										<content:encoded><![CDATA[<p>A bill to radically reform Maryland's racing industry has passed both chambers of the state legislature, with the House voting 105-32 Monday night to <a href="https://www.thoroughbreddailynews.com/latest-version-of-maryland-remake-pimlico-sole-track-under-non-profit-control-with-1-st-r">approve a project </a>that will see among other things ownership of Pimlico Race Course transferred from 1/ST Racing and Gaming to the state and the establishment of a year-round training facility for Maryland's horsemen and women.</p>
<p>After the Maryland House of Delegates initially passed the legislation unanimously, the bill was subsequently amended by the Senate. This amended bill was then sent back to the House for Monday's concurrence vote.</p>
<p>The legislation will now go to the desk of Maryland governor, Wes Moore, for a final signature, with a veto seemingly unlikely.</p>
<p>&#8220;I've worked with governors going back to the mid- to late-1970s in Maryland, and most were very supportive of the industry in one shape or form. But Governor Moore was absolutely committed to this project. His support was instrumental in getting this passed,&#8221; said Alan Foreman, voting member of the non-profit Maryland Thoroughbred Racetrack Operating Authority (MTROA), about passage of <a href="https://mgaleg.maryland.gov/2024RS/fnotes/bil_0004/hb1524.pdf">HB 1524</a>, otherwise known as &#8220;Pimlico Plus.&#8221;</p>
<p>The MTROA is an industry-led non-profit created last year by the legislature to essentially oversee and help facilitate the Pimlico Plus plan. Pending gubernatorial approval, the rollout of the plan will be a multi-year project beginning June 1, when the law goes into effect.</p>
<p>Among key provisions of the plan, the legislation requires the formation of a non-profit to manage daily operations of Maryland's new industry infrastructure. Those responsibilities are currently filled by the Maryland Jockey Club, owned and operated by 1/ST Racing. The MTROA will have ultimate oversight of this new entity.</p>
<p>&#8220;Like the [New York Racing Association] reports to the franchise oversight board, the entity to be created in Maryland will report to the MTROA,&#8221; said Foreman.</p>
<p>Though much-needed renovations to Pimlico could begin later this year, said Foreman, the 2025 Preakness is still expected to be staged at the Baltimore track, with the 2026 edition set to be hosted temporarily at Laurel Park.</p>
<p>&#8220;After Preakness 2025, Pimlico will undergo full construction, and the plan is that the 2027 Preakness will be at Pimlico under the auspices of the new non-for-profit.&#8221; said Foreman. &#8220;For the horsemen, racing will be conducted at Laurel for the next three years.&#8221;</p>
<p>Like Pimlico, Laurel is currently operated by 1/ST Racing under the umbrella of The Stronach Group (TSG). Transfer of Pimlico from 1/ST Racing to the state comes at a nominal one-dollar price-tag.</p>
<p>The MTROA has already negotiated a licensing agreement with 1/ST Racing to operate and promote the GI Preakness S. and the GII Black-Eyed Susan S., Maryland's two signature races.</p>
<p>&#8220;It's a 10-year agreement with five-year renewals,&#8221; said Foreman. &#8220;After ten years, if the state wanted to buy it out, it could. But any renewals would be for five-year intervals.&#8221;</p>
<p>Complementing a revamped Pimlico will be the selection of a year-round companion training facility to accommodate the horses not stabled at Pimlico. According to Foreman, some 1,300 horses are expected to be split evenly between the two facilities.</p>
<p>The MTROA has identified eight potential training facilities for purchase, <a href="https://www.thoroughbreddailynews.com/citing-conflict-of-interest-issues-rooney-self-recuses-from-mrtoa-training-center-decisio">rating them by several criteria</a>, including their location, size, cost to purchase and cost of redevelopment. According to this rating system, two facilities come out jointly on top: Shamrock Farm and Mitchell Farm Training Center.</p>
<p>Shamrock Farm Training Center is a 155-acre facility just over 20 miles from Pimlico. Mitchell Farm Training Center is a 97-acre facility near the Aberdeen Proving Ground. The third-rated facility is the Bowie Race Track, a 131-acre training facility.</p>
<p>The legislation also allows the Maryland Stadium Authority&#8211;a state-founded entity to help fund and operate key building projects in Maryland&#8211;to issue $400 million in bonds to help bankroll the Pimlico Plus plan.</p>
<p>Ultimately, ownership of Laurel Park will be transferred fully to TSG for redevelopment at the beginning of 2028, &#8220;unless we have to extend the lease,&#8221; said Foreman.</p>
