UOFL Equine Industry Series in Person in ’21

The University of Louisville Equine Industry Program (EIP), in conjunction with Horse Racing Nation, released its free Fall 2021 speaker series, which will be held in person this year on the UofL campus. The series includes panel discussions on the “Super Card” trend in racing and growing racing through diversity and inclusion.

The final event in the series will be an interview with Houston business owner, philanthropist and horse owner Jim “Mattress Mack” McIngvale. The events will be held from 5:30-6:45p.m., and will be broadcast live on the Horse Racing Nation Facebook page.

Oaks Post Draw Monday At 11 A.M. ; Derby Draw Same Time Tuesday

Churchill Downs has released details on Monday's post position draw for the April 30 Kentucky Oaks (G1) and Tuesday's draw for the May 1 Kentucky Derby (G1).

The Post Position Draw for the 147th running of the $1.25 million Longines Kentucky Oaks (Grade I) will be held Monday, April 26, at 11 a.m. ET in the Aristides Lounge on the second floor of Churchill Downs' Clubhouse.

The Post Position Draw for the 147th running of the $3 million Kentucky Derby presented by Woodford Reserve (Grade 1) will be held Tuesday, April 27, at 11 a.m. ET in the same location.

Due to physical distancing protocols and other safety measures in place, only owners and trainers and select broadcast media will be permitted inside the Aristides Lounge for both the Oaks and Derby draws.

The Oaks and Derby post position draws are traditional “pill pull” events in which horses' entry blanks are pulled simultaneously with a numbered pill to determine what stall a horse will break from the starting gate.

Preference to the nation's premier race for 3-year-old fillies is given to the top point-earners on the “Road to the Kentucky Oaks.” Up to 18 horses may enter the 1 1/8-mile race and four horses can be listed as “also eligible” and would be ranked in order accordingly; they could draw into the field should any horse(s) be scratched before scratch time on Friday, April 30, 2021 at 9 a.m. ET.

Preference to America's greatest race is given to the top point-earners on the “Road to the Kentucky Derby.” Up to 24 three-year-olds may enter the 1 ¼-mile race and four horses can be listed as “also eligible” and would be ranked in order accordingly; they could draw into the field should any horse(s) be scratched before scratch time on Friday, April 30, 2021 at 9 a.m. ET.

Track announcer Travis Stone will host the draw, with Vice President of Racing Ben Huffman and Assistant Racing Secretary Dan Bork pulling the pills and entry slips. Kentucky Horse Racing Commission chief steward Barbara Borden will oversee the proceedings.

The Kentucky Oaks Post Position Draw will be streamed live on www.KentuckyDerby.com.

The Kentucky Derby Post Position Draw will be streamed live on www.KentuckyDerby.com from 10:45-11:45 a.m. and televised live by FS2 nationally from 11 a.m. to 12 p.m. ET. NBC affiliate WAVE-3 in Louisville also will broadcast the draw as will other outlets.

Veteran Churchill Downs odds maker Mike Battaglia will not be present for the Oaks or Derby post position draws. This year will mark the 48th time that Battaglia has made the Oaks and Derby morning line odds.

MSW Purses to Top $100K During Derby Week and at KY Downs

Purse levels for maiden special weight (MSW) races on the Kentucky circuit are projected to push past the $100,000 mark both during GI Kentucky Derby week at Churchill Downs and in September at the Kentucky Downs all-turf meet.

In addition, Kentucky Downs plans to expand its stakes program to include two new $1 million races in 2021, giving the venue a total of three stakes at that level. (Read more details here).

Ben Huffman, the director of racing at Churchill Downs, confirmed during a video meeting of the Kentucky Thoroughbred Development Fund (KTDF) advisory committee Apr. 6 that MSW purses during Derby week will be $106,000, then $91,000 for the balance of the meet that runs through June 26.

Churchill had closed out its pandemic-affected 2020 spring/summer season at the $79,000 level for MSW races and had boosted those purses to $97,000 for the rescheduled Derby week in September. The balance of September had $75,000 MSW purses; that level rose to $85,000 for the late-autumn meet that ended in November.

Ted Nicholson, the senior vice president and general manager at Kentucky Downs, told the KTDF board that his track's MSW level will be $125,000 for the six-day meet Sep. 5-12. That's up from $90,000 last year.

As for Ellis Park, racing secretary Dan Bork said that “our maidens will probably be just north of $50,000 this year.”

The MSW purse levels for the state's remaining 2021 meets beyond September will be discussed by the KTDF at a later date.

