Popular Australian Racing Analyst Deane Lester Passes: ‘Few People Are Held In Such High Regard’

The Victoria Racing Club is deeply saddened to learn of the passing of highly respected form analyst, breeder, owner, jockey manager, and mentor Deane Lester.

Deane spent his early years surrounded by horses before forging a career in racing. He most recently worked as a form analyst on RSN927 and 7 Horse Racing, and was a regular visitor to Flemington.

Deane's deep understanding of the sport ensured that his insights were highly regarded by jockeys, owners, trainers, punters, and his peers in the media. His extensive career was hallmarked by his dedication and passion for the sport, ensuring that his opinions stayed fresh and relevant. He was widely regarded as being one of the best racing minds in the business.

His words of wisdom to jockey Jye McNeil before the 2020 Lexus Melbourne Cup helped deliver McNeil victory at his first attempt in Australia's greatest race, with a daring front-running ride that earned him many accolades.

More than that, Deane was a friend to many.

VRC Chairman Neil Wilson paid tribute to Deane, who part-owned 2016 Newmarket Handicap winner The Quarterback, as well as 2003 Melbourne Cup runner Big Pat.

“Few people are held in such high regard as Deane Lester,” Mr Wilson said.

“Deane was passionate about racing, studious with his form and kind enough to provide advice to anyone who wanted to learn more about our wonderful sport.

“The Victoria Racing Club sends its condolences to Deane's wife Leanne and their family. Our thoughts are with them and Deane's many friends during this time.”

The Victoria Racing Club will acknowledge Deane Lester on Black Caviar Lightning Race Day with flags at half-mast. The Victorian Jockeys Association will also pay tribute to Deane at Flemington, with all riders in Race 3 wearing a black armband in memory of a great friend and mentor.

HISA’s Anti-Doping Program: ‘We Will Identify Those Who Intentionally Commit ADMC Program Violations And Hold Them Accountable’

Under the enforcement of the Horseracing Integrity & Welfare Unit (HIWU), the Horseracing Integrity & Safety Authority's (HISA) Anti-Doping and Medication Control (ADMC) Program will introduce an intelligence-driven strategic testing plan to be deployed uniformly across the country. These standardized testing protocols are designed to promote the integrity of Thoroughbred racing and the safety of the horse while modernizing the sample collection process at Thoroughbred tracks nationwide.

HIWU's operations team will take an interdisciplinary approach in its allocation of testing across the country with a focus on ensuring the quality and effectiveness of the doping control process. The operational strategy will also be informed by collaboration with the investigations department to incorporate and act on pertinent information received through HIWU's anonymous whistleblower platform.

While HIWU has the ultimate discretion to select Covered Horses for all types of testing, intelligence from “boots-on-the-ground” industry participants, including stewards and veterinarians, and continued cooperation with state racing commissions and laboratory/scientific partners will also inform the test selection process. HIWU's testing approach will aim to enforce accountability in the administration of Controlled Medication Substances and Methods while deterring the use of Banned Substances and Banned Methods.

“Our test distribution strategy is designed to create a better environment for horsemen who play by the rules. We will identify those who intentionally commit ADMC Program violations and hold them accountable,” said Kate Mittelstadt, HIWU's chief of operations. 

All testing under the ADMC Program will be conducted by HIWU-trained and certified sample collection personnel (SCP). Many current test barn personnel and veterinarians will continue in their positions while operating under a voluntary agreement between HIWU and their respective state or track. In jurisdictions without voluntary agreements, HIWU will establish teams and contract individuals, including via recruitment of and consultation with experienced test barn personnel and veterinarians.

A key component of certification will be training on a paperless documentation system via a HIWU app that will be prepopulated with relevant race-day and Covered Horse information from InCompass and the HISA portal. The app was developed in partnership with EventLog, which developed similar apps for the British Horseracing Authority, Irish Horseracing Regulatory Board, and United States Equestrian Federation.

SCP covering all racetracks will receive on-site training from HIWU before testing begins under HISA's ADMC Program, and HIWU team members will be on site at all tracks to help launch the Program when it takes effect. There will also be a national support line that will be staffed seven days a week, ensuring coverage during all testing periods. These HIWU staff will be prepared to answer questions from SCP in the field, support horsemen with questions during testing, and triage inquiries to other departments if necessary.

“When it comes to testing processes, integrity starts with sample collection, and we are confident that SCP and other industry participants across the country will welcome the improvements created by standardized procedures and paperless records,” said Mittelstadt.

HIWU is anticipating that it will begin enforcement of the ADMC Program on March 27, 2023, pending approval of the ADMC rules submitted to the Federal Trade Commission in December and published to the Federal Register on January 26.

The Horseracing Integrity & Welfare Unit (HIWU) was established in 2022 by Drug Free Sport International to administer the rules and enforcement mechanisms of the Horseracing Integrity and Safety Authority's (HISA) Anti-Doping and Medication Control (ADMC) Program. The ADMC Program will create a centralized testing and results management process and apply uniform penalties for violations efficiently and consistently across all American Thoroughbred racing jurisdictions that HISA governs. HIWU will oversee testing, educate stakeholders on the new program, accredit laboratories, investigate potential violations, and prosecute any such violations.