<p>According to Foreman, state taxpayers won't be on the hook should the non-profit formed to manage daily operations going forward run into operating deficits.</p>
<p>&#8220;If there's an operating loss when the non-for-profit takes over, the Thoroughbred purse dedication account has to backstop the losses. It will not come from taxpayer dollars,&#8221; said Foreman.</p>
<p>&#8220;I can't overstate the historical moment this is for Maryland racing. It's historical for the City of Baltimore. This is great for the City of Baltimore. It stops decades of worries about Pimlico and the future of the Preakness in Maryland and Baltimore. It's great for the Park Heights community. And I think it's great for the racing industry overall,&#8221; said Foreman.</p>

										<content:encoded><![CDATA[<p>The Jockey Club and 1/ST Racing have partnered to increase international participation in several of their respective turf races, the two companies announced on Thursday.</p>
<p>The aim of the partnership is to create links between historic races in the UK and high-profile U.S. turf races over two different distances. The winner of the May 4 $200,000 GII Charles Whittingham S. at Santa Anita will gain an automatic berth and travel incentive to run in the £750,000 G1 Coral-Eclipse over the same 10-furlong distance at Sandown Park on July 6. Whichever horse wins the Eclipse, will receive an automatic entry and a travel incentive to run in the $750,000 GII California Crown John Henry Turf at Santa Anita on Sept. 28.</p>
<p>Turf Sprinters are also catered to in the new partnership, with the May 18 $100,000 Listed Jim McKay S. at Pimlico over five furlongs receiving a berth and travel money in the £600,000 G1 My Pension Expert July Cup over six furlongs at Newmarket on July 6. The July Cup winner will receive an automatic entry in the $750,000 GII California Crown Eddie D Turf Sprint over 6 1/2 furlongs at Santa Anita, the same day as the John Henry Turf.</p>

										<content:encoded><![CDATA[<p>Derby winner <strong>North Light (Ire)</strong> (Danehill) was euthanized on Mar. 20 due to complications from laminitis, The Stronach Group announced on Thursday. The 23-year-old stallion had been pensioned since 2020 and will be laid to rest at Adena South in Ocala Florida.</p>
<p>Bred and raced by Ballymacoll Stud and trained by Sir Michael Stoute, the son of G1 Prix du Cadran heroine Sought Out (Ire) (Rainbow Quest) won one of two starts at two, and added the G2 Dante S. and G1 Derby in succession during the spring of 2004. A half-brother to multiple group winner Cover Up (Ire) (Machiavellian), he then found only Grey Swallow (Ire) (Daylami {Ire}) too good in the G1 Irish Derby and ended his season with a fifth in the G1 Prix de l'Arc de Triomphe. At four, he was second in the G3 Brigadier Gerard S., and ended his career with a mark of 7-3-3-0 and $1,989,577 in earnings.</p>
<p>Upon retirement, a majority interest in North Light was purchased by Frank Stronach, who stood the bay at his Adena Springs in Kentucky beginning in 2006. Moved to Adena North in Canada for his fifth season in 2010, he was leased to Kirsten Rausing's Lanwades Stud in England for one season in 2014. Repatriated to Canada beginning in 2015, he was pensioned in October of 2019 and lived out the rest of his days at Adena South.</p>

										<content:encoded><![CDATA[<p>The Stronach Group has entered into a 'binding commitment' to donate Pimlico Race Course to the state of Maryland, a move that will allow the state to take over operations at the track, the<em> Baltimore Banner</em> reported Thursday afternoon.</p>
<p>According to the report, the transfer could occur as early as this summer, per state officials, with the state taking over racing operations in 2025.</p>
<p>The report says that the transfer will enable the state of Maryland to earmark hundreds of millions of dollars towards modernizing the track as well as the construction of a new training center at a location yet to be determined. On Thursday, a bill was introduced in the Maryland General Assembly that would pave the way for the construction and for the state to run racing in the state on a daily basis.</p>
<p>&#8220;This is a new day &#8230; We get to bet on ourselves. We're going to control our own destiny,&#8221; said Baltimore attorney Greg Cross, who heads a state authority that came up with the plan and negotiated the deal with The Stronach Group, told the <em>Banner.</em></p>

