Alex Waldrop Honored With Clay Puett Award For Outstanding Contributions To Racing

Alex Waldrop, who will retire at year's end as President and Chief Executive Officer of the National Thoroughbred Racing Association (NTRA), has been honored with the 2021 Clay Puett Award for outstanding contributions to the racing industry. The award, which was bestowed upon Waldrop at last week's 47th Annual University of Arizona Global Symposium on Racing, was established in 1994 and is named after Clay Puett, an Arizona resident whose innovations, including the development of the mechanical starting gate, helped to revolutionize racing around the world.

Waldrop has had a distinguished career in the horse racing industry, serving as President of Churchill Downs and later as Chair of the equine, gaming, and entertainment practice group at the Kentucky-based law firm Wyatt Tarrant & Combs, where he served as the NTRA's general counsel before joining the organization full-time in his current role.

Under Waldrop's leadership, the NTRA grew its footprint in Washington, D.C., solidifying its position as the industry's leading voice and the entity that represents all segments of the Thoroughbred industry on Capitol Hill. As the trade association for the Thoroughbred industry, the NTRA has focused its lobbying on legislation having a direct and material impact on its members and their business activities as they relate to horse racing, breeding and pari-mutuel wagering.

Support of and by horseplayers led to one of the biggest highlights during Waldrop's time at the NTRA when in 2017 the U.S. Treasury Department formally adopted modernized regulations regarding the withholding and reporting of winning pari-mutuel wagers. The new regulations were the culmination of nearly a decade of work on Capitol Hill by the NTRA, and overnight resulted in dramatically reduced reporting obligations for horseplayers and practically eliminated withholding on winning wagers, allowing horseplayers to retain more of their winnings.

Waldrop also serves as President of NTRA Horse PAC®, the Federal Political Action Committee of the NTRA that has raised more than $5 million through voluntary contributions to support political parties and candidates for elective office at the federal level.

In 2008, Waldrop and the NTRA led an industry-wide effort that resulted in the creation of the NTRA Safety and Integrity Alliance, an entirely new program and self-regulatory body that for more than a decade has identified and implemented national safety and integrity standards at many of the nation's leading racetracks.

The NTRA's group purchasing arm, NTRA Advantage, realized unparalleled success during Waldrop's tenure. Advantage surpassed $1 billion in sales to the equine industry in 2019 and has provided nearly $200 million in savings to industry participants.

Earlier in Waldrop's career, as President of Churchill Downs racetrack, he led the effort to develop a master plan for renovation of the historic Churchill Downs, which led to a $126 million modernization of the facility and paved the way for future capital investments on the property that continue to this day.

Charles Churchill Awarded Joe Hirsch Legacy Award

Charles Churchill, a University of Kentucky senior majoring in Equine Science and Management from Louisville, has been named the recipient of the 2021/2022 Joe Hirsch Legacy Equine Academy Scholarship.

Churchill, who completed an internship with the Keeneland track maintenance team during the summer of 2021, is a member of the UK Horse Racing Club, the UK Collegiate Professional Horsemen's Association and a Wildcat Wrangler, the student ambassador team within the equine major.

The scholarship was originally established at UK in 2005 but to keep in step with current industry needs, was recently modified to include a preference for diverse students to encourage inclusivity throughout the equine industry. It now resides in UK's College of Agriculture, Food and Environment, which is home to the Equine Science and Management undergraduate degree program. The scholarship was made possible by the National Thoroughbred Racing Association, the Daily Racing Form and many other contributors and is coordinated in conjunction with the Legacy Equine Academy.

“Through this venture, the NTRA will help fund scholarships for students in the UK College of Agriculture, Food and Environment's Equine Programs with the intent of fostering a more inclusive Thoroughbred racing industry for generations to come,” said Alex Waldrop, NTRA president and chief executive officer. “Change cannot wait, so we will work with all of our racing partners to further the goal of a more diverse, inclusive environment for all participants in our sport.”

The Legacy Equine Academy, which encourages students in grades 6-12 to attend college and pursue equine, agriculture, natural resources and environmental science degrees, is the brainchild of Ronald Mack, the organization's founder and CEO.

Congressman Rooney Named NTRA President & CEO

Thomas J. (Tom) Rooney, a former U.S. Congressman, has been named to succeed Alex Waldrop as the president and CEO of the National Thoroughbred Racing Association (NTRA). As has been previously announced, Waldrop will retire at the end of this year.

Rooney is an owner and breeder and has been part of his family's Shamrock Farm, a Thoroughbred breeding and lay-up operation in Maryland. The farm was founded by his grandfather, Art Rooney, Sr. He has also served on the board of the Maryland Horse Breeders Association for the past year. The Rooney family has been the majority owners and operators of the National Football League's Pittsburgh Steelers since 1933. Rooney family members also own the Palm Beach Kennel Club in Florida, owned Yonkers Raceway in New York until 2019, and owned former racetracks Green Mountain in Vermont and Liberty Bell in Pennsylvania.

“It is a great privilege for me to join the NTRA and serve as the organization's next leader,” said Rooney. “Having been immersed in horse racing my entire life, I know the issues and have a solid understanding of the needs of the industry. Coupled with my 10 years serving as a member of Congress, I know how to get things done in Washington, D.C. and look forward to increasing our advocacy efforts with our nation's lawmakers. I'm excited to join the team and look forward to working with all our member organizations to move our agenda forward.”

Rooney served with the U.S. Army as a lawyer in the JAG Corps. During his tenure, he was Special Assistant U.S. Attorney at Fort Hood, Texas, prosecuting all civilian crimes on post, and he served in the 1st Cavalry Division. After completing active duty with the rank of captain, Rooney taught constitutional and criminal law at the U.S. Military Academy at West Point.

“On behalf of the NTRA Board, I am excited to confirm Tom Rooney's appointment as the next president and CEO of the NTRA,” said Alan Foreman, Chairman and CEO of the Thoroughbred Horsemen's Association (THA) and the NTRA Board member who led the NTRA's transition and search committee. “We are incredibly fortunate to have engaged such a talented and experienced individual as Tom as we position the NTRA to address the challenges facing our industry. I believe Tom's taking on this position will be a game-changer for the NTRA and the Thoroughbred racing industry. Tom's track record of experience and leadership will be invaluable as we move forward and as we expand our presence and advocacy on the federal level.”

In conjunction with Rooney's appointment, the NTRA will conduct a strategic review of the organization and its activities as it places additional focus on its role as the trade association for the Thoroughbred racing and breeding industry. The NTRA plans to open an office in Washington, D.C., where it will focus primarily on federal legislative and policy issues. As part of his appointment, Rooney will also become President of Horse PAC, the NTRA's political action committee.

As a Congressman, Rooney focused on economic, agricultural, national security, and military issues. He was elected to the U.S. House of Representatives from Florida from 2009 to 2019. He served on the Committee on Agriculture, the Committee on Armed Services, and the Permanent Select Committee on Intelligence where he played a prominent role in the House Intelligence Committee's investigation of Russian interference in the 2016 presidential election.

Rooney lives in Florida with his wife, Tara, and three sons.
