										<content:encoded><![CDATA[<p>Turf Paradise will no longer offer live racing or simulcasting beginning Oct. 1. Jerry Simms, the owner of the Phoenix-based track, announced Monday that after 23 years of operating the race track, he is retiring to spend more time with his family.</p>
<p>Turf Paradise also maintains 37 Off Track Betting sites throughout Arizona, which televise the live product and simulcasts from other race tracks across America for the purpose of wagering. In order for the OTB sites to operate, live racing is required. Since Turf Paradise will not be running a live race meet and the contract with the Arizona Horsemen Benevolent and Protective Association (AZHBPA) terminates Sept. 30 of this year, the OTBs will have to close effective Oct. 1.</p>

										<content:encoded><![CDATA[<p>With uncertainties regarding the Horse Racing Integrity and Safety Act (HISA) still swirling, Fonner Park management announced Friday that it will not simulcast its races to locations outside of Nebraska. The meet is set to begin Feb. 10 and run through May 6.</p>
<p>Fonner will become the second track not sending out its signal due to questions over HISA. Last year, the Texas Racing Commission ordered its tracks to cut off simulcasting because of HISA, only to reverse the decision earlier this month after the U.S. Fifth Circuit Court of Appeals denied a motion from HISA to rehear a case in which the court had held that HISA's enabling legislation was unconstitutional. However, citing a need to further review the many complexities surrounding HISA, Sam Houston, the lone track now running in Texas, has not resumed simulcasting.</p>
<p>In a statement released Friday, management said it took the measure &#8220;because of the many uncertainties associated with HISA in Nebraska and the nation.&#8221;</p>
<p>&#8220;The unreasonable and overreaching HISA rules and regulations have presented demands and obstacles that a racetrack our size cannot achieve or endure,&#8221; said Fonner Park CEO Chris Kotulak.</p>
<p>Under HISA rules, racetracks that do not voluntarily become a covered HISA racetrack are not permitted to send their signals out of state.</p>
<p>&#8220;The new increased costs to Fonner Park, plus the conflict with enforcing the variance between state and federal rules of racing, were determined unsurmountable to overcome for Nebraska's flagship Thoroughbred track,&#8221; the statement read.</p>
<p>&#8220;Fonner Park is a plaintiff in a large, national, multi-plaintiff lawsuit against HISA, but that lawsuit has not advanced with sufficient clarity to ensure that HISA rules would not be applicable to us,&#8221; Kotulak said. &#8220;Challenging federal regulations is a gamble my board has currently chosen not to make, as this would leave Fonner Park splayed open and at the mercy of a lengthy judicial process and costly legal circumstances that would significantly damage Fonner Park and our horsemen. We're not some gyp joint. We're a TRA racetrack. And for 70 years we've provided for our horse, horsemen and horseplayers. It's a shame it's come to this.&#8221;</p>

<p>The New York Racing Association Inc (NYRA) has announced that Aqueduct Racetrack will remain open for simulcasting on live race days during the upcoming Belmont Park spring/summer meet, which begins Apr. 28 and continues through July 10</p>
<p>Beginning Thursday, Apr. 28, fans can access the second floor of Aqueduct to watch and wager on racing action from Belmont Park and tracks across the country. In accordance with the live racing schedule at Belmont, Aqueduct will be open for simulcasting Thursday through Sunday, apart from certain holiday weekends when racing is conducted Friday through Monday at Belmont Park.</p>
<p>Aqueduct will open to patrons at 11 a.m. in advance of a 1 p.m. first post time at Belmont. On Thursdays starting May 12, Aqueduct will open to patrons at 1 p.m. in advance of a twilight racing first post time of 3:05 p.m.</p>
<p>There is no admission charge to access simulcasting on the 2nd floor at Aqueduct. Admission to Longshots will be $10 or just $5 for NYRA Bets' members. Parking is available free of charge.</p>

