Winfried Engelbrecht-Bresges has been at the helm of the Hong Kong Jockey Club (HKJC) since 2007, presiding over a significant expansion of the Asian racing scene. Emmanuel Roussel received an update from the CEO during last weekend's Hong Kong International meeting, with topics including the development of racing at Conghua on the Chinese mainland, and the potential for the HKJC to establish breeding bases in Europe and Australia to boost its supply of Thoroughbreds.

Emmanuel Roussel: The international week is always a great event, so close to the festive season. Are you happy with what was under the Christmas tree for the Club?

Winfried Engelbrecht-Bresges: It's great that we are back in full swing. Last year, we were open but not yet quite out of our bubble, while what we saw [at the International Jockeys' Championship] with such a tremendous atmosphere, demonstrates that the city's vibrancy is back. The night went extremely well. And for me, one of the highlights was Vincent Ho winning the International Jockeys Championship. His victory meant a lot to Hong Kong people. Despite economic challenges and some geopolitical tensions, Hong Kong can be a centre of growth and excellence. That was a great symbol. Vincent is one of the most professional athletes you can find. During COVID, Amy, our head of the Sports Institute, said that very few athletes showed such dedication in training. And I want to really express my gratitude to Ryan Moore for having helped Vincent to develop into the great athlete he has become.

ER: The Club must also share the pride of Hong Kong, since Vincent is a local apprentice…

WE-B: This is one of our strengths. We put people and systems in place to develop our community. And we have transferred the same now to Conghua, our mainland training centre. We went from zero to 600 people there. Most had never seen a horse before. And if you go to Conghua today, you can always appreciate their horsemanship.

We enabled platforms which allow us, since last month, to issue vocational training licenses in Conghua. We can bring up people from every province to follow vocational training to become jockeys and horse workers. That's quite a breakthrough.

ER: What is next at Conghua?

WE-B: In April, we will be able to show more. We are still building and will have to complete phase two of our stable expansion with another 450 spaces. We will also have the staff accommodation ready. The topping of the grandstand should be completed in February, too. It is planned to accommodate 10,000 people, as it is supposed to be a boutique racecourse. I have to admit that I'm very excited about it. This is one of the most iconic grandstands I know, built with full design on sustainability. Seventy per cent of the energy will be produced on site. And then we have plans for a wind farm which will be five or six kilometres away, that would allow us complete energetic independence.

ER: What about racing at Conghua?

WE-B: The first race meeting is planned for April 2026. We have to finish everything by October 2025, and then practice for six months, running simulations.

ER: First race in April 2026, and then?

WE-B: We will have the first meeting in April, and then that will do for the season. The following season, in 26/27, we will probably conduct one meeting a month in Conghua, from October to April.

ER: What is the Club's long-term plan in China?

WE-B: This is only a part of our overall strategy for China. We want to contribute to the National Equine Industry Development Programme, which was published in 2020 by the Minister of Agriculture and the Ministry of Sport. We now try to outline an equine value chain and this includes breeding, training people, holding auctions and races, and horses going back into breeding. This is a long-term plan that would also include veterinary studies. Equine veterinary science is one of the development areas where one would need further progress. Last week, we met 160 equestrian vets from all over China in Conghua and they are really keen. We want to build a specific one-year training programme for equestrian vets.

ER: Will Conghua become the centre of the Club's strategy in China?

WE-B: We want to create a sustainable model in Conghua. Around 90 owners from all over China joined our members' clubhouse in Beijing. We will open up another such clubhouse in Shenzen, which will also be cultivating interest in horseracing, including an equestrian interest. In September, we will open an Institute of Philanthropy, through which we will make donations to China.

People have to understand we are not only a racing institution, and especially not only a wagering organisation. What I found really fascinating in our surveys and the discussions we have had with potential owners is their will to understand breeding and racing, but rather from a sporting and cultural point of view. It's a little bit like what you find in Japan.

ER: How is ownership doing in Hong Kong at the moment?

WE-B: We don't have an ownership issue per se. There is a risk of an ageing ownership population you have to build up again. Many owners also lost interest in owning a horse during COVID because they could not go to the track. This has resulted in a higher retirement rate in the last two years. Secondly, owners used to go to the sales a year or two before getting their purchases home, and they have not been able to travel to buy during COVID. Therefore, they couldn't replace the horses they were retiring sooner. The optimal number of horses in training in Hong Kong is 1,280. We have probably at the moment 1,160 horses ready to run, that's 120 short due to these effects. The economic situation will probably delay the recovery. It will probably take a year and a half to two years to build back up to the normal level, and we need this for Conghua.

ER: How do you recruit new owners?

