										<content:encoded><![CDATA[<p>The Racing Medication and Testing Consortium (RMTC) has suspended its accreditation of the University of Kentucky's Equine Analytical Chemistry Laboratory, according to the RMTC's executive director, Michael Hardy.</p>
<p>This follows news last week that the Horseracing Integrity and Safety Authority (HISA) and Horseracing Integrity and Welfare Unit (HIWU) have <a href="https://www.thoroughbreddailynews.com/hisa-hiwu-open-investigation-into-uk-lab/">opened an investigation </a>into the UK Laboratory's performance, and that the agencies were cooperating with the university's own investigation into the matter.</p>
<p>The university is also conducting an ongoing personnel investigation relating to former lab director Scott Stanley and that &#8220;Dr. Stanley was not permitted to be in direct communication with the other staff at the laboratory,&#8221; HISA and HIWU wrote in a joint statement last week.</p>
<p>According to Stanley, he stepped down as the UK Lab's director at the beginning of March and has been reassigned within the university. <em>Blood-Horse </em>reported that he had been &#8220;removed&#8221; from the position.</p>
<p>HIWU stopped sending samples to the UK Lab on Feb. 16. Prior to that, the laboratory had been one of six drug testing facilities used under HISA's Anti-Doping and Medication Control (ADMC) program. According to the RMTC's Hardy, his organization alerted the University of Kentucky to the RMTC's laboratory accreditation suspension on Mar. 11.</p>
<p>When asked what specific developments had prompted the RMTC to take this action, Hardy pointed to the <a href="https://rmtcnet.com/wp-content/uploads/LabAccr4_Lab-Code-of-Standards-v4.0.pdf">RMTC's laboratory code of standards, section 2.4.9.2</a>.</p>
<p>The document outlines 10 possible considerations that may prompt the RMTC to suspend its accreditation of a laboratory:</p>
<ul>
<li>Accreditation suspensions by international lab oversight bodies.</li>
<li>Failure to take appropriate corrective action after unsatisfactory performance either in routine Analytical Testing or in proficiency testing.</li>
<li>Failure to comply with any of the requirements or standards listed in an <a href="https://ilac.org/latest_ilac_news/revised-ilac-g7-published/">international laboratory accreditation cooperation document</a>.</li>
<li>Failure to cooperate with the RMTC or the relevant State Horse Racing Authority in providing requested documentation.</li>
<li>Lack of compliance with the RMTC Laboratory Code of Ethics.</li>
<li>Major changes in key staff without proper and timely notification to RMTC.</li>
<li>Failure to cooperate in any RMTC enquiry in relation to the activities of the Laboratory.</li>
<li>Non-compliances identified from laboratory on-site assessments.</li>
<li>Loss of financial and administrative support jeopardizing the quality and/or viability of the Laboratory.</li>
<li>Material breach of contractual obligation to a State Horse Racing Authority.</li>
</ul>
<p>Hardy declined to elaborate on the nature and severity of the issues identified by the RMTC with operations at the UK Lab. Hardy wrote, however, that &#8220;the Horserace Testing Laboratory Committee (HTLC) will, upon receipt, review the laboratory's response and associated corrective actions. Accreditation will not be restored until the laboratory is in full compliance with the Code.&#8221;</p>
<p>According to the RMTC's code of standards, the &#8220;period and terms&#8221; of the suspension shall be proportionate to the &#8220;seriousness of the non-compliance(s) or lack of performance and the need to ensure accurate and reliable drug testing of Horses.&#8221;</p>
<p>The RMTC can suspend accreditation for a period of up to six months, according to the code of standards, during which time any problems must be &#8220;corrected, documented and reported&#8221; to the RMTC at least six weeks before the end of the suspension period.</p>
<p>&#8220;Delay in submitting the proper corrective actions may lead to an extension of the Suspension period,&#8221; the code of standards explains. If the problems are not rectified, laboratory accreditation will be revoked, the document states, &#8220;unless an extension, not to exceed two (2) months, is granted by the RMTC.&#8221;</p>
<p>In a brief phone interview with the <em>TDN</em>, Hardy added that the RMTC has been &#8220;very pleased with the response and communication with executive staff at the University of Kentucky regarding the laboratory and have been assured that they are proactively seeking to redeem those requirements.&#8221;</p>
<p>Since Feb. 16, all samples collected in Kentucky and Florida that previously would have been analyzed by the UK Lab have been redirected to Industrial Laboratories in Colorado.</p>
<p>The <em>TDN</em> has reached out to the University of Kentucky for comment. The story will be updated as necessary.</p>
<p>According to a HIWU spokesperson, both agencies were &#8220;not party&#8221; to the RMTC's decision to suspend its accreditation of the UK Lab.</p>
