‘Promising’ Early Results From Pennsylvania’s Equine Safety And Welfare Action Plan

Today, the Pennsylvania State Horse Racing Commission reported on the progress of its Equine Safety and Welfare Plan, a list of tangible steps to increase protections for horses racing at Pennsylvania's six tracks. The measures, which the commission began implementing March 1, 2022, included an Integrity Hotline for reporting suspected illegal or unethical behavior.

“Early results from the hotline and other measures have been promising and reinforce the thorough consideration that went into developing the action plan,” said Agriculture Secretary Russell Redding, who chairs the commission. “Implementing the strategy will be a long-term effort. The commission is committed for the long haul to protecting the integrity of the sport and the safety and welfare of the horses and participants.”

Development of an equine fatality database was among the plan's 10 measures. There were 19 Thoroughbred fatalities from July 1 to Sept. 30, 2022, compared to 23 in the same period in 2021. Fatalities to date in 2022 include 13 at Parx Racing in Philadelphia, six at Penn National in Dauphin County, and none at Presque Isle Downs in Erie County.

There were five harness racing fatalities from July 1 to Sept. 30, 2022, compared to four in the same period in 2021. Two deaths were at The Meadows in Washington County, two at Pocono Downs in Luzerne County and one at Harrah's Philadelphia in Chester County.

Other new measures included an independent, third-party analysis of the racing surfaces at each track. There were no racing surface issues reported from July 1-Sept. 30, 2022.

As a result of increased commission veterinary oversight of morning workouts, five horses were placed on the veterinarians' list and deemed ineligible to race. As a result of enhanced post-race supervision and stricter criteria, 30 horses were placed on the veterinarians' list and four horses were retired from racing. In addition, during pre-race morning exams, 32 horses were placed on the veterinarians list for lameness, unsoundness or injury.

Fifteen horses were deemed ineligible to race in Pennsylvania based on the new rule providing for the disqualification of any horse that finished 12 or more lengths behind the winner in five consecutive starts.

The Integrity Hotline received 79 calls from March 1 through Sept. 30. Every call is investigated and referred for action as warranted. Four calls are pending further investigation and 75 alleged issues have been closed. For three matters, track stewards held hearings and assessed penalties, including the suspension of a jockey at Parx Racing. Many of the calls were civil in nature or outside the commission's jurisdiction.

Allegations at Thoroughbred tracks accounted for 56 calls, including unethical conduct by race officials and horsemen, use of illegal devices by a jockey, unethical treatment of horses, illegal race day medication administration, wagering irregularities, and monetary disputes.

Among 20 allegations made regarding Standardbred racetracks were incorrect decisions by judges, unethical conduct by horsemen and training center officials, unethical treatment of horses, licensing concerns, entry-coupling, and administration of performance enhancing medications.

Three calls without a specific location included an allegation of unethical treatment of horses, and a question about Standardbred racing.

Classic Preparations: Undefeated Flightline Scheduled To Breeze At Santa Anita Saturday

In keeping with a consistent seven-day Santa Anita work pattern dating back to Sept. 24, undefeated superstar Flightline will breeze six furlongs this Saturday and will then ship to Kentucky on Sunday for final preparations for the Grade 1, $6 million Breeders' Cup Classic Nov. 5 at Keeneland. Although trainer John Sadler had considered going later in the morning for his final Santa Anita work, Flightline will again enter the Santa Anita main track via the quarter mile chute at approximately 6:30 a.m. Saturday with Sadler assistant Juan Leyva in the irons while accompanied by a stable pony.

A record breaking 19 ¼ lengths winner in his fifth career start of the Grade 1 Pacific Classic at Del Mar Sept. 3, Flightline, who has won his five starts by a combined 62 ¾ lengths, has been nothing short of dazzling in his four Breeders' Cup prep moves beginning with a half mile in 48 flat on Sept. 24. With Leyva aboard for all of his drills, Flightline graduated to five furlongs on Oct. 1, stopping the clock in 1:00.40.

