Kelly Cathey Named Director Of Racing At Remington Park

When 2023 racing begins at Remington Park, it will start with new guidance in the racing department. Kelly Cathey has accepted the director of racing position and will oversee the operation for all breeds competing at the Oklahoma City facility.

The American Quarter Horse, Paint and Appaloosa Season will begin March 9. The 2023 Thoroughbred Season will get underway in late August.

Cathey brings more than 30 years of experience in horse racing to Remington Park. He first worked with horses in the late 1980s as a teenager, assisting his father who was a trainer. He has also served as a groom, pony person, assistant trainer, valet and assistant starter.

Cathey moved into track management in 1998 at Retama Park in Selma, Texas. He has also worked for Lone Star Park in Grand Prairie, Texas; Sam Houston Race Park in Houston and Will Rogers Downs in Claremore, Okla. He has held nearly every position associated with racing, pari-mutuel wagering and simulcast operations throughout his career.

Since 2013 Cathey has worked for the Oklahoma Horse Racing Commission as a state steward (2013-2015), advancing to the role of executive director of the commission in 2015. He will leave that post to become the director of racing at Remington Park.

Horsemen will bring horses onto the grounds at Remington Park beginning Feb. 6 with the initial morning of training set for Tuesday, Feb. 7. The first night of the spring season falls on Thursday, March 9 and the 50-date schedule continues through Saturday, June 3.

Unique A’Ali Breeding Incentive Announced

A unique breeding incentive for multiple group winner A'Ali (Ire) was announced by Newsells Park Stud on Thursday.

Any breeders that send mares to the three-time Group 2 juvenile victor this breeding season will be entered into a prize draw to win two tickets to the G1 Dubai World Cup on Mar. 25, the Wimbledon Ladies' Singles Final on July 15, or the Oct. 28 Rugby World Cup Final in Paris.

Besides his Norfolk S. score, the son of the late Society Rock (Ire) also captured the G2 Prix Robert Pain and G2 Flying Childers S. at two. He then added both the G2 Sapphire S. and G3 Sprint S. at three and was third in the G2 Meydan Sprint as a 4-year-old. He stands for £5,000 Oct. 1 SLF. FTC Publishes HISA’s Medication Rules, Initiating 14-Day Public Comment Period

The Federal Trade Commission (FTC) has published the resubmitted Horseracing Integrity and Safety Authority (HISA) Anti-Doping and Medication Control (ADMC) rules to the Federal Register, initiating a 14-day public comment period. The FTC now has 60 days to approve or deny the proposed rules.

HISA's draft ADMC rules were initially rejected by the FTC in late 2022 due to ongoing legal uncertainties. HISA has resubmitted the rules for consideration by the FTC following a bipartisan act of Congress which addressed the constitutional questions raised by the Fifth Circuit Court of Appeals.

Now that the rules have been resubmitted and posted to the Federal Register, HISA anticipates that its ADMC Program will go into effect March 27, 2023, pending FTC approval. The resubmitted rules include a small number of minor revisions from the version submitted in August 2022. A clean version of the proposed rules is available on the Federal Register now and a red-lined version will be available on HISA's website within the next 48 hours. In its December 2022 order, the FTC stated it would consider all previously posted comments on the Federal Register as well as any updated or new comments.

Upon implementation, the ADMC Program will be administered and enforced by the Horseracing Integrity & Welfare Unit (HIWU). The development of the ADMC rules included an initial public comment period, numerous open discussions and meetings with industry organizations and individuals, as well as the careful consideration of more than 200 comments submitted by racing participants and the general public.

Included in the rules package are the Equine Anti-Doping and Controlled Medication Protocol, the Prohibited List, Definitions, Arbitration Procedures, Equine Testing and Investigation Standards, and Equine Standards for Laboratories and Accreditation.

“The establishment of uniform, nationwide anti-doping rules in Thoroughbred racing will strongly enhance the safety and integrity of our sport and is a step many in our industry have long advocated for,” said HISA CEO Lisa Lazarus. “The health and safety of horses is our paramount concern, and the consistent enforcement and efficient resolution of rule violations will transform how we protect our equine athletes. We deeply value the input we've received from racing participants throughout the development of these rules, and I encourage all participants to continue to share their thoughts with us moving forward.”

HISA's ADMC Program will advance and modernize anti-doping practices across the sport with components including out-of-competition testing, uniform lab accreditation, a uniform results management process, a robust intelligence and investigations arm and consistent penalties.

As HIWU prepares for the ADMC Program's launch, the organization will continue to publish and share educational material with industry stakeholders, available at hiwu.org, and will host meetings with groups of racing participants to further educate on the new rules and answer questions.

World Pool Season Expands Internationally

World Pool, the largest commingled horse racing pools created and powered by the Hong Kong Jockey Club (HKJC), will expand to 25 fixtures in 2023, with some of the new additions the Lightning S. Day in Australia (Feb. 18), The Saudi Cup (Feb. 25), and Irish Derby Day (July 2).

Provisional World Pool events will be hosted on the following days in 2023:

28: Met Day – Kenilworth Racecourse, South Africa
18: Black Caviar Lightning Race Day – Flemington Racecourse, Australia
25: Saudi Cup – King Abdulaziz Racecourse in Riyadh, Saudi Arabia
4: Super Saturday – Meydan Racecourse, Dubai
25: Dubai World Cup – Meydan Racecourse, Dubai
May 20: Lockinge S. Day – Newbury Racecourse, UK
July 2: Irish Derby Day – the Curragh, Ireland
July 2: Deutsches Derby Day – Hamburg-Horn, German

The World Pool Moment of the Year has been extended to all global World Pool meetings and will reward stable staff with a total of over HK$1 million (approx. £103,000) in prizes, as well as a VIP trip to Hong Kong, thanks to additional funding from the HKJC, UK Tote Group, Racecourse Media Group (RMG) and Ascot Racecourse.
