<p>The conference is hosted by The Jockey Club and the Thoroughbred Owners and Breeders Association and presented by Bessemer Trust, Stoll Keenon Ogden, and The Green Group. Gary Falter, project manager for OwnerView, moderated the panel with guests Scott Carling, general manager, BloodHorse; Tim Leith, senior vice president, The Jockey Club Information Systems; Dan Metzger, president, TOBA; and Rhonda Norby, director of Marketing and Communications, Equibase.</p>

										<content:encoded><![CDATA[<p>The Jockey Club and 1/ST Racing have partnered to increase international participation in several of their respective turf races, the two companies announced on Thursday.</p>
<p>The aim of the partnership is to create links between historic races in the UK and high-profile U.S. turf races over two different distances. The winner of the May 4 $200,000 GII Charles Whittingham S. at Santa Anita will gain an automatic berth and travel incentive to run in the £750,000 G1 Coral-Eclipse over the same 10-furlong distance at Sandown Park on July 6. Whichever horse wins the Eclipse, will receive an automatic entry and a travel incentive to run in the $750,000 GII California Crown John Henry Turf at Santa Anita on Sept. 28.</p>
<p>Turf Sprinters are also catered to in the new partnership, with the May 18 $100,000 Listed Jim McKay S. at Pimlico over five furlongs receiving a berth and travel money in the £600,000 G1 My Pension Expert July Cup over six furlongs at Newmarket on July 6. The July Cup winner will receive an automatic entry in the $750,000 GII California Crown Eddie D Turf Sprint over 6 1/2 furlongs at Santa Anita, the same day as the John Henry Turf.</p>

The online Fact Book is a statistical and informational guide to Thoroughbred breeding, racing, and auction sales in North America and is updated quarterly.</p>
<p>This edition of the Fact Book includes a new page with an estimate of the total number of registered Thoroughbreds in North America based on 25-year periods. Other updates to the fact book will be published throughout the year, including exports by age and average earnings per starter by various sire metrics.</p>

Thornton's report on racetrack closures in California <a href="https://www.thoroughbreddailynews.com/u-of-a-symposium-trying-to-find-a-way-forward-amid-track-closures/">(TDN, 12/6/23)</a> and Dan Ross's piece on Pat Cummings's research into Computer Assisted Wagering in California <a href="https://www.thoroughbreddailynews.com/computer-assisted-wagering-101-for-california-stakeholders/">(TDN 2/13/24)</a> are frightening for all tracks not supported by casinos/slots.</p>
<p>Santa Anita and Del Mar are high-profile tracks in trouble, but they are not alone. The problem? Host tracks are now receiving very little for their racing content.</p>
<p>Remember Napster, when a lot of people were stealing songs and nobody knew what to do about it?</p>
<p>I'm not Steve Jobs, who saved the music industry from Napster, but I'm going to tell you how to save Santa Anita and Del Mar and the rest of our tracks. When you understand how we came to this situation, you will see how easy it is to fix it.</p>
<p>I started working for the Thoroughbred Record in 1972. Then, the revenue from wagers was split 50/50 between the two &#8220;partners&#8221; in racing: half for the track and half for the racehorse owners' purse account. Each received about 8% of the on-track wager. It was a simple business isolated to the track location.</p>
<p>Off-track wagering across state lines was legalized with the Interstate Horseracing Act (IHA) in 1978. Although Congress has protected dairy farmers since 1946 with a &#8220;price floor&#8221; on milk, there was no price floor put into the IHA to protect the host tracks. A huge mistake!</p>
<p>After the IHA became law, Tommy Roberts, who pioneered simulcasting, negotiated a deal between Vegas sports books and some thirty tracks. Tommy told me Vegas said they could pay 10% of the wager to the host tracks. But, Vegas' actual offer was 2%. The tracks caved and accepted 2%, which meant the host track and purse account would only get 1% each and the bet takers in Vegas kept up to 15% of the wager. It was a very bad, upside-down deal.</p>