WE-B: We recruit potential young owners through our racing club. Traditionally, young club members are not allowed to own horses on their own for a while. We have 1,400 racing club members and 200 of those are very keen to become owners. So, we have created a pipeline racing club to allow them to be syndicate owners, and then become partnership owners or individual owners.

ER: You also have opened the doors to foreign owners last year…

WE-B: Yes, major breeders and owners can now come through our overseas ownership scheme. We have now some prominent owners from South Africa, Australia and New Zealand. We must do this carefully, because we want to be sure that they are really committed and we look at a combination of owners and breeders because, in the end, we will venture more into the breeding industry. And if you look at owner-breeders, they usually show longer stamina and they have a greater interest because they can breed horses and showcase their horses.

ER: Talking of breeding, are you also looking for breeding ventures in China?

WE-B: The Beijing government looks at the industry and sees that we have unique skills that we can share. Beijing understands what a developed equine industry can give. Besides, a lot of the breeding or training would be located in rural areas and would have a great impact on rural economy. It already has in Conghua. The economic impact there is already significant and growing. If you look at related industries, starting with bedding and other supplies, you create supply routes, logistic networks that boost the overall local economic development.

ER: Meanwhile, has the ever-growing sales market in Australia created issues to recruit new horses?

WE-B: We currently have a significant supply chain issue. Prices have gone through the roof. We bought a lot of horses from Australia, and it gets more and more difficult to buy them because they are owned by syndicates. So we have now a turned-down offer of A$1.7 million for a three-year-old who won one race and a Listed race.

I see that if China opens, we will need a bigger supply chain. This is the reason why we are exploring strategic partnerships or maybe even buying ourselves a breeding or racing operation in the Northern Hemisphere and in the Southern Hemisphere. We need approximately 450 horses every year. If at least a quarter is guaranteed, our supply chain is back on. We will relaunch the Hong Kong International sales and if you look at the quality of horses that will come out of them, you will notice that it's completely different from what we had five years ago.

ER: How far into this project are you already?

WE-B: We have certain targets. All I can say is that we are beyond the feasibility study. We still have to assess the opportunities. There may be clusters if you buy a couple of operations that you combine, but this would not be run by the Jockey Club, rather by industry experts in this field.

ER: Where would you elect to establish a breeding operation in the Northern Hemisphere?

WE-B: We would be aiming more for Europe because of our focus on turf races. Australia will always be a key provider of horses but most of them are sprinters. When it comes to a mile and further, it's another story. We have already started to slightly shift our racing programme for it to focus less on short distances. I am not willing to talk about cheap speed but if there isn't enough quality available, we'll go to 1,400m and over. This shift will affect our supply chain, as Europe is a more appropriate provider of such horses. We will not focus on 2,400m horses because it's not appropriate for our climate and our trainers. Our focus will be more on horses to compete on distances from 1,400 to 2,000 metres.

ER: Can you provide an update on the World Pool?

WE-B: The World Pool keeps expanding and I think that in every continent people now see the benefit of this.

I can understand why fixed-odds, especially in Australia, is so successful now: 83% of the win and place bets in Australia are fixed-odds. It is, I think, because of the number of daily meetings there – it is like every minute – and there is not enough liquidity. If you want to have a real bet with such limited pools, you can't. But with the liquidity gathered by World Pool, with the different views of the world from Hong Kong, from Great Britain, from Australia, you offer prices that a fixed-odds betting product cannot match. Suddenly, the bookmakers could not lay off certain things, because the value of the Word Pool product was too high. Customers get a choice.

However, I don't see bookmakers as mere competitors. Pari-mutuel gives the highest return to the industry and the industry needs growth. Secondly, there are certain bet types that cannot be operated as fixed-odds bets. They are different products, offering different opportunities.

We want to have the best 100 races in the world to be made available in the World Pool. We are working on a new platform and new wagering information protocol, which hopefully could be launched through a first pilot in April or May. We then would have the ability to take exotic bets on quartet, to six up to triple trio, and include wagers from the bookmakers into such pools. Bookmakers could find an interest in connecting with the World Pool, and that could be an option for them. What is important is differentiation. You need to have enough time between races to build up your liquidity.

The next development would be more combined meetings. We did this already in France and Germany, and we could look at something like the Everest and the Caulfield Guineas, in Australia. We have done the top races as a separate, highly attractive product, and we could focus on quality to reach that level of differentiation from the intense simulcasting you find in Australia or in England. It's too much. We did a lot of market research, and it comes to this: horse racing cannot be a game of chance. It cannot be only a game of somebody's tips. You must make your own judgment. This research was conducted in Hong Kong, and you would have to do more studies globally but one of the reasons why the World Pool works is that it doesn't promote a game of chance. It is a game alright, but people get satisfaction in working on their own strategies and analysis to pick a winner. If you have a start every two minutes, you can't do that.

