NYRA Announces Jockey, Owner Protocols For Belmont’s Spring/Summer Meet

The New York Racing Association, Inc. (NYRA) today announced COVID-19 health and safety protocols for jockeys competing at the 48-day Belmont Park spring/summer meet.

The meet, which features 59 total stakes races worth $16.95 million in total purses, runs Thursday, April 22 through Sunday, July 11.

As has been the case at NYRA since April 1, all jockeys who have been fully vaccinated will not be required to undergo COVID-19 testing in order to compete at Belmont Park. Vaccinated jockeys traveling to ride at Belmont Park, as well as members of the NYRA jockey colony who travel outside of New York State, will continue to be provided isolated jockey quarters at Belmont Park.

According to current Centers for Disease Control (CDC) guidance, individuals are considered fully vaccinated 14 days or more after receiving the second dose in a two-dose series (Pfizer-BioNTech or Moderna), or 14 days or more after they have received a single-dose vaccine (Johnson & Johnson / Janssen). NYRA will adhere to the current CDC guidance regarding COVID-19 vaccination standards.

As has been the case since April 1, all jockeys who have been fully vaccinated to the satisfaction of CDC guidelines will be permitted to enter the Belmont barn area for morning training. Jockeys who have not been fully vaccinated will not be permitted in the barn areas but can continue to meet horses in the Belmont Park paddock and utilize the main track.

NYRA will permit out-of-town jockeys to compete at Belmont Park during the 2021 spring/summer meet. Jockeys who have not been fully vaccinated must provide a negative COVID-19 PCR test taken in New York State within 48 hours of the day they intend to compete at Belmont Park. Out-of-town jockeys will be provided isolated jockey quarters at Belmont Park.

In accordance with current CDC guidelines, jockeys who have traveled internationally will be required to quarantine for seven days upon their return. Four days after arrival in the United States, the jockey must be tested for COVID-19. Upon receipt of a negative COVID-19 PCR test, and completion of the seven-day quarantine, the jockey may compete at Belmont Park. All jockeys who have traveled internationally will be provided isolated jockey quarters.

In addition to race day safety protocols, which include standard health screening and temperature checks, the jockey quarters at Belmont Park have been substantially altered to provide maximum social distancing and reduce density. All areas accessed by jockeys during the regular course of a race day are closed to outside personnel, including credentialed media, and are cleaned and disinfected throughout the day.

Owners licensed by the New York State Gaming Commission will continue to be permitted to attend live racing on the day their horse is entered to run.

A limited number of licensed owners will be permitted within the barn area at Belmont Park during the 2021 spring/summer meet. In order to secure access to the barn area, owners must provide NYRA with proof of completed vaccination or a negative COVID-19 test result taken within 5 days of the request. Owners are considered fully vaccinated 14 days or more after receiving the second dose in a two-dose series (Pfizer-BioNTech or Moderna), or 14 days or more after they have received a single-dose vaccine (Johnson & Johnson / Janssen).

Owners approved to enter the barn area will be required to practice social distancing and to wear a facial covering at all times.

Jockey agents who are not fully vaccinated must produce a negative COVID-19 PCR test in order to gain access to the barn area. Races will continue to be drawn via Zoom.

As has been the case since April 1, jockey valets who have been fully vaccinated to the satisfaction of CDC guidelines may continue to enter the barn areas for morning training. In addition, jockey valets who have been working in the barn areas and only saddling horses in the afternoon and have not been fully vaccinated may re-enter the jockey quarters after completing a 10-day quarantine and providing a negative COVID-19 PCR test taken within 48-hours of their intended return.

The 2021 spring/summer meet at Belmont Park begins with an eight-race program on Thursday. First post is 1:00 p.m. Eastern.

NTRA Safety & Integrity Alliance Accreditation To Resume Following COVID-19 Pause

Following an eight-month hiatus from conducting on-track accreditation visits due to the impact of COVID-19, the NTRA Safety & Integrity Alliance (Alliance) has begun the process of re-accrediting racetracks, the NTRA announced today.

Accreditation by the Alliance has taken on additional meaning following the passage of The Horseracing Integrity and Safety Act (HISA) in December of 2020. The HISA federal regulations, which are set to be enacted in July 2022, note that the new Authority may extend provisional or interim accreditation to a racetrack accredited by the Alliance.

“Racetracks across the nation are gradually beginning to welcome back customers and participants, so it is time to begin the process of re-accrediting many of the 21 racetracks currently accredited by the Alliance,” said Alex Waldrop, President and Chief Executive Officer of the NTRA. “The Alliance will also consider applications from other non-accredited racetracks that wish to be accredited before the expected launch of HISA in 2022.”