<p>&#8220;Pending implementation of the HISA Equine Analytical Laboratory (HEAL) accreditation standards, a laboratory must be accredited by the RMTC to be eligible for consideration as one of the ADMC Program labs,&#8221; the HIWU spokesperson wrote.</p>
<p>Lab accreditation is only one prong of the RMTC, which is also involved in the <a href="https://rmtcnet.com/">research, education and advocacy </a>of horse racing's anti-doping and medication control programs.</p>

										<content:encoded><![CDATA[<p>The 11th Welfare and Safety of the Racehorse Summit will be held June 25 from 9 a.m. to 5 p.m. in the Longship Room at Kroger Field on the campus of the University of Kentucky. The event, which is free and open to the public, will be co-hosted by the University of Kentucky Martin-Gatton College of Agriculture, Food and Environment and The Jockey Club.</p>
<p>Annise Montplaisir, equine education coordinator of the Kentucky Equine Education Project Foundation and president of Amplify Horse Racing, will emcee the event, which will be livestreamed.</p>
<p>Topics for the summit include a presentation by Dr. Tim Parkin on the latest statistics from the Equine Injury Database, work being done by state veterinarians, harmonizing pre-race inspections, track surfaces, and other issues affecting horse safety.</p>
<p>&#8220;Keeneland has always been a great host. When its construction coincided with this year's summit, Dr. Nancy Cox, dean of the University of Kentucky Martin-Gatton College of Agriculture, Food and Environment, immediately stepped up to host the summit,&#8221; said Jamie Haydon, president of Grayson-Jockey Club Research Foundation and deputy executive director of The Jockey Club. &#8220;Dr. Cox and UK have been great partners with The Jockey Club and Grayson on multiple projects, and we look forward to working with them on our 2024 summit. I am certain they will be an excellent host.&#8221;</p>

										<content:encoded><![CDATA[<p>With a strong first day program which ran the gambit from the centrality of horse racing's societal license to the destructive use of xylazine to an update from the Horseracing Integrity &amp; Welfare Unit, horse racing investigators at the annual Organization of Racing Investigators were immersed in some of the most pressing issues affecting the sport.</p>
<p>Hosted by Parx Racing and sponsored by everyone from Keeneland to the Breeders' Cup, over 100 specialists who protect racetracks in America and several other countries, listened, asked questions and made connections, all in the service of equine athletes.</p>
<p>As one investigator said about why he was in attendance, &#8220;We are here to protect those who cannot protect themselves and being in a room with like-minded individuals on our 24/7 mission is how we stay ahead.&#8221;</p>
<p>Each year conference participants swap tradecraft and those conversations lead to communication which crosses jurisdictions. It is a network behind the scenes, and that is why industry afficionados and the public do not necessarily have the opportunity to see the machinery at work.</p>
<p>&#8220;What we talk about here isn't secret, but our members need to have a degree of anonymity as they liaise with various groups of law enforcement, and that is one of the reasons why we don't open this conference to just anyone,&#8221; said this year's conference chairman Jason Klouser.</p>
<p>The morning sessions included several case studies about a variety of topics including horse welfare and how investigations have yielded important results. Members of the FBI's Philadelphia Office presented how xylazine used to sedate horses can enter the drug trade on the street illegally.</p>
<p>A highlight was the University of Kentucky's Dr. Camie Heleski, who spoke about the need for all horse sports to improve their optics by directly addressing its societal license to operate.</p>
<p>In other words, developing categorical areas to focus studies like recognizing physical and emotional stress in horses, what happens to them during the other 23 hours in a day when they are not performing and how tack and equipment can be used differently to improve the overall health of the sport.</p>

<p>HIWU's Shawn Loehr and Shaun Richards gave an update concerning their investigative operations. The pair now have four investigators on staff, along with a pair of analysts, and they will be adding more soon. Concerning states that do not have a voluntary agreement with HIWU&#8211;like New York or Oklahoma&#8211;they explained how they have come to rely on independent contractors and that their developing relationship with ORI members continues to be significant to their operations.</p>
<p>&#8220;Our mission is to catch doping, protect the horses, serve the Thoroughbred industry, and for instance, our 150 plus barn searches and tip lines continue to yield results,&#8221; Loehr said. &#8220;ORI is such a valuable resource and being able to talk with them during this conference is essential to our mission.&#8221;</p>