Officials at the Hong Kong Jockey Club could offer their devoted fans only limited access to the Longines Hong Kong International Races meeting from 2020 to 2022, a necessity attributable to the Coronavirus outbreak in March 2020, and while the attendance restrictions were gradually eased over the next few years, there were certain parameters and restrictions in place to ensure the show would go on.

With things more or less back to normal in the SAR, the patrons–a reported 65,252 of them–poured through the Sha Tin turnstiles Sunday afternoon to greet their equine superstars and they left a largely satisfied group, as champions Romantic Warrior (Ire) (Acclamation {GB}), Lucky Sweynesse (NZ) (Sweynesse {Aus}) and Golden Sixty (Aus) (Medaglia d'Oro) delivered performances that captured their collective imagination–in one case, the difficult-to-imagine The Wertheimer Brothers' Junko (GB) (Intello {Ger}) was the lone overseas-based winner for the ageless Andre Fabre. It was the second straight year that the home team took three of the four events.

“In my humble opinion, I've been here now for 25 years and this was one of the best–if not the best–days of racing we have had in Hong Kong,” said Hong Kong Jockey Club CEO Winfried Engelbrecht-Bresges. “If I look at the situation after Covid, after we had last year already a good meeting, but today Hong Kong racing has established (itself) again on the global stage and has shown what sporting entertainment means.”

Turnover on the HKIR was HK$1.697 billion (£173.1 million/US$217.4 million), marginally down on last year's HK$1.729 billion. Commingling handle of HK$429.6 million (£43.8 million/US$55 million) was a record for a 10-race Hong Kong meeting.

Andrew Harding, the Executive Director of Racing for the HKJC declared the meeting as 'truly remarkable' and added: “We were proud of what we were able to achieve during the dark days of the pandemic. Today showed that in December Hong Kong is the place to be and that the eyes of the racing world turn to us.

“I'm just so proud that we were able to show the world that Hong Kong is Asia's world city and we were able to give our visitors a fantastic week.”

G60 Lands Historic Third Mile Against All Odds

When last seen at Sha Tin under race conditions, treble Hong Kong Horse of the Year Golden Sixty (Aus) (Medaglia d'Oro) was posting his third straight victory in April's G1 Champions Mile, a ninth elite-level score for a horse who recorded his first in this race in front of an empty grandstand three years ago.

Having sided against a maiden overseas voyage for the G1 Yasuda Kinen, Golden Sixty was given the summer off, during which time he turned eight years of age on Southern Hemisphere time, and a conservative programme was set, as Father time became a consideration. The idea of a lead-up run in the G2 Jockey Club Mile Nov. 19 was ultimately dashed, meaning that Golden Sixty would need to defy a 224-day absence on his return to action Sunday. Add to that a draw in gate 14, and surely this was a task too tall. But, if ever a horse was built to overcome all that, it is surely Golden Sixty, and with an adoring public able to be present in large numbers for the first time, turned in a performance for the ages.

The many obstacles notwithstanding, Golden Sixty was very much the pari-mutuel darling, though he did drift out to $2.35 (1.35-1) on the tote. One of the first to leave the machine, the champ was taken hold of by Vincent Ho, and that alert dispatch dictated that Golden Sixty would race no worse than mid-division, as Godolphin's multiple group-winning Tribalist (GB) (Farhh {GB}) sped across from gate 13 to make the running in advance of 2022 Mile winner California Spangle (Ire) (Starspangledbanner {Aus}), Cairo (Ire) (Quality Road) and Japan's Danon the Kid (Jpn) (Just A Way {Jpn}) three wide.

Following the latter's move around the turn, Golden Sixty was given his cue and there was nothing about the subsequent push-button acceleration that suggested he was getting long in the tooth or otherwise sour on racing. Within a matter of strides, Golden Sixty sailed by all the inside traffic and it was all over bar the shouting, as Ho let out an atypically demonstrative roar as they crossed the line. Voyage Bubble (Aus) (Deep Field {Aus}), the 2023 Hong Kong Derby winner, ran on gamely for second ahead of G1 Mile Championship heroine Namur (Jpn) (Harbinger {GB}), who closed well from the backfield for William Buick. Golden Sixty joins Good Ba Ba (Lear Fan) as three-time winners of the Mile.

“It's amazing. I got the three-wide with cover, where I wanted to be and he knows his racing now,” said Ho, who warmed up for the HKIR with a victory in the International Jockeys' Challenge at Happy Valley Wednesday evening. “He's never travelled keen with me, he was relaxed all of the way and then when I asked him for an effort, he just gave me 100%.

