Gov. Beshear Calls On Kentucky Lawmakers To Be ‘Bold,’ Approve Historical Horse Racing, Sports Wagering

Kentucky Governor Andy Beshear fortified his positions on historical horse racing and sports wagering on Wednesday evening, calling on lawmakers to be “bold” and approve both during the 2021 General Assembly which begins on Jan. 5, reports the Kentucky Herald-Leader. Gov. Beshear's comments were made in a 20-minute speech he gave to the virtually-held legislative preview conference for the Kentucky Chamber.

Gov. Beshear has long been a supporter of both historical horse racing and sports wagering. The former has come under fire in 2020, however, due to a Kentucky Supreme Court decision in September which declared at least one version of historical horse racing terminal to not constitute pari-mutuel wagering, and thus to be illegal.

In response to the state's Supreme Court ruling, Churchill Downs has halted major construction projects at both it's Louisville, Ky. flagship track and at the recently-purchased Turfway Park in Florence, Ky.

Gov. Beshear urged lawmakers to legalize historical horse racing in support of Kentucky jobs and the over $21 million it contributes to the state's budget.

Trainer Mike Maker Tries To Cap Banner Season With 11 Entrants In Claiming Crown

Winding down the best season of his career and coming in off the Churchill Downs' fall title, trainer Mike Maker looks to add to his record 17 victories when the 2020 Claiming Crown returns to Gulfstream Park on Saturday, Dec. 5.

Maker has 11 horses spread among five of the nine stakes comprising the Claiming Crown, which serves as a Breeders' Cup-style championship for the blue-collar horses that are the backbone of American racing.

The Claiming Crown stakes are run under starter-allowance conditions, restricted to horses who have competed for a designated claiming price or cheaper within a certain time frame. The Claiming Crown is a partnership between the National Horsemen's Benevolent & Protective Association and the Thoroughbred Owners and Breeders Association. This is the event's 22nd year and ninth straight at Gulfstream Park in Hallandale Beach, Fla.

Maker aims to improve on what already is his best season since leaving his job as an assistant trainer to D. Wayne Lukas to open his own stable in 2003. His horses have won a career-best 253 races (third in North America) and more than $13.47 million (fifth in North America) this year through Thursday. That includes Maker earning his third Breeders' Cup victory with Three Diamonds Farm's Fire At Will in the $1 million Juvenile Turf at Keeneland, one of the stable's trio of Grade 1 winners in 2020, the others being Zulu Alpha in Gulfstream's Pegasus World Cup Turf and Aquaphobia in Monmouth Park's United Nations.

“I'm very happy, and hopefully we can add to it this weekend,” he said of his season.

Maker, who also won the Kentucky Downs' 2020 training title, seeks to pad his 33 stakes victories this year (fourth in North America) in the Claiming Crown.

Headlining his contingent is Three Diamonds' 5-year-old mare Jakarta, the 8-5 morning-line favorite in the $90,000 Claiming Crown Distaff Dash at five-eighths of a mile on turf. Jakarta won Gulfstream Park's Powder Break Stakes last year and this year captured Kentucky Downs' $100,000 Claiming Crown prep before finishing a close third behind multiple Grade 1 winner Got Stormy in Keeneland's Grade 3 Buffalo Trace Franklin County.

Maker's six entries by themselves would make a great betting race in the $95,000 Emerald, a 1 1/16-mile turf affair that attracted an overflow field. The six pack includes 2019 winner Muggsamatic, who was moved to his barn in the spring; 7-2 favorite Hieroglyphics, a winner of two straight in New York; Apreciado, third in last year's W.L. McKnight (G3) at Gulfstream; Iowa-bred Artie's Rumor, a winner in an Oct. 22 Keeneland allowance race in his first start after the $40,000 claim; Aqueduct's 2019 Gio Ponti winner Temple, and Sniper Kitten. Owned by 16-time Claiming Crown-winning owners Ken and Sarah Ramsey, Sniper Kitten needs two defections in order to get in the 12-horse field.

The Maker Claiming Crown assembly also includes 3-1 second choice Unmoored and the stakes-placed Tiger Blood in the $90,000 Canterbury at five-eighths of a mile on turf; 7-2 second choice and recent $25,000 claim Long Blade in the $75,000, six-furlong Express; and Treasure Trove, claimed for $40,000 in his last start and the 7-2 second choice in the $150,000 Jewel at 1 1/8 miles.

“I think we've got a good group of horses,” Maker said. “Jakarta fits very well. Treasure Trove was claimed in Indiana with this spot in mind, with Jesus' Team obviously the one to beat there. We're tough in the Canterbury but Fiya looks awful tough. A lot of live chances as far the Emerald, but I don't think they can separate any of our horses. I think it will come down to the trip.”

While owners such as Three Diamonds, Paradise Farms, David Staudacher, Michael Dubb, Ken and Sarah Ramsey, and Hooties Racing, Michael Hui and WSS Racing also compete at the top of the game, Maker says his clients really enjoy the Claiming Crown. The trainer said he claims a fair number of horses with not only the Claiming Crown in mind but also the lucrative prep races at Kentucky Downs.

“It's a good way to finish off the year,” Maker said. “We've claimed a lot of horses, a lot of horses fit here, and we've had good success. It's a great way to kick off the meet at Gulfstream. It's been a lot of fun. When you claim a horse, you kind of figure out how to get out (investment-wise) and make money, and the Claiming Crown is one of the factors that always goes into the decision.”