										<content:encoded><![CDATA[<p>At a make-or-break time for Northern California racing interests as they attempt to build a racing circuit in the void left by Golden Gate Fields's imminent closure, two key players in those efforts have been on the receiving end of public records requests from <a href="https://benbrooklawgroup.com/">Benbrook Law Group</a>, a law firm well-known for their involvement in high-profile political campaigns, <a href="https://lamag.com/news-and-politics/recall-attorney-judge">including the failed effort</a> to recall Governor Gavin Newsom.</p>
<p>Some Northern California stakeholders said they suspected political intimidation was the motive for the request when the balance of the industry's economic power in California is up for grabs, and at a time of heightened tensions between industry interests in the North and South of the state.</p>
<p>&#8220;This constant back and forth that's happened is really unfortunate. It's not sustainable,&#8221; said owner-breeder Justin Oldfield, who chairs a working group to help facilitate ongoing racing in the North. &#8220;Racing in California is in jeopardy here. We need the North. We need the South. We need to figure out a way to make this all work.&#8221;</p>
<p>It's currently unclear who or what entity hired Benbrook Law group to file the 10-page Public Record Act (PRA) requests sent to the California Authority of Racing Fairs (CARF) and the Alameda County Fair.</p>
<p>Broadly speaking, the PRA requests ask for records and communications related to the closure of Golden Gate Fields, and to the continuation of Thoroughbred racing after the closure of Golden Gate Fields. This includes any records related to the creation of a new entity, &#8220;whether public or private,&#8221; that would &#8220;participate in hosting or conducting Thoroughbred racing,&#8221; and the allocation of wagering proceeds once Golden Gate closes.</p>
<p>Aside from its role in the campaign to recall Gov. Newsom, Benbrook Law Group has been involved in several high-profile politically-driven legal campaigns with a right-wing bent, including in recent years challenges to <a href="https://fingfx.thomsonreuters.com/gfx/legaldocs/rlgvdrzwzvo/SECURITIES%20BOARDS%20DISCRIMINATION%20complaint.pdf">affirmative action programs</a>, and a <a href="https://www.firearmspolicy.org/fpc-sues-california-to-protect-gun-owners-privacy">lawsuit against the state</a> by the <a href="https://www.firearmspolicy.org/">Firearms Policy Coalition</a> challenging gun and ammunition disclosure laws.</p>
<p>After a Sacramento County Superior Court judge ruled to give supporters of the effort to recall Gov. Newsom more time to collect the necessary signatures for a special election, <a href="https://www.latimes.com/california/story/2021-06-07/judge-attorney-newsom-recall-lawsuit-former-law-partners">it transpired</a> that the judge and Bradley Benbrook&#8211;who founded Benbrook Law Group&#8211;were once attorneys at the same Sacramento law firm, and had served as co-counsel on at least two cases.</p>
<p>Before last month's California Horse Racing Board (CHRB) meeting, the Thoroughbred Owners of California (TOC), The Stronach Group (TSG) Los Alamitos and Del Mar Thoroughbred Club (DMTC) issued a joint submission to the CHRB, asking the regulator to allocate race dates for the last 14 weeks of 2024 and for 2025&#8211;beyond the Northern fair meet dates&#8211;with operations concentrated in the South.</p>
<p>Citing the tough economics of maintaining parallel North-South racing circuits, the letter also outlined a broader set of proposals, including a possible legislative change to permit Los Alamitos to card night Thoroughbred races beyond 4 1/2 furlongs for $5,000 claimers and below, and $8,000 maiden claimers.</p>
<p>Against a backdrop of strong vocal support from NorCal stakeholders, representatives from CARF unveiled during the CHRB January meeting <a href="https://www.thoroughbreddailynews.com/vocal-two-circuit-supporters-in-cali-come-out-firing-in-first-of-many-expected-north-sout">possible plans</a> for a racing circuit in the North to be based at Cal Expo in Sacramento or at Pleasanton, which hosts the Alameda County Fair.</p>
<p>Stakeholders in the North appear to have until the March 21 CHRB meeting to assemble a concrete proposal for extended racing operations beyond the summer fairs.</p>
<p>According to Jerome Hoban, CEO of the Alameda County Fair and CARF board chair, Pleasanton has become the primary focus for a racing HQ in the North.</p>
<p>&#8220;CARF Board voted last week to support Pleasanton as being a potential hub for Northern Racing,&#8221; wrote Hoban, in an email on Feb. 11. He added that &#8220;many details need to be worked out to make this a reality,&#8221; including contract negotiations related to the property and on financing.</p>
<p>One such negotiation would appear to concern Pleasanton Golf Center Driving Range, which currently operates within the fairgrounds.</p>