<p>During the evening, which shifted venues from the Parx racetrack to the casino, an awards banquet included the<em> TDN's </em>CEO/Publisher Sue Finley, who delivered the keynote over the power of integrity and the precarious position news outlets find themselves in when it comes to coverage of horse racing.</p>
<p>&#8220;Some organizations and individuals accuse us of being pro-HISA,&#8221; said Finley, speaking about the importance of independent journalism in horse racing. &#8220;The only thing we're accused of more? Is being ANTI-HISA. Sometimes, we write an article which generates complaints from some that we are pro-HISA, while others write us and say we're showing an obvious anti-HISA bias. All from the same article.&#8221;</p>
<p>The first day activities ended with the awarding of the organization's most prestigious honor which is named for longtime investigator John F. Wayne. The lifetime membership award went to Tampa Bay Downs's Deanna Nicol.</p>

										<content:encoded><![CDATA[<p>The Horse Racing Integrity and Safety Authority (HISA) on Thursday released the report covering its investigation of the rash of fatalities that occurred during the 2023 Saratoga meet. The report found some factors that may have contributed to the fatalities, while also concluding that there was no link that covered all 14 deaths.</p>
<p>&#8220;This report concludes that there are a multitude of risk factors that likely contributed to the fatalities during the 2023 Meet. These findings will drive HISA's data collection, recommended racetrack practices and regulatory scheme going forward.&#8221; the report concluded.</p>
<p>HISA examined several factors, including the racetrack surfaces, the potential impact of weather, the veterinary histories of the horses that broke down and the necropsy reports that were done following their deaths, the exercise history of each horse and a review of any potential HISA rule violations that may have contributed to the injuries.</p>
<p>The closest HISA came to pointing a finger at one particular factor was its conclusion that weather may have played a role. It was a particularly wet meet at Saratoga with 11.03 inches of rain coming down during the racing season. In 2022, 7.76 inches of rain fell.</p>
<p>&#8220;&#8230;the significantly increased rainfall during the 2023 Meet compared to previous years cannot be overlooked and available data suggests that the rainfall could have played a role in the increased risk of fatal injury during the 2023 Meet,&#8221; the report read. &#8220;HISA is working cooperatively with the Racing Surfaces Testing Laboratory to collect and analyze additional track surface data to better understand the effects of weather on racetrack maintenance.&#8221;</p>
<p>Three of the 11 horses that suffered  fatal musculoskeletal injuries received corticosteroid injections in the affected joint within 30 days of racing. HISA is in the process of trying to change its rules regarding corticosteroids so that they cannot be injected into a horse within 30 days of it racing.</p>
<p>HISA also discovered that there may be red flags associated with horses who undergo an excessive amount of exercise.</p>
<p>&#8220;&#8230;an analysis of the exercise histories of the deceased horses showed that horses having participated in more frequent high intensity exercise and furlongs were 2.5 times more likely than the control group to be injured.&#8221;</p>
<p>The report also found that one of the horses that suffered a fatal injury was on the veterinarians list as unsound at the time of the injury. Two others had previously spent time on the vets list.</p>
<p>Following the report, NYRA Vice President for Communications Pat McKenna issued a statement, which read: &#8220;Continuously improving equine safety is a fundamental responsibility shared among racetrack operators, regulators, trainers, breeders and owners. HISA's review of the 2023 summer meet at Saratoga Race Course enhances our understanding of the myriad factors that may contribute to injuries sustained during training or racing.&#8221;</p>
<p>&#8220;To prevent serious injuries before they happen, NYRA is embracing science and technology to provide veterinarians and trainers with the tools necessary to identify underlying conditions and further reduce the frequency of equine injuries. Beyond the adoption of biometric wearables and artificial intelligence, NYRA is working with the University of Kentucky and Racing Surfaces Testing Laboratory to expand our understanding of how weather conditions impact racetrack performance. Ensuring the safety of horses and jockeys competing on the NYRA circuit is our highest priority, and we thank HISA for investing the time and resources to develop an informative review of the 2023 summer meet.&#8221;</p>

										<content:encoded><![CDATA[<p>When Dr. Emma Adam took on the role of equine outreach veterinarian in 2018, the University of Kentucky's Department of Veterinary Science hoped that the renewed position could continue to bridge the gap between their research and diagnostic laboratories and the industry that they serve.</p>
