Global Symposium On Racing Will Host Leaders Of HISA, HIWU

Representatives from the Horseracing Integrity and Safety Authority (HISA) and Horseracing Integrity & Welfare Unit (HIWU) will be on hand to engage with leaders in the horse racing industry when the 48th Annual Global Symposium on Racing convenes December 5-7, 2022, in Tucson, Arizona.

Held at the Loews Ventana Canyon Resort, the Symposium agenda features a presentation on HISA's 2023 outlook from HISA Chief Executive Officer Lisa Lazarus on Tuesday, December 6, as well as a panel discussion with members of HISA's and HIWU's teams on Wednesday, December 7, to discuss HISA's Racetrack Safety Program and Anti-Doping and Medication Control (ADMC) Program. In May, HISA announced that it had contracted Drug Free Sport International to establish an independent enforcement agency for the ADMC Program, which resulted in the development of HIWU.

During Wednesday's session, HISA's panelists will describe successes and challenges thus far in the implementation of the Racetrack Safety Program, which went into effect July 1, while HIWU's panelists will provide an update on their preparations for the AMDC Program and share what industry stakeholders need to know ahead of the rollout on January 1, 2023.

The panel will be composed of Ann McGovern, director of racetrack safety, HISA; Kate Mittelstadt, chief of operations, HIWU; Ben Mosier, executive director, HIWU; Dr. Mary Scollay, chief of science, HIWU; and Dr. Susan Stover, chair, Racetrack Safety Standing Committee, HISA.

In addition to securing two places in the formal schedule, the HISA and HIWU teams will be available for the duration of the Symposium to answer questions from attendees. Their presence in Tucson supplements the virtual and in-person meetings that both groups have been conducting with industry stakeholders across the country.

About the Horseracing Integrity & Welfare Unit

The Horseracing Integrity & Welfare Unit (HIWU) was established in 2022 by Drug Free Sport International to administer the rules and enforcement mechanisms of the Horseracing Integrity and Safety Authority's (HISA) Anti-Doping and Medication Control (ADMC) Program. The ADMC Program, which will be effective as of January 1, 2023, will create a centralized testing and results management process and apply uniform penalties for violations efficiently and consistently across all American Thoroughbred racing jurisdictions that HISA governs. HIWU will oversee testing, educate stakeholders on the new program, accredit laboratories, investigate potential violations, and prosecute any such violations.

HISA was established when the Horseracing Integrity and Safety Act was signed into federal law in 2020 by President Trump and is responsible for drafting and enforcing uniform safety rules and anti-doping and medication control rules in Thoroughbred racing in the U.S. Overseen by the Federal Trade Commission, HISA was created to implement, for the first time, a national, uniform set of rules applicable to every Thoroughbred racing participant and racetrack facility. HISA is composed of two programs: the Racetrack Safety Program, which went into effect on July 1, 2022; and the ADMC Program, which goes into effect January 1, 2023.

Victorious in six of her 15 lifetime appearances, the bay was a winner in Group 3 company last season over a mile and has proven her versatility this season with success in the G3 Kyoto Himba S. (video, SC 7) in February at this intermediate trip ahead of a fast-closing second in the G1 Takamatsunomiya Kinen (1200m) (video, SC 9). Churchill: Fun And Feisty Attempts Rebound In Sunday’s Rags To Riches

Lucky Seven Stable's Fun and Feisty, the 3 ½-length winner of last month's $300,000 Pocahontas Stakes (Grade 3), headlines a field of eight fillies that were entered in Sunday's 10th running of the $200,000 Rags to Riches at Churchill Downs.

The 1 1/16-mile Rags to Riches is the co-headlining event of Sunday's Opening Day “Stars of Tomorrow I” card that will showcase all 2-year-old races. Along with the Rags to Riches, the 11-race program features the $200,000 Street Sense (G3) run at 1 1/16 miles. First post is 1 p.m. (all times Eastern) and the Rags to Riches will go as Race 6 at 3:31 p.m.

