PARIS, KENTUCKY–Citizens of Bourbon County, Central Kentucky and beyond are banding together under a newly founded nonprofit organization to combat a proposed expansion of Bluegrass Station. Many are concerned that this project could involve the use of eminent domain, the government's power to purchase private property for public use, and local farmers and horsemen fear it would cause irrevocable damage to their environment and community.

A 63-page report on the proposed expansion, which calls for the acquisition of an initial 2,000 acres for the construction of an airfield and airpark with the potential to double in size in the future, was presented to the Kentucky General Assembly in November of 2022. However, members of the public were not made aware of the plans until just last week when a private citizen discovered it in the most recent proposed version of the state's budget, which includes $320 million allocated for the expansion.

Bluegrass Station, once an army depot, is currently a 780-acre site near the Fayette/Bourbon county line and is Kentucky's only state-owned industrial park, employing over 2,000 Kentuckians. Lockheed Martin, a private government contractor specializing in aerospace and defense manufacturing, is Bluegrass Station's largest employer.

According to the report from 2022, preliminary research shows that this proposed expansion would require an upfront investment of $55 million in the state's bond money for land acquisition and pre-development costs, as well as an estimated $88 million for roadway improvements. For the majority of the funding, the project would be launched as a Public-Private Partnership (P-3).

The report states that the completed project would create 3,000 to 6,000 permanent jobs and generate $12 million to $20 million in annual, recurring state and local tax revenues. It would include more than $1.4 billion in private investment for airfield and airpark infrastructure and development.

On a technical basis, the report proposes an initial runway length of 7,800 feet–the longest in Central Kentucky–and a runway width of 150 feet, plus paved shoulders. At this length, the runway would be able to accommodate single engine aircrafts, corporate jets, smaller cargo aircrafts and military aircrafts, while also serving as backup to commercial traffic and larger cargo activity needs in the area. It is noted that the runway would be designed with potential for future extension.

As the news of this proposed plan has spread, so too has the dreaded feeling of deja vu for many Bourbon County residents. Back in 2017, a similar proposal to expand Bluegrass Station was pitched at the local level but ultimately killed by Bourbon County Fiscal Court. This time around, citizens are frustrated by the lack of transparency.

“The whole thing has been cloaked in secrecy,”  said Lynn Hancock, whose family's Stone Farm is located eight miles from Bluegrass Station. “There has been no information, as far as I know, no environmental studies, no community engagement, and they haven't spoken to any of the people whose properties they would be threatening to use eminent domain in order to seize. The whole thing just seems like it's been done with no regard for the people who are actually going to be affected by it.

“Not only does it threaten our business in terms of the Thoroughbred industry and a lot of other people as well, but it would definitely change the way of life.”

She pointed out a portion of the report that reads: It is possible that the Commonwealth's use of eminent domain to acquire significant property for the Project could inspire public resentment, especially if the Commonwealth is not transparent with its actions, the benefits for community or the need for the Project.

“I think it's funny, because how could it not [inspire public resentment]? It's a sizable project and again, no one thought they should discuss with the community. These elected officials don't care to discuss with their constituents whether it's something we want. Ultimately, it's the state taking our taxpayer dollars to heist private property from people unwilling to sell.”

Hancock questioned the promise of job opportunity, while also pointing out how detrimental the pollutants could be to the overall environment and the land considered by most to be the best in the world to raise horses on.

“How many people working there are actually coming from Bourbon County? I think it's going to be a lot of people moving here from out of state and they're going to live in Lexington. And even if it does create jobs, how many other jobs are going to be lost if it has such a negative impact on some of the industries that we do have here?” she said. “What's it going to do to the environment, to the well water? We raise all of our mares on well water. Are we going to have mares breathing in soot? I mean, is there going to be soot on Secretariat's grave? It will have a massive impact any time you have the size of plane they're talking about bringing in.

“This is not some developmental area where people are seeking to sell their land and make a profit. I think it sets an extremely scary precedent for private property rights. I don't know how as an elected official you can sleep at night knowing all of the backdoor dealing that has been going on. They know it's not what the people that elected them want.”

Bill Dickson, a seventh-generation farmer whose Glen Oak Farm neighbors Stone Farm, echoed Hancock's concern. Though both Stone Farm and Glen Oak Farm are not at immediate risk of being purchased under eminent domain, Hancock and Dickson said they have no doubt the effects will be felt far outside of the Bluegrass Station borders.

“My ancestors started in 1792 and were pioneers at a local station here. I operate a 500-acre farm and we've got Thoroughbreds, a cattle herd, and we raise commercial hay and row crops as well,” he said. “They'd be coming in and taking off over my land and I just don't think that's a healthy place to raise livestock and all the other things I do on my farm. Central Kentucky is an agriculture-based location. It's how we've made our money, it's how we've made our mark on the world. I understand it's going to grow as our population grows, but [this plan] infringes on what we're known for. You're taking some of that away from one of our signature industries.

“I'm supportive of progress, but we need to do it in a way that's advantageous to both of us and not just push eminent domain and have this government land grab. Let's be constructive about where we do these things.”

Ellie Stilson is a nurse at UK Hospital and the owner of Daisy Acres Farm, which is within the designated area for future development in the proposal. Her 50-acre property is home to several dozen Thoroughbreds, both broodmares and retirees.

Although Stilson would receive fair market value if she is forced to give up her property due to eminent domain, with current market rates she does not believe that she could afford another farm in Central Kentucky with a similar amount of acreage.

“I don't think I'm going to get anything like this again,” she explained. “It's 50 acres. What about the animals that live here? What am I going to do with them? But I'm only 50 acres out of 2,000. At the end of the day I won't be homeless, but there are people down the road living in trailers that will be. That's my concern. I don't know where these people are going to go.”

