Jockey Gerard Melancon Arrested In Louisiana On Allegation Of ‘Unnatural Stimulation Of Horses’

Jockey Gerard Melancon was arrested Aug. 26  in the final days of the Evangeline Downs meet in Opelousas, La., on a charge of “unnatural stimulation of horses,” according to the St. Landry Parish sheriff's office and the Louisiana state police.

Melancon, 55, was arrested by state police and taken to the St. Landry Parish sheriff. A state police public information officer said he could not comment further on the arrest or provide details because there is an “ongoing investigation.” An official with the St. Landry sheriff's office confirmed the arrest but said the case was in the hands of the state police.

The St. Landry Parish clerk of court said Melancon was released after bail was set at $20,000. A court date has not been scheduled, pending formal charges by the district attorney.

Charles Gardiner, executive director of the Louisiana State Racing Commission and current chair of the Association of Racing Commissioners International, said the investigation is focused on the “possible possession of an electrical device.”

Gardiner said stewards at Evangeline Downs were informed of an incident and contacted state police. The police and stewards will conduct separate investigations, he added. A complicating factor, according to Gardiner, is that the stewards who worked the Evangeline Downs meet that ended on Sunday are not able to convene as a panel more than 48 hours after the conclusion of a meet. Different stewards are working at Louisiana Downs, he said.

Gardiner could not comment further on specifics of the case.

Melancon rode at Evangeline Downs Aug. 24, then was named on mounts Aug. 25-26 but did not ride either card. Following his arrest, Melancon resumed riding Aug. 27-28, closing weekend at the Opelousas track. He is named on horses at Louisiana Downs in Bossier City on Sept. 4.

Under Louisiana state law, Title 4, Amusements and Sports, revised statute 4:175, “unnatural stimulation” of horses can involve giving them illegal drugs or applying or possessing on racetrack grounds “any electrical battery or other apparatus, which might have the effect of unnaturally depressing, stimulating, or exciting any horse during any race.”

The statute also does not allow a jockey to “willfully pull the reins, or do anything whatsoever that has the effect of diminishing the chance of the horse winning any race, whether such action on the part of the jockey is of his own accord, by instructions from the owner of the horse, or as a result of a conspiracy with any other person.”

Melancon has won 5,079 races from 32,444 mounts in a career that dates back to 1984. His mounts have won nearly $90 million in purse money. He finished the Evangeline Downs meet as eighth leading rider, with 29 wins from 180 mounts.

The veteran jockey recently was a plaintiff in a federal lawsuit filed in Louisiana against the newly created Horseracing Integrity and Safety Authority. Melancon's fellow plaintiffs in the suit are the state of Louisiana and its attorney general, Jeff Landry; the Louisiana State Racing Commission; the Louisiana Horsemen's Benevolent and Protective Association; Louisiana Thoroughbred Breeders Association; and the Jockeys' Guild Inc., among others.

Melancon, the only individual jockey plaintiff, claims in the suit that he and other riders “will face restrictions from entering races, disqualification, fines, and penalties for violations of arbitrary and capricious rules like HISA's crop rule, which conflicts with Louisiana's longstanding rule without any proper justification and jeopardizes jockeys' ability to competitively ride racehorses.”

Melancon did not respond to a message seeking comment.

Globetrotting Grade 1 Winner State Of Rest Retired, Stud Plans Pending

State of Rest, a winner of Grade or Group 1 races in the U.S., England, France, and Australia, has been retired from racing, with his stud plans to be determined later, Racing Post reports.

The Irish-born 4-year-old son of Starspangledbanner was preparing for a defense of his victory in the Group 1 Cox Plate, but an MRI scan found an issue that would not allow him to pass the protocols needed to travel to Melbourne. The colt was retired immediately with five wins in 13 starts for earnings of $3,808,013.

Joseph O'Brien trained the colt for the State of Rest Partnership.

State of Rest began his career in Ireland, and he became Group 2-placed in England, before earning his breakthrough score in last year's Grade 1 Saratoga Derby Invitational Stakes, upsetting the field at odds of 21-1.

That win kicked off a planet-spanning three-race winning streak that included the G1 Cox Plate in Australia, and the G1 Prix Ganay in France. After running third in the G1 Tattersalls Gold Cup in England, State of Rest win the G1 Prince of Wales's Stakes during the Royal Ascot meet. His final race was an eighth-place effort in the G1 Prix du Haras de Fresnay Le Buffard Jacques Le Marois at Deauville on Aug. 14.

‘Impressive’ Awesome Strong Favored For Saturday’s Florida Sire Stakes Affirmed Division

CSLR Ranch Partners' Awesome Strong has been so awesome and so strong in his two career starts that the undefeated son of Awesome Slew has been installed as the 5-2 morning-line favorite for Saturday's $200,000 Affirmed at Gulfstream Park.

The Affirmed, the seven-furlong second leg of the FTBOA Florida Sire Stakes series, will co-headline Saturday's program with the $200,000 Susan's Girl, a seven-furlong sprint for fillies in the lucrative series for 2-year-old offspring of accredited stallions standing in Florida.

