Weekly Stewards and Commissions Rulings: Nov 7-13

Every week, the TDN posts a roundup of the relevant Horseracing Integrity and Safety Act (HISA) related rulings from around the country.

Among the key rulings from the last seven days, trainer Natalia Lynch has been handed down a combined four-year suspension by an arbitrator, and a combined $55,000 in fines and arbitration costs.

Lynch had faced sanctions for two separate issues. One was for the possession of banned thyroid drug, Levothyroxine. The other was a positive test for another banned substance, Altrenogest—a synthetic progestin used in horses for the purpose of suppressing estrus—from Lynch-trainee, Motion to Strike.

Lynch's attorney told the TDN Monday that the trainer plans to appeal the arbitration result to a Federal Trade Commission administrative law judge.

An interesting wrinkle in the case is how in a series of proposed rule changes now headed out for public comment, HISA is seeking to alter the status of Altrenogest from a substance banned at all times to a controlled substance, permitted for use within certain criteria. Controlled substance positive findings are significantly leaner than those for banned substances.

Also this past week, trainer David Reid has been banned four months and fined $4,125 after his trainee, Maligator, tested positive for the banned substance, Venlafaxine. The case was resolved without a merits hearing.

Reid had previously provided proof to the Horseracing Integrity and Safety Unit (HIWU) that his assistant of over 30 years had been prescribed Venlafaxine for 15 years.

The Horseracing Integrity and Welfare Unit (HIWU) established “by a balance of probability” that Maligator's positive finding was brought about by consuming hay contaminated as a result of the assistant relieving herself in the horse's stall.

Seidman Ecstatic After Wins By Yo Cuz, Bold Journey At Aqueduct

Breeder Maggie Seidman expressed a sense of pride when Dream Maker Racing's Yo Cuz captured Saturday's $500,000 NYSSS Fifth Avenue in gate-to-wire fashion over the main track at Aqueduct Racetrack in Ozone Park, N.Y.

Trained by Hall of Famer Bill Mott, the daughter of Laoban asserted command down the backstretch, fending off a late rally from two-time winner Morning Matcha to win by 1 ¾ lengths. The win in the seven-furlong sprint for eligible state-sired juvenile fillies garnered a 68 Beyer.

Seidman said the victory was a sentimental one as she named the dam of Yo Cuz, Steve's Philly, after her late husband.

“When my husband passed, I named her Steve's Philly because my husband grew up in Philadelphia and went to school there. Because she was in memory of my husband, she meant a lot to me.” Seidman said. “Yo Cuz was born on the farm and that was the second foal. They said she got up right away and was looking around. She has a nice personality, and I was so excited to see her win convincingly.

“As a youngster, the mare was pretty feisty and this one was just as feisty,” Seidman added. “She'd be in the field and no one bumped her. She was bossy.”

Yo Cuz sold for $125,000 last May to Tom Gallo of Dream Maker Racing out of the Fasig-Tipton Midlantic Sale. Seidman credited consignor Hidden Brook Farm for doing a professional job with the filly during the sale.

“I kept her and this is the second foal,” Seidman said. “I put her in the 2-year-old sale and only galloped her, she did not breeze. Mark Roberts at Hidden Brook, who had her, is all for that and he did a great job with her. The mare has a good pedigree. She comes from the same family as Wonder Again. I was one of the partners in Laoban, so I bred her to Laoban.”

Seidman said she was happy Yo Cuz was purchased by well-respected connections.

“I was so excited because I really loved the connections. They're a good group,” Seidman said. “They supported the fact that she galloped, which is important to me as a breeder. I am very involved with aftercare. You take care of the horse first, that's how I am. They know Mark Roberts and Hidden Brook is a quality organization.

“I wanted to buy back into her, and I was with a group of people. I think we went up to about half of what she went for and bowed out,” Seidman added. “I felt that she was an excellent horse. She's a New York-bred and the New York program is amazing. If you're an owner, you get points, and if you're an owner-breeder and have a horse that wins, it helps because it's an expensive sport.”

One race prior to Yo Cuz capturing the NYSSS Fifth Avenue, Bold Journey, a 2-year-old half-brother to Grade 1-winner Americanrevolution, broke his maiden by 6 ¾ lengths going six furlongs.

An $80,000 purchase at the April Ocala Breeders' Sale of Two-Year-Olds in Training, Bold Journey, bred in New York by Fred Hertrich and John Fielding, posted a runner-up debut effort in November at the Big A in the care of trainer Carlos Martin for Seidman Stables.

Wachtel Stable, Gary Barber, and Team Penney Racing bought into Bold Journey following the debut effort and the horse was transferred to the care of Hall of Fame trainer Bill Mott.

“It's really exciting. I bought his horse in April before Americanrevolution started doing well,” Seidman said. “They took their time with him [Americanrevolution] and we're going to the same thing with this guy. I don't like to rush my 2-year-olds. I got a call from the three other partners, very good people. We'll see how he does going forward. There are some nice races at Aqueduct.”