A 501(c)(4) formed by local citizens, 'Citizens for Bourbon County' hosted a town hall meeting on Sunday, Feb. 18 to discuss the implications of this proposal and how they plan to fight it. Around 300 citizens gathered to discuss the ramifications not only for those whose land might be taken from them, but for the entirety of the local community.

The meeting was hosted by Rebecca Rigney, whose family has lived on their sport horse farm just down the road from Bluegrass Station for 20 years. Her land is also at risk of being taken over if the plan goes through.

“I call for a burden of proof to be placed on our elected officials,” Rigney told attendees gathered in her indoor riding arena. “Proof that this will work instead of stating that it will. Proof of how this will impact the environment with studies. Proof that there is not another location that will provide jobs elsewhere while preserving our farms and the most precious soil in the world. Proof that your tenants won't be temporary. I want a guarantee that the sacrifices my neighbors and my family make are for more than just a multi-million dollar corporation.”

Mark Offutt, a local landowner and former county magistrate, voted against the expansion in 2017.

“Secrecy and lack of transparency has followed this project for the last seven years,” Offutt said. “The same corporate bullying and tactics that they are using now with the threat of Lockheed pulling 2,000 jobs out is exactly the same rhetoric that they used in 2017 and the jobs are still here…Their model of empty promises and secret meetings behind closed doors hasn't changed at all.”

Some of the attendees expressed their belief that elected officials purposefully kept the project from public eye because of the overwhelming opposition from the community during the 2017 proposal.

“What's extremely clear is that our government, knowing our opposition from 2017 and 2018, tried to hide the movement of this project from us,” said Ike Van Meter, a cattle farmer and Thoroughbred owner and breeder based near Bluegrass Station. “Our elected officials have happily kept us in the dark until the money had been signed off on by the legislature and government.”

Van Meter, whose family farm would be part of the acreage acquired through eminent domain, said he has tried to get in touch with several elected officials including Governor Andy Beshear, but was directed to Steve Collins, the executive director of Bluegrass Station.

“This project is a massive bait and switch with the false pretense of military support, but it's really an illegal use of eminent domain to try and benefit a few multi-billion dollar companies at the expense of prime Kentucky farmland,” he said.

The TDN reached out to Bourbon County Judge Mike Williams, Senator Stephen West who represents the 27th District that includes Bourbon County, and Representative Matthew Koch who represents Bourbon County as part of the 72nd District, but did not hear back.

TDN did get in touch with Collins, who suggested that citizens may feel as though they've been blindsided because the project has not yet advanced to the outreach point in the project's timeline.

“The next step will be sending a request for information to the possible P-3s [Public-Private Participants],” Collins said. “This $55 million [in bond money] is about 20% of the buildout, so it's all private. We will go out into the P-3 community with an RFI [Request for Information] probably in April or something like that. It will take them a while to respond to that. They'll tell us in their response if what we're doing fits that model, so it will change shape a bit at that point. People feel like they got steamrolled by some of these processes, but it's very deliberate. We're out of sequence because after the RFI is when the outreach is supposed to start.”

Collins also countered against what many people have stated regarding the purpose behind the expansion.

“This has never been about economic development,” he said. “That's an outcome or a result. This need is national defense and state strategic obligation, state financial obligation and regional aviation needs. There's a lot of people involved in the need, thousands of people that could become one. There was no due diligence the first time [in 2017]. We knew it was somewhat unpopular back then, but they were using local financing that just wasn't going to work. This is not a local project. It affects local people but this is a national, even global, project.”

Collins has estimated that there will be six military planes per month and 10 to 20 private planes per day utilizing the runway.

When asked about why a facility like this cannot be built elsewhere, Collins said it goes back to the “core customer” of Bluegrass Station.

“Bluegrass Station was invented to serve this customer, ” he said. “…we've created a response model for this customer that we can provide what they need to accomplish their mission faster and cheaper than anybody else. They're using this model to bring in more work. The kind of work they do can't be talked about, so to speak.”

Outlined in an overview of the report, the project timeline estimates four to six months for the RFI phase to be completed, which includes drafting a Request for Qualifications (RFQ) and conducting title exams. It isn't until the next phase, when the RFQ would be issued, that public engagement would begin. It is within that second task, estimated to span six to 10 months, that they would also shortlist teams, issue Request for Proposals (RFP) and enter the P-3 Agreement.

Also included in the overview is a project outline, which estimates that if the budget to fund this project is passed, land acquisition would be completed within a two-year timeframe followed by the development of the airfield and airpark over the next two years.

At the town hall meeting, Van Meter expressed the importance of citizens residing in Bourbon County and beyond to contact their elected officials and express their disagreement with the proposed expansion of the former army depot.

“This is not a done deal,” he said. “We will fight. We will fight to keep this out of the budget and if it goes through we will continue fighting. I encourage each of you here to tell your neighbors, have your neighbors tell their neighbors and we will continue to fight.”

As it stands, the House has already passed its version of the budget and it now goes to the Senate.

Arthur Hancock III, a fourth-generation horseman and owner of Stone Farm, shared his perspective during Sunday's meeting. Based on the reaction from the crowd, his words were an overarching sentiment shared and felt by all.

“I would hate to think that our representatives were aware of this all along and never even told their neighbors that something was coming to take their land and their heritage. If that is the case, it's downright un-American and most certainly un-Kentuckian,” he said. “I hope the rest of the people in our state will take notice of what's happening in Bourbon County and will always remember those who came secretly and slyly, like thieves in the night, to rob us of our way of life, from those who instigated this plan to those who are now trying to carry it out. And we should all remember that this may well be the tip of the iceberg of what could come next.

