With a strong first day program which ran the gambit from the centrality of horse racing's societal license to the destructive use of xylazine to an update from the Horseracing Integrity & Welfare Unit, horse racing investigators at the annual Organization of Racing Investigators were immersed in some of the most pressing issues affecting the sport.

Hosted by Parx Racing and sponsored by everyone from Keeneland to the Breeders' Cup, over 100 specialists who protect racetracks in America and several other countries, listened, asked questions and made connections, all in the service of equine athletes.

As one investigator said about why he was in attendance, “We are here to protect those who cannot protect themselves and being in a room with like-minded individuals on our 24/7 mission is how we stay ahead.”

Each year conference participants swap tradecraft and those conversations lead to communication which crosses jurisdictions. It is a network behind the scenes, and that is why industry afficionados and the public do not necessarily have the opportunity to see the machinery at work.

“What we talk about here isn't secret, but our members need to have a degree of anonymity as they liaise with various groups of law enforcement, and that is one of the reasons why we don't open this conference to just anyone,” said this year's conference chairman Jason Klouser.

The morning sessions included several case studies about a variety of topics including horse welfare and how investigations have yielded important results. Members of the FBI's Philadelphia Office presented how xylazine used to sedate horses can enter the drug trade on the street illegally.

A highlight was the University of Kentucky's Dr. Camie Heleski, who spoke about the need for all horse sports to improve their optics by directly addressing its societal license to operate.

In other words, developing categorical areas to focus studies like recognizing physical and emotional stress in horses, what happens to them during the other 23 hours in a day when they are not performing and how tack and equipment can be used differently to improve the overall health of the sport.

Campbell

HIWU's Shawn Loehr and Shaun Richards gave an update concerning their investigative operations. The pair now have four investigators on staff, along with a pair of analysts, and they will be adding more soon. Concerning states that do not have a voluntary agreement with HIWU–like New York or Oklahoma–they explained how they have come to rely on independent contractors and that their developing relationship with ORI members continues to be significant to their operations.

“Our mission is to catch doping, protect the horses, serve the Thoroughbred industry, and for instance, our 150 plus barn searches and tip lines continue to yield results,” Loehr said. “ORI is such a valuable resource and being able to talk with them during this conference is essential to our mission.”

During the evening, which shifted venues from the Parx racetrack to the casino, an awards banquet included the TDN's CEO/Publisher Sue Finley, who delivered the keynote over the power of integrity and the precarious position news outlets find themselves in when it comes to coverage of horse racing.

“Some organizations and individuals accuse us of being pro-HISA,” said Finley, speaking about the importance of independent journalism in horse racing. “The only thing we're accused of more? Is being ANTI-HISA. Sometimes, we write an article which generates complaints from some that we are pro-HISA, while others write us and say we're showing an obvious anti-HISA bias. All from the same article.”

The first day activities ended with the awarding of the organization's most prestigious honor which is named for longtime investigator John F. Wayne. The lifetime membership award went to Tampa Bay Downs's Deanna Nicol.

ORI's 28th meeting continues on Tuesday, Mar. 5. Click here to access the schedule.

With an expected record attendance of over 120 participants, the 28th annual training and networking conference held by the Organization of Racing Investigators (ORI) is set for Sunday, Mar. 3 and will run through Wednesday, Mar. 6 at Parx Racing in Bensalem, Pennsylvania.

The TDN's CEO/Publisher Sue Finley will serve as the keynote speaker during the group's Monday evening dinner and awards ceremony, where her remarks will focus on horse racing, the media and integrity.

Central to ORI is the pursuit of integrity and education for its members. Interactions among investigators through networking helps to create lasting relationships between jurisdictions. This year's attendees hail from 18 states, Puerto Rico, the U.S. Virgin Islands, Canada, Ireland, England, France and South Africa.

The event will feature 16 presenters over the course of Monday and Tuesday, as members soak up the latest information concerning a host of pertinent topics directly related to their day-to-day work policing racetracks in their home states.

A broad range of case studies include unregulated horse racing, stable area access systems and equine safety stewarding, just to name a few. Representatives from various organizations like the British Horseracing Authority, the Comisión de Juegos de Puerto Rico, the Horseracing Integrity & Welfare Unit and the Association of Racing Commissioners International will participate.

“Each year our attendance continues to grow and we would like to thank Parx for rolling out the red carpet for us and all of our sponsors for their assistance,” said ORI Chairman Jason Klouser of the Pennsylvania Horse Racing Commission. “This year's conference will have record attendance of over 120 individuals and has something for everyone. From the rookie investigator to the most seasoned, this is all about the general health of the sport. We are very pleased to welcome Sue as our featured speaker.”