The Alliance accreditation process begins with the submission by the racing association of a comprehensive written application, which must be supported by extensive documentation. Once the application is complete, an audit is performed by an Alliance inspection team that carefully examines each applicant's operations and conducts interviews with track management and other key personnel including track superintendents, racing office officials, track veterinarians and safety officers, as well as jockeys, owners, trainers, stewards, regulatory veterinarians, wagering security officials, customers and others to confirm full compliance with the Alliance Code of Standards.

The 21 racetracks currently accredited by the Alliance are: Aqueduct Racetrack, Belmont Park, Canterbury Park, Churchill Downs, Del Mar Thoroughbred Club, Ellis Park, Finger Lakes Casino and Racetrack, Golden Gate Fields, Gulfstream Park, Indiana Grand, Keeneland, Kentucky Downs, Laurel Park, Monmouth Park, Parx Racing, Pimlico Race Course, Santa Anita Park, Saratoga Race Course, Sunland Park, Turfway Park and Woodbine.

York Feature Races’ Prize Money Returned to Pre-COVID Levels

A trio of Group 1 races at the Welcome to Yorkshire Ebor Festival on Aug.18-21 and the G2 Al Basti Equiworld Dubai Dante S. on May 13 have all had their prize money boosted to pre-COVID levels, the racecourse announced on Wednesday. The G1 Juddmonte International on Aug. 18, rated the Longines World's Best Horse Race in 2020, will once again be worth £1 million, while the Aug. 19 G1 Darley Yorkshire Oaks will be run for £400,000. The purse of the G1 Coolmore Wootton Bassett Nunthorpe S. will also be £400,000, and the Dante with be worth £165,000.

Well-Being Survey Launched By British Racing

Wellbeing across the Horseracing Industry, a comprehensive survey to help inform a strategy dedicated to the welfare of the British Racing workforce, was launched on Tuesday.

The survey, which runs through May 16, is open to everyone working across the Thoroughbred racing and breeding industry. Every individual who completes the survey, will receive a personalised well-being report to help improve how they feel, live and work. A Wellbeing Committee was also created, comprising a significant range of expertise across its membership, as well as a dedication towards improving further the overall health of the sport and its employees. The Wellbeing Committee consists of the following:

 

  • Simon Jones, Chair
  • Linda Bowles, HR Director and charity trustee
  • Kay Boyden, Director of Programmes, Racing Welfare
  • Lisa Hancock, Chief Executive, Injured Jockeys Fund
  • Jerry Hill, BHA Chief Medical Adviser
  • Will McConn, Sports Psychologist and joint author of the 2019 review and recommendations on mental health support in British Racing
  • Rishi Persad, Horseracing and sports broadcaster
  • Simone Sear, Director of Welfare, Racing Welfare

The committee, which will report to the People Board chaired by BHA Director Laura Whyte, will lead an industry-wide programme of work that brings together all the organisations that deliver support to the workforce, with well-being prioritised. A well-being strategy was identified as a priority within British Racing's COVID-19 recover plan published last summer. There will also be dedicated well-being workshops for leaders across British Racing and the completion of a comprehensive gap analysis of provision across key stakeholder bodies, are among priorities that have been delivered early in 2021.The Racing Foundation has provided funding support in this crucial area to date, which builds on their support of the groundbreaking 2019 report, 'A lifestyle rather than a job': a review and recommendations on mental health support within British Racing.

Wellbeing Committee Chair Simon Jones said, “I'm delighted to have been asked to Chair British Racing's Wellbeing Committee. In establishing this Committee, the BHA and the sport, working with the full range of stakeholders, has given the highest priority possible to a programme of work that puts the wellbeing of our workforce at the top of our sports agenda.

“The industry's Wellbeing Committee will oversee the delivery of excellence in wellbeing, development and pastoral support of our people, and contribute to the continued improvement in the health of our sport.”

BHA Chief Executive Julie Harrington added, “Staff wellbeing, across the full breadth of British racing, is a priority for decision-makers in our sport and will be critical to our recovery from the pandemic, and our growth in the future.

“I wish to thank Simon and his fellow Wellbeing Committee members for their commitment to this crucial area, which will be matched at the BHA as plans and policies are developed. This is a big opportunity for all employees, in every area of our sport, to have their voices heard, and I encourage everyone to complete the survey.”