“To those behind this: if you want to try and stab me, at least be man enough not to stab me in the back.”

And it's no wonder: Flay admitted that he targets the sale, and calls the experience “one of my favorite weeks of the year.”

“I love the environment. I love the atmosphere. It's a giant cocktail party, and selling seven-figure horses that are handpicked as the top of the crop. Some of the best eyes in the business have picked those horses out physically and from a pedigree standpoint and said, `These are the top of the crop.' You can't really bring up a horse to Saratoga that doesn't really have some serious shine to it. All the best judges in the business look at every single horse, and a handful of times, so there's nothing slipping through the cracks. If you don't have a horse that people are going to get excited about, it's probably not the right place for it to be.”

But this August will mark a big shift for Flay, whose racing and breeding program was dealt a serious blow in September with the death of his long-term advisor James Delahooke. Delahooke, an industry icon who played a key role in the creation of the Juddmonte bloodlines, was not just an advisor, but a mentor and friend to Flay.

As such, his two on offer this year with consignor Stone Farm represent a little bit of the traditional, and a little something new.

Hip 6, a colt by Justify-Blossomed, by Deputy Minister, was selected for him by his new bloodstock advisor Tom McGreevy out of the Keeneland November Sale for $350,000; while hip 217, a half-brother to his Breeders' Cup Juvenile Fillies Turf winner Pizza Bianca (Fastnet Rock {Aus}) by Not This Time, is a homebred out of White Hot, a purchased advised by Delahooke.

Pinhooking has not been a big part of Flay's playbook up until now, and has been an aspect of the game in which he has dabbled “very minimally” with “break-even to moderate success,” he says.
But if Delahooke taught him about pedigrees and families, McGreevy's forte is physicals, and Flay is benefitting from their expertise in each realm.

“James is not replaceable,” said Flay. “He taught me so much about this business. Every time that I spent time with him, I learned something new. James saw the whole picture. When you look at Juddmonte pedigrees and you look at the third and fourth dams of some of these great horses, James picked them out as yearlings. And so having James as one of my mentors in terms of buying fillies and mares is never going to be replaced.

“Last September, I had a conversation with Tom about coming onto my team, and the thing I love about Tom is that he is focused on what he wants to do. He wants to look at every horse at every sale, and he wants to find great physicals. That's what he cares about. He loves the physicality of the horse. He doesn't have to worry about the pedigrees. I'm going to take care of that. He doesn't have to worry about matings or anything like that. He tells me who he thinks are great physicals in the sale, and then I use that information to make decisions. And so far, it's been a great year. Now that I have Tom, I would consider all kinds of things that maybe I didn't consider before, just because he is such a great judge of physical. And so having him on my team gives me a tremendous amount of confidence.”

Hip 6, the Justify colt, is just one example.

“The typical horse that I look for, especially, has that great walk along with a lot of other things the agents look for–the conformation, the balance and everything,” said McGreevy, recalling his purchase of the colt as a weanling in November. “And there are intangibles, too, that we look at is; his attitude, how he handles the pressure of the sale. And he had all those qualities, I thought.”
McGreevy said that to him, the walk trumps everything.

“I still think the toughest thing to find on a horse is a really, really good walk, and he has that,” he said. “And I don't just mean they walk correctly, but they have that great athletic walk. I believe that to be able to do that, they have to have all the parts working together. That translates on the racetrack. That's how they move and how efficient they are.”

If the weanling and his page looked good last November, they look even better now. A half-brother to Grade I Spinaway winner Sippican Harbor (Orb) and the graded stakes placed Bodacious Babe (Mineshaft), the colt has received a timely update on his page with his full-sister, Awesome Result, now two-for-two in Japan since the November catalogue. And there's not a hotter sire than Justify, who has sired graded stakes winners in Europe and Australia in 2023, along with two Grade I winners in America-Arabian Lion and Aspen Grove.

“Justify is doing so well,” said McGreevy. “He's really on fire not only in the United States but in Australia and England, France. So (hip 6) has a lot of encouraging things about him, not only as an individual, but he has a lot of star power going for him and the pedigree on the bottom side, as well.”

Said Flay, “Listen, this is why somebody like Tom McGreevy is so important to a program like this, because he sees things that I'm not going to ever see. It's like cooking. You need to know your limitations. Just because you can cook Italian food doesn't mean you can cook Chinese food. I really rely on him to pick out physicals that are developing. Obviously, these horses are young. You're trying to predict the future. Obviously, no one can do that 100% of the time, but I like his batting average a lot.”

Like with all his mares, Flay planned the mating for hip 217.

“I became interested in Not This Time pretty early in his success,” he said. “You could see that something good was happening early on.” At the time he planned the mating, early in 2021, Pizza Bianca hadn't yet made her first start.

“I took a calculated risk with Not This Time, and then Pizza Bianca became Pizza Bianca, won the Breeders' Cup, and then at the same time, Not This Time has developed into one of the most important young stallions we have.”

Flay has retained both White Hot and Pizza Bianca, and both are at Stone Farm, in foal to Into Mischief.

There's no telling what buyers might find (hip 217) appealing, said Flay. “It's Saratoga. It's a hot, now somewhat-proven stallion, a young, exciting stallion. It's the physical, and it's the pedigree. And it's also now the race record under the first dam. So, up close, but also in terms of history, going back four dams, five dams, six dams, it's tough to beat this pedigree. Even if you didn't have Pizza Bianca in there, it's one of the best pedigrees in the world.”