“The question of integrity in horse racing has never been more important than it is right now, and the media has an important role to play in that question,” said Finley. “I look forward to speaking to the investigators and discussing how the roles we each play affect one another.”

Michael Blowen had no money, no farm, no horses and no backers. But he did have an idea. He wanted to open a farm that would be a sanctuary for some of the sport's biggest names who were either gelded or no longer being used as sires or broodmares. Somehow moving mountains, he pulled it off and his Old Friends Farm became home to hundreds of Thoroughbreds and a popular tourist attraction.

But now he has decided to retire, 20 years after he opened Old Friends, and turn the reins over to John Nicholson. On this week's TDN Writers' Room podcast presented by Keeneland, Blowen discussed why he is retiring and some of his fondest memories from a job he instantly loved.

“When you get a certain age and you can see the finish line, you know,” Blowen said. “It's like you're turning for home and you go, 'Oh, there's a finish line.' So you better figure out what's going to be happening or what you can do to make everything a little better. And so I started looking for somebody a couple of years ago to take over, and I could never find the right person. Then I ran into John Nicholson. And I would probably still be doing this if I hadn't run into John, because John was the perfect person. I thought, 'boy, oh boy, if he'll do this, it would be great'. People who know John know that he ran Kentucky Horse Park for a long time. He loves the horses.”

His favorite horse? Silver Charm.

“It's hard for me to explain it in one way, because it's hard to explain why you fall in love with somebody,” Blowen said. “No matter who or what you fall in love with your life is going to change. When Sandy Hatfield called me in November of 2015 and said, how would you like an old gray stallion at your farm, I freaked out. The only problem was I couldn't tell anybody. They're supposed to keep it a secret. And then I did keep it a secret, which is probably the only secret I ever kept in my life. But I kept that one. And when he got here on Dec. 1, 2015 that was the greatest day of my life. I didn't even know him, because the first time I ever laid eyes on him in person is when he got off the trailer on that day, but I know I was totally enthralled.'

Though retiring, Blowen plans to spend plenty of time at Old Friends.

“You'll have to drag me out of here,” he said. “I told my wife, when I die, the house where we live in, we have a great house here, and the back backyard is one of the two places where we have cemeteries. I told my wife, when I die, get me cremated, throw my ashes out the back. Just don't put my lifetime earnings on the side.

This week's look at a Coolmore sire focused on Jack Christopher (Munnings). He won three Grade I races and was five-for-five around one turn. He was such a special specimen that Zoe Cadman never forgot her impressions of him when she saw him at Saratoga before he ever raced, noting that he was so perfectly put together that she knew he would be a star.

Elsewhere on the podcast, which is also sponsored by Elite Power, WinStar Farm, the Pennsylvania Horse Breeders Association,https://www.kentuckybred.org/https://www.nyrabets.com/ 1/ST Racing, the Green Group, West Point Thoroughbreds and XBTV.com, the team of Randy Moss, Cadman and Bill Finley expressed their gratitude for having earned an Eclipse Award in the Multi-Media category. Our interview with Wade Jost was selected as the winner. Jost is the father of Carson Jost, who, like Cody Dorman, suffers from Wolf-Hirschhorn Syndrome. Jost, a classmate of Terry Finley at West Point, went in with his syndicate on Carson's Run–named in his son's honor. All agreed that it was Jost who made the podcast so memorable and the team decided it will gift the Eclipse Award trophy to the family.

The team also touched on the big shakeup in Maryland, where a new entity, the Maryland Thoroughbred Operating Authority, which will be similar to NYRA, is set to take over the operation of Maryland tracks and, finally, will rebuild Pimlico. That will also mean that the GI Preakness S. will be run at Laurel in 2025, 2026 and 2027. The group also examined the 2024 economic indicators for racing, which included a 3.7% decline in total handle and a small decrease in purses.

Two board members from the Organization of Racing Investigators (ORI) warmed up their vocal chords and shared a sliver of their vast expertise concerning the value of racing integrity teams during a panel at the Global Symposium on Racing, sponsored by the University of Arizona's Race Track Industry Program, this past week.

Don Ahrens of Sam Houston Race Park and Jason Klouser of the Pennsylvania State Horse Racing Commission explained how these special squads, working alongside agencies like the Breeders' Cup, the U.S. Trotting Association, the American Quarter Horse Association and various state racing commissions and tracks, ensure that safety and security is center stage from the test barn to the winner's circle.

