Texas Racing Commission Warns HISA Regulation Could Force Elimination Of Wagering

During its regularly-scheduled meeting on Wednesday, April 13, the Texas Racing Commission voted not to pay the $371,377 fee assessed to the state by the Horseracing Integrity and Safety Authority, reports Spectrum News 1.

HISA is scheduled to take effect on July 1, 2022; if state regulatory agencies vote not to collect and remit HISA-assessed costs, that duty will fall to the individual racetracks.

Commission chair Robert Pate explained that Texas state law does not allow the commission to pay a federal agency to do its job, and in fact, that doing so could force the commission to disallow wagering on those races.

“An unintended consequence of HISA—at least in Texas—may be the elimination of all parimutuel wagering and simulcast wager for HISA-covered horses and covered horse racing under the Texas Racing Act,” Pate said. “Any race or meet subject to HISA regulation—without state staffing to adequately implement state law—will not be a race or meet that meets Texas racing statute, and the Commission cannot allow parimutuel wager or simulcast wagering in those circumstances.”

Texas racing officials expressed these concerns to HISA representatives in December of 2021, along with other state racing officials. According to vice chair Connie McNabb, HISA told the states their concerns were moot because HISA has the authority of the Federal Trade Commission.

The Texas Commission has also joined a legal case debating the constitutionality of HISA.

Oklahoma Training Track Opens Saturday

The Oklahoma Training Track at Saratoga will open for training Saturday, Apr. 16, NYRA announced Thursday. The barn area at the Oklahoma will open to licensed trainers and staff beginning Friday, Apr. 15. Prior to the opening of the 2022 summer meet July 14, the Whitney Viewing Stand will be open to the public on Fridays, Saturdays and Sundays beginning Friday, Apr. 29 from 7 a.m. to 10 a.m. The Whitney Viewing Stand is accessible through Gate 21 on East Avenue and is free of charge.

Pennsylvania Horse Breeders Association Releases 2022 Stakes Schedule Worth Nearly $4 Million

The Pennsylvania Horse Breeders Association has released its 2022 stakes schedule for state-bred horses, with 27 stakes to be run at Pennsylvania tracks throughout the year.

The stakes action kicks off on Monday, April 25 at Parx Racing with two seven-furlong $100,000 races for older horses: the Unique Bella for fillies and mares, and the Page McKenney Handicap.

Seven $100,000 stakes will be carded on Pennsylvania Day at the Races, Monday, Aug. 22 at Parx, including the first two events of the inaugural 2-Year-Old PA-Sired PA-Bred Stallion Series, the Whistle Pig and Miss Blue Tye Dye (for fillies).

The 2-Year-Old sire series continues on Parx's Pennsylvania Derby Day card on Sept. 24 with the $200,000 Prince Lucky Stakes and Imply Stakes. Also carded are two $200,000 races for older horses, the Plum Pretty for fillies and mares and the Alphabet Soup Handicap on the turf.

New on the calendar is the $100,000 Jump Start Stakes, named for the state's longtime perennial leading sire, for Pennsylvania-sired state-bred older runners run seven furlongs on Tuesday, Oct. 18 at Parx.

Presque Isle Downs will host five $100,000 Pennsylvania-bred stakes starting in July. Penn National's Penn Mile card on Friday, June 3 includes $100,000 four Pennsylvania-bred stakes. In late November Penn National is once again the host track for the $200,000 Shamrock Rose for juvenile fillies. The final stakes on the schedule is the $200,000 Pennsylvania Nursery at Parx.

Returning From 18-Month Layoff, Dreaming Of Drew Headlines Opening Day Long Branch Stakes At Woodbine

The $100,000 Long Branch Stakes, for fillies and mares, 4-year-olds and up, headlines Opening Day of the 2022 Woodbine Thoroughbred season, slated as the seventh race on Saturday's eight-race card.

The 5 ½-furlong main track feature has drawn seven starters, including 4-year-old Dreaming of Drew.

Trained by Barbara Minshall, Dreaming of Drew will be making her first start since an authoritative 3 ¾-length score in the 75th edition of the $250,000 Princess Elizabeth Stakes, for Canadian-foaled 2-year-old fillies, on Oct. 31, 2020.

Sent off as the 4-5 choice, Dreaming of Drew led every step of the way in the 1 1/16-mile main track affair, crossing the wire under a hand ride, 3 ¾-lengths ahead of her nearest rival.

“She's doing great,” said Minshall, Canada's champion trainer in 1996. “She's been down with Travis Durr in South Carolina all this time. She's come up from there and she's come up in great shape. We want to get her back in action. It's been a year and a half since she last ran. It may be a little shorter than her ideal distance, but she's fit and she's ready to go. We want to get her back on a program, follow that and keep on going from there.”

Owned by Hoolie Racing Stable, LLC, Dreaming of Drew, an Ontario-bred daughter of Speightster, debuted on June 13, 2020, in a 4 ½-furlong test over the Toronto oval Tapeta. Sent off at 5-1, she utilized a determined stretch bid to finish second, 2 ½ lengths behind the winner.

Next time out, the WinStar Farm-bred miss broke her maiden via a six-length romp as the 7-5 choice.

After a runner-up effort – she lost by a nose to Alda in the Catch a Glimpse Stakes (6 ½ furlongs on the turf) on August 23, 2020 – Dreaming of Drew was fourth in the Grade 1 Natalma one month later, before going on to her Princess Elizabeth triumph.

Minshall has long been impressed with one of her stable stars.

“She's always been a great filly, no question about it. She just had an injury that took time to heal. Sometimes, time heals a lot. This time last year, we had her at Keeneland with the intent to run her in the spring, but she got hurt, so it's pretty much a year later.”

First post is 1:10 p.m. Live Thoroughbred racing continues at Woodbine on Sunday, a 1:10 p.m. card that includes the running of the $100,000 Thorncliffe Stakes. Fans can also watch and wager on all the action through HPIbet.com and the Dark Horse Bets app.