Fun and Feisty attempted to parlay her Pocahontas victory to Grade 1 glory three weeks later in the $500,000 Alcibiades (G1) at Keeneland but finished a disappointing eighth. Fun and Feisty began her career on July 4 at Churchill Downs where she had a troubled sixth-place effort in a maiden special weight contest. Two starts later, the Midshipman filly broke her maiden by three lengths on Arlington Million Day at Churchill Downs. The Pocahontas was Fun and Feisty's first two-turn test for trainer Kenny McPeek. She'll attempt her third-career victory in the Rags to Riches with jockey Brian Hernandez Jr. in the saddle and break from post No. 7.

Chief among Fun and Feisty's rivals in the Rags to Riches is Gold Standard Racing Stable's eye-catching maiden special weight winner Hoosier Philly. Trained by Tom Amoss, Hoosier Philly was pre-entered in the $2 million Breeders' Cup Juvenile Fillies (G1) but was not selected into the body of the race. The gray daughter of Into Mischief was well-backed on debut at even-money odds when she rallied from just off the pace to easily win by 1 ¾ under jockey Edgar Morales. Since her first start, Hoosier Philly has worked twice at Churchill Downs including a swift five-furlong move in :59.60 on Oct. 12. Morales will once again have the call from the rail.

Ready Made Racing's undefeated T Max will attempt to go a perfect 3-for-3 in the Rags to Riches. Trained by Will Walden, T Max broke her maiden by 5 ¾ lengths in a restricted maiden special weight contest at Ellis Park where the runners either had to sell or RNA for $45,000 or less. The speedy T Max, a $10,000 purchase at the 2021 Keeneland September Yearling Sale, won her second start by five lengths on Sept. 15 at Churchill Downs in a first-level allowance contest. Her regular rider, Jack Gilligan, will be in the irons in the Rags to Riches from post 5.

Churchill’s Stars Of Tomorrow: Graded Stakes-Placed Jace’s Road Tops Sunday’s Street Sense

Albaugh Family Stables and West Point Thoroughbreds' Jace's Road, an impressive debut winner and recent third-place finisher in the $300,000 Iroquois Stakes (Grade 3), tops a competitive field of 11 colts that were entered in Sunday's featured 10th running of the $200,000 Street Sense (G3) as part of “Stars of Tomorrow I” at Churchill Downs.

Sunday's opening day of the 19-day Fall Meet stand will get underway at 1 p.m. (all times Eastern) and showcase all 2-year-old races. The 11-race program also features the $200,000 Rags to Riches for fillies run at 1 1/16 miles in Race 6. The Street Sense will go as Race 10 at 5:35 p.m.

Inaugurated in 2005, Churchill Downs' Stars of Tomorrow programs have helped launch the careers of numerous graded stakes winners, including more than 50 Grade I winners led by Horse of the Year champions Gun Runner (2017) and Rachel Alexandra (2009); Kentucky Derby winners Super Saver (2010) and Mandaloun (2021); and Longines Kentucky Oaks winners Rachel Alexandra (2009), Believe You Can (2012), Monomoy Girl (2018) and Secret Oath (2022). Many of the horses running Sunday will be prepping for “Stars of Tomorrow II” which will be staged four weeks later on Saturday, Nov. 26.

Jace's Road won his career debut at Ellis Park by 6 ¼ lengths for trainer Brad Cox. He returned in the Iroquois where he was defeated 1 ½ lengths by $2 million Breeders' Cup Juvenile (G1) contender Curly Jack and 54-1 longshot and fellow Street Sense rival Honed. Since the Iroquois, Jace's Road has worked three times at Churchill Downs with Florent Geroux in the saddle. Jace's Road's co-owner, Albaugh Family Stables, won last year's Street Sense with the Dale Romans-trained Howling Time.

Geroux will have the mount on Jace's Road in the Street Sense and the duo will break from post No. 3.

There were 10 rivals that entered to face Jace's Road in the Street Sense including With Anticipation Stakes (G3) winner Boppy O, Ellis Park Juvenile winner Top Recruit, and Shakopee Juvenile winner Two Phil's.