It's a pedigree that could appeal to a broad cross-section of the yearling-buying market.

“If it were five years ago, I would say to you it's going to be somebody from Japan or it's going to be somebody from Europe. But now that grass racing is so incredibly important in this country and getting more and more important, it could be anybody. Not This Time can certainly get a dirt horse, and just because it's a Galileo mare doesn't mean they can't run on dirt at some point. I would just say don't try to figure out before the horse is running where the horse is going to run. The horse will tell you where it's going to run. But this is one of the world's great pedigrees, and if I'm buying a yearling, this is the pedigree that I'm looking at, for sure.”

This week, Songbird will be elected into the Hall of Fame, and Flay will be on hand to support the man who picked her out as a yearling at this sale nine years ago for owner Rick Porter-his new advisor, McGreevy.

“Songbird was one of my favorite fillies of all time,” said Flay. “Just the fact that I get to work with the guy that picked out the horse and the horse is now being inducted into the Hall of Fame, I feel really lucky. Losing James, as I said, is never going to be something I'm going to be able to replace, from a business standpoint and also as a friend standpoint. The guy was amazing, but I'm lucky that this new chapter is with Tom.”

Racing in the colors of Speedway Stables, the $525,000 Keeneland September yearling purchase earned 'TDN Rising Star' status on debut for Hall of Famer Bob Baffert as a juvenile and was also third in the GI Del Mar Futurity.

It's an instructive remark. For one thing, it indicates the humor and modesty that redeem the restauranteur and television chef from the kind of airs that might burden others, accustomed to turning heads in Main Street, on entering this arcane hinterland of ours. Flay so reliably checks the fame and glamor at the barn door, indeed, that you suspect he actually relishes the way Thoroughbreds operate as such undiscriminating vehicles of humility.

But the most important thing about this wry observation is that it's perfectly true. And what has truly assimilated Flay, in the esteem of lifelong horsemen, is a program that brilliantly reconciles its boutique scale with competition at a level where others, as he vividly implies, are wholly immune to the bottom line.

That has required Flay to discover strengths very different from those that made his name. But that process has also allowed horsemen to embrace him, not as some interloper from a mystifying, glitzy world, but as one of their own.

“The difference for me, in the horse business, is that in the rest of my life I'm impulsive, don't like waiting around very long,” he concedes. “But somehow the horses have taught me patience.”

Sure, there are aspects of his professional career that dovetail with the things that draw us all to the racetrack, to horses, jockeys and trainers: the competitive flair that turns rehearsal into performance, routine into theater. By instead concentrating his investment in breeding, however, Flay has deliberately opted for the long game.

While his program never comprises more than a dozen mares, each a highwire dash ahead of sheikhs and plutocrats, time and again he has been able to keep things sustainable at the yearling sales. Only last month, indeed, a $2-million daughter of Curlin sold as the top filly at Saratoga; and five others of his current crop have made Book I of the imminent September Sale.

So while the adrenaline will doubtless flow at Keeneland, overall his horses offer a completely different satisfaction. It's like the slow, low oven that achieves tenderness and succulence, as opposed to the instant flash-and-sizzle sought by those hunting a Kentucky Derby colt.

“Those guys are playing the lottery,” he says. “I'm trying to keep my intrinsic value from day one. Now, I do know that if I pay $1 million for a well-pedigreed filly, and she doesn't run, her value–depending on her pedigree and physique–might be somewhere between a third to a half. But it's not zero, which you'd get with a colt with the exact same pedigree if he can't run.”

Having embarked on a road tapering to a far horizon, Flay has learned to moderate his stride. “Because in the horse business you have no choice,” he says. “This has been a 15-year plan. I bought my first good piece of bloodstock in 2007: a stakes-placed 2-year-old, hailing from the Best in Show line. She RNA'd for $1.4 million, and I ended up buying her for $1.2 million–easily the most money I'd ever spent, on anything. And I remember the consignor saying, 'Just think of this like you're buying a building.' And he was right. It's a long process. But what I always say is that good blood is going to show up. You don't know exactly when. But if you're patient, at some point it's going to show.”

Sure enough, this first big investment produced a filly named America from the final crop of A.P. Indy. Herself a graded stakes winner (and twice Grade I-placed), America in turn produced a first foal by Curlin that made $1.5 million as a yearling. And his endeavors, as First Captain, contributed to the even bigger sum banked by his younger sister at Saratoga the other day.

It was a similar, slow-burn story with a Galileo (Ire) filly acquired for 1,250,000gns at Tattersalls in 2014. Her dam had already produced Derby winner Pour Moi (Ire) (Montjeu {Ire}), and Flay named her White Hot (Ire).

“I don't know what it would be on today's exchange rate, but at the time she cost the equivalent of $2.1 million,” Flay recalls. “She was the most expensive yearling filly of the hemisphere [from that crop]. But she didn't have the heart to run. I remember John Gosden calling and saying, 'Look, I can run this filly, but I just want you to understand that she's never going to show on the racetrack what's on her page. If she were mine, I would just move on and think about breeding her.' So I did.”

He sent White Hot to Fastnet Rock (Aus) and retained the resulting filly, Pizza Bianca, to win the GI Breeders' Cup Juvenile Fillies Turf last year.

“That's a story where people could say, 'You got lucky,'” Flay says. “And yes, absolutely, I guess there was some luck involved. But at the same time, it was a plan. There were a lot of lean years, holding onto this very expensive piece of bloodstock. But she's beautiful, she's by Galileo, she has that incredible female family. And I just relied on that belief, that at some point the blood's going to come through.”