On Oct. 8, Flightline breezed six furlongs in 1:12.40 and last Saturday, Oct. 15, he went the same distance in 1:11.80 and galloped out impressively seven furlongs in 1:24.80 and a mile in 1:38.60.

Providing all goes well, Flightline will have one timed workout over the Keeneland main track as he readies for his likely role as the Breeders' Cup Classic favorite.

A six-length winner of the Grade 1 Metropolitan Mile Handicap at Belmont Park two starts back on June 11, Flightline demolished fellow sophomores in taking Santa Anita's Grade 1, seven furlong Malibu Stakes on Dec. 26 by 11 ½ lengths.

Odds-on in all of his races, Flightline, who is out of the Indian Charlie mare Feathered and was purchased for $1 million out of the 2019 Fasig-Tipton New York Select Yearling Sale, earned an astronomical 126 Beyer Speed Figure in the Pacific Classic. Easily the top speed figure in North America this year, the Pacific Classic was Flightline's first two-turn assignment.

Owned by California-based Hronis Racing, LLC, Siena Farm, LLC, Summer Wind Equine, LLC, West Point Thoroughbreds and Woodford Racing, LLC, Flightline has won his five races, the last three Grade I stakes, by a combined 62 ¾ lengths while amassing earnings of $1,394,800.

Although his connections have announced that Flightline will stand stud at Lane's End Farm in Kentucky following his racing career, it remains undecided as to whether or not he will continue racing as a 5-year-old in 2023.

The public is invited to watch Flightline breeze on Saturday as Clockers' Corner is open, free of charge, via Gate 8 off of Baldwin Ave. on the track's western perimeter. Clockers' Corner offers a full breakfast menu and there is ample seating available in the main Grandstand.

Shug McGaughey Will Send Out Evenly-Matched Duo In Hill Prince

Hall of Fame trainer Shug McGaughey will send out an evenly-matched duo of Stuart S. Janney, III-owned contenders in Limited Liability and Celestial City for Saturday's Grade 2, $300,000 Hill Prince for sophomores going nine furlongs over the inner turf at the Belmont at the Big A fall meet.

Limited Liability, a four-time graded stakes-placed son of Kitten's Joy, last found the winner's circle in his 2022 debut when defeating winners in a 1 1/16-mile allowance on April 16 at Keeneland one start before finishing third in the Grade 2 Pennine Ridge on June 4 at Belmont Park.

The gray colt enters off a troubled third in the Grade 3 Virginia Derby on September 6 at Colonial Downs where he raced at the rear of the field down the backstretch and came in tight quarters in upper stretch, but still managed to make up enough ground to secure show honors, finishing 2 1/4 length in arrears of the victorious Capensis.

“That was kind of a shame. I was pointing him for that race, so it was unfortunate he got the trip that he did,” McGaughey said. “He seems to be fine and he's doing well, so we'll see what happens here.”

Jose Ortiz, who won the 2015 Hill Prince aboard Takeover Target, has been aboard Limited Liability in all seven lifetime starts and will return to the saddle from post 10.

Stablemate Celestial City was a last out winner of a local 1 1/16-mile allowance on September 24. The Uncle Mo bay colt was twice graded stakes-placed at Saratoga this summer when third in the Grade 2 National Museum of Racing Hall of Fame on August 5 and second in the Grade 3 Saranac on September 3 – a race won by next-out Grade 1-winner Annapolis.

The Hill Prince will be Celestial City's first start past 1 1/16 miles.

“I think it's a good spot for him. He had a good race last time. We're stretching him out a little bit, which should help. I'm looking forward to running him,” McGaughey said.

Jose Lezcano will ride from post 1.

Hall of Fame trainer Todd Pletcher will be represented by Whisper Hill Farm's homebred Grand Sonata, who seeks his first graded stakes win since taking the Grade 3 Kitten's Joy on February 5 at Gulfstream Park. The son of Medaglia d'Oro will receive a cutback in distance, entering off a runner-up finish beaten four lengths in the 10 1/2-furlong Grade 3 Dueling Grounds Derby on September 5 at Kentucky Downs. He previously was unplaced in two starts in the Caesars Turf Triple series when a close fourth in the Grade 1 Caesars Belmont Derby Invitational and a distant eighth in the Grade 1 Caesars Saratoga Derby Invitational.