<p>With five years now under her belt in the role, Adam is pleased with the strides that have been made in fostering relationships with the equine community&#8211;particularly within the Thoroughbred business in Central Kentucky&#8211;and she is optimistic that those connections will lead to further advancements in the coming years.</p>
<p>While Adam's role encompasses outreach for both UK's Maxwell H. Gluck Equine Research Center and the Veterinary Diagnostic Laboratory, she said the Diagnostic Lab has always been more outward facing by nature so her initial goal was to bring more external emphasis to the research center.</p>

<p>&#8220;Our entire community wants to be better connected with our industry stakeholders, but bandwidths can limit that reality,&#8221; Adam explained. &#8220;I think everyone recognized the need for someone who had practice and industry experience and could bring that to the Gluck Center to connect it with what we do within the building. Researchers are so busy trying to fund their projects and write papers that the time available to get out there and interact with our industry was getting less and less. We needed to take a step back and say, 'What do we need to do to remain connecting  what is happening in our industry with what is happening in our academic community and vice versa, so that we can help each other?'&#8221;</p>
<p>Adam's background in racing has served her well in her position, which was spearheaded by Nancy Cox, UK's Vice President for land-grant engagement and Dean of Martin-Gatton College of Agriculture, Food and Environment. A native of Newmarket, England, Adam was immersed in the racing and breeding industry from a young age as she grew up on a commercial farm and was first familiarized with the racing side of the business when she worked for champion trainer Sir Michael Stoute. As a practicing veterinarian, she worked in various racing and breeding-related positions around the globe before deciding to return to academia and earn her PhD at UK's Department of Veterinary Science. From there, she stepped into her current role.</p>
<p>Making connections with farm managers and veterinarians has proven to be invaluable as Adam has worked to get the word out on the Gluck Center's mission and increase awareness among owners and breeders on the resources that the research center has to offer.</p>
<p>&#8220;Our research community is brilliant, but reaching them is sometimes difficult,&#8221; Adam admitted. &#8220;We have a fantastic network here through the Consignors and Commercial Breeders Association, the Kentucky Thoroughbred Farm Managers Club and our veterinary community. While we'd always love for it to be bigger, we're developing a stronger network of people that know we're here to help.&#8221;</p>

<p>When breeders have issues arise, such as pregnancy loss, the Gluck Center's team coordinates with the Diagnostic Lab, veterinarians and farm managers to investigate those problems.</p>
<p>&#8220;We will go through lots of different parameters with the veterinarian and the farm manager and take some colleagues that might help with such things as examining the pastures,&#8221; Adam explained. &#8220;We'll do hay, soil and water analysis, and examine records for each mare. We'll work closely with our colleagues in the Diagnostic Lab so we can connect any dots that might be available to look at from the perspective of those unfortunate pregnancy losses.&#8221;</p>
<p>&#8220;We may not always arrive at an answer, but along the way we'll have often found out some other things that we can be more vigilant for,&#8221; she continued. &#8220;Those things might include checking to make sure that we're testing our pastures for things like tall fescue or trying to avoid stress when moving mares to different pastures. Everybody brings something to the table and we chew it all over and see if we currently have what we think is the best possible plan for that farm and then offer help to implement it if we can.&#8221;</p>
<p>Adam stressed that confidentiality and trust are important aspects of the work they do with commercial breeding farms.</p>
<p>&#8220;We have very strict confidentiality obligations and we take them very seriously,&#8221; she said. &#8220;All samples and veterinary and farm interactions are completely confidential. We recognize that it is vital that people can trust everything we do, not only with the quality of our science but in how we handle those interactions. We're very fortunate that people are generous with their information and we respect that they have entrusted us with it.&#8221;</p>
<p>Building relationships with more breeding farms throughout Central Kentucky has been an ongoing goal that Adam said she believes will lead to mutually beneficial results for both the research center and breeders.</p>
<p>One example of how this reciprocity has led to research findings is in the Gluck's studies on nocardioform placentitis, a cause of late-term abortions and perinatal deaths. Recent studies on this disease have been made possible in large part by the samples researchers have received from local farms. Efforts are ongoing with the goal of developing an early-warning diagnostic test for the condition and better understanding how and when mares are exposed.</p>