White Hot's colt by Uncle Mo goes under the hammer at Keeneland as Hip 115. That's a mating characteristic of this program, and too few others. Flay has done his homework and knows how priceless to the breed, historically, has been cross-pollination between the European and American gene pools. After years of short-sighted retrenchment, on both sides of the water, it's heartening to find such a smart investor mingling lines that most commercial breeders would keep dogmatically apart, as exclusively dirt or turf.

Two of his Book I fillies, for instance, share Butterfly Cove (Storm Cat) as third dam. She was not only a half-sister to Aidan O'Brien's champion juvenile Fasliyev (Nureyev), but also delivered a Coolmore linchpin in Grade I winner and producer Misty For Me (Ire) (Galileo {Ire}). Flay bought Misty For Me's daughter Cover Song (Fastnet Rock {Aus}) for $1.6 million as an auction wild card after she had won the GIII Autumn Miss S. for Spendthrift. He remembers seeing B. Wayne Hughes on his way out of the pavilion and asking: “Why did you sell this filly?” Hughes gave a long pause, looked at Flay and shrugged, saying: “I have no idea.” Now Cover Song's third foal, by Quality Road, heads to Keeneland (Hip 191) with her first, Contemporary Art (Dubawi {Ire}), meanwhile targeting the same Santa Anita graded stakes once won by their dam.

Another long play has been Amagansett, an $875,000 yearling by Tapit out of Misty For Me's stakes-winning sister Twirl (Ire). She never made the track, but again Flay is banking on residual value telling in her first foal, a filly by Uncle Mo (Hip 131).

“This mare was another example of what I was talking about,” Flay remarks. “I paid a lot of money for her as a yearling, but she had an ankle problem and obviously as things stand she's an expensive project. But she's got a lot of quality and class, and we'll see what happens: this is her first foal to the ring and she's very, very nice.”

So while the other Book I pair are both bred on the same commercially live cross as Tiz the Law, as respectively a colt (Hip 320) and filly (Hip 88) by Constitution out of a Tiznow mare, the fact is that Flay is presenting three beautiful yearlings in the sale's premier book on a bolder formula: each by an elite Kentucky stallion, out of a mare from an aristocratic European family.

“I'm not going to say I'm the only one doing it, because I'm definitely not,” Flay says. “But it does seem to be rare to bring over European blood and tie it to American sires, or vice versa. Yet this kind of thing was done for decades by some of the world's best breeders, people like Coolmore and Juddmonte, or Bull Hancock before them. We get so conditioned to say that this horse, with this pedigree, will only run on grass; and that horse, only on dirt. Yet we've been proved wrong so often, I just want to keep an open mind.

“I do wonder how people feel, when they see pedigrees like these. Are they turned off? Are they excited? Probably it'll be a bit of both. But the bottom line is that I know that it works.”

Flay acknowledges the argument that equivalent regeneration is no less urgent in Europe. When Australian friends congratulated him on an inspired mating between White Hot and Fastnet Rock, he demurred: Europe's top stallions were so genetically clustered, in the same neighborhood as the mare, he had felt as though he hadn't a great deal of choice. But he's palpably animated by the idea of reviving the speed-carrying impact of Northern Dancer and his sons on European turf. Someone, I suggest, needs to try once again to win an Epsom Classic with a horse by a perceived dirt stallion. “I'd like to be that person!” he exclaims.

That's an ambition a world apart from the New York kid who cut high school to bet at the track, or indeed the guy who made his first piecemeal investments in horseflesh like “throwing darts at a board”. And Flay gives huge credit, for that transformation, to the seasoned counsellors who have helped him navigate his Turf adventure.

The first to illuminate the mysteries of pedigree was his old friend Barry Weisbord, founder of TDN, who channelled Flay's raw enthusiasm into a proper strategy. Then there was James Delahooke, proven as one of the great judges after helping to assemble Juddmonte's foundation mares. It had been too long since the English agent had been deployed by someone equipped to make the most of his exceptional eye, and Flay's subsequent record only confirms what others had meanwhile been missing.

“I've loved working with James for the last 15 years,” Flay says. “You know, he's 'out of the movie' as The Bloodstock Agent because he looks the part, he sounds the part, and he knows the part. I've learned so much just talking to him, every single sale we go to, every dinner that we have together. And James has a very simple project, which is: 'Find me the best-looking physicals among all the fillies in the sale. Don't worry about the pedigrees, we can put those together later. Find me a beautiful horse that's going to make a broodmare one day.'”

But there has also been a third vital dimension: entrusting the care of his mares and foals to a horseman of genius in Arthur Hancock.

“One of the best things I have ever done is employ Stone Farm,” Flay says. “They're a lovely family, first and foremost, and it has been such a pleasure getting to know them. But I remember when James told me to go take a look at their land. That's not something you hear a lot of people say in the commercial horse world, but he believes in a correlation between success and the amount of land each horse is given. So I took a drive out to Paris, Ky., got to the top of this hill and saw their property. And I was like, 'I'm home. This is where I want my horses to live.' So that's the whole formula, right there. It's not overcomplicated. One person that takes care of the physicals, another that takes care of the pedigrees. And of course they live in Shangri-La.”

But Flay does all the matings himself, seeking the same kind of elusive balance as any other breeder–and inviting, in the process, an obvious analogy: don't throw too much chili into the pan, but don't let things get too bland, either. In keeping with his far-sighted dissent on surfaces, he also resists the standard commercial refuge in unproven sires. Apart from anything else, of course, matings have to be commensurate with the value of the mare, which in this program tends to be high.

“I've seen plenty of mares with world-class pedigrees get ruined by sire decisions that are just guesses,” Flay observes. “So I don't use unproven sires. I would rather pay more for the sire later.”

