										<content:encoded><![CDATA[<p>Every week, the <em>TDN</em> posts a roundup of the relevant Horseracing Integrity and Safety Act (HISA) related rulings from around the country.</p>
<p>Among this most recent set of rulings, trainer Jorge Diaz has been suspended a total of 37 days and fined $3,500 for two separate violations.</p>
<p>Diaz was suspended for 30 days after his trainee, Melina's Dream, tested positive for an alkalinizing agent (TCO2) after finishing seventh at Parx Racing on Jan. 3. High total carbon dioxide (TCO2) levels could be an indication of bicarbonate loading&#8211;or milkshaking&#8211;which can neutralize the build-up of lactic acid in muscles, thereby helping the horse's performance.</p>
<p>Diaz was also suspended an additional seven days due to another trainee, Celtic Treasure, testing positive for Xylazine&#8211;a Class B controlled medication used as a sedative or analgesic&#8211;after running at Parx Racing on the same day. More detailed explanations of the rulings are currently unavailable on the Horseracing Integrity and Welfare Unit's (HIWU) website.</p>
<p>The new rules on intra-articular injections are still catching a noticeable number of trainers off guard.</p>
<p>Trainer Elliot Sullivan has been suspended for 30 days and fined $2,500 for giving an intra-articular injection within 14 days of a race. Two other trainers&#8211;Philip Serpe and Rohan Crichton&#8211;have each been fined $3,000 for joint injections within seven days of a timed workout.</p>
<p><strong>NEW HISA/HIWU STEWARDS RULINGS</strong><br />
The following rulings were reported on HISA's &#8220;<a href="https://portal.hisausapps.org/public-rulings">rulings</a>&#8221; portal and through the Horseracing Integrity and Welfare Unit's (HIWU) &#8220;<a href="https://www.hiwu.org/public-disclosures/pending">pending</a>&#8221; and &#8220;<a href="https://www.hiwu.org/public-disclosures/resolutions">resolved</a>&#8221; cases portals.</p>
<p><strong><u>Resolved ADMC Violations</u></strong><br />
<strong>Resolution Date: 04/01/2024</strong><br />
<strong>Licensee: Bernell Rhone, trainer</strong><br />
<strong>Penalty:</strong> Disqualification of Covered Horse's Race results, including forfeiture of all purses and other compensation, prizes, trophies, points, and rankings and repayment or surrender (as applicable); a fine of $500; imposition of 1.5 Penalty Points. Admission.<br />
<strong>Explainer:</strong> For the presence of Dexamethasone&#8211;Controlled Medication (Class C)&#8211;in a sample taken from Fury Cap, who finished third at Tampa Bay on 2/24/24. This was a possible violation of Rule 3312—Presence of Controlled Medication Substance and/or its Metabolites or Markers (Post-Race/Vets' List).</p>

<strong>Explainer:</strong> For the presence of Xylazine&#8211;Controlled Medication (Class B)&#8211;in a sample taken from Celtic Treasure, who did not finish a race at Parx Racing on 1/3/24 (according to <a href="https://www.equibase.com/premium/eqbPDFChartPlus.cfm?RACE=4&amp;BorP=P&amp;TID=PRX&amp;CTRY=USA&amp;DT=01/03/2024&amp;DAY=D&amp;STYLE=EQB">Equibase</a>, Celtic Treasure was &#8220;injured in the early stages, pulled up and vanned off&#8221;). 										<content:encoded><![CDATA[<p>Every week, the <em>TDN </em>posts a roundup of the relevant Horseracing Integrity and Safety Act (HISA)-related rulings from around the country.</p>
<p>Among this week's rulings, an independent arbitration panel suspended trainer Jason DaCosta for 15 days (starting on Mar. 22) and fined him $1,000 after his trainee, Poker Partner, tested positive for Gabapentin when winning at Presque Isle Downs on July 18 last year.</p>
<p>Gabapentin is a class B controlled medication under HISA that is an FDA human-approved anticonvulsant used to treat conditions like epilepsy, postherpetic neuralgia and in the treatment of partial onset seizures.</p>
<p>Trainer Carla Morgan has also been suspended for seven days and fined $1,000 after her trainee, River City Rocker, tested positive for the presence of the sedative, Xylazine, for a vet's list workout on Jan. 2 this year.</p>