“He's not eight–he feels like he's four. I can't believe it. I was confident, even from gate 14, as long as I could get into the right position. Everything just went pretty ideal–I visualised this and it happened. It's a great team effort, so thanks to all of the team. It's not easy to come here at a high level without any preparation.”

The Golden Sixty farewell tour looks set to continue in the G1 Stewards' Cup Jan. 21 and a swansong in the Champions Mile Apr. 28 before retiring in Japan

Romantic Warrior Holds Off Luxembourg In the Cup

Perhaps they should change his name to Dramatic Warrior.

Six weeks after dropping his nose down on the line ahead of Mr Brightside (NZ) (Bullbars {Aus}) in a tense, ground-breaking victory in the G1 Cox Plate at Mooney Valley in Melbourne, Peter Lau's Romantic Warrior (Ire) (Acclamation {GB}) was the 13-10 favourite to go back-to-back in Sunday's G1 Longines Hong Kong Cup at Sha Tin and grimly held off late challenges from Ballydoyle's high-class Luxembourg (Ire) (Camelot {GB}) and Hishi Iguazu (Jpn) (Heart's Cry {Jpn}) to prevail by a head.

Perfectly placed in fourth by James McDonald, who flew back from Perth in Western Australia overnight, having just been beaten aboard the Annabel Neasham-trained Zaaki (GB) (Leroidesanimaux {Brz}) in Saturday's G1 Northerly S., Romantic Warrior traveled comfortably through the opening 1300 metres, but McDonald's hand was forced when Ryan Moore set Luxembourg alight on the turn. Quicker to the spot than the Ballydoyle raider, Romantic Warrior went for home, pinched a bit of a break and looked on his way to a successful defence of his title, only to have to call on every ounce of his class to hold on in the dying strides. Fourth-placed Straight Arron (Aus) (Fastnet Rock {Aus}) was hampered by the eventual winner at the 150m, with McDonald subsequently receiving an official reprimand from HKJC stewards, but no protest was lodged. Romantic Warrior becomes only the second repeat winner of the Cup, joining California Memory in 2011 and 2012.

“I think he's the toughest racehorse I've ever sat on and his courage, his will to win, is just something that I've never felt before,” said McDonald, who picked up the ride in last year's Cup from Karis Teetan, who was battling medical issues at the time. “I've ridden some fantastic racehorses–unbelievable ones–and he's right up there. To come back from a Cox Plate, I thought was going to be a ginormous task. Even though it was a small margin, I think he's come through it with flying colours.”

A 300,000gns purchase by Mick Kinane and the Hong Kong Jockey Club from the draft of Corduff Stud at the 2019 Tattersalls October Sale, Romantic Warrior was sold to Lau for HK$4.8 million at the Hong Kong International Sale in 2021. Luxembourg completed a Tattersalls-sourced 1-2.

Of Luxembourg, trainer Aidan O'Brien said: “He ran a great race. He was coming and coming and just on the wrong nod he [Romantic Warrior] came back up on him. But he ran a stormer, Ryan gave him a great ride. He's brave and he tries very hard. He's not been overraced and he is very consistent.”

Romantic Warrior is one of three winners from three to the races for his dam, a daughter of the English listed-winning and Group 3-placed, G2 Prix Jean Romanet and GI E. P. Taylor S. winner Folk Opera, who was purchased by Blandford Bloodstock carrying to Exceed and Excel (Aus) for €82,000 at the 2016 Goffs November Sale. The in-utero purchase, named Melodic Charm (Ire), was sold for 85,000gns at the 2018 Tattersalls October Sale and was a two-time winner at the races for Saeed Manana and James Tate before clearly benefitting from the success of Romantic Warrior when selling to the China Horse Club for 270,000gns in foal to Dark Angel (Ire) at last year's Tattersalls December Mares Sale.

Folk Melody is also the dam of the 3-year-old colt Operation Gimcrack (Ire) (Showcasing {GB}) and a yearling colt by the same stallion that was bought back for 110,000gns at this year's Tattersalls October Sale. Folk Star (GB) (Le Havre {Ire}), a David Simcock-trained half-sister to Folk Melody who won her maiden at Kempton Nov. 6 and was a narrowly beaten second in a Lingfield handicap Nov. 25, was knocked down to Kildaragh Stud for 37,000gns at the just-concluded Tattersalls December Sale. Folk Melody is additionally the dam of a weanling colt by New Bay (GB).

