France Galop To Redistribute €15-Million in Prizemoney; Plans For Mar. 1 Cut

Due to a better-than-expected profit margin generated by the PMU in November and December, France Galop will redistribute €15-million in prizemoney and premiums for races between May 11 and Dec. 31, 2020 that experienced purse cuts. Prizemoney in France dipped by 20% in 2020. The redistribution will take place this week, and France Galop has added a special condition to races taking place from Jan. 28 through Feb. 9 that ensures the additional earnings don't preclude horses from races that they're currently being declared for.

With PMU outlets in cafes and bars forecast to be closed potentially until June, France Galop is projecting a 25% drop in betting turnover for 2021. Prizemoney will be paid out in full in January and February, but from Mar. 1 onwards prizemoney and premiums will be cut in anticipation of losses. France Galop's objective remains to redistribute the amounts initially withheld at a later stage. The severity of purse cuts will be decided during the second half of February and will be applied in linear fashion to all races, but will not affect transport allowances. France Galop projects the cuts could be in the region of 15%.

Sectional Timing Begins at the National Level in France

The national rollout of race sectional timing at all premium Flat and National Hunt racecourses in France began this month, France Galop and its partner McLloyd announced on Monday. The McLloyd system will be implemented at all French national meetings beginning in February and is the first country to offer such broad coverage. The technology was tested in 2019 at ParisLongchamp, Chantilly, Deauville and more recently in Auteuil. Lyon-La-Soie and Marseille-Vivaux were added to the timing network on Jan. 14 and 15, respectively. Cagnes-sur-Mer joined the fold on Jan. 18. Pau and Mont-de-Marsan are the next courses slated to receive the timing system.

A small sensor is deployed on each horse and has been adapted to both Flat and Jumps racing. Thanks to the sensors, live and replay editing, with the instant running order and speed, is now available on Equidia's screens. It is also made available to the racecourses and betting partners. At the end of every race, a full data report is published for every runner and posted in the official results on France Galop website. France Galop to Redistribute Purses for Some 2020 Races

All races in France since May 11, 2020 which carried a reduced purse due to the COVID-19 pandemic will receive part of their original prizemoney back in the second half of January, France Galop announced on Monday. At the end of 2020, France Galop’s funding budget was €185 million instead of €248 million, a 25% decrease due to the two-month period racing ceased in France during the first French lockdown. In August, the France Galop Board of Directors determined that a positive funding result-if there was one–at the end of the year should be redistributed in the form of incentives to partially compensate for the decrease applied from May 11. The expected amount of excess funding is supposed to be greater than €8 million, but France Galop and the PMU are still confirming the amount. The prize money that will be available for each race will increase exactly the same amount in any race, with premiums to owners and breeders also increased. The annual closing of the professional accounts is scheduled for Jan. 12 and then France Galop must proceed to invalidate more than 3200 races before recalculating the allowance and bonuses on all of the affected events. Changes to Female Jockey Weight Allowance in France

During the final meeting of the year, the Board of Directors of France Galop adopted the 2021 Terms and Conditions, which also includes a change to the weights female jockeys will carry, France Galop announced on Tuesday. Although the administrators are committed to maintaining the 1.5kg weight allowance for Flat female jockeys, after consultation with the Board of the Plate and women jockeys, in response to the renewed request of the Association of Jockeys and the Association of Trainers, some changes were made to the weight system. The changes, beginning on Mar. 1 for female apprentices and young Flat jockeys are as follows:

  • 2.5kg when they don’t ride for the trainer they are apprenticed to (instead of 4kg)
  • 3.5kg when they ride for the trainer they are apprenticed to (instead of 4kg)
  • additionally, whether boys or young women, the trainer who sponsors the apprentice will always benefit from a 1kg break in the weights

For Jumps racing, women receive a 2kg break in the weights for eligible races with a maximum discount of 4kg, including 1 kg for an apprentice or young jockey (up to 39 wins), girl or boy, amount for the master of apprenticeship or internship. Races where weight discounts do not apply are group/listed races on the Flat with a purse of €30,000 or more and Class 2 races for juveniles and in the National Hunt sphere graded or listed races with a purse of €53,000 or more except certain handicaps.
