										<content:encoded><![CDATA[<p><span>A bipartisan group of federal lawmakers reintroduced legislation to permanently ban horse slaughter in the United States and end the current export of American horses for slaughter Tuesday. Sponsored by U.S. Sens. Robert Menendez, D-N.J., Lindsey Graham, R-S.C., Sheldon Whitehouse, D-R.I., and Susan Collins, R-Maine, the Save America's Forgotten Equines (SAFE) Act is supported by leading animal welfare groups, including the ASPCA (The American Society for the Prevention of Cruelty to Animals), the Animal Welfare Institute, the Humane Society of the United States, the Humane Society Legislative Fund, and Return to Freedom Wild Horse Conservation.</span></p>
<p>&#8220;The gruesome practice of slaughtering horses for food has no place in the United States, and it's well past time for Congress to say once and for all that horsemeat is not what's for dinner,&#8221; said Sen. Menendez. &#8220;Horses are routinely treated with drugs that are dangerous for human consumption and do not belong in our nation's food supply. Our bipartisan legislation will help put an end to the cruel and inhumane slaughter of horses while protecting families from toxic horse meat and safeguarding the reputation of the U.S. food industry worldwide.&#8221;</p>
<p>&#8220;Horses hold a special place in our history and culture, and the practice of slaughtering them to satisfy foreign appetites simply does not reflect the admiration we have for these animals,&#8221; said Sen. Collins. &#8220;In an effort to protect horses, this legislation would deter the transport or purchase of horses for human consumption.&#8221;</p>
<p>&#8220;The overwhelming majority of Americans oppose horse slaughter for human consumption and the ASPCA is working resolutely to solve equine welfare issues on the ground, but we cannot fully succeed while the slaughter pipeline remains open,&#8221; said Nancy Perry, senior vice president of Government Relations for the ASPCA. &#8220;We thank Senators Menendez, Graham, Whitehouse, and Collins for their leadership on this bill, and urge Congress to pass the SAFE Act to finally end this cruel, unnecessary practice and provide protections to American horses and the people who love them.&#8221;</p>
<p><span> The SAFE Act was </span><a href="https://www.thoroughbreddailynews.com/u-s-senate-ignores-horse-slaughter-issue/">previously excluded</a><span> from the infrastructure bill that passed the senate last month. Earlier this year, U.S. Reps. Jan Schakowsky, D-Ill., and Vern Buchanan, R-Fla., introduced the SAFE Act (H.R. 3355) in the U.S. House of Representatives, which has not yet voted on the aforementioned infrastructure bill.</span></p>

										<content:encoded><![CDATA[<p><span>An amendment that would ban the transportation of horses across state lines or to Canada or Mexico for slaughter for human consumption passed the U.S. House of Representatives Thursday. The amendment is part of the Investing in a New Vision for the Environment and Surface Transportation in America (INVEST) Act, bipartisan legislation supported by President Joe Biden that now moves to the Senate for consideration.</span></p>
<p>The amendment, which would effectively ban horse slaughter in the United States if it becomes law, was sponsored in the House of Representatives by Troy Carter (D-LA), Brian Fitzpatrick (R-PA) and John Katko (R-NY) and was supported by a number of U.S. Thoroughbred industry organizations, including the National Thoroughbred Racing Association (NTRA). In a press release, the NTRA said it will advocate for the inclusion of the amendment as part of any final infrastructure bill passed by Congress.</p>

										<content:encoded><![CDATA[<p>In yet another move to showcase its commitment to horse welfare, the Pennsylvania Horse Breeders Association (PHBA) has announced its endorsement of an amendment that would ban the transport of American slaughter-bound horses across both state lines and over country borders. The amendment is scheduled to be on the U.S. House floor in coming weeks.</p>
<p>Led by U.S. Representatives Troy Carter, Brian Fitzpatrick, and John Katko, the amendment will be offered to the Investing in a New Vision for the Environment and Surface Transportation in America Act, H.R.3684. If passed into law, it would effectively ban horse slaughter in America. An estimated 30,000 horses are exported from America to be slaughtered each year, many of which are former racehorses or Thoroughbred breeding stock.</p>
<p>This endorsement is just the latest act in a series of pledges made by the PHBA towards equine welfare. The organization also supports the John Stringer Rainey Safeguard American Food Exports (SAFE) Act, and has a strict anti-slaughter code of ethics.</p>