<p>The breeding industry supports the Gluck not only in supplying samples, but on occasion, in providing much-needed financial support. When a rash of neonatal foal diarrhea broke out in the spring of 2021, the general consensus was that the cases behaved like Equine Rotavirus A, however diagnostic tests were coming back negative. Upon closer examination, UK virologists Drs. Feng Li and Dan Wang were able to perform genomic sequencing on samples to determine that a new strain of Rotavirus had emerged.</p>
<p>The Kentucky Thoroughbred Association, Kentucky Thoroughbred Owners and Breeders Foundation, The Grayson-Jockey Club Research Foundation, Coolmore America, Consignors and Commercial Breeders Association and the William S. Farish Fund provided gifts to develop a research plan to develop a vaccine. This summer, work is being done to test new vaccine candidates that are hoped will provide protection to foals against Equine Rotavirus B.</p>
<p>&#8220;That is a perfect example of how our industry is really trying to help itself by helping us,&#8221; said Adam. &#8220;We're very fortunate to have a relationship where they recognize that we're here and trying to help and where they support us in that effort because there is so little money for equine research. When it comes to things that are a bit more niche like foaling mares, it is even harder to get funds to do the kind of work that is relevant to our industry.&#8221;</p>
<p>Adam explained that the concentration of mares bred and foaled in Central Kentucky can oftentimes lead people to falsely believe that the area has more problems than other places. Instead, she described how the community's outstanding veterinarians and farm managers endow the region with a culture of constant vigilance and a drive to understand every problem encountered.</p>
<p>&#8220;Everything is so close here,&#8221; she shared. &#8220;You don't have to drive more than an hour from any of these farms to get to our world-class Veterinary Diagnostic Lab that sees probably more horses and horse samples than any lab globally. What that means is we're able to, as best as we possibly can, explore and understand what happened and how can we might prevent it in future. That is not something that a lot of other places can access so easily.&#8221;</p>
<p>Moving forward as a growing number of local farms have started utilizing the Gluck's resources, Adam's next goal is to develop ways to gather data each year from surveys and surveillance sampling.  These findings will be used to build profiles of how data is changing over time. The Veterinary Diagnostic Laboratory website collates some of these data, but Adam said she wishes to extend the survey to the farm level.</p>
<p>&#8220;We can take that data gathering further in asking our stakeholders to help us generate information on the things we deal with on a farm level&#8211;for example, pregnancy losses, red bag deliveries, foal diarrhea cases, yearling respiratory disease and so the list goes on,&#8221; she explained. &#8220;These data are absolutely essential to inform and direct our research not just at the local level here in the department, but from the perspective of being able to go out there and fight for the funding from the grant agencies to get that research done.&#8221;</p>
<p>Embarking on such a project is only possible with the collaboration of the entire Thoroughbred breeding industry in Central Kentucky, but Adam said she is counting on both the relationships that are newly formed and in others that have flourished over the years.</p>
<p>&#8220;The Department's footprint in our community continues to grow and that is a culture all of us in the University are keen to expand,&#8221; she said. &#8220;Taken together we have extraordinary natural and human resources here in Kentucky to serve and support our industry locally and worldwide.&#8221;</p>

										<content:encoded><![CDATA[<p>Keeneland Library Director Becky Ryder will retire as of Oct. 31, 2023, following better than a decade at the helm of the Thoroughbred information repository and public research facility, and Roda Ferraro, who formerly served as Head Librarian at Keeneland Library and recently curated its popular<em> The Heart of the Turf: Racing's Black Pioneers</em> exhibit, has been named her successor. Ferraro will serve as the incoming Library Director effective immediately and will work alongside Ryder as she transitions to retirement this fall.</p>
<p>Ryder began her career as a college student working in the Music Library at the University of Virginia. She moved to Lexington for Library School at the University of Kentucky and soon became Head of Preservation Services at the UK Libraries, where she served for 18 years before joining Keeneland. Among the highlights of her tenure as Keeneland Library Director, Ryder oversaw the conversion of a manual card catalog into an online catalog system, which offered the opportunity to implement the Library of Congress shelving system. She initiated the <em>Daily Racing Form </em>Preservation Project while at the University of Kentucky, and with help from interns from UK's School of Information, Keeneland Library continued to make progress toward moving its extensive <em>DRF </em>collection online. Ryder established a framework for Keeneland's Digital Library and hopes to launch the collections by fall of 2023.</p>