Lucky Sweynesse Gains Redemption in the Sprint

Twelve months after enduring a luckless run in the sharpest of the four Longines Hong Kong International Races, Lucky Sweynesse (NZ) (Sweynesse {Aus}) overcame some nervous moments inside the final 300 metres, but was given a ride full of confidence by Zac Purton and went on to an ultimately soft success over Lucky With You (Aus) (Artie Schiller). Defending champion Wellington (Aus) (All Too Hard {Aus}) was third, as Hong Kong horses filled the top five slots.

The Sprint seemed loaded with speed on paper, and so it proved, as Victor the Great (Aus) (Toronado {Ire}) blasted away from gate four, but was soon displaced on the front end by the fleet-footed Jasper Krone (Frosted), while G1 Prix de l'Abbaye winner Highfield Princess (Fr) (Night of Thunder {Ire}) was handy in third. Purton secured the ideal spot in behind that trio and would have been licking his chops turning in, but as Victor the Winner took the race to Jasper Krone in upper stretch, a gap between that duo closed. Forced to steady, but only slightly as a result, Lucky Sweynesse was pulled out and took a few strides to hit top gear, but put the race to bed soon after. Lucky With You, a winner in Class 3 on International Day 2021, posted a career high to be second, while Wellington–blinkered for the first time–went a good race from the tail.

“I had the run inside Victor The Winner, but when James (McDonald) went for him, he shifted in and hampered me a little bit, but he (Lucky Sweynesse) accelerated so quickly, I was able to come out across his heels and he had his chance from there–he did what he had to do. I love him,” said Purton, recording a record-extending 11th HKIR win and third in the Sprint.

Lucky Sweynesse, who has now won each of the four Group 1 sprints in Hong Kong–all in calendar year 2023–was beaten under handicap conditions in his first two starts this term, but bounced back under a penalty to take out the G2 Jockey Club Sprint three weeks ago, defeating Wellington, who was having his first run for Jamie Richards.

“I could feel in the morning his trackwork had improved, and his action was getting a little bit better,” added Purton. “His all-around demeanour in the morning was getting back to where it was last season. I could see he was blossoming at the right time.”

The post-race incidents report stated that Lucky Sweynesse was found to have substantial blood in his trachea.

Junko 'Fabre'-ulous in the Vase

The subject of a massive go on the tote that saw him crushed from double digits into $5.50 (9-2) in the final few minutes of the wagering, Wertheimer et Frere homebred Junko (GB) (Intello {Ger}) was steered out wide into the Sha Tin straight by Maxime Guyon and finished fastest of all to scoop Sunday's G1 Longines Hong Kong Vase. It was a third victory in the race for 77-year-old Andre Fabre, who won his first in 1999 with Borgia (Ger) and followed-up nine years ago with Flintshire (GB), also ridden by Guyon.

The lanky gelding missed the break by about a half-length and was content to drop out to the rear as La City Blanche (Arg) (Cityscape {GB}) led at a walking pace from Warm Heart (Ire) (Galileo {Ire}), who was taken to the outside after leaving from the inside stall.

Racecaller Mark McNamara quipped that the Shing Mun River adjacent to the backstretch run at Sha Tin was 'moving faster than the Vase field' and that was scarcely hyperbole, as the opening 1200 metres was timed in 1:18.44, nearly three seconds outside standard. Moore went for Warm Heart with the better part of 700 metres to go, getting first run on her rivals, and the duo edged past La City Blanche traveling apparently well nearing the entrance to the straight. But the G1 Yorkshire Oaks winner began to run out of steam at the 200m, and Junko, produced wide off the final corner, lengthened his stride beautifully and outfinished the well-backed Zeffiro (Jpn) (Deep Impact {Jpn}) for the victory. Warm Heart held for third, while Lebensstil (Jpn) (Real Steel {Jpn})–whose drift in the market from odds-on to be off at $2.30 (13-10) was equally eye-catching, dropped away tamely to finish last of them. The 11th French victory in the Vase was achieved in the slowest clocking in history.

“I'm really happy because it's time to win this race (again). Nine years ago, it was Flintshire,” said Guyon. “We didn't know before the race if he would like this ground or not because normally he prefers the soft ground, but today in Hong Kong the ground was good. We had a good race, we have not a lot of runners so I'm not too far back and just after the last turn, he has a good turn of foot. He's very relaxed and of course the pace is not way fast but the most important thing with the horse is if he's breathing really good and everything is okay.”

A consistent performer at Group 2 and Group 3 level, Junko had been found wanting a bit when tried in consecutive Group 1 tests this season, finishing sixth in the Dubai Turf in March and again in the G1 Prix d'Ispahan in May before finishing a distant third to Westover (GB) (Frankel {GB}) in the G1 Grand Prix de Saint-Cloud. A facile winner of Deauville's G3 Prix de Reux Aug. 5, the homebred was third behind Iresine (Fr) (Manduro {Ger}) in the G2 Prix du Conseil de Paris Oct. 15 and was exiting a three-length triumph in the G1 Grosser Preis von Bayern in bottomless ground at Munich Nov. 5.