<p>The Vegas deal of 2% became the effective off-track distribution rate for every off-track bet taker, not just receiving tracks. As OTB's expanded off-track wagering locations, they cut into host track attendance, thus high-profit on-track wagering and concessions revenue dropped. Host track admissions and parking revenue vanished. Today off-track is more than 90% of all handle and host tracks and their purse accounts are suffering.</p>
<p>With the 2% rate in place, the major tracks were preyed upon by receiving tracks. NYRA, Keeneland and Hollywood Park all tried to increase the off-track rate for their races, but the hundred smaller tracks colluded to keep the rate as low as possible because they benefitted as bet takers on the major tracks' races. That was not the intent of the IHA.</p>
<p>The godsend of off-track wagering has now turned on racing and is devouring it. In the early days, most off-track bets were being made at receiving tracks and the money stayed in the sport. That ship sailed with computers and mobile phones. Today ADW's and robots are taking the most bets. What they pay the host tracks is so low they have enough margin to give up to 10% to whales. The money is bleeding out of host tracks and purses.</p>
<p>The first step for any business in trouble: Stop the bleeding.</p>
<p>Breeding, raising and racing Thoroughbreds is an agricultural business and sport. Over the years, Congress has responded with every possible advantage.</p>
<p>To stop the bleeding, Congress can establish a &#8220;price floor,&#8221; a minimum rate that off-track bet takers must pay host tracks. When Congress moved to save dairy farmers, lobbyists for the milk processors preying on them said the free market should set prices. But, the majority in Congress said &#8220;Sorry, we like milk and we are going to protect those who produce it.&#8221; There are many in Congress who like and care deeply about the Thoroughbred industry too.</p>
<p>Can we fix it? Yes, if Stuart Janney will commit to a &#8220;price floor&#8221; being put into the IHA, our tracks, purses and thousands of jobs in the industry will be saved. It is that simple.</p>
<p>Stuart Janney, chairman of The Jockey Club, personally committed to reduce the threat cheating has on the integrity of our sport. He worked with bi-partisan help from Andy Barr (R-KY) and Paul Tonko (D-NY) to pass the Horseracing Integrity and Safety Act (HISA). You need someone who has been successful with Congress to get back in harness and repeat the process.</p>
<p>Congress is the fastest way to save California tracks and all other racing states that do not have casino/slots support. As Mr. Janney related in working to pass HISA, you cannot do it state by state, or track by track. It has to be done at the federal level.</p>
<p>Today, the &#8220;partnership&#8221; between tracks and racehorse owners is far from simple and far from fair. Tracks have created subsidiaries outside the partnership with racehorse owners to take bets on other tracks' races and exploit the high profit margin. As a result, the percentage of off-track wagers going to purses drops every year. Purses fuel foal crops and ours have dropped from 50,000 to 17,000. Nobody wants track closures to return us to the days of Man o' War with a foal crop of 1,680.</p>
<p>The IHA puts people with feet of clay in position to approve multi-million dollar off-track bet taking deals. Dan Ross's piece told of death threats and extreme pressure on these individuals. To reduce the threats and the grip bet-takers have on the integrity of the wager, we need a &#8220;price floor&#8221; to protect the people giving IHA approval. The price floor will become the non-negotiable base rate for most approvals.</p>
<p>I don't expect tracks with wagering subsidiaries to support a price floor being put into the IHA any more than we expected all trainers and horsemen to support HISA. I don't expect those receiving rebates now to support a price floor anymore than those who got free music with Napster wanted to switch to iTunes. Most times, leaders have to step up and piss off some people to do what is right for the sport.</p>
<p>I believe a price floor on off-track wagers will allow host tracks to refocus on live racing that people want to see and they will be able to sell their product at a good price in the off-track market, something they cannot do today.</p>