“He's been impressive. He surprises me every day with his training. He is a very smart horse,” trainer Jorge Delgado said. “He's ready for a race. It's hard for me to keep him settled because he wants to do so much every day. Thank God, we don't have any more breezes before the race. My job is just to keep him happy.”

Awesome Strong offered an attention-grabbing debut May 6 at Gulfstream Park, breaking free of traffic on the turn to score going away by six lengths, completing 4 ½ furlongs in a swift 51.62 seconds. CSLR Ranch Partners' Bill Childs and son Alex Childs were so impressed with the performance that they proceeded to purchase him for $500,000, agreeing to the steep price tag knowing that the son of Awesome Slew was eligible for the lucrative FTBOA Florida Sire Stakes series.

They were hardly stricken by buyer's remorse when Awesome Strong came back to dominate Florida-sired rivals Aug. 5 in the $100,000 Dr. Fager at Gulfstream. Away from the gate alertly, he set a solid pace along the backstretch and far turn before drawing clear in the stretch by 4 ¾ lengths under returning rider Miguel Vasquez in the six-furlong first leg of the Florida Sire Stakes. Although it was his first start for his new owners, it was his second start for trainer Jorge Delgado.

“The owners were new in the game. They didn't know many people in the game, so they said, 'Let's just call the trainer who trained the horse and see if he wants to train the horse.' I said, 'Of course, I want to train the horse,'” Delgado recalled. “I was very sad when the owners sold the horse but very happy when the new owners said I was going to keep training the horse.”

Awesome Strong didn't exactly take Delgado by surprise with the sensational start of his career.

“My exercise riders who have been with me from the beginning loved him. They said, 'He's smart. He's very professional in his training,” Delgado said. “Every time he breezed, he showed a lot of talent, so the first time he ran, we were expecting big things out of him.”

Vasquez, Gulfstream's leading rider who has been aboard for both victories, has the return mount aboard Awesome Strong.

Arindel's Turbo, who finished a clear second behind Awesome Strong in the Dr. Fager, is scheduled to return in the Affirmed. The son of Brethren had previously captured his June 19 debut by 2 ¾ lengths over a next-out winner.

Arindel will also be represented by Maximo, another homebred son of Brethren who graduated by 10 ½ lengths in a two-turn race on Tapeta.

Edwin Gonzalez has the call on Turbo, whom he rode in his debut victory, while Emisael Jaramillo is scheduled to ride Maximo.

Stonehedge LLC's This Run's for You will seek to rebound from an off-the-board finish as the favorite in the Dr. Fager. The Kathleen O'Connell trainee attended the pace into the stretch before fading to seventh in the first leg of the Florida Sire Stakes just 11 days after producing a brilliant debut performance. The gelded son of Khozan scored a front-running 11-length victory in a six-furlong maiden special weight race for state-breds.

Edgar Perez will return aboard the Stonehedge LLC homebred.

Gary Barber and D J Stable LLC's Bouncer, a son of Adios Charlie who was purchased for $190,000 in June at the OBS horses of racing age sale, enters the Affirmed off an impressive debut victory Aug. 20. Trained by Hall of Famer Mark Casse, Bouncer rated off the pace before making a three-wide sweep into the stretch and edging away to a one-length victory in the 5 ½-furlong maiden special weight race for Florida-breds.

Sonny Leon has the return call.

Magic Cap Stables' Apocalypso is also scheduled to make his stakes debut in his second start Saturday. The son of red-hot freshman sire Girvin debuted in a 6 ½-furlong maiden special weight race for Florida-breds, in which he raced four-wide before taking the lead on the turn into the homestretch and resisting late pressure to prevail by a neck.

Edgard Zayas will be back aboard the Saffie Joseph Jr.-trained colt.

William Churly and Shadowbrook Farm Inc.'s Cajun Hope will be a popular upset pick for many trip handicappers after performing gamely in the face of adversity in his last three starts. The Michael Yates-trained son of Cajun Breeze most recently hit the gate at the start of the Dr. Fager and raced extremely wide but ran gamely in the stretch to get up for a third-place finish behind Awesome Strong and Turbo.

Marcos Meneses has the return mount board Cajun Hope, who previously graduated in a six-furlong open maiden special weight race despite bobbling at the start.

Champion Equine LLC's Commandant will attempt to rebound from sixth-place finish in the Dr. Fager that followed an impressive debut victory in which the son of Girvin surged in the stretch to prevail over Cajun Hope after racing eight-wide into the stretch.

Luca Panici has the mount on the David Braddy trainee, who was purchased for $300,000 at the OBS April sale.

Corinne and William Heiligbrodt's Undalay, Robyn Kaiser's Ensign Skip and Granpollo Stable's Gran Slash round out the field.

The Affirmed will be followed Oct. 1 by the $400,000 In Reality.

Undefeated Lynx Will Try To Double Up In Florida Sire Stakes Series

Trainer Carlos David will saddle Lynx for a start in the $200,000 Susan's Girl at Gulfstream Park with a strong resume of success in the FTBOA Florida Sire Stakes series.