The KTDF is funded by three-quarters of 1% of all money wagered on both live Thoroughbred races and HHR gaming, plus 2% of all money wagered on Thoroughbred races via inter-track wagering and whole-card simulcasting. The board approved recommending allotments to Churchill, Ellis and Kentucky Downs on Tuesday.

The Dirt on Turfway: Not Any Time Soon

Turfway Park's general manager, Chip Bach, updated the KTDF board on the near-term maintenance for the new Tapeta track that was unveiled in December. He also responded to a KTDF board member's question about the timeline for a proposed inner dirt track by saying it wasn't going to happen anytime soon.

“The opinion of the Tapeta surface has continued to be very positive,” Bach said. “There are some plans to do a tune-up, a little remediation. You know, when you're working with a synthetic racetrack, if you do too much too soon you can't undo it. And so they're typically conservative of the elements that they introduce into the surface; see how it responds to weather, see how it responds to the horses.

Bach described that process as a “tweak,” adding that the work is likely to be done before July, when horses resume training at Turfway.

As for the additional dirt surface inside the Tapeta course that was proposed as part of the ongoing Turfway rebuild, Bach said this:

“The project that's going on right now will contemplate the ability to put an inner dirt track within the synthetic oval. But that's not intended to happen the first or the second year [of the Turfway rebuild]. We'll have the ability to add that if we decide to. It's being designed with that in mind. But there are no plans for a dirt track in the near future.”

HBPA 'Concerned' About Ellis Twilight Posts

Jeff Inman, the general manager at Ellis Entertainment LLC, said his track is in the midst of a three-phase capital improvement plan.

Phase 1 work that is now underway prior to the track's June 27 opening includes drainage and safety improvements to the main track, a backstretch rebuild of the manure pit (required by environmental officials), a new restaurant and an additional bar on the frontside, plus high-definition camera and communication upgrades.

Bill Landes III, the chair of the KTDF advisory committee, wanted to know more about the list of long-term improvements Ellis has slated for the future.

“When do you think that schedule may be fleshed out?” Landes asked. “I love everything [listed]—turf widening, track lighting, grandstand improvements, new tote board—all of them long overdue, and everybody knows it.”

Inman replied that the turf course widening is likely to happen first, but not until after the 2021 meet.

“If we regain capital funding, we will start work after the horses leave, [by] late October, early November,” Inman said.

Landes underscored what a positive it would be to upgrade the grass course and to add lights at Ellis, because it would allow the track to card some twilight racing in a less-crowded simulcast time slot and feature more grass racing, which is popular with bettors because of the generally larger fields. Racing later in the day could also aid horse health by avoiding running during the searing late-afternoon temperatures that are routine at Ellis in the summer.

Landes said he believed Kentucky Horsemen's Benevolent and Protective Association officials would agree with him that if “you get twilight racing at Ellis Park and some lights there, there ain't no telling” what might happen, handle-wise. “That would be super—I'm sorry we're not there yet,” he added.

KTDF member J. David Richardson concurred: “I do believe Ellis Park has enormous potential to do much, much better with at least some opportunity to run under lights and expand turf racing on a course that's not torn up because you have to overuse it.”

But when asked for his opinion, Rick Hiles, the president of the KHBPA (and also a KTDF advisory committee member), said he was “a little concerned” about the ramifications of moving to later post times at Ellis.

Hiles cited the long days that outfits shipping to Ellis from Lexington and Louisville would have to endure.

“Losing an hour in time zones, coming back late at night…I just don't know how [horsemen] are going to react to that,” Hiles said.

“Well, you have that issue to a certain extent at Turfway,” Landes replied, meaning the night racing. “And [at Ellis] it's either coming in at one or two o'clock in the morning or dealing with 108 or 110 degrees” while shipping before the sun goes down.

“I just don't know,” Hiles said. “School, for me, is still out on it.”

Decision to Close HHR has brought Urgency to the Forefront

Two days after Keeneland Association and Red Mile announced they would be shutting their joint historical horse racing (HHR) venture at the Lexington harness racino while imploring the Kentucky legislature to provide “more clarity” regarding the disputed legal status of HHR, Vince Gabbert, Keeneland's vice president and chief operating officer, was called upon during the Jan. 26 Kentucky Thoroughbred Development Fund (KTDF) teleconference to explain why that decision was made in the absence of any formal order from state officials to cease HHR, which is ongoing at other licensed locations despite an apparent dead-end to the case in the courts.

