UK Rules of Racing Changes Confirmed By BHA

Several changes to the British Rules of Racing were confirmed by the British Horseracing Authority on Thursday. These changes, which will come into effect in the coming months, were approved by the BHA Board, following engagement with and feedback from participants and stakeholders. The changes are as follows:

All horses entered to run in a race in Britain must be signed out of the human food chain via its passport by Jan. 1, 2022.
The UK's equine influenza vaccination requirements were updated to bring them in line with other European racing nations.
The rules regarding bisphosphonates were updated to bring them in line with other European racing nations.

James Given, Director of Equine Health and Welfare for the BHA, said, “The sport's Veterinary Committee made the decision to exclude racehorses who run in Britain from the food chain in January of this year. It was subsequently put out to consultation with the racing industry prior to being approved by the Rules Committee and finally by the BHA Board in September.

“British racing has in place a euthanasia code of practice to aid trainers and owners with end-of-life decisions. The guidance is clear that whenever possible, euthanasia should be performed at home or in suitable surroundings.

“The transporting of horses to an abattoir to be sold for consumption should not, in my view, be classed as euthanasia and is not an approach that we should tolerate in our sport, which is why a rule preventing this practice is a positive step. I am confident that most British trainers and owners agree with me on this and already observe this principle.”

Claiming Process Streamlined By Horse Racing Ireland

A streamlining of the claiming process for Irish claiming races, to speed up post-race procedures, has been instituted by Horse Racing Ireland and the new regulations will go into effect on Nov. 2. Pre-authorisation on the day of the race will be required for all potential claimants. The claimant's contact details, the name of the designated trainer for the horse they wish to claim, the name of the person responsible for collecting and transporting the claimed horse and the value of the horse they wish to claim should be submitted to Horse Racing Ireland up to one hour before the scheduled race time. Pre-authorisation can be done in two ways: by completing the online pre-authorisation form or by telephoning the client accounts department of HRI. Jason Morris, HRI's Director of Racing, said, “The popularity of claiming races continues to grow as a medium for purchasing horses and we have seen a huge increase in the volume of activity, with upwards of 30 claims being submitted in races on occasions. This can lead to considerable delays in the post-race processing and the announcement of the successful claims.

“The changes to the regulations announced today will streamline the process for everyone involved and will also ensure the welfare of claimed horses as they transfer between trainers. The time between the race being run and the announcement of successful claims will be reduced, removing any ambiguity of who is responsible for the welfare of the horse in the period after the race.

“It is important to note that pre-authorisation must be sought each time a person intends to make a claim and that those wishing to proceed with their claim must contact the client accounts department of HRI after the race is run. No claim will be accepted after the race without pre-authorisation.”

James Reveley Joins ThoroughBid as Consignment Agent in France

Jockey James Reveley has joined digital sale platform ThoroughBid as the company's National Hunt Consignment Agent in France. Based in France for the past 15 years, the 2016 French Champion National Hunt Jockey has won 11 Grade 1 races and has won the G1 Grand Steeple-Chase de Paris three times (2016-18).

Kingman’s Tumbler A New Rising Star in France

Carlos Laffon-Parias trainee Tumbler (Fr) (Kingman {GB}), a hitherto untested homebred sporting the colours of Alain and Gerard Wertheimer, was eclipsed for favouritism in the betting, but opened up with an impressive daylight rout of five rivals in Thursday's Prix As d'Atout, a seven-furlong heat for unraced 2-year-old colts and geldings, at Saint-Cloud. The 17-5 chance was swiftly into stride and settled into a smooth rhythm racing third, four lengths off the pace, through halfway. Sent wide with the field into the straight, he quickened in taking fashion to sweep by Heatherwood (Fr) (Birchwood {Ire}) passing the two pole and powered clear in style once easing underneath the stands' side rail with 300 metres remaining. Tumbler stretched out to a 10-length advantage from Heatherwood at the line, earning a 'TDN Rising Star' on debut.

Tumbler is the fifth of seven foals and fourth scorer produced by a winning half-sister to three stakes winners headed by G1 Poule d'Essai des Poulains-winning sire Falco (Pivotal {GB}) and G3 Prix Eclipse victrix Iron Lips (GB) (Iron Mask). Descendants of Iron Lips include stakes-winning multiple Spanish champion Oriental (Jpn) (Smart Strike), Listed Prix Millkom runner-up Argentic (Fr) (Kendargent {Fr}) and Listed Prix Francois Boutin third Unveil (Ire) (Showcasing {GB}). The March-foaled bay is a half-brother to Listed Prix de Saint-Patrick Twist (Fr) (Pivotal {GB}), Listed Prix Turenne second Kertez (GB) (Intello {Ger}), a yearling colt by Anodin (Ire) and a weanling filly by Siyouni (Fr). Tumbler's second dam Icelips (Unbridled), herself out of a half-sister to G1SW sire Groom Dancer (Blushing Groom {Fr}), is a half-sister to MG1SP G2 Prix de Malleret victrix Legerete (Rahy) and G2 Prix de Malleret runner-up Underwater (Theatrical {Ire}). Legerete's trio of stakes performers is headed by MGSP Listed Prix Matchem victor Pilote (Ire) (Pivotal {GB}) while Underwater's black-type descendants include G3 Prix Noailles and G3 Prix Exbury winner Soliel Marin (Ire) (Kendargent {Fr}).
