AAEP Encourages National Reining Horse Association To Reconsider Sedative Rule

On Sept. 15, 2022, the American Association of Equine Practitioners (AAEP) submitted the letter below to the National Reining Horse Association (NRHA) regarding the association's permission of the use of romifidine 30 minutes before competition. 

Under the guidance of our Welfare & Public Policy Advisory Council, the AAEP has submitted a letter to the National Reining Horse Association asking the group to reconsider its new policy allowing the use of compounded romifidine for sedative effects 30 minutes before competition due to the negative impact on the health and welfare of both horse and rider.

Dear President Clark and NRHA Executive Committee,

The American Association of Equine Practitioners (AAEP) is a U.S.-based professional association of more than 9,000 equine veterinarians that is committed to ensuring the health and welfare of horses. We would like to share our concerns regarding recent changes to NRHA's medications policy, specifically with regards to the addition of romifidine as an approved medication.

We applaud you for many of your policy changes; however, we wish to share our grave concerns regarding your allowance of compounded romifidine for sedative effects and its impact on the health and welfare of both horse and rider.

Romifidine is a sedative of the most common class used in horses, the α2-adrenergic receptor agonists. Unlike phenothiazine tranquilizers such as acepromazine, the α2-agonists produce significant analgesia (decreased pain perception) in addition to sedative effects, including ataxia (loss of coordination and balance). Much research has been conducted on horses receiving romifidine. These studies have demonstrated that at 30 minutes post-administration, 80 percent of horses still show signs of mild to moderate sedation, and signs of lameness are significantly decreased from a pre-administration baseline evaluation. Ataxia may still be present up to an hour after administration, and diminished response to painful stimuli and other signs of sedation may persist up to 2 hours in some horses.

Taken together, allowing a horse to enter a show ring at 30 minutes post-administration of romifidine presents a safety and welfare risk to both the horse and rider, including masking a lameness that could become worse with riding, or results in the horse tripping and injuring him/herself and the rider. The analgesic effects of this drug furthermore can be considered performance enhancing and an affront to the spirit of fair competition.

Also, as you are aware, there is no FDA-approved form of romifidine manufactured in the United States. Sedivet, previously manufactured in the U.S., is no longer available in the U.S. but is in Canada and Europe. Therefore, romifidine in any form in the U.S. can only be obtained from a compounding company.

As licensed veterinarians, our profession has strict guidelines that we must adhere to for the use of compounded medications, and administration for competitive purposes goes against these guidelines (see below). Secondly, compounding pharmacies are unregulated; as such, there can be variations in concentrations and quality of compounded preparations which has led to disastrous consequences even when there has been the best of intentions (e.g. polo pony deaths).

Legal drug compounding requires a valid Veterinary Client/Patient Relationship (VCPR). A compounded medication can only be used when there is not an equivalent FDA-approved medication available. Off label (extra label) medication is the use of an FDA-approved product for a non-equine species that is used (off label) in the horse. It should be noted that the use of compounded drugs in a highly regulated competitive environment should be discouraged due to the variability of therapeutic levels and detection times. The AAEP Guidelines for Drug Compounding are an excellent reference for the legal and ethical use of medications in horses. The AAEP also offers additional resources on compounding online here.

We note that the NRHA's Animal Welfare Position Statement embraces the values of ensuring the highest standards of safety for both horse and rider and condemns the use of performance-altering substances in competition. For the safety of the discipline's equine and human athletes, we urge NRHA members and leadership to reconsider this recent change allowing for the use of compounded romifidine. We do not believe it is in the best interest of the horse.

Derby Points for Breeders’ Cup Juvenile, Other Races Upped

The “Road to the Kentucky Derby,” a series of races awarding points toward a starting gate position in each year's GI Kentucky Derby, will see modifications for the upcoming season, including an increase of points for the GI Breeders' Cup Juvenile from 20-8-4-2 to 30-12-9-6-3.

In addition, other early-season prep races have been elevated from 10-4-2-1 to 20-8-6-4-2 in an effort to increase the importance of those races. They include the GIII Lecomte S. at Fair Grounds, the GIII Southwest S. at Oaklawn Park, the GIII Withers S. at Aqueduct, the GIII Holy Bull S. at Gulfstream Park, the GIII Robert B. Lewis S. at Santa Anita, the GIII Sam F. Davis S. at Tampa Bay Downs, and the John Battaglia Memorial S. at Turfway Park.

Churchill Downs officials have also increased the points now to be awarded to the top five finishing positions in most qualifying races on a sliding scale of 10-4-3-2-1. Previously, those races had been worth 10-4-2-1.

“We believe these modifications adhere to and amplify our goal of assembling the finest group of 3-year-olds in the starting gate for a race at the classic distance of 1 1/4 miles on the first Saturday in May,” said Mike Ziegler, Vice President and General Manager at Churchill Downs.

The inaugural qualifying points system was instituted for the 2013 Derby. Churchill Downs will run the 149th edition of the sport's signature race Saturday, May 6, 2023. The Road to the Kentucky Derby will begin Saturday with the $300,000 GIII Iroquois S. for 2-year-olds at 1 1/16 miles on opening weekend of Churchill's 14-day September Meet.