<p>&#8220;During my career, I've had the good fortune to have had positions that I truly loved: music, books, photographs, travel, book and paper conservation, digital library development and the rich history of Thoroughbred racing,&#8221; said Ryder. &#8220;I have to say that the 13 years working with the Keeneland family have been the very best in my professional lifetime.&#8221;</p>
<p>In her new role, Ferraro brings more than 20 years of experience leading, assessing and promoting library, museum, research and educational services, highlighted by her work with Keeneland Library and the National Museum of Racing and Hall of Fame in Saratoga Springs, New York, since 2014.</p>
<p>&#8220;I am grateful to be back home at Keeneland Library,&#8221; Ferraro said. &#8220;I have connected the public, students and faculty to research and education services at several libraries, museums and universities, but I have never worked with patrons as dedicated and passionate as those I am privileged to engage with every day at Keeneland Library. It has been a joy to build relationships with industry and community partners over the past 10 years, and I look forward to cultivating new collaborative efforts with industry stakeholders as we move the Library forward.&#8221;</p>
<p>Said Keeneland President and CEO Shannon Arvin: &#8220;Keeneland Library's role in preserving Thoroughbred racing's storied history and making it accessible to fans worldwide is incredibly important to Keeneland. Becky and Roda have both been dedicated stewards of this legacy, using technology, innovation and creativity to advance the Library's goal of being a true public service institution. We thank Becky for expertly guiding the Library through a decade of key expansion and preservation efforts and look forward to continued growth, particularly in education and outreach, under Roda's oversight.&#8221;</p>

										<content:encoded><![CDATA[<p>Dr. Michael &#8220;Mick&#8221; Peterson, Jr. is the executive director of the independent Racing Surfaces Testing Laboratory. He is a mechanical engineer who is widely considered the preeminent track surface specialist in North America.</p>
<p>His team has conducted the ongoing testing at Churchill Downs, and it will be tasked this week with being sure Ellis Park is ready to handle a race meet in expedited fashion while also helping out with the continued surface analysis at Churchill.</p>
<p><em>TDN</em> spoke with Peterson early Friday evening in the wake of the 12 horse deaths at Churchill that caused that track's corporate ownership <a href="https://www.thoroughbreddailynews.com/rest-of-churchill-downs-meet-moved-to-ellis-park/">to move a portion of its remaining spring meet to Ellis</a>, which has not hosted racing since last summer. An edited version of that conversation follows.</p>
<p><strong>TDN</strong>: Please describe your team's role, what's been done so far at Churchill, and what are the next steps at both Churchill and Ellis.</p>
<p><strong>MP</strong>: I'm a professor at the University of Kentucky, and the university has set up with the racing industry to allow me to spend half of my time running the non-profit Racing Surfaces Testing Laboratory in Lexington. We now have six full-time people, and we work for the Horseracing Integrity and Safety Act (HISA) Authority doing testing. We also work for racetracks doing testing, and we do materials testing. Our standards, quite a few of them, have been adopted as international standards. Others, we're working on getting them accepted as international standards.</p>
<p>Our next priority is to do anything we can to help Churchill, and to evaluate the Ellis surface for HISA, because we're moving there and we need to make sure, to the extent that we can, that [Ellis is ready and safe to race].</p>
<p>We've got this really systematic &#8220;pre-flight&#8221; process we go through before each race meet. We did our testing 2 1/2 months ago to get ready for the Churchill race meet, and then we repeated it after [GI Kentucky] Derby week. It involves ground-penetrating radar, biomechanical surface testing, and we measure grades.</p>
<p>At the start of the race meet, everything looked good. It looked good after the Derby, too. We just didn't see anything out of whack.</p>
<p>I'm not going to pretend we know everything. That's not a part of what we're doing. We can work on consistency. But we've still got a lot to learn about safety. And that's really the wonderful thing about HISA. We're going to be doing this now at a [nationwide] scale, and it won't depend on who the general manager [at any given track] is. It will be every [track] just does the same thing.</p>
<p>So I've been thinking we're on the cusp of something good. And then the [12 fatalities at Churchill] happen, and it just makes you think, &#8220;What don't we know? What are we missing?&#8221;</p>