As we've already seen, he's confident that Constitution has made the grade, and expects better again as his upgraded books kick in. (One of his Constitution yearlings in this sale is out of a mare purchased, uncharacteristically, at 13 and already responsible for Grade I winner Come Dancing {Malibu Moon}–and that was precisely because she was carrying this foal by the breakout WinStar sire.) And Flay also loves the injection of speed that qualifies Not This Time to fill an impending void, with Classic sires like Curlin, Tapit and Medaglia d'Oro entering the evening of their careers. (Sure enough, White Hot has a weanling colt by Not This Time.)

All the while, however, his aspirations must be tempered by the reality with which we started: that some of these other guys have reserves as deep as their oil wells.

“Their ammunition and mine is very different,” Flay reflects. “I have to save my powder. I have to be very strategic. There are many sales, including premium sales, where I can't identify a single thing I want to buy–because the pedigree just isn't good enough. That doesn't mean a filly won't come out of that sale and win the Kentucky Oaks. But if a horse can't run, gets hurt, whatever, I need something to lean on.”

By the same token, he would rather double down on a pedigree than undersell.

“That's maybe my more impulsive side,” he says. “But like last year, literally a week before the Keeneland sale, Cover Song's Quality Road colt got an abscess in his foot. I said, 'Okay, we'll race him.' If I have seven foals this year, I know there's a good chance seven aren't going to make the auction ring. That's okay with me. And if nobody wants to pay me what I think a horse is worth, I'm okay taking it back home. Because not only do I know the horse is going to be taken care of, which is incredibly important to me, but it will also be given every opportunity to succeed. So we're all working toward bettering these pages, and strengthening my roster.”

Having built something so impressive through the first 15 years, Flay can now start to consolidate for the next 15. Among his small band of mares, he has “pillars” that look eligible to start a dynasty: the likes of America, Cover Song, White Hot and Dame Dorothy (Bernardini), a $390,000 yearling who won a Grade I and whose first foal by Curlin, Spice Is Nice, brought seven figures when taking her own turn at the September Sale, before becoming a graded stakes winner last year.

“I mean, these are mares that are already producing beautiful progeny,” Flay reasons. “They're selling at the sales, they're running on the racetrack. So I would love just to continue growing these families. My daughter is 26, she's interested, and I say to her: 'I don't want you to make this your life, but I do need you to keep up with what's going on–because at some point you're going to have to know what to do with a lot of valuable bloodstock.' I want to grow my horses' family trees so that my own family tree can enjoy it, too, decades later.”

Rather closer to hand, meanwhile, is a momentous staging post in the annual cycle.

“We wouldn't have put any of these in Book I unless we thought them really 'primo',” Flay emphasizes. “We feel like we've had some really good luck, from a physical standpoint. I love Saratoga so we took America's filly up there and she was an absolute queen. But just from an international standpoint, we like going to Keeneland with pedigrees like these.”

And he could offer no higher praise than this: if he didn't own the fillies already, they would be the ones he'd be looking at. When Delahooke gives him a shortlist, he always asks: “Is there anything better than what I have in the sale?” Because if the answer is no, it can be hard to let them go.

“But that's the whole thing,” Flay reasons. “I've been able to put together this very small, boutique broodmare band, and it's all very good stuff, the top of the pedigree chain. And when I put something in the ring, there are people out there with the same feeling that I have. People that when they turn the page and see these pedigrees, and then see what these horses look like, will raise their hand with fervor. Because they know how hard it is, to get into these families, and here they have an opportunity to get it ready-made.”

It's a long time now since Flay was fired up with a new passion, watching old races and poring over pedigrees deep into the night.

“And I still have a lot to learn,” he stresses. “It's like the wine business: you can know a lot but you can never know it all. I know it's not a perfect science. Sometimes these families get hot, sometimes they lose a little steam. But that's what's so wonderful, everything continues to evolve. If you want to play at the highest level, you really have to pay close attention. But I absolutely love it. It's become a very important part of my life, and I love it dearly.”

Blackadder, a son of top sire Quality Road, won the listed race in the colors of Sol Kumin's Madaket Stable from Mackinnon, an American Pharoah colt also flying the Madaket silks but trained by Doug O'Neill. If you haven't noticed, the Madaket silks are ubiquitous across the country these days, particularly in Baffert's barn, which is loaded with well-bred Triple Crown hopefuls belonging to “The Avengers” partnership that includes many entities, headed by principals SF Bloodstock, Madaket, and Starlight Racing. Aside from the three named, Blackadder, a $620,000 Keeneland September yearling, is owned by Robert E. Masterson, Stonestreet Stables, Jay A. Schoenfarber, Waves Edge Capital, Catherine Donovan, Golconda Stable, and Siena Farm. All of the 3-year-olds owned by this group run either in the colors of Madaket or Starlight, and they have become a familiar sight in the winner's circle of quite a few Derby preps lately.

Blackadder is the latest. The colt, who was bred in Kentucky by Arthur Hancock III's Stone Farm, won the race with a rousing finish, and the farm was quick to tweet the news of its latest stakes winner. Stone Farm also bred Baffert's 2019 Gl Santa Anita Derby winner Roadster, another son of Quality Road who was on the Triple Crown trail for the Speedway Stable of Peter Fluor and K.C. Weiner, with Hancock retaining a 10% interest. Speedway picked up an Eclipse Award last week when its undefeated colt Corniche, also by Quality Road and trained by Baffert to win the Gl Breeders' Cup Juvenile and Gl American Pharoah S. last year, was named the champion juvenile male for 2021–the third Eclipse winner for his sire after champion juvenile filly Caledonia Road and champion 3-year-old filly Abel Tasman.