“We have developed an approach with these integrity teams which can be tailored to any situation, racetrack or regulatory body, and it really directs all of our resources to the protection of the equine athletes and ensure a level playing field for the participants, so the wagering public can bet on a product they can trust,” said Klouser.

Ahrens and Klouser are part of the ORI cadre which at its core is based on training and networking. Operating behind the scenes, members wage a daily effort to strengthen racing's regulatory efforts.

ORI member's tradecraft will be on full display from Mar. 3-6 when the ORI meets for what will be its 28th Training Conference. This time around, the multi-day event will be held at Parx Racing in Bensalem, Pennsylvania.

Chaired by Klouser, the preliminary agenda includes a diverse set of speakers who will be covering some of the most important issues pertaining to investigations in racing today.

“Our training conference continues to grow exponentially,” said Klouser. “That speaks to the organization's reputation and the importance of our network of investigators.”

Sue Morris Finley, Publisher & CEO of the Thoroughbred Daily News, spent her childhood driving back and forth to Aqueduct, Belmont and Saratoga with her family. In 1993, she was part of the team that took over the production of the Thoroughbred Daily News, and oversaw its move to Red Bank, NJ, becoming its co-publisher. For 12 years, she was the First Vice President of the Thoroughbred Retirement Foundation, a national organization dedicated to the humane retirement of former racehorses, and served three years on the board of the Thoroughbred Aftercare Alliance.

What was your racing highlight of the year?

Unquestionably, Flightline's Breeders' Cup. I bought my Breeders' Cup tickets early, made sure to get outdoor seating so I could see him in person, and then kept my fingers and toes crossed all year that he would make it. It was worth the wait.

What is one moment in 2022 that you haven't gotten over yet?

The turmoil over HISA. I feel as if all of our lives and careers are hanging in the balance, and no one is in charge.

Who, if anyone, do you think was the equine breakout star of the year?

Forte. Totally in command in the Breeders' Cup Juvenile to win his third Grade I. Wow.

What about a human breakout star?

It's a tie among the 26 incredible people who work at the TDN. Their journalistic skills and dedication to their jobs are second to none, and they've driven us to another record year. It's an honor to work with them all.

Favorite international meet?

I love going to the races at Deauville during the Arqana summer yearling sale, but I think my favorite day at the races ever was at a small track outside of Berlin called Hoppegarten. Not only did almost everyone at the track bring their dog to the races with them, but they all stood and applauded each horse as they came back from the race—win or lose.

Favorite Thoroughbred of all time?

It's a tie. Affirmed, because my parents took me to see the 1978 Belmont Stakes and it kindled my love for the sport. And Renaissance Bob, who we rescued from a slaughter auction and who went on to spend 23 years at the TRF's Wallkill Correctional Facility, helping incarcerated men to change their lives. Both chestnuts, incidentally.

What is one change you'd like to see happen in racing in the foreseeable future?

I would like to see video replays made freely accessible everywhere. How can we promote the sport when we can't see it and show it to others?

What or who surprised you the most this year? Could be a performance, a stallion, a sales price, etc.

Sharp Azteca, who's currently number one on the first-crop list with 34 winners!

You get to have one conversation with someone deceased in the racing industry. Who are you talking to and what's the topic?

My dad. I'm counting him as being in the industry since he was one of our most important assets: a die-hard fan and a $2 bettor who loved nothing more than coming home with a $10 profit after a long day at the track. And because I'd give anything to talk to my dad again.

What was the biggest lesson you learned in 2022?

Don't count your chickens.

Finally, what are you most looking forward to in 2023?

Discovering the next Flightline. Is it too early to start looking for him?

My sincere thanks to Ms. Sue Finley for the compelling article about the Man O' War Project in the TDN Thursday. I whole heartedly appreciate Earle Mack's support of our veterans.

I have only mentioned my own personal story about PTSD to a few people. Shortly after the attack on Pearl Harbor in 1941 my father left Columbia University and enlisted in the Air Force. He was 17, turning 18. He went to Officers Training School and was promptly shipped to the South Pacific to work in the intelligence corps. His job was to set up airfields for reconnaissance once the Marines had taken an island. You can imagine the carnage he saw with the Japanese scorched-earth policies in full force and in full view to a young man not yet 20. The indigenous people suffered enormously. It affected my father deeply.