<p>&#8220;The Alameda County Fair Board will need to approve the plan and ultimately, the CHRB would need to allocate the dates and license the meeting,&#8221; wrote Hoban. &#8220;We know that Northern California racing is vital to the entire industry as well as the Fairs. The economic impact of Northern racing is staggering and has a broad reach across several states.&#8221;</p>
<p>Prior to the January CHRB meeting, <a href="https://www.thoroughbreddailynews.com/moger-laroche-and-taboada-resign-from-toc/">three TOC board members resigned</a> from the organization in protest at the joint submission to the state regulator.</p>
<p>&#8220;It is clear to us that the current leadership is not being transparent and not working to represent the entire state of California,&#8221; wrote Lindsay LaRoche, Johnny Taboada and Ed Moger, in their resignation letter.</p>
<p>TOC leadership subsequently pushed back against several claims made in the letter.</p>
<p>Another point of leverage in the ongoing negotiations concerns legislation passed <a href="https://www.thoroughbreddailynews.com/legislation-leaves-door-wide-open-for-extended-golden-gate-operations/">last September</a> that means if Golden Gate Fields is not licensed to operate beyond July 1, proceeds from simulcast wagering in the north are funnelled south when there is no live racing in the northern half of the state after that date.</p>
<p>It is currently unclear who or what entities have hired the Benbrook Law Group to issue the PRAs. The TOC, TSG, DMTC, Los Alamitos and PETA have all denied hiring the firm. Benbrook declined to answer the same question.</p>
<p>In response to claims that the company had been hired to intimidate Northern racing interests at such a sensitive stage of negotiations, Benbrook wrote that it is &#8220;hardly political bullying or intimidation&#8221; to ask a public entity to comply with its public record disclosure obligations.</p>
<p>&#8220;All the more so considering that these public entities appear to be using public resources to figure out how to make money from gambling proceeds,&#8221; Benbrook wrote. &#8220;Your questions suggest that some parties think all of this should be happening outside the public's view; we respectfully disagree with that.&#8221;</p>
<p>Long-time Northern California owner-breeder Tom Bachman said that &#8220;there's a lot of skulduggery going on&#8221; as the fight over the future of horse racing in California plays out.</p>
<p>&#8220;I think they're going to make whatever push they can to collapse the North,&#8221; Bachman added. &#8220;If they threaten Pleasanton, that's the heart of being able to keep the North up and going.&#8221;</p>

										<content:encoded><![CDATA[<p>During an interview on Saturday's NBC broadcast of the GI Pegasus World Cup Invitational, 1/ST CEO Belinda Stronach announced that Santa Anita Park will play host to the &#8220;California Crown&#8221; Sept. 28, which she said will have some of the same elements as Gulfstream's Pegasus World Cup Day. The Pegasus has become a huge event for 1/ST, who owns both racetracks.</p>
<p>&#8220;We have an amazing relationship with the folks here in Miami, but we're going to move it out West,&#8221; Stronach said. &#8220;Not the Pegasus, but a new race called the California Crown. We're going do something that's unique to California, something old school with a Hollywood vibe. It will be tremendous racing. It will be the richest day of racing in California. We're going to be bi-coastal. The Pegasus will remain here in Miami and continue to grow. We'll be doing something very similar but very 'California' at Santa Anita Sept. 28 this year.&#8221;</p>
<p>The Associated Press reported that the California Crown would replace the GI Awesome Again S., a race for 3-year-olds and up. The AP reported that the California Crown will be for 3-year-olds.</p>
<p>&#8220;(Santa Anita) doesn't have a marquee, special-event date,&#8221; Stronach told The AP.</p>
<p>Few details were available at deadline for this story, including the intended purse or what would consist of the undercard.</p>
<p>1/ST Racing and Gaming President Aidan Butler told the Associated Press that the purse would depend on the division of revenue between northern and southern California this year after the closing of Golden Gate Fields in June.</p>

In recognition of their enduring collaboration, 1/ST RACING will present Thoroughbred Aftercare Alliance with a generous check donation following the named race at Gulfstream Park on Saturday. 										<content:encoded><![CDATA[<p>1/ST, owned by the Stronach Group, will partner with Equine MediRecord (EMR) to digitize equine welfare protocols for this year's running of the Pegasus World Cup at Gulfstream Park Jan. 27, the Irish technology company said in a release Thursday morning.</p>