<p>There's nothing magic about taking bets. Lotteries pay gas stations a 5% fee for punching in the customers' numbers and taking their wager. A price floor in the IHA is the first step for host tracks to change off-track wagering from a &#8220;buyers' market&#8221; to a &#8220;sellers' market,&#8221; where those producing the racing content drive down the costs of bet taking.</p>
<p>Is it more important for us to save Santa Anita, Del Mar and other tracks, or to let the money from their racing content go to Fan Duel and Draft Kings?</p>
<p>What is the fair rate for a price floor?</p>
<p>I believe it is 10%, meaning 5% of the off-track wager goes to the host track and 5% to the racehorse owners' purse account. Blended with on-track handle and imported handle, the host track and purses could exceed 15% of the total wagered on their races.</p>
<p>With a flat rate of 10%, mandated by federal law taking precedence, the states will not be able to pass laws to get a competitive advantage in the off-track market. We've had enough of that. (NJ passed a law prohibiting their receiving tracks from paying more than 3% to a host track.) Each host track would still have the freedom to negotiate a higher rate than the price floor for their racing content.</p>
<p>That's how you stop the bleeding and allow Thoroughbred racing to be turned around.</p>
<p>I doubt most of you give much thought to track business and off-track wagering revenue. But, in the changing world of Thoroughbred racing, that's make or break for our sport. Take the time to learn how who gets what from racing impacts the breeding shed.</p>

										<content:encoded><![CDATA[<p>According to numbers compiled by The Jockey Club for its Equine Injury Database (EID), there were 1.32 fatalities per 1,000 starts at North American racetracks in 2023. That was slightly worse than in 2022 when the number was 1.25, the lowest rate of fatalities since The Jockey Club started compiling numbers in 2009. It was the first time the number had increased year-over-year since 2018 when there were 1.68 fatalities per 1,000 starters.</p>
<p>Nonetheless, the figures showed that the sport has made obvious strides since 2009 when it comes to fatalities. In 2009, the rate was 2.0 per 1,000 starters. When compared to 2009, 2023 shows a 34% decrease in risk of fatal injury.</p>
<p>&#8220;This change is statistically significant,&#8221; said Professor Tim Parkin (University of Bristol), who has consulted on the EID since its inception. &#8220;This is equivalent to 171 fewer horses sustaining a fatal injury racing in 2023 than would have occurred had the number of starts remained constant since 2009.&#8221;</p>
<p>The 2023 figures were the second lowest since the EID began compiling numbers, surpassed only by 2022.</p>
<p>Analysis of the EID was provided Parkin and by Dr. Euan Bennet of the University of Glasgow.</p>
<p>&#8220;There was a slight increase in the rate of fatality from 2022 to 2023 of 5.6%,&#8221; Parkin said. &#8220;However, this is not statistically significant, and we are encouraged by the low numbers in 2023 that the industry is still headed in the right direction with regard to keeping its horses safe.&#8221;</p>
<p>Based on the 2023 data, 99.87% of flat racing starts at the racetracks participating in the EID were completed without a fatality.</p>
<p>Once again, synthetic tracks proved to be the safest among the three types of racing surfaces. There were 0.97 deaths per 1,000 starters on synthetic tracks, 1.13 on turf courses, and 1.43 on dirt tracks.</p>
<p>Races for 2-year-olds proved to be the safest types of races.  There were 0.79 fatalities per 1,000 starters in those races versus 1.37 for 3-year-old races and 1.38 for races for 4-year-olds an upward.</p>
<p>By distance, races run at less than six furlongs showed the fewest fatalities at 1.22 per 1,000. Races run from six to eight furlongs had a rate of 1.37 and for races longer than eight furlongs, the number was 1.32.</p>
<p>During the year, the problems of horses breaking down were magnified by a rash of fatalities at Churchill Downs and Saratoga. At Saratoga in 2023, the rate of breakdowns was 2.55 per 1,000 starters. Churchill Downs does not make its numbers public.</p>
<p>Among tracks that had meets of more than 10 days, one stood out. There were zero fatalities at Del Mar during its racing seasons.</p>
