Wagering, Purses Up Significantly in Q1 2021

According to statistics released Monday by Equibase, daily average wagering and average purses per race day each saw significant increases in the period from Jan. 31-Mar. 31, 2021 when compared to the same time frame in 2020.

Total wagering in the three-month period was reported at $2.776 billion, an increase of 10.27% over last year, with daily average wagering at $3,611,092, which represented a 14.15% improvement from 12 months ago. Nearly $215 million in purses were disbursed from January through March, some 4.6% better than last year, with several tracks offering multiple purse increases during their meets. Average purses per race day for the first quarter was $280,677, up 8.45% from 2020.

While the number of live racing days (766) was down 3.4% this year versus last, the number of races staged (6,702) and number of starts (52,211) were fractionally higher. The corresponding figures for the month of March alone showed even more dramatic increases, as the impacts of the coronavirus on racing began to increase in March 2020. A total of 292 U.S. race days took place (+36.45%) encompassing 2,563 races (+43.42%) and 19,452 starts (+39.75). Average field size of 7.59 was off 2.56% from March 2020, while average wagering per race day over just over $3.3 million represented a 3.25% decline over 2020. Average daily purse money in March was $280,129, an improvement of 7.48% from last year.

Runhappy Santa Anita Derby Card Produces High Handle Number

The card for the 84th GI Runhappy Santa Anita Derby produced all-sources pari-mutuel handle of $24,282,400 Saturday. This was the largest Santa Anita Derby day handle since 2007. In addition, fans returned to the Arcadia oval on a restricted basis, with 8,246 on-track for the 12-race program. It was the first time in over a year that fans were allowed back at Santa Anita since the COVID-19 pandemic began last winter.

Rock Your World (Candy Ride {Arg}) saluted in the day's feature event, the GI Runhappy Santa Anita Derby for Hronis Racing and trainer John Sadler. Soothsay (Distorted Humor) gave trainer Richard Mandella his fourth GII Santa Anita Oaks for Claiborne Farm, Perry Bass II, Ramona Bass and Adele Dilschneider. Trainer Phil D'Amato leads in the trainers' standings with 29, one better than Bob Baffert. Flavien Prat holds a sizeable advantage in the jockeys' equivalent with 80 wins to 50 for Juan Hernandez.

COVID Lockdown Threatens Opening Day at Woodbine

The Ontario government has put in place new COVID-19 restrictions that will last a minium of four weeks and include a ban on horse racing. What is being called an “emergency brake” went into effect Saturday, putting the Apr. 17 opener at Woodbine in doubt. Its sister track, the harness facility Mohawk Park, was not able to run on Saturday and will be shut down indefinitely.

There were 2,557 reported cases of COVID-19 Thursday in Ontario, the most in a single day since Jan. 22.

While understanding the serious of the pandemic, Woodbine CEO Jim Lawson has been frustrated by the government's efforts and said that people are not looking at the facts when it comes to horse racing. According to Lawson, there was only one case of COVID reported in 2020 between both Woodbine and Mohawk and none on the backstretch of either track.

“There wasn't enough thought and consideration given to a very large industry with a very large economic impact and a very stellar safety record,” Lawson said. “No one has really given any thought to racing because if they had, they never would have included racing in this lockdown. It's an outdoor activity with as near perfect safety record. No one is giving the industry its due.”

To back his point, Lawson questions why, during the four-week lockdown, NHL games will be allowed to continue and that golf will also be permitted.

“I am a golfer and am happy to go golfing,” Lawson said. “But I know that when I go out to the golf course, no one will stop me, no one will require me to wear a mask and no one will take my temperature. There will be no safety measures and protocols to speak of. If the government would come here and see what we are doing they'd have a completely different view.

“Here we are in our own little bubble with a perfect safety record and it is an outdoor activity. They say hockey, an indoor activity, has great safety measures in place. I don't say this wishing anyone any ill will, but there are NHL  games being postponed and now the Vancouver Canucks have eight players with COVID. They've had more COVID in three days than we had in a year.”

Lawson said he has heard from several trainers who, because of the uncertainty, are delaying shipping into Woodbine. If the lockdown goes on too long, Lawson fears some of the stables may remain in the U.S. throughout the year.