<p>The SAFE Act, named for the late South Carolina philanthropist and former director of the Thoroughbred Retirement Foundation, is legislation that would permanently end the slaughter of American horses for human consumption in the United States and abroad. The American Society for the Prevention of Cruelty to Animals (ASPCA) and the Humane Society of the United States are among those supporting its passage.</p>
<p>At the time of the SAFE Act's introduction, PHBA executive secretary Brian Sanfratello said, “The SAFE Act is one of three items we are working on. The others are Pennsylvania-specific anti-slaughter legislation, similar to the SAFE Act, that would make it a misdemeanor for anyone who causes or transports a horse into the slaughter pipeline, as well as a PHBA code of ethics, with sanctions for anyone who is a member or registers horses with our organization and is found to be in violation of the Pennsylvania anti-slaughter measures.”</p>
<p>The PHBA's Anti-Slaughter Code of Ethics, which acknowledges it opposes slaughter in general but is focused on the safety and welfare of the Thoroughbred, states that it is a condition of PHBA membership that every applicant signs a pledge not to knowingly cause a Thoroughbred horse to be slaughtered. Violating the rule results in being sanctioned by the PHBA with a $1,000 fine for the first violation, a $5,000 fine for the second, and a fine as well as complete revocation of membership for five years after the third.</p>

										<content:encoded><![CDATA[<p>The Transportation and Infrastructure Committee of the U.S. House of Representatives has passed the Horse Transportation Safety Act (HTSA) as part of surface transportation legislation Thursday. The HTSA aims to ensure that horses are not subjected to dangerous and/or inhumane treatment during transport. It is expected to proceed to the House for a full vote later this summer.</p>
<p>The impetus for the HTSA was an accident many years ago in which a double-deck trailer carrying 59 Belgian draft horses overturned in Illinois, killing 19 of them. Double-deck trailers are not suitable for horse transport and are designed for shorter, stouter livestock, such as cattle and pigs.</p>
<p>&#8220;Cramming horses into double-deck trailers and hauling them over a long distance is dangerous and inhumane,&#8221; said Joanna Grossman, Ph.D., equine program manager and senior advisor at the Animal Welfare Institute. &#8220;Although a few states have already banned this practice, a federal prohibition is essential to protect both horses and motorists.&#8221;</p>
<p>The American Veterinary Medical Association recommends a clearance of between seven and eight feet for horses; double-deck trailers have ceiling clearance of four feet, seven inches to five feet five inches, which does not allow for horses to stand comfortably or fully extend their heads and necks inside. The U.S. Department of Agriculture banned the use of double-deck trailers for the purpose of transporting to slaughter in 2011. The HTSA would close the loophole that permits horse to travel in such vehicles across state lines.</p>
<p>&#8220;I'm pleased that the Horse Transportation Safety Act was incorporated in this morning's passage of the INVEST in America Act,&#8221; said U.S. Representative Steve Cohen (D-TN), one of three congressional leaders of the legislation. &#8220;These wonderful animals deserve to be transported in as humane a manner as possible. Double-deck trailers do not provide adequate headroom for adult horses, and accidents involving double-deck trailers are a horrendous reminder that the practice is also dangerous to the driving public.&#8221;</p>