<p>Racetracks under the jurisdiction of the Horseracing Integrity and Safety Authority (HISA) fared better than non-HISA tracks in 2023. There were 1.23 fatalities per 1,000 starters at HISA tracks, while the number at non-HISA track was 1.63.</p>
<p>&#8220;HISA's most important goal is driving down equine fatalities,&#8221; said HISA CEO Lisa Lazarus. &#8220;We undoubtedly have significant work ahead of us, but I am pleased to see the rate is trending in the right direction. The reduction in the rate of equine fatalities at tracks under our jurisdiction demonstrates that setting high standards for racetrack safety and anti-doping and medication control across the country makes Thoroughbred racing safer.&#8221;</p>

										<content:encoded><![CDATA[<p>Jamie Haydon, president of Grayson Jockey Club Research Foundation, has been named deputy executive director of The Jockey Club, President and Chief Operating Officer of The Jockey Club James L. Gagliano announced Wednesday.</p>
<p>In this added role, Haydon, who will be responsible for industry engagement, will report to The Jockey Club Executive Vice President and Executive Director Matt Iuliano. Haydon will engage with the industry on initiatives of the company and foster collaboration among industry organizations on health, safety, and promotion of the Thoroughbred. Among his field duties, he will seek feedback from customers of The Jockey Club's commercial subsidiaries regarding products and services.</p>
<p>&#8220;Because of his work with our industry initiatives and as president of Grayson-Jockey Club Research Foundation, Jamie has been engaged with people from every facet of the sport,&#8221; said Gagliano. &#8220;He will be an excellent advocate for The Jockey Club and for racing as a whole, and we look forward to furthering The Jockey Club's engagement with other stakeholders through his efforts.&#8221;</p>
<p>Haydon, who assumed his position as president of Grayson-Jockey Club Research Foundation in 2019, joined the organization in April 2018. He joined The Jockey Club in 2008 as the manager of Industry Initiatives after stints with Breeders' Cup, Ascot Racecourse, National Thoroughbred Racing Association, Four Star Sales, and Kentucky Horse Racing Authority.</p>

										<content:encoded><![CDATA[<p>The Jockey Club has released its <a href="https://online.fliphtml5.com/mmhqh/udag/index.html">2024 Industry Impact Report</a>. The report, which has traditionally been released at The Jockey Club's annual Round Table Conference in August, details how at least $7 million will be used in the coming year to support initiatives ranging from equine safety and aftercare to industry promotion and national and international collaboration, according to a Tuesday press release from the organization.</p>
<p>&#8220;The initiatives supported by The Jockey Club, together with others or wholly backed by The Jockey Club, have increased substantially in the last decade and a half,&#8221; said James Gagliano, president and COO, The Jockey Club. &#8220;They reflect the commitment by the board of stewards to invest our profits into a wide array of projects and activities that may serve as catalysts for growth of the sport and for ensuring the safety and welfare of its participants.&#8221;</p>
<p>The Jockey Club, a non-profit organization, has created a group of for-profit subsidiaries and partnerships, including the The Jockey Club Information Systems (TJCIS), InCompass Solutions, Equibase Company, and The Jockey Club Technology Services (TJCTS). These companies provide the industry with technology services and products and the profits they create are dispersed to The Jockey Club for investment back into the sport.</p>
<p>The Jockey Club supports two charities: the Grayson-Jockey Club Research Foundation and the The Jockey Club Safety Net Foundation.</p>
<p>Other Jockey Club initiatives include the multi-media fan development platform, American's Best Racing, while its aftercare efforts include support of the Thoroughbred Aftercare Alliance, as well as the Jockey Club Thoroughbred Incentive Program.</p>
<p>According to the impact report, The Jockey Club's 2024 investments in racing include over $3.5 million in industry growth initiatives and over $1.5 million in aftercare initiatives.</p>

<p>Nancy C. Kelly, who helped raise millions of dollars for equine research and for individuals in need throughout the Thoroughbred industry over the course of a 32-year career at The Jockey Club, died Feb. 9 in Garden City Park, NY.</p>
