Research on Remaining Land Inside Lexington’s USB to be Presented March 5

The Fayette Alliance will release two new research studies that analyze the remaining land inside of the Urban Services Boundary in Lexington, Kentucky at an open meeting March 5.

“Grow Smart: Land Use Analysis and Recommendations” and “Lexington-Fayette County Housing Growth Analysis” will be presented on Tuesday, March 5 at 5:30 p.m. ET in Lexington's Central Library Branch's Farish Theatre, 140 E. Main Street in Lexington.

Expanding development outside of the Urban Service Boundary–the circle around the downtown area of Lexington–has been a contentious issue for years in the city as some fight to preserve Lexington's historic horse farms while others argue that some need to be developed in order to accommodate a growing population.

The research studies will be presented and released at an event titled “Mapped: Analyzing Land and Housing Trends in Lexington. ” Attendees will hear from two different urban planning and land-use experts: Stan Harvey–Director of Urban Planning and Design at Lord Aeck Sargent, and Geoff Koski–President of KB Advisory Group, a real estate and economic development advisory firm.

The first presentation, titled “Grow Smart: Land Use Analysis and Recommendations,” will provide a detailed map of the land we have left within the Urban Services Boundary and its
current zoning and acreage. The second presentation, titled “Lexington-Fayette County Housing Growth Analysis,” will focus on how the community might most efficiently utilize our land and reshape development patterns to better accommodate a growing population.

Fayette Alliance is a nonprofit dedicated to achieving smart, sustainable, and equitable growth in Lexington-Fayette County through land-use advocacy, education, and research,

No Decisions Made in First Hearing in Urban Service Boundary Lawsuit

The first hearing in the lawsuit filed by the Fayette Alliance against the Lexington, Kentucky Urban County Council over the Urban Service Boundary's produced no decisions at the October 5 meeting; instead, both parties were asked to file additional briefs over the next two weeks. The news is according to a press release distributed by the Fayette Alliance.

The Fayette Alliance is alleging that the Council's decision to expand Lexington's Urban Service Boundary–a circular boundary around the downtown designed to protect Kentucky farmland–was not legal. The Alliance clams that the decision, “violated the Kentucky statutes governing the drafting of comprehensive plans, which require that those plans be based on data, research and analysis.” Moreover, they say, “the decision defied historical precedent, which is clear that any decision to expand the USB in the past has been made by the Planning Commission.”

Attorneys for the city of Lexington have filed a motion to dismiss the case, arguing that since the formal re-zoning has not yet taken place, the Alliance does not have the right to pursue litigation.

The Alliance said that the planning commission will be discussing recommendations on which of the five proposed areas might be rezoned for construction at a meeting Thursday, Oct. 19 at 1:30 p.m. in the Phoenix Building at 101 East Vine Street in Lexington. The meeting is open to the public.

Those interested in providing public input to the Planning Commission may do so on Imagine Lexington's Urban Growth Management website.

Soccer Complex No Longer Being Pursued at Ashwood Site

The proposed building of a soccer complex in the agricultural-rural zone that was previously Ashwood Training Center just outside of Lexington, KY has reportedly been abandoned by the Lexington Sporting Club. The project had been met with significant opposition from members of the equine and agricultural communities in Fayette County.

“We are pleased that our community's strong desire to protect the Agricultural-Rural zone has been recognized by the withdrawal of the Lexington Sporting Club's backing for the 12 soccer field and 750 parking space proposal at the Newtown Pike site,” said a statement from the Fayette Alliance. “Fayette Alliance remains committed to advocating for equitable, sustainable and responsible growth in Lexington-Fayette County. We continue to support bringing professional and youth soccer opportunities to Lexington so long as it does not come at the expense of our community's signature Bluegrass farmland and the industries it supports.”