When he returned from the South Pacific, he finished up at Columbia, then moved to Lexington to find a position in the horse business. He worked for Keene Daingerfield at the Thoroughbred Record (later, better known as the Dean of Kentucky Stewards). Experiencing difficulty adjusting to civilian life, did he self-diagnose some sort of stress disorder and know that he needed to reconnect with horses to reprogram his psyche? One wonders. The whole concept of PTSD had not yet been identified at that time and men were supposed to buck up and push through the pain. It was a different era. It seems that something inscrutable drew him back to horses and he eventually readjusted to post-war life. He trained horses at Keeneland in the mornings before work in the late '40's while starting a family and working at The Record.

Later in life, when GE hired him for his first real job and he was transferred to Pittsfield, Massachusetts, he took in layups from Suffolk Downs and the vibrant fair circuit in Massachusetts at our farm in Stockbridge. We were just an hour from Saratoga. I remember him taking me to the Travers when Jaipur beat Ridan by a nose in 1962.

He always had horses in his life until just a couple of years before he died, by suicide, at age 49 (when I was 19). My sister and I have often wondered if he had stayed physically connected to horses if he might have made it through the rough patch preceding his suicide and enjoyed a full life.

He only spoke about his South Pacific experience once to me, when I threatened to leave home to enlist during the Vietnam War era, because we had argued, and it had turned violent. I was 18. But he knew that war was as close to hell as life can be and he did not want that for me, or on his conscience. He was gone a year later.

My sister and I have both kept horses in our lives; my wife Mary and I have five retired racehorses at our farm here in Kentucky and my sister has three warmbloods at her ranch in Los Alamos, California. It is our lifeline at times too, and perhaps an homage to our late father who connected us with horses, for life.

The research Earle Mack has funded is meaningful. If it saves one veteran's life, it was worth whatever he invested in the Project. I tip my hat to him and say thanks.

Best regards,

Joel B. Turner

TDN Associate Editor Joe Bianca and multi-media producer Patty Wolfe are among the winners of the Media Eclipse Awards as announced Wednesday by the National Thoroughbred Racing Association, the Daily Racing Form and the National Turf Writers and Broadcasters.

Bianca and Wolfe were awarded the Eclipse in the ‘Audio/Multimedia Internet’ category for a piece written and narrated by Bianca and produced by Wolfe entitled “To Hell and Back: Belmont Marks a Deserved Triumph for New York City,” a tribute to the Belmont S., which took place as the first leg of the COVID-19 delayed Triple Crown Saturday, June 20, and appeared the day before the race. It is the first Eclipse Award for Bianca and a second for Wolfe, who also shared the honor with TDN’s Christie DeBernardis for a TDN Multimedia piece on off-the-track Thoroughbreds in 2018.

Bianca’s text and narration goes into the rich history of racing in New York and Belmont Park, which first hosted the Belmont in its current location in 1905. Wolfe weaved in archival racing footage with images of images of New York City, most impacted by the coronavirus.

“Winning an Eclipse Award is an honor like no other in racing and I’m immensely grateful to have been selected this year,” said Bianca. “I want to thank our producer Patty Wolfe and her incredible team of talented editors for illustrating my words so beautifully. Also thank you to our publisher Sue Finley for her steadfast support for my work as we branch out into different types of media at TDN. It has obviously been a very difficult and tragic year, but I’m so proud and thankful to have moved people with one of the inspirational success stories of 2020 in an ode to my beloved hometown.”

Added Wolfe: “This video is a reminder of the things we always had but almost lost. Other professional sports were not competing at that time, and New York had just been through a nightmare with the pandemic. NYRA’s running of the Belmont S. in June was momentous. Talking directly into his computer, Joe’s authenticity was compelling as he put the magnitude of the moment into words.”

The Paulick Report’s Natalie Voss is the recipient of the Media Eclipse Awards for both the ‘Feature/Commentary Writing’ category for her piece entitled “An Angel On His Shoulder: This Thoroughbred’s Fate Was Written in Ink;” and for the News/Enterprise Writing category for her multi-part series “A Decade IN, How Are We Doing With Thoroughbred Aftercare?”

NBC Sports receives the Eclipse for their coverage of “The Breeders’ Cup World Championships” Nov. 7, a program produced by Billy Mathews and Lindsay Schanzer; as well as the ‘Television/Features’ category for “Rider’s Up: The World’s First Sports Bubble,” which aired on NBC Sports Network Oct. 2, 2020, and was produced by the Hennegan Brothers.