Baffert trained Abel Tasman, the 2017 Kentucky Oaks winner, for China Horse Club and breeder Clearsky Farm, and he clearly has an affinity for the offspring of the Lane's End-based sire, who stands for $150,000 live foal this year. One reason for this is that the Quality Roads like West Coast tracks. Baffert also trained the Quality Road son Klimt for Kaleem Shah when that colt won the Gl Del Mar Futurity in 2016.

All told, Baffert has trained two of Quality Road's three champions, and four of the stallion's 12 Grade l winners to date, and any owner or breeder with a classic hopeful by Quality Road in Baffert's barn would be understandably hyped. At the end of the day, winning championships and races at the highest level boost bloodstock values, and that's what it's all about to owners and breeders who play at the top of the market.

Abel Tasman, for instance, won six Grade l races and earned nearly $2.8 million on the track but made the ultimate score when selling for $5 million as a broodmare prospect at the 2019 Keeneland January sale. Likewise, the breeding rights to Corniche have already been sold for $17 million, I've been told, even though the colt is unlikely to make the Derby after a lengthy freshening. And that's miniscule compared to the more than $100 million for the breeding rights generated together by the Baffert-trained Justify (Scat Daddy) and Authentic (Into Mischief)–the former a Triple Crown winner, the latter a Derby winner, and both Horses of the Year. SF, Madaket, and Starlight were involved in Justify and Authentic, as they were in Charlatan (Speightstown), another Baffert trainee whose breeding rights made significant millions. There are several others as well, and it's one reason why the group has been loyal to Baffert through the trainer's recent travails.

Hancock connection

Blackadder isn't the only colt for the SF/Madaket/Starlight group with Baffert with a Stone Farm/Quality Road connection. On Jan. 21, the Quality Road 3-year-old Armagnac, flying the Madaket silks and under the same ownership as Blackadder, won a mile and a sixteenth maiden special at Santa Anita by 2 1/4 lengths in his second start. He appears to be another with future stakes potential. Armagnac was bred in Kentucky by Stone Farm and Joseph W. Sutton, and he was purchased by the SF group at the 2020 Keeneland September sale for $210,000 from the same Stone Farm consignment as Blackadder, as mentioned earlier a $620,000 buy.

There's no question that Arthur Hancock knows how to breed and raise a good horse at Stone Farm. He raised Derby and Preakness winner Sunday Silence, stood his sire, Halo, and raced him with trainer Charlie Whittingham and another partner before selling him to Zenya Yoshida for a reported $10 million (after initially selling a quarter of the 1989 Horse of the Year to Yoshida for $2.25 million in early 1990 when the colt was four); bred and raced 1982 Derby winner Gato del Sol with Leon J. Peters; bred with Peters and sold 1988 Preakness and Belmont S. winner Risen Star; and bred with Stonerside and sold Derby winner Fusaichi Pegasus for $4 million at the 1998 Keeneland July sale, among others of note. And he's raced more than a few partnership horses in the Derby aside from the colts mentioned, including homebreds Menifee, who lost the Derby by a neck in 1999; and Strodes Creek, a Whittingham-trained colt who was second in the 1994 Derby.

A savvy commercial breeder with a great understanding of the potential of winning big races on the values of sires, dams, and female families, Hancock has tasted Derby success doing things his way and knows how the sausage gets made with the right trainer, such as a Charlie Whittingham, at the helm.

After Fluor and Weiner, clients and friends of Baffert, purchased Roadster for $525,000 from the 2017 Stone Farm consignment at Keeneland September, they offered Hancock the opportunity to stay in for 10%, and Hancock took them up because he was well in the black on the colt and was high on his chances for success. He'd bred Roadster when the Ned Evans-raced Quality Road was standing for just $35,000, and he'd purchased the colt's dam, Ghost Dancing, a few years earlier from the Ned Evans dispersal for $220,000, in foal to Candy Ride (Arg).

The Candy Ride, named Ascend, was gelded and initially raced by Hancock with Graham Motion, but sometime in 2016 when Ascend was four, Madaket became a partner in the gelding with Hancock. In 2017, a few months before Roadster was sold at Keeneland, Ascend won the Gl Manhattan at Belmont, which was pivotal in enhancing Roadster's value at auction.

After Roadster won the Santa Anita Derby–defeating Baffert's juvenile champ, Game Winner–and was headed to Churchill Downs, Hancock was sitting pretty because his mare Ghost Dancing was now the dam of two Grade l winners, something that would greatly enhance the value of her Twirling Candy yearling; and Hancock had a minority stake in a potential Derby winner, trained by Baffert.

In an interview with Zoe Cadman in the week before the 2019 Derby, Hancock was asked about his trainer, who'd won five Derbys at the time, including two Triple Crowns, and he said: “I can see, just being around Bob, his record speaks for itself. I told him the other day, you're Charlie junior, talking about Charlie Whittingham. He laughed.”

Unfortunately, Roadster finished 16th of 19, but, thanks to Baffert, he did have that Grade l on his resume, which helped Hancock later that year when his Twirling Candy half-brother made $950,000 at Keeneland September. Twirling Candy's stud fee the year the colt was conceived was $20,000.

Blackadder is from the Pulpit mare Chapel, a Hancock homebred from a family he has cultivated through generations. Baffert jumpstarted this mare and her family as well, training Chapel's first foal, the Hancock-bred Quality Road filly Gingham. She'd been purchased by Sarah Kelly for $420,000 from the Stone Farm consignment at Keeneland September in 2018.

