Weekly Stewards and Commissions Rulings, Oct. 3-9

Every week, the TDN publishes a roundup of key official rulings from the primary tracks within the four major racing jurisdictions of California, New York, Florida and Kentucky.

Here's a primer on how each of these jurisdictions adjudicates different offenses, what they make public (or not) and where.

The TDN also posts a roundup of the relevant Horseracing Integrity and Safety Act (HISA)-related rulings from the same week. These include decisions from around the country.

California

Track: Santa Anita

Explainer: Jockey Edwin Maldonado, who rode Where's My Ring in the second race at Santa Anita Park on October 1, 2023, is suspended for 3 racing days (October 14, 15 and 20, 2023) for failure to make the proper effort to maintain a straight course in the stretch, causing interference. This constitutes a violation of California Horse Racing Board rule #1699 (Riding Rules – careless riding).

Explainer: After a hearing before the Board of Stewards, Declan Cannon, who rode Levy in the second race at Churchill Downs on September 24, 2023 is hereby suspended 3 racing days, October 11 through October 13, 2023 (inclusive) for careless riding in the stretch that resulted in the disqualification of his mount.

Explainer: After a hearing before the Board of Stewards, Martin Garcia, Who rode Candy Landy in the third race at Churchill Downs on September 21, 2023 is hereby Suspended 3 racing days, October 14, October 15 and October 18, 2023 for Careless riding near the six and one-half-furlong pole that resulted in the disqualification of his mount.

 

NEW HISA/HIWU STEWARDS RULINGS

The following rulings were reported on HISA's “rulings” portal and through the Horseracing Integrity & Welfare Unit's “pending” and “resolved” cases portals.

This does not include the voided claim rulings which were sent to the TDN directly. Some of these rulings are from prior weeks as they were not reported contemporaneously.

One important note: HISA's whip use limit is restricted to six strikes during a race.

Corrales, Lobo, Oxo Equine Sweep Titles at Turfway Holiday Meet

At the close of 2022, Turfway Park's Holiday Meet concluded with jockey Gerardo Corrales, trainer Paulo Lobo and Larry Best's OXO Equine winning their respective titles.

Corrales tabbed 30 wins from 104 mounts–a stout 29% win clip. His mounts tallied $1,115,484 in purse earnings. Corrales' meet was highlighted by a victory in the $125,000 Prairie Bayou Stakes aboard the Lobo-trained In Love (BRZ) (Agnes Gold {Jpn}). The 26-year-old rider also won the $125,000 Holiday Inaugural Stakes aboard Ready to Venture (GB) (Kingman {GB}). Corrales finished eight wins in front of Joe Ramos. Luan Machado was third with 13 victories followed by Declan Cannon (11) and Manny Esquivel (9).

In the trainer standings, Paulo Lobo, who trains many horses for OXO Equine, recorded 11 wins from 29 starters. His runners earned $531,772 in purses. Among his top performers were the aforementioned In Love, along with allowance winners Bromley (Mastery), Greyes Creek (Pioneerof the Nile), Koolhaus (Nyquist), Purple Dream (Point of Entry), Quaria Comet (Shackleford) and Querobin Dourada (Capo Bastone). Lobo recently won a $70,000 maiden special weight contest with OXO Equine's Itzos (Bolt d'Oro), a sibling to the great Rachel Alexandra (Medaglia d'Oro). Lobo finished five wins clear of Doug Cowans and Mike Maker while Brad Cox, Bill Morey and Wesley Ward were tied in fourth with five victories.

OXO Equine tallied four wins at the Holiday Meet, which tied with Stanley Bergman's Brownwood Farm. OXO Equine's runners earned $205,079, nearly $29,000 more than Brownwood Farm.

“As we end 2022 OXO [Equine] had a year that saw us hit our record win mark and money won,” racing manager Don Chatlos said on Twitter (@DCHI23). “Our trainers and jockeys know they are appreciated but it's the grooms, hot walkers, exercise riders and assistants that do all the heavy lifting. So, it's a toast to them. We can't thank you enough.”

Maclean’s Music Colt Impresses In Churchill Debut

TOP OF THE CHARTS (c, 3, Maclean's Music–Tiz Ro, by Hard Spun), bet down to 7.60-1 from a morning line of 12-1 found his way to the front in the early stages and widened through the final furlong to post an impressive 2 3/4-length debut success Saturday at Churchill Downs. The lone firster in a field of eight, the dark bay bounced well from the two hole and gradually–and with relative ease–worked his way to the front, covering the opening two furlongs in a smart :21.98. Ridden quietly on the turn by Declan Cannon, Top of the Charts was asked to kick in upper stretch, pinched an unassailable advantage into the final furlong and finished full of run to score by daylight in slick time. The victory was Cannon's first since last Sept. 13, when he suffered serious injuries in a spill. Top of the Charts is out of a winning daughter of Muskrat Suzie (Vice Regent), the dam of Canadian Classic and GI Arlington Million hero Jambalaya, whose sire Langfuhr was also a son of Danzig.