Godolphin’s Lemon Pop Primed For Group 1 Success in February S.

Tokyo Racecourse plays host to the first of 24 Group 1s on the JRA circuit, Sunday's February S. going a one-turn mile on the dirt track, and with the race's two-time defending champion Cafe Pharoah (American Pharoah) preparing for next Saturday's G1 Saudi Cup and with would-be favourite Gilded Mirror (Jpn) (Orfevre {Jpn}) having recently been retired due to injury, the race is there for the taking for the wonderfully consistent US-bred Lemon Pop (Lemon Drop Kid).

The 5-year-old, purchased for $70,000 as a weanling at the 2018 Keeneland November Sale, is a bona-fide horse for the course, as his only defeat in eight local appearances came at the hooves of Gilded Mirror in the G3 Musashino S. over the course and distance in November. He reversed form with the mare last time, taking the 1400-metre G3 Negishi S. by a half-length Jan. 29.

“Since last spring we've had the Negishi S. and then the February S. as the plan for him,” said assistant trainer Toshikiko Hokari. “He has good racing sense and obeys the jockey's orders, so even with the extended distance, he should be able to get a good result.”

Not insignificantly, Keita Tosaki, who has piloted Lemon Pop to each of his victories, opts to stick with the 4-year-old Dry Stout (Jpn) (Sinister Minister). Winner of four of his six trips to the post, the dark bay took the second leg of the Japan Road to the Kentucky Derby in late 2021 to make it three on the trot and exits a runner-up effort in the Listed Subaru S. over seven furlongs at Chukyo Jan. 7.

“He's very sharp and his reactions have been good in training,” said Tosaki. “I've been riding him for some time, so I can see how he's more experienced now. I have always thought he's a capable horse, and I'm excited about it being a [Group] 1 this time and hope he can win.”

The well-traveled Red le Zele (Jpn) (Lord Kanaloa {Jpn}) swerves next weekend's G3 Riyadh Dirt Sprint in favor of the February, a race in which he was fourth and sixth, respectively, to Cafe Pharoah the last two years. Runner-up to Switzerland (Speightstown) in last year's G1 Dubai Golden Shaheen, the 7-year-old downed T M South Dan (Jpn) (South Vigorous) in the Listed Tokyo Hai last October and was last seen finishing a running-on fourth to last year's Riyadh Dirt Sprint hero Dancing Prince (Jpn) (Pas de Trois {Jpn}) in the Listed JBC Sprint the following month.

Charles Fipke breaks new ground Sunday when his homebred 'TDN Rising Star' Shirl's Speight (Speightstown) becomes the first foreign raider to contest the February S. The upset winner of the GI Maker's Mark Mile last season, the bay makes his first start on the dirt since a third to Mind Control (Stay Thirsty) in the GIII Salvator Mile last June and his first since running champion Modern Games (Ire) (Dubawi {Ire}) to three-parts of a length in the GI Breeders' Cup Mile at Keeneland last November.

“He's a very versatile horse, but watching videos of him here and watching him this morning, he looks like he's handling the track very well and if he can run to his true ability, he will be very competitive–but it is unknown to me,” commented trainer Roger Attfield, who has tabbed Joao Moreira to ride.

The February S. serves as a 'Win and You're In' qualifier for the 2023 GI Breeders' Cup Classic at Del Mar.

FanDuel TV Live On-Site As Road To The Kentucky Derby Runs Through Fair Grounds

The road to the Kentucky Derby runs through Louisiana on Saturday and FanDuel TV will be live on-site at Fair Grounds with excusive coverage of the $400,000 Risen Star Stakes (G2) as the undefeated Victory Formation takes on a field of thirteen rivals.

FanDuel TV's Scott Hazelton, Gabby Gaudet, Dave Weaver, Todd Schrupp and Matt Bernier will be reporting live with exclusive interviews, expert analysis and behind-the-scenes coverage of the thirteen-race card which includes five stakes races. There are 50-20-15-10-5 Kentucky Derby qualifying points on the line for the top five finishers.

Victory Formation is undefeated from three starts and one of three horses in the race for trainer Brad Cox. A $350,000 purchase as a juvenile, he earned his first black-type victory last time out at Oaklawn Park in the Smarty Jones Stakes and will have Flavien Prat in the irons for his graded stakes debut. His rivals include graded stakes winner Two Phil's, last seen finishing second in the Lecomte Stakes (G3) for trainer Larry Rivelli and jockey Jareth Loveberry.

In addition to a key prep race for the Kentucky Derby, there is also a Kentucky Oaks prep race on Saturday – the $300,000 Rachel Alexandra Stakes (G2). The race will feature the much-anticipated three-year-old debut of graded stakes winner Hoosier Philly. A daughter of Into Mischief trained by Tom Amoss, she won the first three starts of her juvenile campaign and will have regular rider Edgar Morales aboard.

In addition to racing from Fair Grounds, FanDuel TV will also be featuring Santa Anita, Gulfstream Park and more.