“We did, as you can imagine, some significant research and going back and forth to ensure that we were making the right decision as it relates to our joint entities between us and Red Mile,” Gabbard said. “I will tell you that we feel like we took a very conservative approach.

“But I think in every way possible we've seen the measures that we took over the weekend have helped bring the urgency even more to the forefront than what we had so that the legislature understands the impact that not only racing, but HHR has on the economy in the commonwealth,” Gabbert continued. “And hopefully, we will see a legislative remedy in the next couple of weeks.”

The KTDF, which is funded by three-quarters of 1% of all money wagered on both live Thoroughbred races and HHR gaming, plus 2% of all money wagered on Thoroughbred races via inter-track wagering and whole-card simulcasting, has had a rough go of trying to supplement purses at Kentucky's five Thoroughbred racetracks over the past year.

The COVID-19 pandemic first wreaked havoc with Kentucky's ability to generate purses derived from gaming revenue last March, and the effects are still causing major ripples because of spectator-free race meets and capacity limitations at gaming facilities.

Then last week, on Jan. 21, the Kentucky Supreme Court denied a petition for rehearing its 7-0 Sept. 24 judgment that told a lower court to re-examine the legality of historical horse race (HHR) gaming in the commonwealth.

Although the Supreme Court case only involves HHR machines made by Exacta Systems, whose machines are approved for use at Red Mile, Kentucky Downs and Ellis Park, the gaming systems operate in broadly the same manner throughout Kentucky, meaning that a precedent established for one version is likely to affect all forms of HHR gaming.

The racing industry's urgent focus is now on Kentucky lawmakers to legalize HHR, but roadblocks loom in the form of conservative resistance to the expansion of gambling in the state and the fact that the legislature only meets for 30 days in odd-numbered years, with the 2021 session scheduled to end Mar. 30.

The articulation of Keeneland's position and the political leverage it could possibly generate came several hours after a dire Tuesday morning announcement by Ellis Park that its racino could go out of business without the legalization of HHR.

“Without the revenue associated with HHR, there is no realistic path forward for Ellis Park,” Ellis general manager Jeffery Inman said in a statement released to Kentucky's Eyewitness News. “Were we to rely only on racing and simulcast revenue, we could not even keep this 99-year-old facility maintained, let alone provide the financial investment necessary to prepare for and conduct a world-class live race meet. Without HHR support, purses would drop dramatically, resulting in a greatly diminished live racing product. In short, the loss of HHR revenue at Ellis Park would likely threaten the very survival of one of Kentucky's iconic racing venues.”

It's also been nearly four months now since Churchill Downs Inc., (CDI), the gaming corporation that owns the tracks and HHR licenses associated with Churchill Downs Racetrack and Turfway Park, has already halted reconstruction on its demolished Turfway grandstand, vowing not to continue the planned rebuild until HHR's legality gets sorted out.

As Bill Landes III, the chairman of the KTDF advisory committee, glumly put it during Tuesday's meeting, “As if we all don't know, we could use some remediation of HHR.”

But outside of writing letters seeking help to elected and appointed officials in Kentucky (which the KTDF board voted unanimously to do), there were no other concrete ideas proposed to put HHR back on firmer legal footing.

KTDF board member J. David Richardson suggested emphasizing in those letters that “our perspective is a bit unique in that we actually delve into what [HHR revenue] means to Kentucky racing, probably more deeply than virtually any group, I think.”

Richardson said it was important “to let people know that the stewardship of these monies are very closely monitored by this committee and by our staff and are really appropriately used.

“This isn't 'funny money,'” Richardson summed up. “I think it's important to reiterate every now and then how closely we follow every dime.”

To that end, the KTDF voted unanimously to forward approval recommendations to the Kentucky Horse Racing Commission for $2,061,900 in KTDF funds for Keeneland's spring meet and a range of $4.3 to $4.9 million for the Churchill Downs meet that spans April-June.

Gabbert said that Keeneland's “goal, from an overall purse standpoint, would be to be on par with where we were in spring of 2019.” He did not cite specific dollar amounts.

Ben Huffman, who serves in the dual capacities of racing secretary at Keeneland and the director of racing at Churchill, said that for Keeneland, “I'm kind of putting on the finishing touches of the condition book; actually may go to the printer with it in about 10 days or so. But the maiden special weights will be $79,000. And the 'non-winners of two' allowance race will be $81,000 at Keeneland this spring.”

As for Churchill's levels, Huffman said, “we haven't even met here collectively about spring purses yet,” but that he expects those figures to be available by mid-February.
