Racing Home Website Launched

'Racing Home', an online platform for educating and empowering racing's employers, employees and the self-employed, was launched by Women in Racing with support from the Racing Foundation, Kindred Group and the latter's flagship brand Unibet on Wednesday. The website focuses on motherhood/parenthood and providing easy access to information about rights and entitlements regarding pregnancy, maternity, paternity, adoption, shared parental leave, flexible working, self-employment and statutory pay.

Women in Racing Chair, Tallulah Lewis, said, “Women in Racing are incredible proud to be launching the Racing Home Project with three key initiatives which aim to have immediate impact on the lives of all working parents. The work we have been undertaking has identified some serious challenges faced by mothers and parents working in the horseracing industry and two years of research and webinars have led to Women in Racing in tandem with Simply Racing and the industry stakeholders developing meaningful solutions that will positively impact the working lives of many, enhancing, wellbeing, resilience and quality of life.”

Additional H-2B Visas for Fiscal Year 2022

The U.S. Department of Homeland Security (DHS) and the U.S. Department of Labor (DOL) have agreed to offer 20,000 additional H-2B visas to employers for positions starting on or before Mar. 31. These visas are used by employers, such as racehorse trainers, who seek seasonal guest workers.

“This addition of H-2B visas is helpful for the horse racing industry as we continue to see high demand for workers by employers,” said NTRA President and CEO Tom Rooney. “At the same time, the NTRA supports relief from the burdensome annual H-2B visa cap to enable affected employers to stabilize their businesses through a permanent returning worker exemption. We urge both departments to permanently reform the program.”

DHS is also providing additional flexibilities to H-2B petitioners under its general programmatic authority by allowing non-immigrant workers in the United States in valid H-2B status and who are beneficiaries of non-frivolous H-2B to begin work with a new employer after an H-2B petition is filed and before the petition is approved, generally for a period of up to 60 days. This provision clarifies portability eligibility for beneficiaries of pending petitions.

Of these additional 20,000 visas, 6,500 are reserved for nationals of the Northern Triangle countries of Honduras, El Salvador, and Guatemala and 13,500 for returning workers.

The H-2B visa guest worker program is a non-immigrant visa program used by many industries that need temporary non-agricultural help when domestic workers are unavailable. For the horse racing industry, trainers rely heavily on the H-2B program to fill various backside positions.

HRI Industry Education and Training Survey Results Announced

The education and training survey results, which 699 people participated in from Nov. 4-Dec. 16, 2019, were announced by Horse Racing Ireland on Tuesday. The main challenges of all survey participants-147 employers, 482 employees and 47 students-were financial and getting time off for additional training. Other issues for employees are work hours and low income, while for employers, set-up costs and staff shortages were problems. The 2020 industry education and training strategy developed by HRI to combat these changes are as follows:

  • Attract people to join the racing and breeding industry
  • Develop people to deliver and grow their skills and career in the racing and breeding industry
  • Support employers to retain staff to deliver and grow within the racing and breeding industry

These priorities will provide HRI with actions to develop a range of subsidized education and training services to the entire industry to upskill, re-train and recruit/retain staff.

“This was the first time a training education survey was conducted across the horse racing and breeding industry and provided us an opportunity to hear directly from people working in the industry,” said HRI Industry Education and Training Manager Grainne Murphy. “The data provided has helped to shape and inform our training and education strategy 2020-2022.

“Improving training and education opportunities must be a shared endeavour and we hope data from this survey along with future surveys can help drive change. A huge thank you to everyone who took the time and effort to complete the survey, especially my colleagues in the Irish Stablestaff Association, the Irish Racehorse Trainers’ Association, the Restricted Trainers’ Association, the Jockeys’ Association, RACE, the Irish Thoroughbred Breeders’ Association and the Irish Horseracing Regulatory Board in helping us deliver this survey.”