<p>The added measure will enhance the stringent equine health and safety protocols, and make the process even easier as EMR representatives will be onsite to help log each horse's information into their system.</p>
<p>The platform allows for the full veterinary history of the horse to be collected digitally and recorded securely. Use will be mandatory and provide the opportunity to comply with strict medication protocols. Veterinarians can send required medical record information directly to HISA, which reduces the need for double entry.</p>
<p>&#8220;We are excited about our partnership with 1/ST and doing all we can to help ensure that best horse welfare and transparency protocols are followed in equine sport while ensuring participants do not have to enter information multiple times to be cleared,&#8221; said Pierce Dargan, Equine MediRecord's CEO.</p>
<p>The Irish company's list of clients and users include the Thoroughbred Owners of California, Maryland 5 Star, Kentucky Thoroughbred Association, the Arabian Racing Organization, Breeders' Cup World Championships and the Saudi Cup.</p>

										<content:encoded><![CDATA[<p>To avoid any potential conflict-of-interest issues, Tom Rooney, an appointed voting member of the Maryland Thoroughbred Racetrack Operating Authority (MTROA), has recused himself from any further decision making in the selection of a year-round training center, said Alan Foreman, another voting member of the non-profit.</p>
<p>The new organization is positioning itself to assume control of day-to-day racing operations in Maryland, pending legislative approval. In a proposed plan, The Stronach Group, which owns Pimlico Race Course, would turn over ownership and daily operations of the track to the state and to the MTROA, respectively.</p>
<p>Complementing a revamped Pimlico would be the selection of a companion training facility to accommodate roughly 700-800 horses.</p>
<p>The MTROA identified eight potential training facilities for purchase. They include the Shamrock Farm Training Center, a little over 20 miles from Pimlico. Shamrock Farm is a 155-acre facility owned by the Rooney family since 1948, <a href="https://shamrockfarmmd.com/about/">according to the facility's website</a>.</p>
<p>Foreman said that Shamrock Farm was selected as a possible training site due to the Rooney family opening the door to its possible sale.</p>
<p>Initially, Rooney said that &#8220;'if in fact the farm is a possibility, I'll resign from the Authority because I don't want anybody to think there's a conflict of interest there,'&#8221; said Foreman, who is also general counsel for the Maryland Thoroughbred Horsemen's Association (MTHA).</p>
<p>Rooney sits on the Maryland Horse Breeders Association (MHBA) board. The MHBA &#8220;did not feel that he should step down,&#8221; said Foreman.</p>
<p>&#8220;But Tom said, 'if I don't step off the board, I'll want to make very clear that I'm recusing myself with respect to any matters related to Shamrock Farm or consideration of Shamrock as a training facility. You can deal directly with the family,'&#8221; said Foreman.</p>
<p>&#8220;Tom would not participate in the vote for the training center,&#8221; Foreman added. &#8220;So, it isn't just that he would recuse himself from Shamrock, but he has recused himself from voting on the location of the training center.&#8221;</p>
<p>According to a MTROA report dated Jan. 5, if a decision is made to move forward with Shamrock Farm as a training center location, &#8220;a third-party appraisal process will be used to substantiate a purchase price,&#8221; the report states.</p>
<p>In a separate report, the MTROA rates the eight different possible training facilities by several criteria, including their location, size, cost to purchase and cost of redevelopment.</p>
<p>According to this rating system, two facilities come out jointly on top&#8211;Shamrock Farm and Mitchell Farm Training Center, a 97-acre facility near the Aberdeen Proving Ground. The third-rated facility is the Bowie Race Track, a 131-acre training facility.</p>
<p>According to Foreman, these three facilities will undergo independent appraisal in preparation for a final training site vote.</p>
<p>The ambitious reconfiguring of Maryland's horse racing infrastructure hinges upon legislative approval. The recently unveiled report came with the endorsement of Maryland's governor, Wes Moore.</p>
<p>&#8220;Our hope is, we can coalesce around a site by the end of the legislative session,&#8221; said Foreman. <a href="https://mgaleg.maryland.gov/Pubs/Other/2024rs-Session-dates.pdf">The Maryland General Assembly's</a> 90-day legislative session is scheduled to run until Apr. 8.</p>
