HISA Seeking Members To Serve On Internal Adjudication Panel

The Horseracing Integrity and Safety Authority (HISA) and Horseracing Integrity & Welfare Unit (HIWU) are accepting inquiries from individuals interested in serving on the Internal Adjudication Panel (IAP) established by HISA's Anti-Doping and Medication Control (ADMC) Program, which goes into effect Jan. 1, 2023.

Under the ADMC Program, members of the IAP will adjudicate Controlled Medication Rule Violations, which are defined in Rule Series 3000: Equine Anti-Doping and Controlled Medication Protocol. They are appointed by mutual agreement of HISA and HIWU for four-year terms and will serve as independent contractors to both entities. The list of IAP members will be published on hiwu.org.

“Racing participants, fans, and bettors deserve a process for adjudicating potential violations of HISA's medication rules that is uniform, efficient, and fair,” said HISA Chief Executive Officer Lisa Lazarus. “The creation of the IAP will allow us to bring seasoned experts together to ensure each case is handled with the utmost integrity and professionalism.”

“The IAP will play a key role in ensuring that Controlled Medication Rule Violations are adjudicated swiftly and fairly under HISA's ADMC Program,” said Ben Mosier, executive director for HIWU. “Our goal is to compile a diverse and experienced group to handle these cases and promote the integrity of Thoroughbred racing.”

Interested candidates should have at least five years of experience in hearing equine medication cases, either as stewards or in other regulatory roles in the equine industry. Active state stewards are permitted to serve on the IAP but will be prohibited from participating in cases originating in their state of employment. Those selected as IAP members will receive training on the ADMC Program before they are assigned to cases.

Additional information about requirements for service on the IAP and adjudication procedures for Controlled Medication Rule Violations can be found in the Rule 7000 Series: Arbitration Procedures from HISA's ADMC Program regulations that were submitted to the Federal Trade Commission.

F-T Midlantic December HORA Supplement Online

Fasig-Tipton has catalogued 94 supplemental horses of racing age for its upcoming Midlantic December Mixed and Horses of Racing Age Sale. The sale will be held Tuesday, Dec. 6, at the Maryland State Fairgrounds in Timonium, Maryland.

Horses of racing age are catalogued as hips 187-281 in a separate supplemental catalogue.

“We have a quality collection of horses of racing age from leading national stables as well as those from the Midlantic region,” said Midlantic Director of Sales Paget Bennett. “Prospective buyers looking to augment their stables heading into 2023 will find in-form entries that fit a variety of levels, conditions, and regional programs.”

Fasig-Tipton also catalogued an additional seven entries in the mixed session–four broodmares (catalogued as hips 32, 57, 146, and 157), a weanling (hip 111), and two yearlings (hips 185 and 186). The Midlantic December Mixed and Horses of Racing Age Sale will begin at 11 am. Online bidding and phone bidding will be available.

Finley Joins TDN Writers’ Room Podcast, Talks Flightline

Within a 48-hour period, Flightline (Tapit) won the GI Breeders' Cup Classic, was then retired and then a share in the future stallion sold for $4.6 million at Keeneland. With that in mind, the TDN Writers' Room presented by Keeneland called upon co-owner Terry Finley of West Point Thoroughbreds to wrap up the horse's racing career and to look ahead to his next career as a stallion. Finley was this week's Green Group Guest of the Week.

On the decision to retire Flightline, when asked if he understood why people were upset that the horse would no longer be racing, Finley said that he did, but added that he was comfortable with the way things worked out.

“There are a lot of factors that went into it,” he said. “We fully acknowledge that there are some other ways to look at it, but we are very comfortable in the spot that we're in and the impact that Flightline has had. I love to talk about that because when you step back in the light of day, I think he had an incredible amount of impact on our business. There were stories in the Athletic, the Wall Street Journal, the New York Times, USA Today. There were all the blogs, all the videos, all the chatter on social media. He had an impact, and that impact is going to continue. So when you put all that together, yes, we had to make a tough decision. That's what leaders do, they make tough decisions.”

Because Flightline only ran six times some pundits are saying he does not deserve to be compared to the all-time greats who had much longer careers. Finley wasn't necessarily ready to disagree.

“I think that foundationally that viewpoint is sound,” he said. “I've had discussions with people who I really respect that have been in the game for a long time and are leaders. Their outlook is exactly the outlook that you put forth and I don't argue with them.  Now, I'd like to think that if anybody owned this horse, albeit a piece of them like we do, you'd focus on the good things. You'd focus on his charisma and his brilliance and his undefeated status and the fact that he's given our industry a jolt. But you can't have everything.”

Finley was indeed “focused on the good things” after Flightline's Classic win, so much so that he wept for joy.

“I just thought it was probably our best moment in the business,” he said. “And on top of that, I was able to share it with my family and with other people. You put all those things together and if you can't get emotional in a moment like that, I'm not sure you ever can get emotional.”

Finley gave an update on the stallion plans for Flightline, revealing that he will be bred to about 160 mares and added that “it's going to take a very significant mare with a pedigree and a race record to get to Flightline.”

Flightline's retirement also brought about a conversation regarding whether or not there is any way for racing to keep its stars on the racetrack. Moss and Finley wondered out loud if it's not time for the Thoroughbred industry to allow, like all other racing breeds, artificial insemination. In other equine sports that has allowed horses to continue to race while being bred in their off seasons. Another topic was the incredible year turned in so far by Beverly Park (Munnings), who made his 26th start this season in last week's Claiming Crown at Churchill Downs. Friday, Nov. 18 is the 10th anniversary of the Sporting Art Auction, which is a collaboration between Keeneland Association and Cross Gate Gallery in Lexington, Ky. Every year Greg Ladd and his staff travel the world seeking fine examples of sporting art from both new and established painters and sculptors.  A portion of the auction proceeds benefit Keeneland’s nonprofit initiatives, which includes the Keeneland Library Foundation.