2021 Kentucky Derby: Churchill Planning For Reduced Capacity, To Utilize All-Inclusive Ticket Plan

Though this year's Kentucky Derby was pushed from the first Saturday in May back to Sept. 5 by the global COVID-19 pandemic, and held without fans in attendance, Churchill Downs is planning to have at least limited spectators for the 2021 Run for the Roses.

According to wkyt.com, the track sent a letter to premium ticket purchasers this week. Churchill indicated that it is “planning for a capacity in line with today's protocols,” but that officials are “hopeful that we may be able to extend seating options for additional guests as we get closer to the 2021 Derby and Oaks dates.”

New to the seating arrangements in 2021 will be an all-inclusive ticket plan, with food and beverages included, which is intended to reduce patrons' need to spend time in lines, the letter said.

The 2021 Kentucky Derby is scheduled for Saturday, May 1.

Steve Asmussen Named 2020 Recipient Of KTO Warner L. Jones Horseman Of The Year Award

Steve Asmussen — who this year became Churchill Downs' all-time win leader and only the second trainer to achieve 9,000 career victories — is the 2020 recipient of the Louisville-based Kentucky Thoroughbred Owners' Warner L. Jones Jr. Horseman of the Year Award.

The award recognizes individuals for outstanding contributions to Kentucky racing and sharing the passion exemplified by Jones, who spent 50 years on the Churchill Downs board, including eight as chairman during the iconic track's resurgence. Warner Jones — the first and so far only breeder of a Kentucky Derby, Kentucky Oaks and Breeders' Cup winner — was the inaugural award winner in 1988, six years before his death.

“Everything my whole family has is because of horse racing,” Asmussen said upon being informed he was the award recipient. “I won the Warner L. Jones Horseman of the Year Award – that has a beautiful ring to it. For anybody to be involved in horse racing, I think the greatest compliment you can be given is to be considered a horseman. It is what we strive for. It is something I, as well as my whole family, would be proud to be acknowledged as. The list of past recipients is beyond impressive and a group that I'm very proud to be a part of. That is cool.”

The Kentucky Thoroughbred Owners is an educational and social organization dedicated to the betterment of racing in the state. Membership is open not only to owners but anyone interested in the sport, including prospective owners.

Because of the COVID-19 health crisis, the KTO was forced to cancel its traditional November awards gala, with Asmussen and the other 2020 KTO award winners to be feted when circumstances permit an in-person event in 2021. KTO president Loren Hebel-Osborne said it was important to still recognize an individual for exceptional work in horse racing.

“As we all know this racing game ebbs and flows; we do not want Covid-19 to further penalize any members or racing entities who may otherwise be having a banner year in racing,” Hebel-Osborne said. “We weren't about to let Covid-19 cancel one more thing. In fact, I would say to win an award under these circumstances really shows extraordinary skill! We want to celebrate, elevate and honor these accomplishments especially in this most challenging environment.

“Steve is the embodiment of what the Warner L. Jones Jr. Horseman of the Year Award was created to recognize. Not just his record-setting numbers while playing at all levels of the game but just passing the eyeball test with how his horses always seem to glow good health and being well-cared for.”

Born into a horse-racing family as the younger son of Keith and Marilyn Asmussen, Steve spent parts of three seasons as a jockey before he returned from an injury too big to ride. He worked as an assistant trainer to his mother before starting his own stable with a handful of horses in 1986, winning with his 12th starter: Victory's Halo in a $2,600 maiden race at New Mexico's Ruidoso Downs.

Through Dec. 2, Asmussen had won 9,104 races, trailing only the late Dale Baird's 9,445. Those victories include training Horses of the Year Curlin (2007-2008), Rachel Alexandra (2009) and Gun Runner (2017), as well as winning the 2007 (Curlin) and 2009 (Rachel Alexandra) Preakness and the 2016 Belmont Stakes (Creator). His seven Breeders' Cup triumphs include the Classic with Curlin in 2007 and Gun Runner in 2017, with Curlin also taking the $5 million Dubai World Cup in 2008 and Gun Runner the $16 million Pegasus World Cup to cap his career in 2018. Rachel Alexandra became the only 3-year-old filly to beat older males in winning Saratoga's historic Whitney Handicap in 2009.

Asmussen's more than $342.7 million in career purse earnings are second all-time to Todd Pletcher's $397 million, according to Equibase statistics. He was inducted into the National Museum of Racing and Hall of Fame in 2016. Racing secretaries everywhere appreciate how much he comes to run — no one comes close to his more than 44,000 career starts.

Asmussen's 650 victories in 2009 are a record and mark one of four years in which he's surpassed 500 wins. He is the all-time win-leader at Lone Star Park and Remington Park in addition to Churchill Downs, where he replaced former Warner Jones recipient Dale Romans with the track record with victory No. 738 under the Twin Spires on June 12 this year. At Kentucky tracks, Asmussen has won a record 24 meet training titles at Churchill Downs as well as three apiece at Keeneland and Ellis Park.

On top of it, Asmussen is also an owner of note, his horses having won almost 1,200 races and more than $18.7 million dating to 2000, according to Equibase.
