Weekly Stewards And Commissions Rulings, Apr. 3-9

Every week, the TDN posts a roundup of the relevant Horseracing Integrity and Safety Act (HISA) related rulings from around the country.

Among this week's rulings, trainer Lorenzo Ruiz was issued a combined 7-year suspension and charged a total of $95,000 in fines for three separate post-race positives for Diisopropylamine, a banned substance under HISA.

The Horseracing Integrity and Welfare Unit (HIWU) classifies Diisopropylamine as a vasodilator, which is a substance that dilates the blood vessels to allow blood to flow more freely through them. Diisopropylamine is also found in several everyday items like tobacco and beauty products, and hand sanitizer.

The three Ruiz-trained runners–Kant Beat the Rock, American Cat and Facts Matter–ran at Los Alamitos last June and July. American Cat and Facts Matter won their respective races, while Kant Beat the Rock finished second.

For these three positives, Ruiz was suspended a combined six years and charged a total of $90,000 in fines and arbitration costs.

Ruiz was also issued an additional year suspension and $5,000 fine for breaching his provisional suspension by continuing to work as an outrider at Los Alamitos.

Trainer Bernard Dunham was also suspended for 30-days and fined $2,500 after his trainee, Shanghai Superfly, tested positive for an alkalinizing agent (TCO2) when finishing fourth at Penn National on Dec. 8.

High total carbon dioxide (TCO2) levels could be an indication of bicarbonate loading–otherwise known as milkshaking–which can neutralize the buildup of lactic acid in muscles, thereby helping the horse's performance.

Every week, the TDN posts a roundup of the relevant Horseracing Integrity and Safety Act (HISA)-related rulings from around the country.

Among this week's rulings, an independent arbitration panel suspended trainer Jason DaCosta for 15 days (starting on Mar. 22) and fined him $1,000 after his trainee, Poker Partner, tested positive for Gabapentin when winning at Presque Isle Downs on July 18 last year.

Gabapentin is a class B controlled medication under HISA that is an FDA human-approved anticonvulsant used to treat conditions like epilepsy, postherpetic neuralgia and in the treatment of partial onset seizures.

Trainer Carla Morgan has also been suspended for seven days and fined $1,000 after her trainee, River City Rocker, tested positive for the presence of the sedative, Xylazine, for a vet's list workout on Jan. 2 this year.

Every week, the TDN posts a roundup of the relevant Horseracing Integrity and Safety Act (HISA)-related rulings from around the country.

Among this week's rulings, trainer Jonathan Wong has been suspended for two years and fined $25,000 for a post-race metformin positive from last June.

Wong told the TDN he has appealed the ruling which could now go before the Federal Trade Commission, head to federal court, or both. He also said that he would seek a temporary injunction against the ban.

Trainer Kari Craddock was issued a seven-day suspension for a post-race Methocarbamol positive. Methocarbamol is a Class C controlled medication, a first offense for which comes a possible $500 fine and loss of purse. This was Craddock's second Methocarbamol-related violation since HISA's Anti-Doping and Medication Control (ADMC) program went into effect.

Trainer Ismael Bahena has also been provisionally suspended after Bahena's trainee, Color Field, tested positive for methamphetamine–a banned substance under HISA and a ubiquitous drug of human abuse–when winning at Horseshoe Indianapolis on Oct. 30. HIWU has now brought 11 methamphetamine-related cases for adjudication since the ADMC program went into effect.

Every week, the TDN posts a roundup of the relevant Horseracing Integrity and Safety Act (HISA) related rulings from around the country.

Among the key rulings from the last seven days, the prohibition of intra-articular injections seven days prior to timed workouts continues to catch people out, with a further two trainers each issued $3,000 fines this past week for violations of this rule.

This brings the total rulings related to pre-workout intra-articular injection violations to 25 since HISA's anti-doping and medication control (ADMC) program went into effect last May.