										<content:encoded><![CDATA[<p class="p1">Kentucky Downs has reached an agreement with all the major simulcast outlets and account-wagering platforms to take bets on the six-date all-turf meet except the New York Racing Association and its affiliated online-arm NYRA Bets as well as some of the tracks and outlets they represent in the simulcasting market.</p>
<p class="p1">Kentucky Downs, located in Franklin, Ky., opens this Sunday and continues through Labor Day Monday and Sept. 8, 9, 11 and 12.</p>
<p class="p1">The lack of a signed contract means that horseplayers at NYRA's three tracks as well as NYRA Bets account-holders will not be able to place wagers on Kentucky Downs. (New York state's regional OTB networks are not impacted.)</p>

<p class="p1">Kentucky Downs is the host track for inter-track and whole-card wagering in Kentucky during its live race meet. As a result of the impasse, horseplayers betting on-site at any of the Kentucky tracks likewise will not be able to wager on the last two days of Saratoga's meet, Sunday and Monday. Online betting platforms such as TVG, TwinSpires and Xpressbet are not affected.</p>
<p class="p1">“We are disappointed and saddened by NYRA's decision but also understand and accept it,” said Ted Nicholson, Kentucky Downs' Vice President for Racing. “We want to let horseplayers know in advance so they aren't caught off-guard. We are confident that New York horseplayers will find alternative ways to wager on Kentucky Downs and look forward to resolving this issue at some point with NYRA.”</p>

										<content:encoded><![CDATA[<p>With two of the nation's most popular race meets in full swing, Santa Anita Park in Arcadia, Calif.,  is open for simulcast wagering from Del Mar, Saratoga and other tracks across North America on a Wednesday through Sunday basis with free parking and admission offered in most available areas.</p>
<p>On Wednesdays, Santa Anita's Grandstand Paddock Room is open at 10 a.m. and from Thursday through Sunday, the track's popular FrontRunner Restaurant is open beginning at 11 a.m. with a $5 admission charge.  (On Friday's FrontRunner opens at 1 p.m. as first post time at Del Mar is at 4 p.m.).</p>
<p>The FrontRunner, which is glass-enclosed and affords attendees a panoramic view of the San Gabriel Mountains in air conditioned comfort, offers a lunch and dinner menu along with complete cocktail service throughout the afternoon.</p>

<p>Along with its FrontRunner Restaurant, Santa Anita's Sirona's Sports Bar, located on the Grandstand main floor, provides ample pari-mutuel windows from main line one through main line three, beginning at 9:45 a.m. Thursdays through Sundays.</p>
<p>With the exception of the FrontRunner, admission is free to all other areas, including night simulcast wagering in the Paddock Room.</p>
<p>With several non-racing events currently in progress in the South Parking Lot, fans are encouraged to enter Santa Anita via Gate 5, on the northeast end of the track at the confluence of Huntington Drive and Colorado Place.  Fans can then enter the facility on foot through the East Gate, which is located in close proximity to both reserved and general parking.</p>
<p>In accordance with LA County Health Department guidelines, fans are asked to wear face coverings in indoor settings.</p>

										<content:encoded><![CDATA[<p>The Hong Kong SAR Government has granted the Hong Kong Jockey Club permission to increase its maximum number of simulcast days per year by 14 days, from 23 to 37, and for simulcast days to take place during the summer beginning this year. This new arrangement will address the demand of Hong Kong residents to bet on overseas races during the nation's summer break in racing, and should also help curtail illegal betting. The HKJC said the change will also promote the globalization of horse racing.</p>
<p>A statement from the Hong Kong Jockey Club on Wednesday read, &#8220;During the summer break of Hong Kong's racing, it is the peak season of overseas racing particularly in Europe, and the illegal and offshore bookmakers have taken advantage of this time gap to lure Hong Kong people to place bets on overseas races. As such, the approval of extra simulcast days in the summer will effectively address the existing illegal gambling issues while at the same time generate additional betting duty as well as charities donations, and create additional job opportunities which will benefit the Hong Kong community as a whole.&#8221;</p>

