CHRB Moves Forward On Lasix Phaseout, Walks Back Proposed Intra-Articular Injection Regulations

The California Horse Racing Board conducted a meeting by teleconference on Thursday, July 16. The public participated by dialing into the teleconference and/or listening through the audio webcast link on the CHRB website. Dr. Gregory Ferraro chaired the meeting, joined by Vice Chair Oscar Gonzales and Commissioners Dennis Alfieri, Damascus Castellanos, Wendy Mitchell, and Alex Solis.

  • The Board approved two agenda items pertaining to funding the CHRB budget for the fiscal year 2020-21. The budget of $16,820,500 is $2.2 million higher than the previous fiscal year, largely due to $1.4 million in increases for drug testing and safety measures.
  • The Board approved the license application for a meeting of the Sonoma County Fair (SCF) to be run at Golden Gate Fields, commencing July 31 through August 9, on condition that certain required documents must be submitted to the CHRB at least one week before the start of the meet.
  • The Board approved the license application for a meeting of the Pacific Racing Association (PRA) at Golden Gate Fields from August 13 through October 4, on condition that certain required documents must be submitted to the CHRB at least one week before the start of the meet.
  • The Board authorized the racing secretary for both the SCF and PRA meets to establish conditions for races, which will include limiting Lasix administrations to 250 mg, prohibiting any intra-articular medication within 14 days of a race, and extending that prohibition to 30 days for fetlock injections, both metacarpophalangeal and metatarsophalangeal joints.
  • The Board approved for 45-day public notice a proposed regulatory amendment to allow for increased penalties when there are multiple medication violations. This is essentially the same language as the model rule approved by the Association of Racing Commissioners.
  • The Board approved for 45-day public notice a proposed regulatory amendment to prohibit horses from racing within 14 days of being administered an intra-articular medication and from racing within 30 days of fetlock injections. The rule also prohibits a horse from training within 10 days of fetlock injections.
  • The Board approved a rule requiring at least 12 hours of continuing education for renewal of licenses for trainer and assistant trainer. This rule is scheduled to go into effect on June 1, 2021. The CHRB already has numerous educational modules on its website pertaining to equine safety that will help meet this requirement, and more will be added.
  • The Board approved regulatory amendments limiting Lasix administrations to 250 mg. (the same restriction that racing secretaries have been imposing as race conditions) and prohibiting Lasix administrations to horses that are 2 years old.
  • The Board authorized Watch and Wager (harness racing at Cal Expo) to distribute $4,000 in race day charity proceeds to five beneficiaries.
  • The Board authorized TVG to offer a handicapping contest that normally would be conducted onsite at Del Mar, but there are no spectators at the current meet.
  • Public comments made during the meeting can be accessed through the meeting audio archive on the CHRB website

Racing at Lone Star to Resume July 19

Racing at Lone Star Park, which was suspended July 5 after an employee in racing operations tested positive for COVID-19, will resume this Sunday, July 19, with strict protocols in place, according to the track’s Twitter feed. The protocols provide for live attendance, but fans will be required to wear facemasks, follow social distancing rules and will be subjected to temperature screening.

Sunday’s nominal feature is a first-level allowance for main-track sprinters and the track has drawn programs through July 22. The Wednesday program, which begins at 1:35 CT, is highlighted by four Texas-bred/Texas-stallion stakes races that were to be contested during the supension.

According to a post on the Texas Thoroughbred Association Twitter feed, purses at Lone Star are being raised by 18% beginning this weekend, though none of the purses for the races drawn through the coming week reflects the hike. The post also indicates that two additional race dates have been added, Aug. 5 and Aug. 12. The races for those dates will be those that were previously canceled and brought-back book races. Both divisions of the $100,000-estimated Texas Thoroughbred (Sales) Futurity will be run Aug. 11, however the second legs of the Texas Stallion Stakes have been postponed. The TTA said it hopes to conduct those races at Sam Houston Race Park in January.

‘Happier Than A Bumblebee’: Pink Lloyd Chasing Another Record In Shepperton

Canada's sprint superstar Pink Lloyd will attempt to share the record for most wins in the Shepperton Stakes, Thursday afternoon at Woodbine.

Another race, another chance to add to a stacked racing résumé.

A victory in the 6-1/2-furlong, $100,000 main track Shepperton would tie champion Pink Lloyd with three-time winner Paso Doble, a son of Bold n' Flashy who took the 2011, 2013 and 2014 editions of the race.

Pink Lloyd, who won the 2017 and 2019 runnings, comes into the race off another record-setting performance.

On June 27, Canada's reigning three-time Champion Male Sprinter notched a record fourth straight victory in the Jacques Cartier Stakes and recorded his 20th overall added-money win. His initial Jacques Cartier score in 2017 was his first stakes victory and the start of an unprecedented 11-race win streak.

“It was a good race and a good start for him,” said trainer Robert Tiller. “Like me, he's getting older. But I'd say he ran very well. I certainly wouldn't knock it. He's doing very well. He's very happy. He hasn't worked since his last race – he does a lot of long miles. He's happier than a bumblebee.”

The eight-year-old son of Old Forester, owned by Entourage Stable, now turns his attention to the Shepperton, a race Tiller has won a record five times. Forever Grand (2003), Dave The Knave (2006), Dancer's Bajan (2008) are the conditioner's other Shepperton winners.

Bred in Ontario by John Carey, Pink Lloyd now boasts 23 wins from 28 starts lifetime with purse earnings over $1.8 million. The chestnut gelding is currently riding a seven-race win streak.

Tiller continues to marvel at the six-time Sovereign Award winner, who was named Canada's Horse of the Year in 2017.

“You know what, you probably run out of questions when it comes to this guy. I've run out of answers. You could ask me, 'At eight, is he still the same old Pink Lloyd?' My answer would be, 'Absolutely.' He doesn't know he's old. He's a lot like me. He's bucking and kicking, and feeling good.”

Pink Lloyd launched his career in 2016, winning his first three races, including a victory in his debut on August 28, a 1-1/2-length score over six furlongs on the Woodbine main track.

“It warms my heart [that he's built up a big fan base]. They should love him. I love him so much. The owners love him so much. I'm not saying he's the best horse ever. I'm saying he's got the most heart and charm of any horse I've ever seen, and I've trained a lot of good horses.

“I'd like to see him get over $2 million in career earnings, Canadian,” continued Tiller. “He'll go to LongRun [Thoroughbred Retirement Society] and have a great retirement. He'll be a movie star there after being a rock star on the racetrack.”

The Shepperton is scheduled as the seventh race on Thursday's eight-race program. First post is 3:20 p.m. Fans can watch and wager on all the action via HPIBet.com. Stronach 5: Three Winning Tickets Each Worth $41,725

There were three winning tickets in Friday's Stronach 5 each worth $41,725.70.

Friday's Stronach 5 featured races from Laurel Park and Gulfstream Park with a $100,000 guaranteed pool and industry-low 12-percent takeout.

The Stronach 5 kicked off with a pair of 10-1 longshots. Weekend Delight ($22.40) won Laurel's sixth race, the opening leg, and Merseyside ($23.20) won the Gulfstream's eighth race and second leg of the Stronach 5. The final three winners were all under 4-1.