<p><strong>TDN</strong>: What's next?</p>
<p><strong>MP</strong>: At Churchill, we'll go back and I suspect we'll do some more testing. [<a href="https://lanesend.com/westcoast" class="horse-link">West Coast</a> track surfaces consultant] Dennis Moore has finished up [a round of testing this week], and I just talked to him right before you called, and we're just making sure we understand everything that we're looking at. He hasn't found anything of any note there. But we're going to keep looking.</p>
<p>What we're scheduling now [at Churchill] is the same testing we do for every other racetrack. We'll be doing 72 tracks this year according to the schedule. And we'll be doing the same thing at Ellis. Ellis was on the schedule for next week anyway. We're just going to [expedite] it, and if we find anything, we'll fix it. It's a seasonal track, so it's got its own set of challenges. My understanding is that before the announcement, [Churchill representatives] were over there [to try to figure out if Ellis] was ready.</p>
<p>I think [moving the meet to Ellis] is a good thing. We've got to figure out what was going on [at Churchill] and look at everything. And I don't mean just the track: Horse population, the history of the horses, et cetera.</p>
<p><strong>TDN</strong>: Ellis hasn't hosted racing since last summer. Most dormant dirt tracks get rolled and compacted when not in use, then gradually get opened up with harrows prior to the meet starting. Where are they in that process?</p>
<p><strong>MP</strong>: I don't know. We need to follow up. We just got the announcement [Friday]. But keep in mind that Del Mar, which incidentally, is a dirt track that has been the safest major track in North America for the last couple of years, they've got the [San Diego County Fair] on that [compacted] surface until like a week and a half before [racing begins].</p>
<p>What we generally say is the trick is to do three days of simulated racing, [which can be condensed into] a 24-hour period. We're talking watering, harrowing [and that repeated cycle]. That's how we make sure that the track is fully set up. Dennis Moore is the one who has probably perfected that.</p>
<p><strong>TDN</strong>: Back in 2014-15, when Aqueduct had a spate of 12 catastrophic fatalities, <em>TDN</em> <a href="https://www.thoroughbreddailynews.com/vets-weigh-in-on-aqueduct-breakdowns-shared-archive/">interviewed several veterinarians</a> who suggested that absent of any identifiable problems, the deaths could be explained statistically as a &#8220;bad run of numbers.&#8221; That can make mathematic sense, but the theory tends not to go over well when people are demanding quick answers and causes. Could that be the case at Churchill?</p>
<p><strong>MP</strong>: Remember, I'm not a veterinarian. I'm not even close. I'm a PhD engineer. But I'm pretty good with numbers. [And] if you look at this, this absolutely [could be what the New York vets] were talking about.</p>
<p><strong>TDN</strong>: You've been working on track safety for the better part of three decades. Given the more intense focus on horse deaths, do you find increased pressure to come up with &#8220;magic bullet&#8221; types of answers to difficult, multi-factorial problems?</p>
<p><strong>MP</strong>: The comparison that I like to make is that what I do is like the National Transportation Safety Board when they have a train derailment. I'm one of the pieces that goes into the puzzle for them to understand it so they can respond and do the analysis. But it isn't going to be just one piece. It's going to [involve] necropsy results. The drug testing. The past performances of the horses. The training history. All those pieces fit together, and then that's what a good post-mortem exam is going to look like.</p>
<p>It doesn't happen quickly, and it's probably way slower than it should [be], which is something that I think HISA has got to focus some effort on. But my role is to give them the track part of it. I think we've gotten to where we do a better job at that than we did. I'm not 100% satisfied. But we're working on it.</p>
<p><strong>TDN</strong>: What, specifically, are you working on that could be a future game-changer?</p>
<p><strong>MP</strong>: We have a prototype of a sensor that goes on the harrow, and it will give us moisture content and cushion depth in real time between every race. That really will be a &#8220;black box&#8221; that goes with the overall process. [Think of] our pre-meet testing as the pre-flight checklist. As we go forward, our goal is to make [the sensor] the black box [like the one that records in-flight data]. That's where we're headed. For better or worse, these are the sorts of events that [spur] progress.</p>

										<content:encoded><![CDATA[<p>Ed Brown Scholars, Jordyn Elder and Jaida Alee, have been placed as student interns at Keeneland, and Ed Brown Fellow Timothy Campbell, Jr. has been placed as a Keeneland Library Associate as the partnership between Keeneland and the Ed Brown Society continues to develop in its first year.</p>
