528 votes and gains a fourth representative, while Alliance Galop maintains its three seats.

These three associations secured 15 of the 18 available seats in these two main categories. Alliance Galop, which participated in its first elections in 2019, brings together many figures from the jumping world but not only, as this year it welcomed more Flat owners and breeders, including Anthony Baudouin (Haras du Hoguenet), who led the list of breeders.

The Thoroughbred Breeders Federation is a traditional player on the French and European scene. The list was led by Pierric Rouxel (Haras de Maulepaire), but Loïc Malivet has been the association president for 12 years. Loïc Malivet, Vice President of France Galop, could not run in the election due to reaching the age limit (72 years). Haras d'Etreham's Nicolas de Chambure was also elected on the French TBA's list.

The third winning list is the Association of Trainers-Owners, created by highly involved professionals often cumulating functions, as their name suggests. Probably more radical in its approach, it benefited this year from the support of Philippe Germond, President of PMU (French Tote) from 2009 to 2014, who was elected among the owners.

In the trainers' category, Nicolas Clément and Gabriel Leenders were elected for the Trainers Association, while Cédric Boutin and Isabelle Gallorini will represent AEP, bringing the representation of this organisation to five seats.

Thierry Gillet, the sole candidate among the jockeys, remains their representative.

The regional representatives of France Galop members were also elected during this vote. On November 30, the regional bodies where these local representatives sit will, in turn, designate their five representatives to the France Galop Committee, bringing the total number of elected members on the Committee to 28. The Committee consists of 56 members, with the rest being co-opted members, racecourse presidents, or regional council members.

This newly formed Committee will convene for the first time on Tuesday, December 12, 2023, to elect the new President of France Galop, as Edouard de Rothschild steps down after 16 years in charge. Upon the proposal of the next President, Vice Presidents for Flat and Jumps, as well as the other nine members of the Board of Directors, will be elected for four years.

Olivier Delloye Returns To Arqana as Chairman of the Management Board

Olivier Delloye is set to leave his role as Managing Director of France Galop and return to Arqana as Chairman of the Management Board, where he will succeed Éric Hoyeau, Arqana announced on Friday.

He will be supported by Freddy Powell, currently employed as the Executive Director but who will become the Managing Director, and by the members of the Executive Committee, including Ludovic Cornuel (Bloodstock Director), Arthur Serres (Technical Director), Sylvain Gosselin (Financial Director), Agathe Capdepon (Communication & Marketing Director) and the rest of the teams. Éric Hoyeau will become the Senior Advisor to the Management Committee of Arqana Holding.

Delloye said of his appointment, “I am thrilled and honoured to be joining Arqana once again, a company in which I spent 10 outstanding years before taking up as Managing Director of France Galop.

“I am very excited at the opportunity to work with such a talented and committed team. It is a privilege to rely on individuals of such high standard to develop Arqana further. The company's success reflects that of the breeders, vendors and buyers who have been working year in, year out to produce and select horses to perform at the highest level in France and overseas, on the Flat, over jumps as well as in standardbred racing.