For Baffert, Gingham won a listed race at Santa Anita and was Grade ll-placed and Grade lll-placed, earning $214,000. The black type helped her realize a price of $1 million at the 2020 Keeneland November sale as a broodmare prospect.

Moreover, her black-type success with Baffert obviously contributed to SF/Madaket/Starlight paying Hancock $620,000 for her full brother, who is now a black-type winner himself and one with a pedigree suggesting further improvement. With two Quality Road stakes winners on her resume, Chapel's value has skyrocketed, especially as she was bred to Quality Road for a 2022 foal.

But with the Baffert runners out of the Derby as things now stand and the Avengers group showing no signs of switching trainers to make the Derby despite holding a full house of promising candidates, the financial ramifications for the ownership group potentially extend to the breeders of these colts as well.

That's something that must be disappointing for Hancock and others.

AMERICAN HEROINE (f, 3, War Front–Chatham {MSP, $156,431}, by Maria's Mon) debuted on the turf at this venue Jan. 2 without Lasix, producing a closing kick which carried her five wide into the lane but also to third place within a length of winning. With this race coming off the turf, she broke well and secured a forward position as the 8-5 chalk. The $1.05 million KEESEP score glued herself to the early lead from second on the outside until the far turn, where she tugged her way to the front. Leading a cavalry charge home, Tyler Gaffalione kept his filly's mind on running and despite a huge closing move from Mitigation (Into Mischief), American Heroine had just enough left to hold on by a head in a photo finish. The final time of 1:45.10 is a new track record on the all-weather.

One of six full-siblings, including Air Force Blue, Hwt. Colt-Ire, Hwt. Colt-Eur, MG1SW-Ire, G1SW-Eng, $844,919, the victress is her dam's sixth overall winner from nine to start. Chatham's offspring have always brought interest at Keeneland September: Schon Meer (Arch) bringing $475,000 in 2011; Bugle (War Front) for $400,000; Air Force Blue hammering for $490,000 to M V Magnier; Soleil de Paris (Lemon Drop Kid) for $535,000; and the 2-year-old Sir Blue Eyes (War Front) going for a cool $1 million last year to Lynnhaven Racing. The dam was a shrewd $190,000 purchase by Arthur Hancock for Stone Farm in 2009 at Keeneland November and is expecting a foal this year by a perennial top-sire in Curlin. Trainer Brad Cox said he hopes that performance is something Caddo River can build on during his 4-year-old campaign at the 2021-'22 Oaklawn meeting. Caddo River was a promising Kentucky Derby prospect last winter in Hot Springs after consecutive gate-to-wire blowout victories at a mile, including a record-setting 10 ¼-length score in the $150,000 Smarty Jones Stakes at Oaklawn.

After Caddo River was withdrawn from Kentucky Derby consideration because of a minor illness, Cox and breeder/owner John Ed Anthony of Hot Springs pulled the plug following the Hard Spun's colt sixth-place finish in the $400,000 Woody Stephens Stakes (G1) June 5 at Belmont Park.

Caddo River resurfaced in the 1-mile allowance race late last month and had an eventful trip under regular rider Florent Geroux. Caddo River was rank early and bottled up in fifth along the inside on the second turn. Swung five-wide turning for home, Caddo River ran down Atoka to win by a neck in 1:38.28 over a fast track. But following a claim of foul by Luis Contreras, the rider of Atoka, and a stewards' inquiry, Caddo River was disqualified and placed second for lugging in and bumping Atoka near the finish line, according to footnotes from the official race chart.

“Big race,” Cox said Thursday morning. “It was good to see him pass horses as opposed to going to the front and holding on. A talented horse. I thought it was an extremely good race off the layoff – passed some good horses. I think for him to be what we want him to be, a horse that can compete at the graded stake level, he's going to have to be able to pass horses and relax a little bit. He didn't relax as well as we would have liked to have seen him, but I think once he gets a couple of runs under him, hopefully, he'll figure out that he's going to have to shut it off early to have a little bit better closing kick.”

Although Caddo River has plenty of stakes experience – he also finished fifth in the $1 million Rebel Stakes (G2) and second in the $1 million Arkansas Derby (G1) last year at Oaklawn – Cox said another conditioned allowance “is probably the logical spot” for a second start off a long layoff.

“Trying to develop the horse and have a good winter with him and a good 2022, it probably makes the most sense,” Cox said.

Cox, Anthony and Caddo River's dam, Pangburn, nearly pulled off a double Dec. 19 at Oaklawn.

About an hour before Caddo River was disqualified from his victory, half-sibling Como Square, won an entry-level allowance sprint for 2-year-old fillies.

Como Square, by super sire Into Mischief, is unbeaten in two lifetime starts and probably headed to the $200,000 Martha Washington Stakes Jan. 29, Cox said. The 1 1/16-mile Martha Washington, which would mark Como Square's first start around two turns, is Oaklawn's first of three Kentucky Oaks points races.

“It's really the logical spot moving forward, trying to stretch her a little bit,” Cox said. “She's a half to Caddo, but she really doesn't look anything like him physically. She's real strong and stout, where he's got a lot more leg and looks like a two-turn horse, where she looks like she might be a little limited on distance.”

Pangburn, a daughter of Congrats, was an allowance winner in 2015 at Oaklawn for Anthony and trainer Kenny McPeek. Pangburn then finished third in the $150,000 Honeybee Stakes (G3) and fourth in the $400,000 Fantasy Stakes (G3). The Honeybee and Fantasy are Oaklawn's final two Kentucky Oaks points races.

Anthony boards Pangburn at famed Stone Farm in Kentucky. Pangburn also has a 2-year-old colt by champion Nyquist and is booked back to Hard Spun, said John Gasper, who is Anthony's racing manager.
