DHS Orders Halt to Mass Worksite Immigration Raids

Edited Press Release

Secretary of Homeland Security Alejandro Mayorkas directed the U.S. Immigration and Customs Enforcement (ICE), U.S. Customs and Border Protection (CBP), and U.S. Citizenship and Immigration Services (USCIS) Tuesday to stop mass worksite raids and to take actions to promote a fair labor market by supporting more effective enforcement of wage protections, workplace safety, labor rights and other employment laws and standards.

In accordance with a memorandum issued by Secretary Mayorkas, ICE, CBP, and USCIS will develop and update policies to enhance the Department's impact in supporting the enforcement of employment and labor standards. The agencies must also develop strategies for prioritizing workplace enforcement against unscrupulous employers and, through the exercise of prosecutorial discretion, facilitate the participation of vulnerable workers in labor standards investigations. The memorandum also calls for broader and deeper mechanisms for coordination with interagency partners to enforce worker protections.

“This is welcome news for the many horse industry businesses and employers, including trainers who pay close attention to labor laws,” said NTRA President and Chief Executive Officer Alex Waldrop.

The complete text of the memo can be found here.

Bank Of America Approves ADW Transactions

The National Thoroughbred Racing Association (NTRA) today confirmed that Bank of America, the second-largest bank in the United States and one of the largest card-issuing banks in the country, has for the first time begun approving debit card deposit transactions with U.S. licensed and regulated advance deposit wagering companies (ADWs).

The decision by Bank of America, which began accepting debit card transactions in mid-August, is expected to have a positive impact on overall U.S. pari-mutuel handle.

“This is another positive step for Thoroughbred racing and one that would not have come about without the support of Bank of America and the advocacy on behalf of our industry by Rep. Andy Barr (R-KY) and his staff,” said NTRA President and Chief Executive Officer Alex Waldrop.

“I commend Bank of America for expanding access to wagering on Thoroughbred horse racing for the roughly 66 million Americans that the bank serves,” said Barr, who serves on the U.S. House of Representatives Financial Services Committee. “This is a win for Bank of America customers and the horse racing industry. Bank of America's decision will strengthen the horse racing industry in the Commonwealth and throughout the United States.”

RMTC Grants Full Accreditation To University Of Kentucky Equine Analytical Chemistry Laboratory

The Racing Medication & Testing Consortium (RMTC) announced Tuesday that it has granted full laboratory accreditation to the University of Kentucky Equine Analytical Chemistry Laboratory (UK-EACL). The RMTC's Board of Directors voted unanimously in favor of accreditation at its summer meeting, which was conducted virtually on Sept. 13. The UK-EACL is directed by Dr. Scott Stanley.

RMTC laboratory accreditation is earned through a rigorous review process by independent experts of the laboratory's protocols, staffing, and facilities. Candidate laboratories must also perform successfully in analyzing external quality assurance samples.

The UK-EACL joins the eight other RMTC-accredited laboratories, whose testing covers more than 92 percent of all pari-mutuel races in the United States.

“The RMTC commends Dr. Stanley, his staff, and the University of Kentucky for undertaking the accreditation process and for their ongoing commitment to promoting the safety and integrity of horse racing,” said RMTC Chairman Alex Waldrop.

“We are proud of this milestone, which attests to the high standards set by Dr. Stanley, and it is gratifying to know this lab is positioned to serve the broader industry in the best way possible,” said Dr. Nancy Cox, dean of the University of Kentucky College of Agriculture, Food and Environment.

The RMTC is a 501(c) 3 organization comprised of 23 industry stakeholder organizations with a shared commitment to engage in research, education, and advocacy for science-based initiatives that promote the health and safety of the racehorse and the integrity of competition.