<p>Alee is a sophomore at the University of Kentucky, majoring in Equine Science and Management and Elder is on schedule to graduate with honors, from Kentucky State University in May of 2023, with a Bachelor of Science in Business Administration.</p>
<p>Campbell is a December 2022 graduate of the University of Kentucky, with a Master of Arts in History.</p>
<p>Plans and preparations are also underway for the inaugural Ed Brown Race Day at Keeneland, scheduled for Apr. 23.</p>
<p>The Ed Brown Society celebrates the rich history of African-Americans in the equine industry while creating opportunities for young people of color to gain industry exposure, training and experience, through academic scholarships, development programming and professional internships.</p>
<p>&#8220;We are very happy about the strides we are making in year one of our partnership with Keeneland,&#8221; said EBS President Ray Daniels. &#8220;Facilitating these opportunities for Jaida, Jordyn and Timothy will undoubtedly further their journeys toward successful career placements within their respective disciplines. <p>&#8220;The reaction that we have gotten has been incredible,&#8221; Hancock shared. &#8220;The Tweet that we sent out has over 500,000 impressions, so it literally went viral. It was cool to see other outlets that aren't necessarily in the horse industry pick it up. We are always trying to find new fans and when we can cross sports like this, getting football fans focused on racing and racing fans watching football, it works out really well for both sports. It has been a perfect synergy of our brands with what we are looking to do.&#8221;</p>
<p>Set to take the field this fall for his second season as QB for the Wildcats, Levis talked about the opportunities this deal has provided not only for himself and <a href="https://claibornefarm.com/stallions/war-of-will/" class="horse-link">War of Will</a>, but for the Thoroughbred industry at large.</p>
<p>&#8220;[Horse racing] is so pertinent to Kentucky's economic success,&#8221; he said. &#8220;To bring eyes to the industry and to the people that are a part of it has been really cool. You're getting not only the eyes of people in the horse industry and Kentucky football fans, you're expanding the possibilities for fans from brand new demographics because of the uniqueness of the deal and the amount of people that picked up on it. Regardless of if you have interest in horse racing or football, it's still a cool story to read about.&#8221;</p>
<p>Levis, who threw for 2,826 passing yards and 24 touchdowns last year to lead UK to one of its most successful seasons on record, has quickly developed an interest in, and perhaps even a bit of a passion for, the sport of horse racing since his move to Lexington. He has already made several visits to Keeneland and this year, attended his first Kentucky Derby.</p>
<p>Asked if he had any desire to someday get further involved in the industry, Will responded enthusiastically. &#8220;100%. It's definitely something I want to keep myself involved in one way or another. I still have a lot to learn and I still have just a very surface-level knowledge of the sport, but I'm going to keep dipping my feet in and learning as much about it as I can because it's so interesting. There's a lot of money in it too, and that's not the main reason behind my interest, but while I'm here I have to take advantage of it.&#8221;</p>
<p>Later in the conversation, Hancock shared how he envisions the future of other stud farms potentially partnering with athletes in the N.I.L. space, and both Levis and Hancock discussed how each of their family legacies played a roll in building their own success.</p>

										<content:encoded><![CDATA[<p>The University of Kentucky Ag Equine Program's Wildcat Wrangler equine student ambassador team has selected Blue Grass Farms Charities (BGFC) as their agency of choice for the semester for community service.</p>
<p>Club members will host a 'canned food, cleaning and hygiene' drive from Feb. 14-25 and will be collecting 'springtime' toys for farm children to play with outside on sunny days.</p>
<p>&#8220;We cannot wait to start collecting donations and distributing them to the community while connecting with the equine industry,&#8221; said sophomore Jen Zimmerman, a 'Wildcat Wrangler' in the UK equine science and management program.</p>
<p>From Feb. 28 through Mar. 3, the Wildcat Wranglers will meet at the charity to deliver food from Lexington's 'God's Pantry' distribution center to area farms and plan on restocking and organizing the pantry. Farms participating include Mill Ridge, Dixiana Farm and Don Alberto.</p>
<p>&#8220;There are days when you just can't reach everyone,&#8221; said Julie Kwasniewski, director of BGFC. &#8220;But then there's outreach of love and support like this, which brings hope to our farm families who work so hard keeping the horse and land healthy and safe.&#8221;</p>
<p>The mission of the BGFC is to provide health and human services to those working in the Thoroughbred industry in Central Kentucky. The BGFC pantry is open Tuesday through Thursday.</p>
