Canada’s Parliament Passes Safe and Regulated Sports Betting Act

Canada's Private Members Bill C-218, which amends the Criminal Code of Conduct regarding sports betting, was passed in the House of Commons Wednesday, Feb. 17. It will now continue to the Justice Committee, the Senate, and the Governor-General. A similar bill, C-13, introduced by the federal government to legalize single-event sports wagering while including language to protect the horse racing industry, is scheduled for a second reading Friday. Both are widely expected to pass and pave the way for Canadians to participate in single sports betting, while also adopting language to protect the long-term sustainability of the horse racing industry.

“We continue to be very supportive of the legalization of sports betting and are confident that through the legislative process the government will protect the industry that supports tens of thousands of jobs, generates significant economic activity, and is a way of life for thousands of Canadian families,” said Jim Lawson, CEO of Woodbine Entertainment, which has legally operated single event wagering through a pari-mutuel model for decades.

“Sports betting in Canada is a significant opportunity for the Canadian economy and equally exciting for sports bettors,” continued Lawson. “We remain highly focused on ensuring the horse racing industry not only is protected but has an opportunity to participate in it in a meaningful way.”

Brittas House Dispersal Heads Tattersalls Online March Sale

The final installment of the complete dispersal from the late Peter Magnier's Brittas House Stud is to be offered for sale online at the Tattersalls Online 23rd March Sale.

The sale will be the third conducted on the Tattersalls Online platform where West End Girl realized a record price at an online sale in Britain or Ireland of £420,000 at the Tattersalls Online Ascot June Sale last year. Entries for the Tattersalls Online 23rd March Sale are open now and will cost £150 + VAT.

Headlining the dispersal will be the 8-year-old Listed winning mare We Are Ninety who is set to be covered by last year's Group 1 Prix de l'Arc de Triomphe winner Sottsass and who will be offered with a filly foal by first season sire Calyx. She will be joined by a pair of Galileo mares comprising Innocent Air, offered in foal to the late Zoffany and Zee Zee Gee, a daughter of the Group 1 winner Zee Zee Top and a half-sister to dual Group 1 winner Izzi Top.

The yearling filly by No Nay Never out of Zee Zee Gee will also be offered as part of the dispersal, as will a filly foal by Ten Sovereigns out of the Sadler's Wells mare Brigids Cross, herself the dam of the Listed winner We Are Ninety and a half-sister to the Group 1 winners Sequoyah and Listen. The Ten Sovereigns filly foal will be offered with a foster mare who is to be returned once the foal is weaned.

The Brittas House Stud dispersal will be completed by the Hugo Palmer trained dual winner Combine; a 4-year-old daughter of Zoffany out of the Group 3 placed Sadler's Wells mare Unity whose granddam was the Group 1 Yorkshire Oaks and Prix Vermeille winner My Emma. A recent winner at Wolverhampton, Combine is currently rated 95 by Timeform.

Commenting on the Tattersalls Online 23rd March Sale, Tattersalls chairman Edmond Mahony said;

“We have already sold six figure lots from our online sales to Australia, Hong Kong, South Africa and the USA and the 23rd March Sale already features lots which look set to appeal to a global audience.”

Tattersalls has also scheduled a further two sales to be held on the Tattersalls Online platform this year. In addition to the upcoming March 23 sale, online sales will also take place on May 25 and June 29 with additional fixtures to be confirmed. Irish Racecourses To Get Funding For Increased Stabling

Irish Racecourses will have the opportunity to increase stabling capacity after the board of Horse Racing Ireland approved a fund of €1-million to assist racecourses with that goal. A policy of one stable per horse at Irish racecourses was a key goal in the HRI Strategic Plan released last March and was also a key Covid safety requirement.

Jason Morris, HRIs director of racing, said, “The rule by which racecourses must provide each horse with their own stable has been in place since racing moved behind closed doors in June of last year for both human and equine disease prevention reasons. As a result, the number of horses running in some races at some racecourses is lower than it could be when the maximum stable capacity is reached. Field sizes have been reduced since last June for social distancing and other operational reasons, and the aim of the new Racecourse Stable Yard Expansion Scheme is to help racecourses to prepare for when we emerge from racing behind closed doors and the number of runners can safely revert to pre-Covid-19 levels.

“We have written to all racecourses to inform them of the new scheme which sets aside €1-million with the goal of increasing stabling capacity. The fund allows racecourses to avail of a grant of 40% of the cost of the construction of additional stable boxes and is similar to previous racecourse capital development programmes which have produced very positive results, both customer and industry facing, at so many racecourses. It will be the case going forward that racecourses which cannot accommodate maximum runners run the risk of only being able to stage seven- or even six-race cards, which could reduce their future fixture allocation.”

Rispoli, Velazquez, Stevens Won’t Make Saudi Cup After Travel Headaches

Umberto Rispoli, John Velazquez, and retired rider-turned-broadcaster Gary Stevens will not make this year's Saudi Cup after a series of travel headaches benched Stevens and Rispoli and have left Velazquez stranded in Spain. The Thoroughbred Daily News reports that initially, the trio arrived at airports Wednesday to discover their tickets had been cancelled. They were told the Saudi travel team had accidentally double booked the second leg of their journeys and when the extra booking was cancelled, the first leg was automatically cancelled.

Stevens, Rispoli, and Joel Rosario rebooked flights for Thursday and were sitting on the plane in California when they were informed they would not be allowed to travel to their final destination after all. Saudi officials are requiring a negative COVID-19 test within 72 hours of arrival into Riyadh and because they didn't leave as scheduled, they were told their tests had expired. Rosario was able to remain en route after he showed the results of a rapid test he had taken after the previous day's delay. Stevens and Rispoli were told they could have been allowed to go to their layover in Qatar, but would not have been allowed to board a plane to Riyadh from there.

Velazquez, meanwhile, made it out of Miami and to his layover in Spain before he was told he couldn't proceed due to the same test timing issue. Agent Ron Anderson told the TDN Velazquez was stopped from changing planes and told he could be incarcerated for leaving the terminal he'd arrived in due to COVID-19 restrictions.

William Buick will now be aboard Tacitus, and Miguel Barcelona will ride Max Player in the Saudi Cup.