The 57th International Conference of Horseracing Authorities, focused this year on safeguarding equine welfare and exploring shifts in societal expectations and the sport's response around the world, took place on Oct. 2 at Saint-Cloud racetrack in Paris.

Organised by the International Federation of Horseracing Authorities (IFHA), the day-long conference emphasized horse racing in a changing society, safeguarding equine welfare and explore shifts in societal expectations and the racing industry's response around the world.

“Today we continued what has been a chief mission throughout the life of the Federation: equine welfare,” IFHA Chair Winfried Engelbrecht-Bresges, who delivered the Conference's opening and closing remarks, said. “This Conference provides an opportunity to focus and build upon the significant body of work which has been carried out domestically and internationally over many years by our members to protect our equine athletes.

Moderated by racing presenter Nick Luck, speakers on the day included Professor Natalie Waran, Chair of the Independent Commission for Equine Ethics and Wellbeing for the International Federation for Equestrian Sports (FEI); Lisa-Jane Graffard, General Secretary, Au-Delà des Pistes; Julie Harrington, Chief Executive, British Horseracing Authority (BHA); Najja Thompson, Executive Director, New York Thoroughbred Breeders' Inc. (NYTB); James Given, Director of Equine Regulation, Safety and Welfare, BHA; Josh Rubinstein, President, Del Mar Thoroughbred Club; Brian Stewart, Head of Veterinary Clinical Services, The Hong Kong Jockey Club (HKJC); Sonia Wittreck, Stud Book & Doping Control, Head of Department, France-Galop; and Hiroshi Ito, Counselor of the Japan Racing Association (JRA).

During her speech, Waran presented key strategies for equine sports to proactively consider amidst changing societal expectations. This included increasing continuing education for anyone working hands-on with equine athletes to better their welfare.

“Our changing social values in relation to animals have affected different industries in different ways,” said Waran. “It is important to recognise that society does not distinguish between different equestrian sports. There is enough data out there to show that the concerns around horse involvement in sport are rising. The racing world must positively engage with both perception and reality and show real commitment to change to ensure positive welfare.”

Following her keynote, a panel of senior racing administrators including Lisa-Jane Graffard, General Secretary, Au-Delà des Pistes; Julie Harrington, Chief Executive, British Horseracing Authority (BHA); and Najja Thompson, Executive Director, New York Thoroughbred Breeders' Inc. (NYTB), shared their approaches and strategies to shape the narratives surrounding equine welfare and racing.

The next panel of the Conference featured leaders from racing administration and veterinary science who explored protecting the sport's equine athletes. Speakers included James Given, Director of Equine Regulation, Safety and Welfare, BHA; Josh Rubinstein, President, Del Mar Thoroughbred Club; Brian Stewart, Head of Veterinary Clinical Services, The Hong Kong Jockey Club (HKJC); and Sonia Wittreck, Stud Book & Doping Control, Head of Department, France-Galop.

“Getting the balance right is part of training, but it is also something technology can help us with,” said Stewart. “If we do have a problem, we have to be able to achieve an accurate diagnosis, and that will guide our future management of that horse. Things are now coming together, and I am quite hopeful we might be able to make a significant difference.”

Also, Charles Scheeler, Chair of the Horseracing Integrity and Safety Authority (HISA) in the United States, gave an update on the organisation, including a review of the implementation of the Anti-Doping and Medication Control (ADMC) program and future developments.

“HISA is working under the supervision of the Federal Trade Commission and in partnership with the members of the sport to transform horse racing,” Scheeler said. “The essence of this effort is the creation of an ecosystem of care surrounding horses. We remain excited about horse racing's future in the United States, and we recognise that we have a rich legacy to protect.”

The final session of the Conference looked in-depth at enhancing stakeholder engagement, specifically regarding public engagement and response in relation to equine welfare. Nevin Truesdale, the Chief Executive Officer of The Jockey Club (UK), began the session with a discussion of his organisation's experiences with effective resolution and communication management.

“We need to operate together on this,” said Truesdale. “Having a clear set of messages as an industry, everyone singing off the same sheet, became really important for us in the lead up and the aftermath of Epsom. We have to be relentless in continuing to make the sport safer and in telling that story. There is a persuadable audience, statistics show us that, but that will only work for us if we are clear on the changes we are making. Standing still on this is not optional.”

