David Jones Appointed to BHA Board

David Jones has been appointed to the British Horseracing Authority Board as a Regulatory Independent Non-Executive Director beginning on Jan. 1, the BHA announced on Monday. Jones replaces three-term BHA board member Andrew Merriam. Previously a racecourse Stewards’ Panel Chair with a decade spent as a steward, as well as three years as a member of the Racecourse Committee at Kempton Park, Jones has also been a racehorse owner. In addition, he is a member of the England and Wales Cricket Board (ECB)’s New Competition Board and has worked with the Head of The Hundred-Women’s Competition. Jones also served in senior roles at Waitrose and John Lewis, where he became an Elected Director of the Board and President of the John Lewis Partnership Council, as well as the Board Ally of the LGBT+ Group.

“We are delighted to welcome David to the BHA Board,” said BHA Chair Annamarie Phelps. “He brings with him substantial insight and enthusiasm for the racing industry, which has been exhibited through his invaluable contribution to a number of recent industry projects, and his time as a well-respected member of our stewarding team.

United Approach to Levy Reform Agreed Upon by BHA/Industry

A united approach regarding Levy reform has been agreed upon by the British Horseracing Authority and other industry leaders. Involved parties, among them racecourses, horsemen and the BHA met at the BHA Members Committee meeting last week and agreed upon the creation of a new steering group with regards to Levy reform which would analise all the options available as the COVID-19 pandemic continues alongside the economic downturn. Joe Saumarez-Smith will chair the new group which meets this week. The group will work alongside the BHA’s Public Affairs team. Other group members include Nevin Truesdale and Martin Cruddace, from the Jockey Club and ARC, and Charlie Parker and Philip Freedman, present and past Chairs of The Horsemen’s Group. Will Lambe and Richard Wayman will be the BHA Executive’s representatives.

“I am pleased that industry leaders have agreed on a united approach to government and the support this has had from trainers, breeders and racecourse groups,” said BHA Chairwoman Annamarie Phelps. “Now more than ever, racing needs to talk with one voice to government.

“Both I and other BHA Board colleagues have been having constructive conversations with industry colleagues over the past few weeks. As a governing body, it is vital we listen to the views of those whose livelihoods are dependent on a prosperous and sustainable industry.

“The Prime Minister promised that the Chancellor would prepare a package of support for sport. We have sent government at their request a new assessment of the impact of COVID on the finances of racing, including the potential mitigating impact of reform to the Levy, and making clear that the return of the public to racecourses is essential. Further proposals on the Levy are now being developed, supported by Nick Rust and his team.

“It is vital that we work through the appropriate channels, recognising racing’s close relationship with the betting industry. Pursuing alternative routes risks dividing racing into competing factions.”

Added Joe Saumarez-Smith, “There have already been extensive discussions recently about the various options for reforming the Levy. The Levy Steering Group has the full support of the representative bodies in racing and will now draw on the expertise of stakeholders across the industry, who will work with me and the BHA executive team to try and reach a united view of the industry on this crucial area of funding of the sport.”

Former Cycling Executive Julie Harrington Named CEO Of British Horseracing Authority

The BHA Board has chosen the Chief Executive of British Cycling, Julie Harrington, to be the new head of British horseracing's governing body and regulator.

She will take over the post at the beginning of 2021 after nearly 4 years leading British Cycling, which has more than 160,000 grassroots members and is responsible for the elite team preparing for the Tokyo Olympics and Paralympics.

Julie Harrington is a former member of the BHA Board and was a senior executive with Northern Racing for 8 years, including a spell as Managing Director of Uttoxeter. She is one of the most experienced leaders in sport, with a strong background in consumer, operational and regulatory roles, and a clear understanding of the financial challenges facing participants.

As the Operations Director for the FA, she was responsible for Wembley Stadium and St George's Park, the FA training facility. Her early career was with Whitbread Inns as Regional Marketing Director and then with British Airways as Retail Sector Director. She has been responsible for managing British Cycling's relationship with HSBC UK, its leading sponsor and partner.

As Chief Executive of British Cycling, she has dealt with some significant regulatory challenges. The role has also involved engagement with UK Sport and Sport England over elite funding and growing participation, achieving its target for more than two million cyclists by 2020. It works closely with the Department for Digital, Media, Culture and Sport and the devolved governments in Scotland and Wales through their national cycling bodies.

BHA Chair, Annamarie Phelps, commented:

This is a vital leadership role for the organisation and British racing. Julie's hands-on knowledge of horseracing, coupled with her governance and business experience, make her the ideal person to carry on with the task of restoring sustainable prosperity after the COVID crisis. Julie Harrington said:

“The BHA and its team of dedicated officials do a great job in keeping racing safe, clean and fair. I am proud to take on this leadership role in such a well-regulated sport, which enriches the lives of horses and people, and has a special place at the centre of national life and our rural communities.”

Julie Harrington will join the BHA on January 4th after completing her notice period at British Cycling. Nick Rust continues to lead the BHA as it works with industry bodies on resumption and recovery. A revised industry plan is due to be published shortly.

Annamarie Phelps added:

“Nick and his team are working closely with the RCA and The Horsemen's Group to get racing through the next phase of COVID-19, to bring back the public, and support our owners and investors in the sport. There'll be no let-up over the coming months and the sport will see a seamless transition to our new CEO. I want to thank all those at the BHA and the industry bodies who are working so hard and I'm confident that racing will continue to lead the way towards a full resumption of sport.”