										<content:encoded><![CDATA[<p>Every week, the <em>TDN</em> posts a roundup of the relevant Horseracing Integrity and Safety Act (HISA) related rulings from around the country.</p>
<p>Among the key rulings from the last week, trainer Bonnie Lucas was suspended seven days after a post-race Xylazine positive in a sample taken from Tankinator, who was injured and vanned off in a race at Parx Racing on Nov. 7. Xylazine is a Class B controlled medication under HISA that can be used to sedate racehorses.</p>
<p>It remains unclear whether Tankinator was euthanized as a result of his injuries sustained that day.</p>
<p>The 5-year-old gelding was having his first race for Lucas, having been claimed out of the Webster Gayle barn on Oct. 21. In a post-race sample taken Oct. 21, Tankinator tested positive for the corticosteroid Dexamethasone, a controlled medication commonly used as an anti-inflammatory.</p>
<p><strong>NEW HISA/HIWU STEWARDS RULINGS</strong></p>

										<content:encoded><![CDATA[<p>Every week, the <em>TDN</em> posts a roundup of the relevant Horseracing Integrity and Safety Act (HISA) related rulings from around the country.</p>
<p>Among the key rulings from the last seven days is the saga surrounding Tankinator, a horse at the centre of two positfives within 17 days.</p>
<p>On Oct. 21, Tankinator finished 6th at Delaware Park. Tankinator was claimed out of Webster Gayle's barn that day before running again on Nov. 7 for Bonnie Lucas at Parx Racing. Tankinator was pulled up and vanned off in that race. It's unclear whether Tankinator was euthanized.</p>
<p>In pending rulings posted on the Horseracing Integrity and Welfare Unit's (HIWU) website, the 5-year-old gelding's post-race sample after his Oct. 21 appearance tested positive for the corticosteroid Dexamethasone, a controlled drug commonly used as an anti-inflammatory.</p>
<p>Tankinator's post-race sample after his Nov. 7 run tested positive for Xylazine, a controlled drug that can be used to sedate or tranquilize horses.</p>
<p>According to a HIWU spokesperson, the notice for the first positive test was sent out after the horse ran again on Nov. 7, as the post-claim owner would not have had the option to void the claim through HISA without being aware of the first positive test. Gayle and the post-claim owner were alerted to the dexamethasone positive at the same time, the spokesperson added.</p>
<p>In a separate case, trainer Michael Lauer was handed down a two and ½ month suspension after his horse, Mowins, had tested positive for the diabetes drug, Metformin, after finishing third at Horseshoe Indianapolis on Aug. 5. He was also fined $2,600. Lauer's suspension began on Oct. 12.</p>
<p>HISA lists Metformin as a banned drug, meaning it comes with a possible two-year suspension.</p>
<p>According to the <a href="https://assets.hiwu.org/a/lauer-final-hiwu-decision.pdf">case resolution </a>posted on HIWU's website, the groom looking after Mowins had a prescription for Metformin, which he took twice daily. The day of the race, the groom, Jorge Ceballos, took the medication during lunch, before preparing Mowins for the race, &#8220;which included putting the bridle in Mowins' mouth,&#8221; according to the case resolution.</p>
<p>HIWU agreed that &#8220;Mr. Lauer was able to establish the source of Metformin by a balance of probability was unintentional contamination by Mr. Ceballos during his pre-race grooming preparations,&#8221; according to the case resolution.</p>
<p>Trainers <a href="https://assets.hiwu.org/a/summary-of-fd-j-englehart-2.pdf">Jeffrey Englehart </a>and <a href="https://assets.hiwu.org/a/summary-of-fd-a-allen-ii.pdf">A. Ferris Allen </a>were each issued seven-day suspensions and $1,000 fines for Phenylbutazone positives. Phenylbutazone is a Class C controlled medication. For both trainers, the sanctions handed down constituted their second Class C substance violations under HISA.</p>
<p><strong>NEW HISA/HIWU STEWARDS RULINGS</strong><br />
The following rulings were reported on HISA's &#8220;<a href="https://portal.hisausapps.org/public-rulings">rulings</a>&#8221; portal and through the Horseracing Integrity and Welfare Unit's (HIWU) &#8220;<a href="https://www.hiwu.org/public-disclosures/pending">pending</a>&#8221; and &#8220;<a href="https://www.hiwu.org/public-disclosures/resolutions">resolved</a>&#8221; cases portals.</p>
<p><em>Resolved ADMC Violations </em><br />