The first International Conference of Horseracing Authorities was organized and hosted by the Société d'Encouragement in Paris, France, on Oct. 9, 1967. Since 1994, the annual conference has been organized by the IFHA and The JRA became the official partner of the Conference beginning in 2021. This year's Conference convened delegates from about 40 different countries, with a number of other racing executives and media members in attendance.

Prize money for the Longines Hong Kong International Races (HKIR) will be worth a record HK$118 million in 2023 and will again host the world's richest Group 1 turf races over 1200m, 1600m and 2000m, the Hong Kong Jockey Club (HKJC) announced on Monday.

The G1 Longines Hong Kong Cup received a 5.9% increase to HK$36 million, the G1 Longines Hong Kong Sprint (1200m) has been boosted by 8.3% to HK$26 million, the G1 Longines Hong Kong Mile (1600m) will grow by 6.7% to HK$32 million and the G1 Longines Hong Kong Vase (2400m) received a 9.1% bump to HK$24 million.

Additionally, each of the city's 12 Group 1 races will rise by a minimum of HK$1 million for a combined HK$20 million as part of an overall prize money increase of 10%. Hong Kong's record prize money and incentive structure now stretches to an estimated HK$1.73 billion across the 2023/24 season. The world's richest Group 1 turf race over 1400m–the G1 Queen's Silver Jubilee Cup–offers HK$13 million in prize money, while the Club has also raised purses on Group 2 and Group 3 races to HK$5.35 million and HK$4.2 million, hikes of 7.0% and 7.7%, respectively.

Including substantial increases to the PP and PPG bonus scheme, Hong Kong's domestic racing prize money pool will increase by 8% alone next season – with an additional HK$94 million on offer – to HK$1.38 billion.

“The Longines Hong Kong International Races continue to be widely recognised as the 'Turf World Championships' and the HK$118 million total prize money on offer next season also underscores the Club's commitment to attracting and rewarding the world's best horses and their connections,” Winfried Engelbrecht-Bresges, Chief Executive Officer of The Hong Kong Jockey Club, said. “With growing competition around the world, it is crucial that Hong Kong's two international race days-Longines Hong Kong International Races and FWD Champions Day–continue to be destinations of choice for owners, trainers and jockeys from around the world.”

The Year of the Rabbit got off to a racing start for the Hong Kong Jockey Club as its Lunar New Year meeting pulled in HK$2.06 billion (US$255 million) in bets–the biggest daily take since the city's return to Chinese rule in 1997, the South China Morning Post reported.

Punters wagered across the 11 races at Sha Tin on Tuesday and, although the take was beaten by a distance by the record HK$2.54 billion gambled in June 1997, it was a healthy 10.1% increase on last year's event.

“We are absolutely delighted with today's race meeting. The atmosphere was really fantastic and it brought back what we always felt–that Lunar New Year is a very special race meeting,” Jockey Club chief executive Winfried Engelbrecht-Bresges said.

Almost 80,000 people clicked through the Sha Tin turnstiles and the official crowd stood at 84,394–79,354 at Sha Tin and 5,040 watching from Happy Valley–the biggest turnout since the 2019 Lunar New Year races.

The Lunar New Year card drew a bigger crowd than the prestigious Longines Hong Kong International Races last month, with fans shoulder to shoulder in front of a packed grandstand after they flocked to see a pre-races performance by Cantopop star Joey Yung Cho-yee.

Bill Nader was named President and CEO of the Thoroughbred Owners of California this past June. He worked as a senior executive at the Hong Kong Jockey Club from 2007 until then, and was formerly the Senior Vice President and COO of the New York Racing Association. He began his career at Rockingham Park in his native Salem, New Hampshire in 1979.

Most exciting race you watched this year that wasn't Flightline?
Jockey Club Mile on Nov. 20 when Golden Sixty ran down California Spangle with a closing quarter in 21.32. I watched it on tv so not sure if it counts.

One positive change you'd like to see in racing in 2023?
Positive communication from those who enjoy the sport. Words matter. If you love it and you know it, then your words should surely show it.

If you could bring back one racetrack from the past, which would it be?
Rockingham Park, my hometown racetrack. Honorable mentions to Arlington and Hialeah.

Who's the best executive in racing right now?
Me. If I say anyone else, I place myself at unnecessary risk.

If you could have dinner with one historical figure, who would it be?
Martin Luther King

Best advice you've ever gotten?
My Mom – “Just be yourself.”

What does racing look like in 10 years?
Japanese horses will be a big part of the picture in major three-year-old Grade I classics on dirt. Sports betting will be available at most racetracks. The popular racetracks will continue to thrive.

Do we need more tracks or fewer tracks?
Fewer.