Tonko's bipartisan national horse racing reform bill, H.R. 1754, the Horseracing Integrity and Safety Act, passed the U.S. House of Representatives today. The bill has long been co-led by Congressman Andy Barr (R-KY) and would designate the Horseracing Integrity and Safety Authority to design and implement uniform national horse racing medication and racetrack safety standards.</p>
<p>“After nearly six years working to advance this bipartisan legislation to modernize horseracing in the United States, we are at long last rounding the final turn,” Congressman Tonko said. “Our Horseracing Integrity and Safety Act puts the health and well-being of our equine athletes and jockeys firmly at the center of the sport, and delivers commonsense medication and track safety standards that will lift this noble sport to higher standards of integrity and safety. These long overdue reforms will help restore public trust in the sport and put it on a path to a long and vital future, supporting countless jobs and driving economic activity in communities across our nation. I thank my longtime collaborator and friend, Congressman Barr, for leading with me in this effort to restore integrity to this sport of kings. I urge my colleagues in the Senate to advance their companion legislation without delay and deliver it swiftly to the President to sign into law.”</p>

<p>The bill approved by the House today also has companion Senate legislation introduced recently by U.S. Senate Majority Leader Mitch McConnell (R-KY) and U.S. Senators Kirsten Gillibrand (D-NY), Martha McSally (R-AZ), and Dianne Feinstein (D-CA).</p>