<p>Kelly was 71 years old and had been battling ovarian cancer since February 2019, approximately one year after she retired.</p>
<p>As the vice president of development for Grayson-Jockey Club Research Foundation and the executive director of The Jockey Club Safety Net Foundation, Kelly organized countless fund-raising events ranging from golf tournaments and ladies' luncheons to formal gala dinners. She also managed domestic and international racing conferences, including The Jockey Club's annual Round Table Conference on Matters Pertaining to Racing and multiple editions of the Pan Am Conference in New York City.</p>
<p>Kelly had worked in the clubhouse relations department of The New York Racing Association before The Jockey Club chairman Odgen Mills (Dinny) Phipps, who became a longtime friend and cherished colleague, recruited her to join The Jockey Club staff in 1985.</p>
<p>&#8220;Nancy had hundreds if not thousands of friends throughout the Thoroughbred industry, and she was as universally respected and admired as much as anyone I've ever known,&#8221; said Stuart S. Janney III, the chairman of The Jockey Club. &#8220;She was the face of The Jockey Club in many ways and no one was ever a better representative of our organization. Our sincere condolences go out to her entire family.&#8221;</p>
<p>Kelly, a native of New Hyde Park, NY, and a resident of Westbury, NY, maintained a long-standing and deep appreciation for the backstretch community and served in a variety of key volunteer roles in the creation and/or development of several Belmont Park-based organizations. Among them were the Belmont Child Care Association and the New York Race Track Chaplaincy.</p>
<p>She was named president of the chaplaincy shortly after retiring from The Jockey Club at the end of 2017, but stepped aside shortly thereafter due to her illness. From then on, she served as the vice president and as a board member.</p>
<p>&#8220;This is a sad day for anyone who ever knew Nancy and that includes all the racetrack chaplains around the country with whom she worked on a regular basis,&#8221; said Humberto Chavez, the lead chaplain and executive director of the New York Racetrack Chaplaincy. &#8220;She was a humanitarian in every sense of the word and took great joy in helping others.&#8221;</p>
<p>Though Kelly avoided the limelight at all costs, she was often honored by organizations and community groups for her service to the industry and nearby communities. Among many other honors, she received the Race Track Chaplaincy of America's Award of Excellence, the Jockeys' Guild's Eddie Arcaro Award (presented annually to a person who shows exceptional commitment to jockeys and the organization) and the New York Turf Writers Association's Red Smith Good Guy Award.</p>
<p>Kelly is survived by her sister, Fran Dtugokenski; brother-in-law, Ray Dtugokenski; nieces Lisa Locurto and Michelle Mirabile; and four grand-nieces and two grand-nephews.</p>
<p>Kelly's late husband, Jack Kelly, an Equibase chartcaller and field supervisor, died in November 2010 after a long battle with polycythemia.</p>
<p>The wake will be held Monday, February 12, at 9 a.m. at the Leo F. Kearns Funeral Home, 445 E. Meadow Avenue in East Meadow, NY. It will be followed by a Mass at 11 a.m. at St. Brigid Catholic Church, 85 Post Avenue in Westbury.</p>
<p>In lieu of flowers, the family requests that donations be made to The Jockey Club Safety Net Foundation, the New York Race Track Chaplaincy, or the Memorial Sloan Kettering Cancer Center in New York City.</p>

										<content:encoded><![CDATA[<p>Turf writer Tom Law, the president of the National Turf Writers and Broadcasters Association, appeared on Steve Byk's radio show Thursday to discuss the disagreements the group had with its fellow Eclipse presenters, Daily Racing Form and the National Thoroughbred Racing Association, over this year's awards. Law said that the NTWAB's disagreements centered around two issues: industry organizations being added to those up for consideration for media Eclipse Awards, and the awarding of this year's Eclipse Award of Merit to Stuart Janney.</p>