Breaking from post 2, Grand Sonata will be ridden by Junior Alvarado.

Pletcher also sends out Repole Stable's homebred Be Better for his turf debut. A two-time winner going two turns at Monmouth Park earlier this year, the son of Uncle Mo was a very distant eighth-and-last in most recent outing in the July 29 Curlin at Saratoga. Since then, Be Better has worked multiple times on the Oklahoma training turf course at Saratoga, most recently going a half-mile in 50.80 seconds on September 30.

Irad Ortiz, Jr. picks up the mount from post 6.

Alice Bamford's homebred St Anthony will seek his first graded stakes triumph for Hall of Fame trainer Neil Drysdale, following a fourth in the Gun Runner on September 14 at Kentucky Downs. The son of Noble Mission is a two-time stakes winner in California, capturing the Robert Dupret Derby on August 13 at Santa Rosa and the Alcatraz on May 29 at Golden Gate Fields.

“He likes to come from off the pace. He's a little bit of an over achiever,” Drysdale said. “The other day at Kentucky Downs it was very speed-favoring, and he was a little slow out of the gate but did well to finish fourth. We'll see if he likes the soft ground or not.”

Hall of Famer Javier Castellano will pick up the mount from post 5.

Four-time Eclipse Award-winning trainer Chad Brown will strive for his fourth Hill Prince coup with stakes-winner Unanimous Consent [post 8, Manny Franco] and Mackinnon [post 7, Flavien Prat].

Unanimous Consent, winner of the Woodhaven in April at Aqueduct, will seek to provide owner Seth Klarman of Klaravich Stables with his record-extending fifth Hill Prince triumph, adding to scores with Subordination [1997], Outperformance [2006], Takeover Target [2015] and Public Sector [2021]. The son of Almanzor enters off a pair of fourth-place finishes in the Grade 2 Pennine Ridge and the Grade 3 Virginia Derby.

ERJ Racing, Madaket Stables, and Dave Kenney's Mackinnon, third in last year's Grade 1 Breeders' Cup Juvenile Turf at Del Mar, makes his debut for Brown in pursuit of his first triumph this year. The son of American Pharoah won last year's Del Mar Juvenile Turf and the Zuma Beach at Santa Anita for his former trainer Doug O'Neill and enters off a sixth-place finish in the Grade 2 Del Mar Derby on September 3.

Completing the field are Constitutionlawyer [post 3, Dylan Davis], who races with blinkers off; Nantasket Beach [post 4, Abner Adorno]; and Wicked Fast [post 9, Trevor McCarthy].

The Hill Prince honors the 1950 Horse of the Year who captured the Preakness, Jockey Club Gold Cup, Withers and Wood Memorial for trainer Casey Hayes and owner Chris Chenery. He was inducted into the Hall of Fame in 1991.

The Hill Prince is carded as Race 7 on Saturday's 10-race program, which also features the Grade 3, $150,000 Noble Damsel in Race 3. First post is 12:35 p.m. Eastern.

‘He Can Never Be Replaced’: Lava Man Will Retire To Old Friends After 2022 Breeders’ Cup

Trainer Doug O'Neill announced Wednesday that his Hall of Fame stable pony, Lava Man, will retire from his racetrack duties following this year's Breeders' Cup. The 21-year-old gelding will take up residence at Old Friends in Lexington, Ky.

Claimed out of his 13th start for $50,000, Lava Man (Slew City Slew) won 17 of his 47 career starts, including three straight editions of the Grade 1 Hollywood Gold Cup (2005-2007), both the 2006 & 2007 editions of the Santa Anita Handicap (G1), the 2006 Pacific Classic (G1), and the 2006 Charles Whittingham Memorial (G1).

Lava Man retired with earnings of $5,268,706, and returned to O'Neill's barn as a stable pony in 2010. He recovered from colic surgery in 2018, and has remained an integral part of Team O'Neill, often traveling with the stable's top runners around the country.