										<content:encoded><![CDATA[<p>By a unanimous Sep. 29 voice vote, the United States House of Representatives passed a years-in-the-making bill that, if eventually signed into law, will develop and implement anti-doping, medication control, drug testing, and racetrack safety standard programs enforced by an independent authority whose powers would supersede the long-standing state-by-state regulation of the sport.</p>
<p>HR 1754, which has existed in various proposed forms since 2015 and was amended Sep. 9 to match the Horseracing Integrity and Safety Act (HISA) companion legislation that got introduced in the U.S. Senate that same day, passed on Tuesday after five members of Congress from both parties spoke in favor of it while no representatives voiced objections. The Senate version of the HISA (SB 4547) does not currently appear on the near-term calendar of that chamber for voting. But it was introduced by Senate Majority Leader Mitch McConnell (R-KY), who determines which items come up for action, and McConnell has previously indicated he&#8217;s strongly in favor of a vote happening prior to the end of the current legislative session.</p>
<p>McConnell&#8217;s press office issued a laudatory statement after the House&#8217;s passage that did not indicate a timetable for a Senate vote, only noting that &#8220;work continues to pass this bill into law.&#8221;</p>
<p>If the HISA next passes the Senate, President Donald Trump would then have the opportunity to sign it into law.</p>
<p>The House was meeting Tuesday under a &#8220;suspension of the rules&#8221; session that is routinely employed a way to speed up voting when a large number of bills have bipartisan support and do not appear to face any objections from voting lawmakers. Debate time is limited to 40 minutes and no amendments can be offered in a rules-suspended Congressional setting.</p>
<p>HR 1754 was one of 26 bills up for discussion in this manner Tuesday, and although no formal vote count was tallied, it was clear from the strong chorus of &#8220;ayes&#8221; without a single dissenting vote that the measure received the required two-thirds support to be passed.</p>
<p>The low-key, matter-of-fact passage on Tuesday lacked any of the polarizing discourse that has defined the controversial measure within the sport over the past half-decade.</p>
<p>Although numerous industry organizations, including The Jockey Club, the National Thoroughbred Racing Association, various horse-health coalitions, and a number of top-tier racetracks have supported passage of the Integrity Act, other entities, including the National Horsemen&#8217;s Benevolent and Protective Association and the Association of Racing Commissioners International, have spoken out against it, claiming at times that their input has not been sought or considered as the legislation has been crafted.</p>
<p>The passage with nary a dissenting House vote on Tuesday also marks a stunning turnaround for a bill that GovTrack (a legislative transparency organization that uses logistic regression analysis to rank the likelihood of passage of the 10,000 bills that come up annually in Congress) once gave only a 2% chance of being enacted back in 2015.</p>
<p>The five Congress people who spoke in favor during Tuesday&#8217;s debate session testified mostly in general terms while advocating for the bill&#8217;s passage, and at times even lapsed into congratulatory language before the voice vote came back affirmative, taking the time to thank long lists of industry and governmental supporters.</p>
<p>There was no mention of the nuts-and-bolts implementation of the HISA, nor any detail-oriented talk about one of its most important concessions that helped to achieve a recent degree of compromise: the phasing-out of race-day medications, instead of banning them outright, like previous versions of the bill had sought to do.</p>
<p>Rep. Frank Pallone Jr. (D-NJ), who chairs the House Committee on Energy and Commerce, which had advanced the amended the bill to the House floor by a 46-5 vote, stressed the need for uniformity in the sport&#8217;s oversight that he said can only be achieved by doing away with the current model of disparate regulation in which rules are set by the 38 individual states that allow pari-mutuel horse racing.</p>
<p>&#8220;The bill establishes uniform standards for medication and anti-doping control, and racetrack safety for Thoroughbred horse racing,&#8221; Pallone said. &#8220;This will help ensure that we can maintain a safe, thriving horse racing industry. It also applies stronger safeguards and enforcement against performance-enhancing drugs [PEDs]. For a sport in which fans place billions of dollars of bets, trust in the authenticity of competition is crucial. The very legitimacy of the sport is undermined if the competitors and public cannot trust that all racehorses are competing on a level playing field.&#8221;</p>
<p>Rep. Paul Tonko (D-NY), who has co-sponsored three different versions of the Integrity Act (including the current amended version), framed the House&#8217;s passage of the bill as an opportunity to lock in a better future for horse racing.</p>
<p>&#8220;That patchwork system simply doesn&#8217;t work. This national approach brings great hope to the integrity of this great industry. If horse racing is to thrive as an industry and once again capture the public&#8217;s imagination, we must do better,&#8221; Tonko said.</p>
<p>Tonko explained how the new board of the independent authority would include &#8220;voices representing a spectrum of perspectives within the horse racing industry.&#8221; Yet he also stated how representation on that board would be &#8220;subject to strict conflict of interest rules.&#8221; He did not offer specifics on how to achieve that difficult balance of inclusion and objectivity.</p>
<p>Several representatives who spoke in favor of the bill referenced an honor roll of America&#8217;s great racehorses when championing for passage of the HISA. Yet Rep. Andy Barr (R-KY) spoke instead about the raw economics of the horse industry, which he said contributes between $26 billion and $50 billion (depending on the estimate source) in direct economic impact to the U.S. economy, while employing 988,394 workers.</p>
<p>&#8220;Advocating for this industry requires more than just celebrating its proud heritage,&#8221; Barr said. &#8220;I&#8217;ve always believed that the future prosperity of this sport depends on uniformity of the rules of racing.&#8221;</p>
<p>Barr, who co-chairs the Congressional Horse Caucus and who, in conjunction with Tonko, has co-sponsored three versions of Integrity Act, said that the current lack of uniformity &#8220;has impeded interstate commerce. It has compromised the international competitiveness of the industry. It has undermined public confidence in the safety and integrity of the sport, and the industry is in desperate need of certainty.&#8221;</p>
<p>Barr continued: &#8220;As a conservative who believes in federalism and states&#8217; rights, I nevertheless understand that the Constitution gives Congress the power to regulate interstate commerce precisely for the purpose of eliminating these kinds of impediments to interstate exchange. And as I&#8217;ve said many times as a limited government conservative, this legislation is not about more regulation. It is about creating a single, nationwide set of rules that will result in smarter, more effective, and streamlined regulation for the industry.&#8221;</p>
<p>Barr said McConnell&#8217;s version of the bill that the House adopted &#8220;materially improves on our previous versions by adding a focus on track surface safety and by making reasonable, minor changes that have enabled us to enlarge our coalition of support.&#8221;</p>
<p>&#8220;I appreciate the willingness of all constituencies within the industry to compromise and to forge a consensus product,&#8221; Barr concluded. &#8220;This was not easy. But it was necessary to get us to this day [and to] enable the industry to attract a new generation of fans and investors to strengthen the Thoroughbred breed.&#8221;</p>