<p>Woodbine Entertainment went on to win an Eclipse Award in the category of Feature Television programming for their production of &#8220;Secretariat: the Last Race,&#8221; and America's Best Racing, a multimedia marketing program run by The Jockey Club, received an Honorable Mention in the multimedia category for their video with <a href="https://www.airdriestud.com/horses/mage-50573.html" class="horse-link">Mage</a>'s owner, Ramiro Restrepo, at this year's Kentucky Derby.</p>
<p>Law, who represents the Turf Writers on the six-person Eclipse Award steering committee, said that in the past, the lack of unanimous approval had been enough to negate a rules change like the one to the media Eclipse Awards this year, or the awarding of a Special Eclipse Award or Eclipse Award of Merit.</p>
<p>&#8220;Obviously, as we all know, everything went through,&#8221; said Law of the rules change and the awarding of the Eclipse Award of Merit. &#8220;They presented the award and I asked them if we could not be included in the press release because we didn't really feel like our organization was behind it. We had basically full agreement by our board about this and about how it was handled, about how we were either ignored, or our concerns were ignored.&#8221;</p>
<p>The NTRA disputed Law's claims. In a statement emailed to the TDN on Thursday, NTRA President and Tom Rooney said, &#8220;With regards to the rules change, the Steering Committee continually converses to keep the rules reflective of the ever dynamic and changing landscape. Allowing industry outlets to submit media nominations, with the approval of the Steering Committee, is reflective of the changing media landscape and was agreed to by the committee. Additionally, the process for selecting any Eclipse Award of Merit and Special Award is decided on in coordination with the Daily Racing Form and the National Turf Writers and Broadcasters in the same way that it has been for the past 25 years. This year was no different.&#8221;</p>
<p>Byk, also an NTWAB board member, agreed with Law.</p>
<p>&#8220;Both of these topics essentially dictated the spirit of cooperation and collective approach that has essentially ruled this system over the last 50 years,&#8221; he said. &#8220;It was clearly abandoned here. And the Eclipse Award of Merit, in fact, three of the last four years, or three out of the last five years, I think, wasn't awarded. It's something that you mentioned at Steering Committee, it gets floated and everybody has to agree. Everybody did not agree, and I was very proud of the collective, frankly, of the Turf Writers and Broadcasters when we had these discussions that we forcefully said, `This is a divisive decision and inappropriate at this juncture, but it was basically forced upon us and the forum.'&#8221;</p>
<p>Law, who won an Eclipse Award in 2022 for his story &#8220;Big Tally&#8221; in the Mid-Atlantic Thoroughbred, told Byk, also an NTWAB board member, &#8220;I'm not even a year removed from winning one myself, so I understand what it means to win one. I don't take any of this lightly, and it was a serious business to me, and it still is. And after 12 years as President of the Turf Writers, I take it seriously and it means a lot, and I feel like I'm representing a large majority of our members with these statements that I'm making to you now. And, certainly, with the support of my board, which is very diverse and has a great representation of all the trade publications and geographic locations, as well, in print and broadcasting.&#8221;</p>
<p>The Turf Writers hadn't gone public with their disagreement until they had had the opportunity to discuss the issue with their members, which happened in a Zoom call Wednesday.<br />
Law said that the Turf Writers had put an individual forward several years ago, and despite a 5-1 vote to award the Eclipse of Merit to that person, the one `nay' vote overruled that. &#8220;I didn't agree, but I played the game,&#8221; said Law. &#8220;Didn't complain about it. Didn't cry about it. But as I mentioned to our members yesterday, someone asked `what do they think will happen going forward?' I said, `Well, I mean, we've just emboldened them now. If you think that this won't happen again, you're mistaken.'</p>

