   Every week, the TDN publishes a roundup of key official rulings from the primary tracks within the four major racing jurisdictions of California, New York, Florida and Kentucky.

 Here's a primer on how each of these jurisdictions adjudicates different offenses, what they make public (or not) and where.

California

Explainer: Jockey Drayden Van Dyke, who rode Disco Ball in the third race at Santa Anita Park on Feb. 5, 2022, is suspended for three racing days (Feb. 13, 18 and 19, 2022) for failure to make the proper effort to maintain a straight course in the stretch, causing interference which resulted in the disqualification of his mount from first to second. This constitutes a violation of California Horse Racing Board rule #1699 (Riding Rules–Careless Riding). Pursuant to California Horse Racing Board rule #1766 (Designated Races), the term of suspension shall not prohibit participation in designated races.

Florida

The following rulings were reported on the ARCI's “Recent Rulings” webpage. All but one of the rulings, however, show “no penalty” for the medication violations. According to a spokesperson for the Florida Department of Business and Professional Regulation, the rulings that indicate “no penalty” are from samples collected prior to May 20, 2021, when the Division adopted new testing procedures on the back of litigation.
“As a result of litigation, the Department of Business and Professional Regulation, Division of Pari-Mutuel Wagering developed and adopted new administrative rules regarding testing methodologies, measurement uncertainties, and screening limits for racehorses. These new requirements have been in effect since May 20, 2021,” the spokesperson wrote.
“Cases involving samples collected prior to that date were resolved pursuant to negotiated agreements between the Division and trainers. Relying on these new requirements, the
Division continues to help protect the safety and welfare of racehorses and the integrity of the races themselves,” the spokesperson added.

Excessive Heat Delays Eclipse Awards 30 Minutes

The 51st Annual Eclipse Awards ceremony at Santa Anita Park will begin at 5:30 p.m. PT/8:30 p.m. ET., 30 minutes later than originally scheduled because of excessive heat in the Los Angeles area. The ceremony will be televised live on TVG and the Racetrack Television Network, and streamed live on other outlets, including www.thetdn.com. The TVG “Green Carpet” show will be airing live at 4:30 p.m. PT/7:30 p.m. ET.

The Keeneland Cocktail Party will begin at 3:30 p.m. PT and will be followed by the Eclipse Awards ceremony at 5:30 p.m. PT. An 'After Party' in the Chandelier Room will be held following the awards ceremony and dinner.

“We appreciate everyone's cooperation in setting a new start time for this evening's ceremony honoring our great champions from last season. We also thank our network partner, TVG, for making the accommodation in its programming schedule to begin the show at 5:30 p.m. PT,” said Keith Chamblin, Senior Executive Producer of the Eclipse Awards.

Life Is Good, Hot Rod Charlie Among Nominees To 2022 Dubai World Cup

US star Life Is Good is among 750 horses from 20 different countries who have been nominated for the 26th Dubai World Cup meeting, on March 26, 2022.

With nine races, including six Group 1s, on the card and $30.5 million in total prizemoney, the Dubai World Cup meeting promises to be a spectacular day of racing, culminating in the 26th G1 Emirates Airline Dubai World Cup.

Sheikh Rashid bin Dalmook Al Maktoum, Chairman of Dubai Racing Club, said: “To have more than 750 horses from 20 different countries nominated shows the continued strength of the Dubai World Cup meeting, which has grown each year since its inception in 1996. This achievement has been made possible by the vision and guidance of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, who is the world's most influential supporter of this sport. We are delighted to have so many Group and Grade 1 winners nominated, including established stars such as Life Is Good and Hot Rod Charlie, and we thank the horse connections for their support and their trust in Dubai. We look forward to welcoming connections and fans to the 26th Dubai World Cup and we aim to deliver a spectacular night.”

Run over 2,000 meters (1 1/4 miles) on dirt, the G1 Emirates Airline Dubai World Cup has attracted 153 nominations, including 23 individual Group/Grade 1 winners. Among them is G1 Pegasus World Cup winner Life Is Good for trainer Todd Pletcher, who has also nominated Happy Saver and Dr Post, and Doug O'Neill's Hot Rod Charlie, already a winner at Meydan Racecourse in the G2 Maktoum Challenge Round 2.

A strong bunch of nominations from the USA also includes Art Collector, trained by Bill Mott, and 2019 G1 Breeders' Cup Juvenile winner Storm The Court, for trainer Peter Eurton.

There will also be a strong home defense, with Godolphin G2 winner Real World nominated by nine-time World Cup winner Saeed bin Suroor, and Group 1 winner Salute The Soldier by Bahraini handler Fawzi Nass.

Japan, who won the Dubai World Cup in 2011 with Victoire Pisa, are also set to be well-represented, with 2021 runner-up Chuwa Wizard among their nominations, as well as Grade 1 winner Café Pharoah.

The $6million G1 Dubai Sheema Classic, sponsored by Longines, has attracted a strong list of top-class turf horses, with 11 Group 1 winners nominated. They include G1 Coronation Cup winner Pyledriver, trainer in the UK by William Muir, as well as Japan's Glory Vase, dual winner of the Longines Hong Kong Vase.