<strong>Penalty</strong>: No penalty. Equine anti-doping charges withdrawn. B Sample volume insufficient for analysis.<br />
<strong>Explainer</strong>: For the presence of Metformin-a banned substance-in a sample taken from Geothermal, who raced at Laurel Park on 11/5/23. This was a possible violation of Rule 3212-Presence of a Banned Substance and/or its Metabolites or Markers.<br />

										<content:encoded><![CDATA[<p><span style="font-weight: 400;">Dr. John Hubbell is considered one of the most experienced equine anesthesiologists in the industry. Currently the chief of anesthesia at Rood and Riddle Equine Hospital in Lexington, Ky., Hubbell was interviewed by <a href="https://thehorse.com/1101502/5-questions-with-equine-anesthesiologist-dr-john-hubbell/?utm_medium=vet+and+professional+enews&amp;utm_source=Newsletter"  rel="noopener">The Horse</a> to learn more about equine sedation and anesthesia. </span></p>
<p><span style="font-weight: 400;">Hubbell told The Horse that the sedatives in use today include xylazine, acepromazine, detomidine, romifidine, and butorphanol, which were developed between the 1970s and 1990s. Prior to the introduction of these drugs, physical restraints were often used in many medical procedures. </span></p>

<p><span style="font-weight: 400;">Hubbell reported that the sedatives used today take effect within three to five minutes. Adult horses often remain standing, even when heavily sedated. </span></p>
<p><span style="font-weight: 400;">With today's lessened reliance on physical restraints, the safety of the horse and the people surrounding him is heightened. </span></p>
<p><span style="font-weight: 400;">Though anesthesia is the safest it's ever been, there are still risks associated with laying the horse down on its side. Horses that are older (over 17 to 20 years old), those that are large, and those that aren't used to being handled are at the greatest risk of anesthesia complications. Horses in the last two categories, especially, can be difficult to help stand after anesthesia. </span></p>
<p><span style="font-weight: 400;">Hubbell said procedures that use short-term anesthesia, where the horse is recumbent for 20 to 30 minutes, do not present as many potential issues as procedures which require horses to be under anesthesia for more than 90 minutes. </span></p>
<p><span style="font-weight: 400;">There are no breed-specific dosing protocols, but Hubbell has found that American Saddlebreds and draft horses often need smaller doses of detomidine or xylazine as compared to Appaloosas, Arabians and Mustangs. </span></p>
<p><span style="font-weight: 400;">Hubbell has also found that the atmosphere in which he's performing the procedure will affect how much sedation is required. He noted that horses which have been handled regularly and that are taught to behave often require smaller doses of sedative.</span></p>

										<content:encoded><![CDATA[<p>Lameness exams on high-energy horses can be difficult to complete, especially if they involve joint or nerve blocks. Occasionally overly exuberant horses must be sedated for the exam to be performed to keep both horse, handler and vet safe. Concerns have been raised that sedating the horse may mask a horse's pain response, and potentially compromise the results of the joint or nerve block and the exam.</p>
<p>A group of Brazilian veterinarians tested the effects of xylazine and xylazine used in conjunction with butorphanol on induced hind-end lameness. Drs. Antônio Alcemar Beck Júnior, Flávio Desessards De La Côrte, Karin Erica Brass, Stéfano Leite Dau, Gabriele Biavaschi Silva and Marina de Aguiar Camillo compared the results of the sedated horses to the results of a control group of horses that did not receive sedation.</p>

<p>The researchers used 16 horses and placed metal clamps around their hoof wall with small screws. The screws were tightened to induce lameness until the horses became a Grade 3 or 4 (out of 5) on the AAEP lameness scale. This was done immediately before the administration of sedation.</p>
<p>Each horse received all three treatments: no sedation, xylazine alone or a combination of xylazine and butorphanol. The scientists concluded that xylazine used alone or in conjunction with butorphanol (at the recommended doses) can be used as chemical restraint without masking lameness intensity. They note that additional research must be done to determine how detomidine and romifidine might interact with butorphanol during hindlimb lameness evaluations.</p>
