Weekly Rulings: Mar. 8-14

Every week, the TDN publishes a roundup of key official rulings from the primary tracks within the four major racing jurisdictions of California, New York, Florida and Kentucky.
Here's a primer on how each of these jurisdictions adjudicates different offenses, what they make public (or not) and where.

CALIFORNIA

Track: Santa Anita
Date: 03/11/2022
Licensee: Donald Palmer, owner
Penalty: Suspended license
Violation: Failure to appear at hearing
Explainer: Owner Donald Palmer (DBA: Live Your Dream Racing), having failed to respond to written notice to appear before the Board of Stewards at Santa Anita Park on March 10, 2022, is suspended for violation of California Horse Racing Board rule #1547 (Failure to Appear) pending an appearance at a hearing before the Board of Stewards to answer to charges alleging violation of CHRB rule #1876 (Financial Responsibility- $2,000.93 to DVM John Araujo). Suspension to commence on March 18, 2022. During the term of this suspension, all licenses and license privileges of Donald Palmer are suspended and pursuit to California Horse Racing Board rule #1528 (Jurisdiction of Stewards), subject is denied access to all premises in this jurisdiction.

Track: Santa Anita
Date: 03/12/2022
Licensee: Kyle Frey, jockey
Penalty: Four-day suspension
Explainer: Jockey Kyle Frey who rode MAGNIFICENT RIDE in the second race at Santa Anita Park on March 11, 2022, is suspended for FOUR (4) racing days (March 19, 20, 25 and 26, 2022) for failure to maintain a straight course in the backstretch and causing interference, which resulted in the disqualification of his mount from second to fifth place. This constitutes a violation of California Horse Racing Board rule #1699 (Riding Rules-Careless Riding). Pursuant to California Horse Racing Board rule #1766 (Designated Races), the term of suspension shall not prohibit participation in designated races.

KENTUCKY

Track: Turfway Park (for a medication violation that occurred at Churchill Downs)
Date: 03/12/2022
Licensee: Grant Forster, trainer
Penalty: 30-day suspension (15-days stayed) and $500 fine
Violation: Medication violation
Explainer: Upon receipt of notification from Industrial Laboratories, the official testing laboratory for the Kentucky Horse Racing Commission, and confirmed at Analytical Forensic Testing Laboratory, sample number E491165 taken from Epicurean, who finished sixth in the seventh race at Churchill Downs on November 26, 2021 contained Gabapentin in blood (Class 8). After waiving his right to a formal hearing before the Board of Stewards, Grant T. Forster is hereby suspended 30 days and fined $500. Due to mitigating circumstances (number of violations in relation to overall record), 15 days are to be served from March 28, 2022 through April 11, 2022 (inclusive). The remaining 15 days are stayed on the condition that no Class A or class 8 medication violation occurs in any racing jurisdiction within 365 days from the date of this ruling. EPICUREAN is disqualified and all purse money forfeited. Pari-mutuel wagering is not affected by this ruling. During his suspension, Mr. Forster is denied the privileges of all facilities under the jurisdiction of the Kentucky Horse Racing Commission. Entry of all horses owned or trained by Mr. Forster is denied pending transfer to persons acceptable to the stewards. Upon receipt of this ruling, it is required within thirty (30) days to pay any and all fines imposed to the Kentucky Horse Racing Commission. Failure to do so will subject the licensee to summary suspension of license pursuant to 810 KAR 3:020 Section 15 (cc).

Arlington Million Among 53 Stakes at Churchill Spring/Summer Meet

The Churchill Downs spring/summer, which will include an Arlington Million Day card transplanted from the shuttered Chicago racetrack, will offer a record 53 stakes races worth $20.37 million. The 44-day Spring Meet is highlighted by the $3-million GI Kentucky Derby May 7 and will run from Apr. 30-July 4.

With the coordination of Ellis Park and the Kentucky Horse Racing Commission, Churchill will host a special Arlington Million Day Aug. 13. The card will feature  four stakes cumulatively worth $2 million: the $1-million GI Arlington Million; $500,000 GI Beverly D. S.; $300,000 GII Secretariat S.; and $200,000 GIII Pucker Up S.

Other Arlington stakes to be run this year at Churchill are the $250,000 GIII Modesty S., $200,000 GIII ArlingtonS., $200,000 GIII Chicago S. and the listed $200,000 American Derby and $175,000 Hanshin S.

Eight of the 14 races on Kentucky Derby Day are stakes with purses totalling $7.16 million. In addition to the Derby, the first Saturday in May will showcase the $1-million GI Old Forester Bourbon Turf Classic; $750,000 GI Churchill Downs S.; $750,000 GI Derby City Distaff; $500,000 GII Pat Day Mile; $500,000 GII American Turf; and the $160,000 Knicks Go Overnight S.

Churchill Downs will host the $1.25-million GI Longines Kentucky Oaks May 6. The seven stakes that day total $4.25 million: the Oaks; $750,000 GI La Troienne; $500,000 GII Alysheba S.; $500,000 GII Eight Belles S.; $500,000 GII Edgewood S.; $500,000 GII Twin Spires Turf Sprint S.; and the Modesty.

Churchill's closing weekend features the $750,000 GII Stephen Foster S. The 1 1/8-mile race anchors an eight-race stakes card July 2 that totals $2.33 million and includes the $350,000 GII Fleur de Lis S.; $350,000 GII Wise Dan S.; and American Derby.

Churchill's first condition book of scheduled races features $120,000 maiden races throughout the Spring Meet. Additionally, there will be a $250 bonus awarded to trainers whose starters finish fourth through last in all non-stakes races.

Race for Grace Banquet May 2

The Kentucky Race Track Chaplaincy will host its Race for Grace Banquet and Auction May 2 on Millionaires Row in the clubhouse at Churchill Downs. The fundraiser will be held from 6-9 p.m. Hall of Fame jockey Pat Day will be the event's Master of Ceremonies and the keynote speaker will be Pastor Bob Russell.

There will be a live auction featuring Keeneland's Director of Auctioneers Ryan Mahan and items will include six seat boxes for the 2023 Kentucky Derby and Oaks, leather halters from 2022 Kentucky Derby entries and a silent auction with horse racing art and memorabilia.

Job Fair Saturday for Derby, Churchill Spring Meet

Churchill Downs Racetrack will host a job fair on Saturday, Mar. 12 from 10 a.m. to 2 p.m. to hire positions for the upcoming Kentucky Derby and Spring Meet.

Billed as the “Staff Call to Post,” Churchill Downs and its vendor partners–Contemporary Services Corporation (CSC), Levy Restaurants and Prichard Sports & Entertainment Group and United Tote–will be looking for candidates to fill various positions for Derby Week and the 44-day Spring Meet, which begins a nine-week run Saturday, Apr. 30 through Monday, July 4. The 148th runnings of the GI Kentucky Derby presented by Woodford Reserve and GI Longines Kentucky Oaks will take place Saturday, May 7 and Friday, May 6, respectively.

Available job positions include catering, cleaning and janitorial, concessions, culinary, food service, guest services and security.