The $5million G1 DP World Dubai Turf has attracted 22 Group 1 winners among 210 entries, including defending champion Lord North, trained in the UK by John Gosden, and 2021 G1 Emirates Airline Jebel Hatta winner Lord Glitters. The USA could be represented by dual G1 Pegasus World Cup Turf winner Colonel Liam, trained by Pletcher, while a strong Godolphin challenge includes Charlie Appleby's popular Barney Roy.

US Grade 1 winner Ce Ce, trained by Michael McCarthy, is among 161 nominations for the G1 Dubai Golden Shaheen, over 1200 meters (six furlongs) on dirt, while Saffie Joseph Jnr has put forward G1 Woody Stephens winner Drain The Clock and Mark Glatt has nominated G1 Breeders' Cup Sprint second Dr. Schivel.

The Group 1 Al Quoz Sprint, over 1200 meters (six furlongs) on turf, has 170 entries, including defending champion Extravagant Kid, trained by Brendan Walsh, and G1 Haydock Sprint Cup winner Emaraaty Ana, trained in the UK by Kevin Ryan.

There are three Group 2s on the card, including the UAE Derby which has attracted 141 entries. Among them is Grade 1 winner Albahr, for Appleby, while US Hall Of Fame trainer Bob Baffert has nominated the exciting Pinehurst.

Baffert could also be represented in the G2 Godolphin Mile, in which he has nominated G1 winner Eight Rings, while defending champion Secret Ambition could bid for a repeat for first season UAE trainer Bhupat Seemar.

The 3200metre Group 2 Dubai Gold Cup, on turf, which is a popular race with fans, has attracted exciting nominations from Europe in particular. They include Dermot Weld's dual G1 Irish St Leger winner Search For A Song, as well as Johnny Murtagh's Sonnyboyliston, winner of the same race in 2021.

The Purebred Arabians also get their chance to shine in the $1million Dubai Kahayla Classic, the traditional curtain raiser to the day. It has 70 entries, including 2021 winner Deryan and second AF Alwajel, representing three-time UAE Champion Owner Khalid Khalifa Al Nabooda.

RMG Increases Racecourse Payments to Pre-Covid Levels

Racecourses will receive payments from the Racecourse Media Group (RMG) that are on par with pre-covid levels, the company revealed on Thursday. A total of £110 million, earned through racecourses' media and data rights, is projected to be paid to RMG shareholders for 2021. RMG is 100% owned by its racecourse shareholders and pays 100% of operating profit back to racecourses.

Chairman Roger Lewis, who will step down at the end of the year, said, “I thank and congratulate everyone involved in racing for their herculean efforts in 2021. The RMG racecourses ensured that horseracing continued for a second year in the most demanding of circumstances, which allowed RMG to deliver as great a return as possible for racing. The RMG model was again tested in 2021 and again proved to be resilient and reliable.

“The investment in, and development of, our media assets and new innovative products–such as the Watch & Bet service, ultra-low latency, on-screen timing data, the exploration of in-play opportunities, and enhancements on Racing TV, headlined by the stunning Virtual Studio–aided our recovery.

“These initiatives all contribute to the RMG strategy of attracting more eyes on to our racing which, in turn, drives betting turnover, subscriptions, and sponsorship opportunities in the sport. And this all feeds into the RMG vision of increasing returns to our racecourses for the benefit of the industry.

“The 2021 performance will mean that RMG will have delivered £1bn to racecourses since the start of the business in 2004. This is a testament to our racecourses' dedication and commitment to working together for the greater good of racing.”

A Boardmember of RMG since 2012, Lewis was appointed to the role of Non-Executive Chairman on Jan. 1, 2019. Lewis continues as Chair of the Churchill Lines Foundation, a military charity, a Director of Festival UK 2022 and President of the National Museums of Wales. He also sits on The Platinum Jubilee Civic Honours Panel. RMG is currently searching for his successor.

He added, “I have thoroughly enjoyed my decade at RMG and have been humbled by the boundless enthusiasm and support that we receive from our shareholder racecourses.

“I am particularly pleased RMG was able to announce last July that our British racecourses agreed a media rights renewal extension until Dec. 31, 2028.

“This was a pivotal moment for British racing. The RMG racecourses have created business clarity and confidence for years to come. The certainty which this landmark, long-term agreement provides is very special for everyone involved in British racing.

“I pay particular tribute to the outstanding leadership of the RMG CEO, Martin Stevenson, who together with his great team of RMG executives navigated this complex and detailed process with rigour, patience and clear focus and who continue to lead the business with dynamism.

“I have been very fortunate to have worked alongside an outstanding Board of Directors and I sincerely thank them for their friendship, help and support and their incredible insight into the business.”

Martin Stevenson, CEO of RMG, paid tribute to Lewis, and said, “I would like to pay tribute to Roger, who during his tenure as first Board member and then Chairman, has been instrumental in the development and success of RMG and its businesses over the last decade.

“In particular, Roger has helped steer RMG through the pandemic, and all the huge challenges it presented, to the point where the business is now producing results, which were on a par with pre-covid payments to racecourses. That is a terrific outcome.

“I thank Roger for his leadership and friendship and for all that he has done for horseracing. We wish him all the best for the future once his tenure comes to its conclusion at the end of the year.”