Favorite horse of all time (and why)?
Spectacular Bid, for what he accomplished after losing out on the Triple Crown. His four-year-old season was incredible.

Best race you've ever seen?
The 1998 Belmont Stakes when Victory Gallop denied Real Quiet a Triple Crown. That was an absolute thriller.

Hardest working person you've ever worked with?
Winfried Engelbrecht-Bresges, CEO of The Hong Kong Jockey Club and IFHA Chairman

All I want for Christmas is…?
To spend it with my daughter Martina in Solvang, California.

The 56th International Federation of Horseracing Authorities (IFHA) Conference was held Monday in Paris and the focus was on key challenges and opportunities, including the issues of integrity and fan engagement, facing the industry around the globe.

“Integrity lies at the foundation of our sport and must inform every decision that we make,” said IFHA Chair Winfried Engelbrecht-Bresges. “The pandemic has inherently changed the way that fans and punters enjoy and participate in horse racing. A good digital customer experience is key, and the general trend of digital evolution further emphasizes that all industry players need to adapt quickly to emerging technologies and behaviors.”

The conference also featured an address by Jockey Club Chairman Stuart Janney. Janney was among delegates from 40 different countries.

Janney used his opportunity to update the delegates on the Horse Racing Integrity and Safety Act (HISA), the advancements the sport has made in recent years in the U.S. and the challenges it will face in the years ahead.

Janney said that if HISA had not been passed into law, the sport in the U.S. faced a perilous future. Lisa Lazarus, CEO of HISA, also provided the attendees with an overview of the establishment and work of HISA, its current challenges, and its future plans.

“There was no certainty of success,” Janney said of the chances the bill would be passed. “But we did know that the state-by-

state regulatory process in the United States was a failure, and with our partners in support of the bill, including Breeders' Cup and the IFHA, we needed a dramatic change if the sport was to be sustainable.”

Still, Janney was clear that the sport in the U.S. still has its problems and that its long-term success depends on viable solutions to those issues.

“Things will still have to change for American racing–and perhaps for all of us–as challenges remain,” Janney said.

He touched upon several issues, including changing attitudes regarding animal welfare.

“First off, the urbanization of America means four out of five people now live in densely populated communities, which means that fewer and fewer people are directly familiar with farming and livestock,” he said. “As a result, we've seen matters of animal welfare become policy drivers for important parts of our governments as well as lead stories in mainstream media. And beyond America, we see the same in many other corners of the world: how well we treat our equine competitors will become an important component for the growth and popularity of Thoroughbred racing.”

Other issues he raised included the Jockey Club's mission to ensure the integrity of the breed, and his comments touched upon his group's desire to maintain diversity in the breed.

“There is no doubt that there has been a narrowing of the genetic profile of many of the horses in our stud books, and we need to study the effects of these practices and consider remedies,” he said.

Noting the high-profile arrests in March of 2020 that came after an FBI investigation into doping in the sport, Janney said the industry must continue to be rigorous in its efforts to catch the cheats.

“With what is at stake in purses, betting pools and in the sales ring, collective actions to prevent crimes like these must be a top priority,” he said. “To that end, the American Jockey Club will continue to use our human and financial resources to protect the integrity of the game and to grow the sport. And we enthusiastically support the work of HISA, which we believe will help the sport in America…”

Despite his concerns, Janney said he believes the are plenty of reasons for optimism when it comes to U.S. racing.

“In a lot of ways, American racing is very much on the upswing and again leading the world in many important measurements,” he said.

Those measurements, he said, include rising handle totals, expanded TV coverage, booming horse sales and the ever-increasing popularity of meets like Del Mar and Saratoga and the major events like the Triple Crown races and the Breeders' Cup.

Following a discussion of HISA, several experts were interviewed on the subject of fan engagement. Tony Parker, the former NBA star who has become a prominent Classic-winning Thoroughbred owner in his native France, said racing needed to convey a message that it is not just a sport for the wealthy.

“Everyone, the vision they have of horse racing is that it's for billionaires,” said Parker. “They think normal people can't come into the horse world. It really is the total opposite. How can we change that image and get everyone involved? Use social media and try to do different stuff. I want to bring something different and try to make it more fun for younger people for people to come and watch horse racing.

“My friends, because I am on social media, they are like, 'Okay, how do you go into this world?' If you are worried about it or you think it's too much money, just start with 5%. Go slow and you can learn the horse world. We have to do a lot more if we want a bigger audience. You have to go to them and promote it.”

Near the end of the conference, Carly Dixon, Executive General Manager, Stakeholder, Customer & Corporate Affairs, Racing Victoria, presented on the upcoming 39th Asian Racing Conference (ARC), which will be held in Melbourne in February 2023.
