France Now Requires Horse Owners To Be Licensed; Nonpayment Of Fees Considered Abandonment

France has enacted three new laws to combat animal abuse and protect horse welfare. One requires horse owners to obtain a “knowledge certificate,” another requires “nerved” horses to be identified, and the third considers nonpayment of boarding fees to be abandonment.

Horse owners who aren't licensed by a governing body (like the French Equestrian Federation) will be required to complete a course that demonstrates their knowledge of equine management. This certificate will be required to be completed by all private horse owners within a year.

Horses that have received a neurectomy must have the procedure noted in their identification documents. Chronic hoof pain might necessitate the procedure, which involves cutting the nerve and making it insensitive to pain. Horses which have been nerved are not permitted to race or compete.

A horse owner who doesn't pay boarding or lease fees on a horse, leaving it in the care of an equine facility, will be charged with abandonment. After the horse owner or lessor has been served with a formal notice and three months have passed, the facility housing the horse can apply to have the horse auctioned to recoup lost fees.

UofL’s Equine Industry Program Launches Horse Racing Industry Business Certificate

The Equine Industry Program at the University of Louisville's College of Business announces the launch of the Horse Racing Industry Business Certificate. This unique, online-only certificate is designed for current and aspiring industry professionals focused on building successful careers in the horse racing industry. Students participating in this program will graduate with an in-depth knowledge of the issues that challenge the industry and insight into innovative business approaches required to resolve them.

“We worked in collaboration with the industry through local, national and international focus groups to develop the content for this program,” said Sean Beirne, equine industry program director. “We touch on topical and pressing issues happening in our industry including crisis management, the Horse Racing Integrity and Safety Act and an in-depth look at stakeholders including breeding farms, horse sales, racetracks and the rapidly expanding segment of aftercare. “As a former racetrack executive, I believe this certificate will help accelerate someone's career.”

The nine-credit-hour, graduate-level certificate is comprised of six courses. Each course is 1.5 credit hours and runs five weeks. The certificate is intended as a stand-alone program; however, the credits are applicable toward completion of an MBA.

Three courses will be offered in the fall of 2021. All six courses will be available in the spring 2022, with two courses per five-week session.

Free, Online Equine Facility Management Certificate Available

Nothing compares to being greeted with nickers every morning, watching the herd peacefully graze, and sharing the strong horse/human bond with your customers. Equine industry pros are a passionate and hard-working bunch, who consider themselves lucky to earn a living doing what they love. Sadly, passion can quickly turn into despair for entrepreneurs attempting to start up their stable if business acumen is lacking. Equine Guelph is pleased to announce the Equine Facility Management Certificate, comprised of three short online courses on TheHorsePortal.ca including the new Equine Business 101 course which will be offered FREE for three months (June 21 through Sept 20, 2021)!

Equine Business 101 offers a starting point for those looking into the possibility of running their own facility or taking your business to the next level. It provides tips on developing business and marketing plans and explains how to avoid some of the common pitfalls horse business operators face. Inspirational and cautionary tales will be shared by pathfinders relaying their true-life stories of the trials and tribulations of starting their equine businesses. They will describe choices that were key to their success and decisions they would reconsider with the benefit of hindsight.

Students will be part of a community, sharing ideas and helpful tips with peers through discussion boards. Continued access to discussion boards will be available even after students complete the course!

“This new on-demand offering arose out of an abundance of interest to better understand the business of managing and/or starting an equine facility,” says Equine Guelph director, Gayle Ecker. “The objective is to provide some guidance for those that are interested in getting into the business or are looking to improve their existing businesses. Equine Guelph has been providing online educational pathways for horse industry professionals since 2003.”

Statistically, a high number of equine businesses do not succeed beyond their first few years. The goal of the Equine Business 101 course is to put you on a path to beat those odds. Throughout the course, you will be provided with some basic information to guide you in the creation of your plan to run a successful equine facility.

Those who are contemplating opening a horse business for lessons, boarding or training will benefit greatly from the information provided in the Equine Business 101 course including: risk management, value propositions and creating that all important business plan! Future stable workers applying for jobs in the equine industry will stand out amongst other candidates if they have acquired the Equine Facility Management Certificate. They will enter the industry armed with evidenced-based knowledge on biosecurity and stable management practices that support optimal horse health and welfare.

This program is funded in part through the Canadian Agricultural Partnership Program (the Partnership), a five-year, federal-provincial-territorial initiative. The Ontario Ministry of Agricultural, Food and Rural Affairs assists in the delivery of the Partnership in Ontario.

Collaborating partners include Grand River Agricultural Society, The Horsemen's Benevolent and Protective Association of Ontario, Ontario Racing, Ontario Equestrian and Standardbred Canada. Other industry partners include: AgCareers, Central Ontario Standardbred Association, Ontario Harness Horse Association and Quarter Racing Owners of Ontario Inc.

Certificate Program To Assist Vets, Local Authorities During Disasters

Veterinarians rely heavily on first responders during national disasters, where hundreds or thousands of animals can be impacted. There is no training offered to vets for emergency planning or response at the local level; the vets often must rely solely on emergency management, extension agents and animal control officers to put a plan of action in place

Vets who volunteer as part of a local or regional disaster response team are often are frustrated with their inability to help immediately upon arrival. To streamline the process and build on the American Veterinary Medical Association's (AVMA) legacy in disaster relief, a certificate program for veterinary first responders is being created.

The American Veterinary Medical Foundation will provide $80,000 in funding for the program. The AVMA Committee on Disaster and Emergency Issues (CDEI) will identify competencies every vet responder should have. From there, organizations, including the AVMA and veterinary schools, can develop new or modify existing courses to satisfy one or more of the core competencies required for certificate completion.

The program will be overseen by Dr. Warren J. Hess, an assistant director in the AVMA Division of Animal and Public Health, who also serves as the AVMA's disaster coordinator. Hess noted that some vet schools are already providing disaster response training.

The program is expected to be fully operational by Spring 2022. Once a veterinarian or vet student completes courses that meet all core competencies, they will be issued the Basic Veterinary Responder Certificate. This certificate will reassure state and local agencies that the vets providing assistance at the scene of a disaster have the education and training required to work well within the response network.