Bold Journey was bought at the OBS April Sale by McMahon and Hill Bloodstock.

“I use Mike McMahon as my stable manager and I have all my horses at McMahon of Saratoga Thoroughbreds,” Seidman said. “It's interesting because his mother Anne and I were in the same freshman class at Skidmore years ago. My husband has been gone for eight years, so I go to Mike for advice. When we try to buy or sell a horse, he's there for me.”

Former New York Stallion Cosmonaut Euthanized

Cosmonaut (Lemon Drop Kid–Cosmic Fire, by Capote), a four-time Grade III winner and third in the 2007 GI Breeders' Cup Mile, was euthanized Oct. 29 at Cornell Equine Hospital due to complications from surgery. He was 19 years of age.

Bred in Kentucky by Patricia Pavlish, Cosmonaut was purchased by trainer Carlos Martin on behalf of Carl Lizza's Flying Zee Stable for $105,000 at the 2003 Keeneland September Sale and was a two-time winner and runner-up in the 2005 Commonwealth Turf. Turned over to Patrick Biancone the following season, the gray won the GIII Golden Gate Fields H. and GIII Arlington H. He successfully defended his title in the latter event as a 5-year-old in 2007 and was runner-up in the GI Shadwell Turf Mile ahead of a third to Kip Deville (Kipling) in that year's waterlogged Mile at Monmouth Park. He remained in training through 2009, winning that year's GIII Fort Marcy S. for trainer Phil Serpe.

He retired with a record of eight wins from 36 starts and earnings of nearly $1.4 million, earning the right to stand in New York at Lynwood and Susie O'Cain's Highcliff Farm, and he later covered mares at Mill Creek Farm, Saratoga Stud and Keane Stud. Cosmonaut is the sire of 46 winners, four of which are black-type winners, including GIII Bourbonette Oaks heroine Wonderment. He was retired to Old Friends at Cabin Creek in 2018.

“Cosmonaut was a wonderful old guy and loved his peaceful life being an ambassador for aftercare, but mainly loved his alfalfa,” Old Friends at Cabin Creek owner and manager JoAnn Pepper said in a tweet October 29. “We miss him so much already. They never get to stay long enough.”

Piedi Bianchi Splashes Into Indiana History With Victory In Cardinal Stakes

Piedi Bianchi, the standout Indiana bred mare by Overanalyze, has won races from coast to coast. Her connections always works in a stop in Indiana each year for stakes action, and her win in the $150,000 Cardinal Stakes Wednesday, Oct. 6 at Indiana Grand moved her into the record books. With total earnings now of $823,497, she is third on the list of all-time leading Indiana breds and second by only dollars behind Lady Fog Horn to be the all-time winningest Indiana bred female in Indiana history.

Based out of New York, Piedi Bianchi was accompanied by East Coast rider Tyler Gaffalione for her start in the Cardinal Stakes. Just as the field of eight was entering the starting gate, a torrential rain blasted down with horses almost at times unrecognizable on the television monitors.

Piedi Bianchi left from post seven and got into good early positioning as expected on the inside and was immediately joined by Magical Peapod and Florent Geroux, who placed pressure on them through the first half of the one and one-sixteenth mile race. Down the backstretch, Fireball Baby and Marcelino Pedroza Jr. joined in on the pressure, moving three wide at the halfway marker before slipping over to duel with just Piedi Bianchi.

In the stretch, Piedi Bianchi did what she does best, drew away from the field and was an eventual winner by four and one-half lengths at the finish line. Fireball Baby finished second over Bumble of Love and Rodney Prescott, who closed for third over the sloppy track.

Piedi Bianchi now has eight career wins in 27 career starts for owners Jay Oringer, Jack Bick, Lucien Bianchi and Jordan Rubenstein's Al Bianchi Racing, LLC, Adam Bayroff and Mike Maturo. Carlos Martin trains the striking grey filly who was a purchase by her connections for $80,000 out of the Ocala Breeders Two-Year-Old Sale in 2017. It was the fifth stakes win for Piedi Bianchi, who is a Graded Stakes placed six-year-old.

“She slipped a little at the start, so I didn't want to rush her, but she broke pretty good, so we were able to get near the front early,” said Gaffalione through an interview with Jimmy McNerney, guest racing analyst. “I wasn't concerned about the pressure because she was doing it easily and was pretty comfortable. When I threw to her a little, she gave me everything she had. She is just a classy horse.”

Piedi Bianchi is now behind all-time Indiana bred leader Bucchero, who has $947,000 in earnings, followed by Lady Fog Horn who earned in excess of $824,000 during her career. Piedi Bianchi is moving into the final strides of her racing career and her connections hope to retire her at the end of the 2021 racing season.