In 2021, the David-trained Octane captured the $200,000 Affirmed and the $400,000 In Reality after sitting out the $100,000 Dr. Fager, the first leg of the series for 2-year-olds sired by accredited stallions standing in Florida.

An Arindel homebred, like Octane, Lynx is coming off a victory in the $100,000 Desert Vixen, giving the undefeated daughter of Brethren at least a chance to sweep the fillies division of the Florida Sire Stakes series.

“I'm really grateful to be given the opportunity with Arindel. It's been really good so far,” David said. “Last year, we had good luck with Octane. He captured two of the races. With Lynx, we started her early and she was able to win her maiden going five-eighths and we stretched her out and she improved last time.”

The Susan's Girl, a seven-furlong sprint for fillies, will co-headline Saturday's Florida Sire Stakes program with the $200,000 Affirmed, a seven-furlong open division sprint.

Lynx has demonstrated that she doesn't need things to go her way to win in both of her career starts. In her May 19 debut at five furlongs, her momentum was briefly slowed in traffic entering the far turn, but she quickly recovered with a three-wide sweep entering the stretch on her way to graduating by 1 ¾ lengths over a pair of next-out winners.

Her return in the six-furlong Desert Vixen was marred by bumping at the start and being forced to race five-wide, but she persevered in the stretch to score by 1 ¼ lengths.

“The last time, I didn't want to be that far back, but the fractions were fast going into the turn,” David said. “Stretching her out is key. She gets better and better. Hopefully, we'll get this one too.”

Edgard Zayas has the return mount aboard Lynx, who has been installed as the 5-2 morning-line favorite in a field of eight fillies, including stablemate Shiloh, a maiden rated at 10-1.

Arindel's Shiloh was steadied at the start and bumped early in her second career start but recovered to finish a close second in a 6 ½-furlong maiden special weight race Aug. 5,

“Going 6 ½ [furlongs] last time, she was well rated and came up at the end to just miss out by a neck. Instead of going into a maiden special weight, going seven-eighths, we decided to go here,” David said. “Hopefully, we can be 1-2.”

Edgar Perez has the return mount aboard Shiloh, also a daughter of Brethren.

Laurie Plesa and Glassman Racing LLC's Time Passage was rated second at 7-2 in the morning line on the strength of a sharp maiden victory at Gulfstream Aug. 19. After disappointing with a fifth-place finish as the favorite in her 4 ½-furlong debut June 9, the Eddie Plesa Jr. trainee rebounded with a thoroughly professional performance in a 5 ½-furlong maiden race, in which she took outside pressure while setting the pace into the stretch before drawing away by 2 ¾ lengths.

“Her last race was a big race for me. I was hoping she would run that big. Her first race was a mixed race. She got in trouble the first part of the race and didn't really have a good trip,” Plesa said. “She's shown me that she's a nicer filly than her first race. I think she could be something that we're really proud of. She ran her race last time. She did it the way we wanted to see.”

Time Passage, who gave freshman stallion Tunwoo his first winner at stud, is a half-sister to Outfoxed, who captured the $200,000 Susan's Girl and the $400,000 My Dear Girl last year after sitting out the first leg of the Florida Sire Stakes series.

“It looks like seven-eighths won't be a problem for her. Needless to say, her sister won the race last year,” Plesa said. “We're hoping to follow in her footsteps.”

Kevin Krigger has the return mount aboard Time Passage.

Stonehedge LLC, which has enjoyed long-standing success in the Florida Sire Stakes series, will be represented in the Susan's Girl by My Cajun Lady, a nine-length maiden winner at seven furlongs in her second career start; and Cajun Tease, a 2 ¼-length debut winner at five furlongs July 1. Both fillies are daughters of Cajun Breeze. Their trainer Michael Yates has achieved Florida Sire Stakes success with three offspring of Cajun Breeze in recent seasons.

Miguel Vasquez has the return call on My Cajun Lady, while Jose Morelos will be back aboard Cajun Tease.

Jacks or Better Farm Inc., the all-time leading owner in the Florida Sire Stakes series, will be represented by Guardian Angel, a maiden who finished third in her July 29 debut. The homebred daughter of Jess's Dream is a half-sister to Sing Praises, who won the 2014 Dr. Fager and In Reality, and Spirit Wind, a multiple-stakes winner who finished second behind Ce Ce in this year's Princess Rooney (G2) at Gulfstream.

Trainer Ralph Nicks has named Edwin Gonzalez to ride Guardian Angel.

Harold Lerner LLC and AWC Stables and Magdalena Racing and Nehoc Stables' High Fashion Lady, a Kenny McPeek-trained daughter of Awesome Slew who broker her maiden at Colonial Downs in her second career start; and Smith Ranch Stables' Girl Bye, a Luis Ramirez-trained daughter of Cajun Breeze who finished off the board in the Desert Vixen after finishing a distant third in the Astoria at Belmont; round out the field.

The Susan's Girl will be followed Oct. 1 by the $400,000 My Dear Girl.
