Every week, the TDN publishes a roundup of key official rulings from the primary tracks within the four major racing jurisdictions of California, New York, Florida and Kentucky.

Here's a primer on how each of these jurisdictions adjudicates different offenses, what they make public (or not) and where.

California

Explainer: For having waived his right to appeal Jockey Mr. Flavien Prat is hereby suspended 3 NYRA racing days, May 21st 2022, May 22nd 2022, and May 27th 2022 inclusive. This for careless riding during the running of the fourth race at Belmont Park on May 1st 2022. Suspended: 05/21/2022 to 05/27/2022 (3 days).

Kentucky

This being his first offense, Mr. Gutierrez was given the option and chose to pay a fine. Reyluis Gutierrez is hereby fined $500 for his improper use of the riding crop by exceeding the allowable use in the overhand manner.

Explainer: After waiving his right to a hearing before the Board of Stewards, Brian Hernandez Jr., who rode Fair Haired Boy in the sixth race at Churchill Downs on May 4, 2022 was found to have violated the crop regulation (2nd offense). Brian Hernandez Jr. is hereby fined $500 for his improper use of the crop by exceeding the allowable use in the overhand manner.

Explainer: Upon receipt of notification from Industrial Laboratories, the official testing laboratory for the Kentucky Horse Racing Commission and confirmed at Texas A & M Veterinary Medical Diagnostic Laboratory, sample number E454454 taken from Warrior's Charge, who finished second in the eleventh race at Churchill Downs on June 26, 2021 contained phenylbutazone at a level of 2.51 ug/ml in blood (Class C)/ After waiving his right to a formal hearing before the Board of Stewards Brad H. Cox is hereby suspended 10 days, May 23 2022 through June 1, 2022 (inclusive) and fined $500. Warrior's Charge us disqualified and all purse money forfeited.

Speedy ‘Sofia’ Returns Winner in Vagrancy

Brilliant last year as a sophomore, Bella Sofia returned a popular winner at Belmont Saturday, but only after hard-knocking MGSW Frank's Rockette tested her for the length of the stretch.

Away cleanly from her outside draw, Bella Sofia pressed in a well-held second through splits of :22.67 and :45.68 with Frank's Rockette drafting from the pocket. Bella Sofia took over at the top of the lane, but Frank's Rockette split horses and immediately came to tackle the favorite. The pair traded jabs from there, with Bella Sofia finding slightly more than her more seasoned foe when it mattered.

“I knew I had it,” said winning rider Luis Saez. “She was coming off the layoff and I didn't want to take too much from her. We knew she's a Grade I winner and a great filly. She did what she was supposed to do. I was a little worried about the layoff, but she proved that she can come back and she's tough.

A double-digit debut winner here some 53 weeks ago, Bella Sofia settled for second in the Jersey Girl S. a month later before dominating future MGSW Glass Ceiling (Constitution) in a first-level allowance in July. She crushed by 4 1/2 lengths in Saratoga's GI Test S. Aug. 7, prompting Medallion Racing and Parkland Thoroughbreds to buy in before Bella Sofia added the GII Gallant Bloom H. over track and trip Sept. 26. She had been off since finishing fourth in the GI Breeders' Cup F/M Sprint Nov. 6, but had been showing off her speed in the mornings of late.

“She's a very gutsy filly,” winning conditioner Rudy Rodriguez said. “She's been doing very good in the morning. She's been galloping out seven-eighths to a mile the two times she worked before her last work, so I knew she was fit. She's a special filly. It's good when they dig in like that.”

As for what might be in the cards going forward, co-owner Vincent Scuderi said, “I was a little worried about the break between three and four if she'd come back okay, but Rudy said she's back on her game, she put weight back on. We now have to make a campaign, so hopefully we'll be able to run in the [Aug. 28 GI Ballerina [S. at Saratoga]. The Breeders' Cup is the ultimate goal… We were going to go in the [June 10] GII Bed O' Roses, but Rudy said she was ready so we ran her now. We want to space her out and we have big goals for her going forward.”

The only 2-year-old by her now Chilean-based sire to sell in 2020 when she fetched $20,000, the :10 2/5 OBSJUN breezer is the stakes-winning full-brother to Classic winner Oxbow (Awesome Again)'s lone Northern Hemisphere graded winner (to go with two Chilean Group winners, including one at the highest level).

Bella Sofia is one of four graded winners out of mares by the Storm Cat stallion Consolidator. Her dam was just a $3,000 yearling who was claimed for $25,000 ahead of a pair of stakes placings. Love Contract RNA'd for $4,000 at the 2019 Keeneland January sale. Her last reported produce is a 2-year-old colt named War Empire (V. E. Day).

Jockey Dylan Davis Rides 1,000th Career Winner

Jockey Dylan Davis reached 1,000 career victories with a late-rallying finish aboard the Christophe Clement-trained Heels Together (Hard Spun) in Friday's fifth race at Belmont Park.

“It feels great. Obviously, I couldn't have done this without the horses, my agent Mike Migliore, and my supporters–countless trainers and owners to get me here,” Davis said. “It feels really special. I love doing this and I love the game. I wasn't really keeping track of the number I was at,” Davis added, with a laugh.

The son of accomplished jockey and current NYRA circuit trainer Robbie Davis, Dylan Davis began his riding career in 2012 at Saratoga Race Course. In 2021, he amassed record earnings of $9,493,444 when he visited the winner's circle 130 times from 927 starts.

Davis' first Grade I triumph came aboard Mutamakina in the E.P. Taylor in Oct. 2021, also trained by Clement.

“Christophe is a trainer that really pushed me along through the tougher circuit here,” Davis said. “He gave me a lot of opportunities. What I needed is someone with the support like him to help get the job done.”

This year, Davis earned his first riding title when he posted 63 wins at the 2021-22 Aqueduct winter meet, finishing nine clear of Trevor McCarthy. The meet included three four-win days for Davis and victories in six stakes races for total purse earnings of $3,411,574.

Yibir Blows Out for Man o’ War

Reigning Eclipse Award-winning turf male Yibir (GB) (Dubawi {Ire}) took to the Belmont turf course Thursday morning for some light work ahead of his appearance in Saturday's GI Man o' War S.

With rider Shane Fetherstonhaugh aboard, the 4-year-old schooled a bit in the Belmont paddock before heading out to the track around 9 a.m., where he was allowed to stretch out through the final stages.

“He went out to the turf so he could have a light canter and then he just had a little blowout down the straight for a couple of furlongs to open up his lungs and stretch his legs,” said Chris Connett, traveling assistant to trainer Charlie Appleby. “Shane was very happy with him and the way he was moving and covering the ground.”

Impressive winner of the $1-million Jockey Club Derby Invitational at the Long Island oval last term, Yibir made his 4-year-old debut in the G1 Longines Dubai Sheema Classic, dropping a heartbreaking decision to G1 Japanese Derby hero Shahryar (Jpn) (Deep Impact {Jpn}). Last seen finishing second in the G2 Jockey Club S. at Newmarket Apr. 29, Yibir arrived in New York early Sunday and cleared quarantine Tuesday.

“The longer he's been here the better he's looking,” Connett added. “He's matured from three to four and he's showing that he's taking it all in stride. We're very pleased with him.”

Yibir has the services of regular rider William Buick in the Man o' War.