										<content:encoded><![CDATA[<p>Officials with Belterra Park and the Ohio Horsemen's Benevolent and Protective Association have agreed to a three-year contract that will result in the resumption of simulcasting from the Cincinnati, Ohio, racetrack as early as Tuesday.</p>
<p>The simulcast signal was shut off earlier this month after horsemen – who have been involved in protracted contract talks with Belterra – opted not to renew an export approval agreement that expired at the end of August.</p>

<p>With no simulcasting or advance deposit wagering and extremely limited on-site betting, handle at Belterra plunged. The first seven cards of September have averaged just $29,229 in pari-mutuel wagers compared to $874,261 on the final live program in August.</p>
<p>&#8220;Our board has approved a new contract with Belterra that we are in the process of finalizing today,&#8221; said Dave Basler, executive director of the Ohio HBPA. &#8220;I expect approval by this (Monday) evening and the signal should be back up tomorrow.&#8221;</p>
<p>Basler said the two sides have been operating off a contract from the old River Downs racetrack dating back to the 1990s that preceded both casino wagering in Ohio and the replacement of River Downs by Belterra. Changes of ownership of the racetrack casino – now part of Boyd Gaming – complicated the process, Basler said.</p>
<p>&#8220;The percentage (from casino revenue) paid to horsemen was set by the racing commission via resolution, but how that was distributed was being done without agreement,&#8221; said Basler, who said the amount in question was $9 million annually. &#8220;The process really bogged down the last couple months and we we thought it might drag on for the next couple months.&#8221;</p>
<p>Basler said the contract and export approval both run through December 2023.</p>
<p>The 2019 meet at Belterra Park ends Oct. 9 and racing is scheduled to resume in April 2020.</p>

<p>The current jackpot grew to $61,218 Wednesday. The wager requires bettors to correctly select the winners of each of the last six races. The entire Ultimate 6 pool will be distributed both days to all bettors selecting the most winners.</p>
<p>Tuesday's card is the final day of the 2019-2020 meeting, with Wednesday the first day of the 2020-2021 meeting, scheduled to resume in late November. Spectators are not allowed; fans may bet on the Ultimate 6 through various account-wagering sites such as NYRA Bets, DRF Bets and TVG.</p>

<p>Full-card simulcast wagering returns to Tampa Bay Downs on Thursday, July 2 with Thoroughbred, harness and greyhound racing seven days a week.</p>
<p>Wagering areas will include the first floor of the Grandstand; The Silks Poker Room, which reopened June 14; and, beginning July 3, the Legends Bar on the second floor of the Grandstand, which will be open each Friday through Sunday from 11 a.m.-6 p.m.</p>
<p>Food and beverage service will be available. The Riders Up! bar on the first floor of the Grandstand will be open every day from 11 a.m.-6 p.m.</p>
<p>Patrons must have their temperatures taken at the track entrance. Individuals with a temperature of 100.4 or higher will be denied admittance. Facemasks are required and social distancing will be enforced.</p>
<p>Beginning July 3, programs and Daily Racing Forms will be on sale from 11:15 a.m.-5 p.m., Fridays through Sundays, on the first floor of the Grandstand. Mutuel tellers will sell programs and forms on the remaining days. Bettors can wager with mutuel tellers and through self-service terminals.</p>
<p>Online Florida Lottery sales will not be available. Clubhouse areas, including The Sports Gallery and the Carrels area, remain closed until further notice.</p>
<p>The Fourth of July weekend includes Thoroughbred racing at such major tracks as Belmont Park, Gulfstream, Monmouth, Laurel and Woodbine, as well as a number of other tracks.</p>
<p>Since Tampa Bay Downs closed to spectators in mid-March due to the COVID-19 (coronavirus) pandemic, all areas of the track have been thoroughly cleaned and disinfected to offer customers a safe, welcoming environment. Those efforts continue on a daily basis.</p>