The same changes made to the Road to the Kentucky Derby have been made to the Road to the Kentucky Oaks series, which awards qualifying points to fillies for the GI Kentucky Oaks, held this coming year on Friday, May 5, 2023.

Mill Reef At The Centre Of Saturday Action

It is all about the 2-year-olds in Europe on Saturday, with Newbury's G2 Dubai Duty Free Mill Reef S. enjoying the prestige bragging rights. A week after celebrating Classic glory, KHK Racing, Roger Varian and David Egan combine again with the exciting 'TDN Rising Star' Sakheer (Ire) (Zoffany {Ire}), who is a warm order following his six-length Haydock novice rout at the start of the month. “He has looked of good ability throughout the summer,” commented Varian, who also has Nurlan Bizakov's Charyn (Ire) (Dark Angel {Ire}). Clive Cox may have something to say about the outcome, having won this twice in the last six years including with Harry Angel (Ire), but Jason Goddard's Aug. 19 Salisbury novice scorer Heroism (Ire) (Invincible Spirit {Ire}) has a leap to make. “He's a horse we have always liked and because of the exceedingly dry summer, he hadn't been on the grass since the spring when he won first time,” he said of the descendant of The Queen's Highclere (GB) and relative of Deep Impact (Jpn).

Ryan Moore heads to Chantilly to partner Ballydoyle's Victoria Road (Ire) (Saxon Warrior {Jpn}) in the G3 Prix de Conde over nine furlongs, with his mount in pole position having beaten the subsequent G3 Prix d'Aumale winner Blue Rose Cen (Ire) (Churchill {Ire}) in Deauville's Listed Criterium du Fonds Europeen de l'Elevage Aug. 20. He may have most to fear from the Wertheimers' Precious Sea (GB) (Sea The Stars {Ire}), a daughter of the G1 Prix Marcel Boussac heroine Indonesienne (Ire) (Muhtathir {GB}) who had the subsequent G2 Prix du Calvados scorer Wed (Fr) (Profitable {Ire}) back in second in a seven-furlong conditions event at La Teste de Buch July 13. Road To The Kentucky Derby: Points Will Be Awarded To Top 5 Finishing Positions

Churchill Downs Racetrack officials have made slight modifications to the Road to the Kentucky Derby presented by Woodford Reserve. Points will now be awarded to the Top 5 finishing positions in qualifying races, and the significance of the Breeders' Cup Juvenile and select races traditionally run in late January have been increased.

The Road to the Kentucky Derby, a series of select races that award a sliding scale of points to the top finishing positions, has determined preference for its 20-horse Kentucky Derby presented by Woodford Reserve (Grade 1) field since 2013. The 1 ¼-mile classic for 3-year-old Thoroughbreds will be run at the historic Louisville, Ky. racetrack for the 149th consecutive year on Saturday, May 6, 2023.

The expansion of points awarded in qualifying races has been implemented to grow “Derby Fever” for more horses and ownership groups, which could potentially increase field size in Kentucky Derby Championship Series races in advance of the Derby.

Most Kentucky Derby Prep Season races will now award points on a sliding scale of 10-4-3-2-1. Previously, those races had been worth 10-4-2-1 since the inaugural qualifying points system was instituted for the 2013 Kentucky Derby.

Points awarded in the Breeders' Cup Juvenile, which will be run this year at Keeneland on Nov. 4, will be increased from 20-8-4-2 to 30-12-9-6-3 in order to differentiate what has historically been a high quality Grade 1 race from others during the Prep Season.

Also, select Prep Season races that traditionally serve as steppingstones to the Kentucky Derby Championship Series have been elevated from 10-4-2-1 to 20-8-6-4-2 in an effort to increase the importance and awareness of these races and to incentivize horses to potentially begin their 3-year-old campaigns earlier in the season.

The elevated Prep Season races are the Lecomte (Fair Grounds), Southwest (Oaklawn Park), Withers (Aqueduct), Holy Bull (Gulfstream Park), Robert B. Lewis (Santa Anita), Sam F. Davis (Tampa Bay Downs) and John Battaglia Memorial (Turfway Park).

“We believe these modifications adhere to and amplify our goal of assembling the finest group of 3-year-olds in the starting gate for a race at the classic distance of 1 ¼ miles on the first Saturday in May,” said Mike Ziegler, Vice President and General Manager for Churchill Downs Racetrack.

This is the 11th straight year that Churchill Downs has used a point system to determine entrants for its famed Kentucky Derby. At least 20 horses have entered the “Run for the Roses” in 21 of the last 24 years.

The Road to the Kentucky Derby will begin Saturday at the home of America's greatest race as Churchill Downs stages the 41st running of the $300,000 Iroquois (Grade 3) for 2-year-olds at 1 1/16 miles on opening weekend of its 14-day September Meet.

In addition to the primary 37-race Road to the Kentucky Derby series, there are two separate series that each carve out one spot for a potential horse from Europe and Japan.

The same changes made to the Road to the Kentucky Derby have been made to the 32-race Road to the Kentucky Oaks series, which awards points to fillies to qualify for the Longines Kentucky Oaks (G1) at 1 1/8 miles on Friday, May 5, 2023.