<p>This year marks 15 years since the Racing Surfaces Testing Lab (RSTL) was founded by an engineering faculty member at the University of Maine and an orthopedic surgeon from Colorado State University. The non-commercial material testing lab emerged out of the 2006 Grayson-Jockey Club Welfare and Safety of the Racehorse Summit at the urging of Dennis Moore of Hollywood Park and Dan Fick of The Jockey Club. Initially located in one stall of a two-car detached garage in Orono, Maine, the independent non-profit was made possible by donations from The Jockey Club, National Thoroughbred Racing Association, Churchill Downs Inc., The New York Racing Association, California Association of Racing Fairs and Oak Tree Foundation.</p>
<p>The RSTL in 2023 has little in common with that modest start. Now located in Lexington, Kentucky, the RSTL is in a 3,400-square-foot building on a 1/4-acre lot. The fenced lot is filled with vans and trailers that performed more than 70 pre-meet inspections at 53 racetracks in 2023. The lab no longer just performs standard tests but develops tests in collaboration with the University of Kentucky and racetrack operators, researchers, and graduate students from Europe, Latin America, and Australia. Fifteen years ago, surface standards for horse racing in the United States lagged behind other racing jurisdictions and sports. Today, thanks to a combination of federal legislation and a unique gift, horse racing in the United States has the potential to become an international model for safety and consistency across sport surfaces.</p>
<p>The beginning of the shift started with a 2019 gift from The Jockey Club which enabled the RSTL to take over existing on-site testing and the maintenance database. The single set of equipment previously available for pre-meet inspection had been based in Maine and later in Lexington to serve all racetracks in the United States. The gift provided funding for equipment to be located in Lexington as well as on the <a href="https://lanesend.com/westcoast" class="horse-link">West Coast</a>.</p>
<p>With this equipment, the RSTL could perform pre-meet testing at racetracks across the United States and respond quickly if concerns arose. Laboratory material testing was modernized with new equipment, which allowed critical testing to be performed in less than an hour instead of over several days. The existing database was replaced by a new system hosted by The Jockey Club, which started the RSTL on a path to more comprehensive data storage and provided a modern interface for the racetracks to enter maintenance data. The timing could not have been more auspicious. Demand was poised to far outstrip the testing capabilities that existed prior to receiving the gift from The Jockey Club.</p>
<p>When the HISA Safety Regulations went into effect in July 2022, pre-meet inspection, material testing and daily measurements were required at all covered racetracks. As a result of these regulations, the Maintenance Quality System protocols developed over the previous decade had become more than suggestions followed by a few of the most progressive racetracks. Using the new equipment, pre-meet inspections were immediately implemented by the RSTL for HISA. Today, after only one and a half years, test data is available from all covered racetracks. Updated information infrastructure from The Jockey Club forms the backbone of a system that feeds data to HISA in real time. Epidemiological models of horse injuries can now begin to include quantitative racetrack surface data.</p>
<p>Work remains. Dirt, turf and synthetic racetrack surfaces need continuous improvement. Complete daily monitoring of the tracks exists at only a few racetracks. Real-time race surface data is needed by superintendents and researchers. However, the data infrastructure and regulatory framework is in place. New information can be fed to racetrack maintenance personnel. The commitment of the RSTL is unchanged. The design of equipment and testing protocols are all publicly available and subject to peer review. Data from the tracks is widely shared among other racetracks. No other racing jurisdiction and very few other sports have combined research with transparency to build surfaces that are consistent, from day to day, and throughout the United States and Canada.</p>

He is also the Executive Director and a co-founder of the Racing Surfaces Testing Laboratory. Wayne McIlwraith is the founding director of the Orthopaedic Research Center, a University Distinguished Professor in orthopaedics and holds the Barbara Cox Anthony University Chair in Orthopaedic Research at Colorado State University.</em></p>