“We've got trainers in Florida and Louisiana who are calling me, asking what do I think?” Lawson said. “My honest answer is I can tell you that we are having discussions but can't guarantee you we will open Apr. 17. I'm not going to tell them to come or to stay away. I just tell them the facts.”

Lawson said he has been working to convince public officials that racing should not have been included among the list of businesses that will not be allowed to operate during the emergency brake period. He said he has had productive discussions with health officials representing Ontario. He added that what is needed at this point is for the Toronto Health Department to consider the facts and allow racing to resume.

“I have spoken to [the Ontario Health Department] directly three or four times,” he said. “The province is telling me if you can get the local health authority on your side they will support live racing opening up. Will that happen in the next week or two weeks? With Toronto public health, we don't know for sure. I can tell you that we have delivered a huge package of documents that make our case.”

Lawson said he remains hopeful that the Woodbine season will start on time.

“I am still optimistic and that is based on my discussions with Toronto Health,” he said. “We need things to stabilize over the next week or two and we must continue to to have a good safety record on our backstretch.”

Lawson said that there are already 1,300 horses on the Woodbine backstretch, their trainers waiting for racing to resume.

UK Racing Welcomes Government Aid

UK racing organisations welcomed the news that the racing industry would receive £21 million in loan support, which was announced late on Sunday evening. The loan is to assist with the continuing financial fallout due to the ongoing COVID-19 pandemic. The British Horseracing Authority (BHA), Racecourse Association (RCA) and The Horsemen's Group released a joint statement in response on Monday morning. The statement read:

“The leaders of British racing have welcomed the announcement that around £21 million of loan funding will be made available to the sport through the Sports Winter Survival Package. The money will be lent to the Horserace Betting Levy Board because of its role in providing central funding of industry costs of race-day regulation, equine welfare and industry training.

“Leaders representing the British Horseracing Authority, the Racecourse Association and The Horsemen's Group have been engaging with Sport England and DCMS since the Survival Package was announced on Nov. 19th. It is intended to help sports severely impacted by coronavirus restrictions over the winter months, notably where the absence of spectators and the revenue they provide would pose a threat to the survival of clubs or sporting teams.

“The funding model for racing is different from many sports where clubs will typically receive the revenues from spectators, employ the players or participants and fund the costs of staging sporting events. Racing's leaders asked government to allow the Horserace Betting Levy Board (HBLB) to be the recipient of loan funding, because of its role in providing central funding to support raceday and other industry costs. Work continues with the HBLB to agree how the loan funding can best be used to assist the industry with surviving and recovering from COVID 19.

“No changes are expected to the HBLB's plan for funding race-days and prize money until the end of June. But with spectators not returning to racecourses until May 17th at the earliest, and in reduced numbers at that point, the gap in revenues will continue into July and until a full return of race-goers is possible. The government has already indicated that further financial help may be available for sports affected over the summer, which British racing has also welcomed.

“Racing has taken into account the need to repay any funds borrowed from the original £40 million which government set as a limit for horseracing. Whilst the terms of the loans are favourable, there is a recognition that any debts incurred will have to be paid back from future Levy income. Racing's leaders will now work with the HBLB on a plan to repay the loans over the 10-year period.”

The BHA's Chief Executive Julie Harrington said: “We are extremely grateful to officials at Sport England, DCMS and the Treasury for their support in agreeing this funding to racing. We are grateful also to the Horserace Betting Levy Board for agreeing to our proposal and borrowing this money to support the central funding of racing. This money will help ensure racing continues behind closed doors despite the absence of spectator revenues. This will benefit our racecourses, our participants and their communities, and the vital role racing plays as an employer and contributor to the rural economy.”

“The RCA and its Members are very grateful to the HBLB, DCMS and Sport England for putting in place this vital funding for the sport,” said Racecourse Association Chief Executive David Armstrong. “Racecourses have suffered lost turnover of over £325m since the pandemic began and this funding will provide a crucial bridge for both Racecourses and Horsemen as we begin the long road to recovery.”

Charlie Liverton, Chief Executive of the Racecourse Owners Association, said, “Our thanks go to the officials at Sport England, DCMS and the Treasury for their help and support in providing this loan to British Racing. In particular, the team at Sport England for their time and advice during the process. The HBLB will be the recipients of the loan and we look forward to working with them to understand how the loan can be best utilized going forward. The Government's Sports Winter Package has provided financial support to many sports industries over the past few months and this support to British Racing is very welcome.”
