Dr. Stuart E. Brown II Joins Keeneland as Equine Safety Director

Dr. Stuart E. Brown II, who cared for an international clientele during his nearly 30-year career with Hagyard Equine Medical Institute in Lexington, will join Keeneland full time as Equine Safety Director.

“Dr. Stuart Brown is uniquely talented for the position of Equine Safety Director and to be a leader in enhancing safety practices at Keeneland and throughout racing,” Keeneland President and CEO Bill Thomason said. “During his career, his knowledge and expertise have been sought by horsemen around the world and by top industry and veterinary organizations alike. Stuart’s addition to the Keeneland team further deepens our commitment to the safety and welfare of horse and rider, and his position provides a platform that will benefit the entire horse industry.”

As Equine Safety Director, Dr. Brown will lead the effort to develop, communicate and enforce safety and integrity policies for both racing and sales operations; review all racing-related accidents with the goal of prevention; assess relevant equine health and safety research; and proactively communicate best practices to the racing community and public. His duties will encompass both Keeneland and The Thoroughbred Center.

“During my veterinary career, I have had the great fortune to work with some of the most dedicated horsemen and women in our industry,” Dr. Brown said. “I am proudest of these relationships, and those with my colleagues and the team at Hagyard, with whom I have collaborated to provide exemplary care to every horse touched along the way. Most recently, I have had the benefit of serving in several roles in racing alongside many of my racetrack practitioner colleagues, which has allowed me to gain an appreciation for their unique perspectives in the care of the racehorse. It is these experiences shared over time that form the foundation for me to embrace this new and exciting role as Keeneland’s Equine Safety Director.”

During his nearly 30-year practice with Hagyard Equine Medical Institute (formerly Hagyard-Davidson-McGee), first as an intern then as an associate veterinarian and a partner, Dr. Brown has specialized in equine reproduction and ambulatory medicine. With a primary focus on Thoroughbreds, his areas of concentration included equine reproduction, foal evaluations, private/public purchase evaluations, herd health and preventative medicine, federally required import/export protocols and issues affecting the welfare and safety of equine racing athletes.

KEEP Issues Response to the Suspension of H-2B Visas

The Kentucky Equine Education Project (KEEP) released the following response to President Trump’s announcement that no new H-2B visas would be issued in 2020:

“On Monday, June 22, 2020, President Trump issued an order that extends the federal government’s suspension of new H-2B visas, as well as other work visas, through the end of the year. This order, as with the previous order issued in March, claims to open up new jobs to Americans during a time of record unemployment. However, when it comes to the Kentucky horse industry, this order will put our industry at severe risk.

H-2B visas are critical to Kentucky’s horse industry. During a typical year, the demand for H-2B visas vastly outpaces the supply. To fully suspend the issuance of these visas is a massive blow to the Commonwealth’s signature industry.

KEEP represents and advocates on behalf of the entire horse industry in Kentucky–all horse breeds and disciplines. KEEP’s goal is to preserve, promote and protect Kentucky’s signature $4-billion industry. Without a workforce that can meet the demands of the growing industry, it will be difficult for that economic impact to continue at the same level, especially as we are working to recover from the global pandemic.

KEEP is contacting Kentucky’s senators and representatives in Washington to make them aware of this issue. Additionally, KEEP has joined with other businesses and trade associations across the country who are impacted by this decision to provide a response to the President and to the Congress.

Because the horse industry deals with animals that must be cared for, regardless of the pandemic, it is imperative that the industry can hire the labor force it needs. Additionally, equine operations across the state are working to ensure that their employees have necessary PPE and can work in a safe environment. Fortunately, due to the outdoor nature of the industry, it makes this much easier.

KEEP, through a partnership with the Kentucky Chamber of Commerce Workforce Center, has spent the last two years building the framework for a talent pipeline that will bring more Kentuckians into the horse industry. While we are confident that this will result in an increase in the homegrown workforce for our industry, this will not happen overnight. With unemployment in Kentucky reaching alarming levels, we are hopeful that Kentuckians will look to the horse industry for employment. However, historically, there has not been an affinity for these types of jobs.

Kentucky is leading the country when it comes to the horse industry and its economic impact. With nearly 80,000 jobs, more than 238,000 equines and 35,000 horse operations in Kentucky today, KEEP feels strongly that the industry will recover from the pandemic. However, without a full workforce, that future is in danger. KEEP will continue advocating to ensure that Kentucky’s horse industry has an adequate labor pool to meet our workforce needs and will continue developing career pathways for Kentuckians to join this industry.”

The Last Lion Gets His First Winner At Hamilton

Becoming the latest freshman sire to get off the mark in Europe, Kildangan Stud-based The Last Lion (Ire) (by Choisir {Aus}), who stands at a fee of €7,500, joined the club at Hamilton on Wednesday. He was represented by the 2-1 favourite Kraken Power (Ire) in the British Stallions Studs EBF Maiden S., where the June 15 Pontefract second struck the front two out and was firmly in command for a three-length dismissal of Abduction (Fr) (Acclamation {GB}).

Sykes To Step Down From BHA Role

David Sykes will step down from his role as the British Horseracing Authority’s Director of Equine Health and Welfare before the end of the year. He will return to his native Australia for family reasons.

Since joining the BHA in 2017, Sykes has been involved in the development of the Horse Welfare Board; the handling of the 2019 equine flu outbreak; the publication of a detailed review of safety and welfare at the Cheltenham Festival; the implementation of 30-day foal notifications and changes to the ways in which retired racehorses are notified and traced; greater alignment and coordination of industry bodies on welfare policies; led discussions globally on the use of substances like bisphosphonates and altrenogest; and the introduction of more efficient and comprehensive anti-doping testing policies.

Nick Rust, chief executive officer of the BHA, said, “David has made a fantastic contribution to British racing over the last three years. His track record speaks for itself in achieving so much in a relatively short period of time and he will be greatly missed. We are grateful that David will continue to stay on for the time being while we carry out the difficult task of looking for his successor.”
