										<content:encoded><![CDATA[<p>Two board members from the Organization of Racing Investigators (ORI) warmed up their vocal chords and shared a sliver of their vast expertise concerning the value of racing integrity teams during a panel at the Global Symposium on Racing, sponsored by the University of Arizona's Race Track Industry Program, this past week.</p>
<p>Don Ahrens of Sam Houston Race Park and Jason Klouser of the Pennsylvania State Horse Racing Commission explained how these special squads, working alongside agencies like the Breeders' Cup, the U.S. Trotting Association, the American Quarter Horse Association and various state racing commissions and tracks, ensure that safety and security is center stage from the test barn to the winner's circle.</p>
<p>&#8220;We have developed an approach with these integrity teams which can be tailored to any situation, racetrack or regulatory body, and it really directs all of our resources to the protection of the equine athletes and ensure a level playing field for the participants, so the wagering public can bet on a product they can trust,&#8221; said Klouser.</p>
<p>Ahrens and Klouser are part of the ORI cadre which at its core is based on training and networking. Operating behind the scenes, members wage a daily effort to strengthen racing's regulatory efforts.</p>

<p>ORI member's tradecraft will be on full display from Mar. 3-6 when the ORI meets for what will be its 28th Training Conference. This time around, the multi-day event will be held at Parx Racing in Bensalem, Pennsylvania.</p>
<p>Chaired by Klouser, the preliminary agenda includes a diverse set of speakers who will be covering some of the most important issues pertaining to investigations in racing today.</p>
<p>&#8220;Our training conference continues to grow exponentially,&#8221; said Klouser. &#8220;That speaks to the organization's reputation and the importance of our network of investigators.&#8221;</p>
<p>This year's keynote address will be given by <em>TDN's</em> CEO/Publisher Sue Finley, who will discuss the changing landscape of media coverage and how it relates to racing integrity issues.</p>
<p>&#8220;We are excited to have Sue come and speak to the group since she has such an impressive list of accomplishments and we know she is going to deliver a unique set of perspectives concerning the media,&#8221; said Klouser.</p>

										<content:encoded><![CDATA[<p>A panel discussion titled &#8220;From Data to Dollars: Understanding Horse Racing's Economic Impact As Racing's Future is Questioned&#8221; during Wednesday's Global Symposium on Racing hosted by the University of Arizona Race Track Industry Program (RTIP) led off with moderator Alan Foreman confronting &#8220;the elephant in the room that we dodge.&#8221;</p>
<p>Foreman, the chairman and chief executive officer of the Thoroughbred Horsemen's Association, said racing is facing an &#8220;existential moment&#8221; at a time when industry stakeholders increasingly must make the case for the sport's so-called social license to exist in the face of intense pressure from anti-racing activists and a younger generation of Americans who hold the belief that animal-based entertainment is more cruel than cool.</p>
<p>&#8220;It's not about foal crop. It's not about field size. It's not about whether we have a core product,&#8221; Foreman said, ticking down the list of the common concerns that industry insiders often debate.</p>
<p>&#8220;The single biggest issue right now [is] should the federal government, and should our state legislatures, continue to support our business?&#8221; Foreman said.</p>
<p>Foreman then rephrased his rhetorical question more bluntly so there would be no misunderstanding: &#8220;Is it time to end horse racing in this country?&#8221;</p>
<p>Foreman certainly doesn't think so, and neither did the panelists who joined him at the podium.</p>
<p>But the group did try to offer pearls of wisdom as to how industry stakeholders might fight back when confronted with that question.</p>

<p>Their answers largely centered on the sharing of strategies for getting across the industry's far-reaching scale and the potential ramifications of ceasing racing, and several speakers even articulated how some entities in the sport have effectively lobbied their respective states to secure financial incentives, bolster racing programs, and modernize facilities, like the currently underway rebuild of Belmont Park and the planned re-imagining of Pimlico Race Course.</p>
<p>Foreman pointed out that even though there is now federal oversight in the form of the Horseracing and Safety Act (HISA) Authority, racing in the United States remains primarily a state-sanctioned business, and how much of the industry operates under laws that were enacted for vastly different economic reasons decades ago than what we face now.</p>
<p>Every year at about this time when applying for next season's racing dates, Foreman said, track operators increasingly have to defend why their states should support our sport's way of doing business.</p>
<p>&#8220;The point is, what the state giveth, the state can taketh,&#8221; Foreman summed up.</p>
<p>And demonstrating that we are upholding that &#8220;social license&#8221; must take the form of deeds and not just words, Foreman said. He and the other panelists also concurred that the sport's narrative also must be backed up by accurate economic data, which helps to drive home points to legislators and regulators.</p>
<p>What we need to successfully convey, Foreman said, is &#8220;if you talk about the economics of this business; the value of horse racing to the economies, of our local communities, of our states, of our country&#8230;I think that we can overcome this very challenging environment that we are in.&#8221;</p>
<p>Julie Broadway is the president of the American Horse Council (AHC), a national organization whose work and data helps not only racing stakeholders, but everything equine-centric in the country, under a scope that ranges from broad national issues to smaller initiatives at the local government level.</p>
<p>&#8220;You cannot sit still and sit back and wait for people in [government] to figure out what goes on in our industry and what it's all about,&#8221; was Broadway's assessment of how to approach dealing with politicians who can help usher through changes via legislation.</p>
<p>Regardless of the level of government, Broadway said the approach is largely the same. Getting your message across means 1) educating decision-makers; 2) setting context and dispelling misinformation and inaccuracies about your position; 3) stating the positive and pointing out unintended and/or negative consequences, and 4) making the overall narrative relatable and personal.</p>
<p>Those points are all underpinned by being armed with the proper data, Broadway said.</p>

<p>Najja Thompson, the executive director of the New York Thoroughbred Breeders, said that a lot of times when racing people go in to make their cases to legislators, they have to be aware that they'll be dealing with a lower-level staffer at first. &#8220;And they're not listening to me unless I have the data to implore them to get their representative to speak to me directly on why racing is important in New York,&#8221; he said.</p>
<p>But, Broadway added, racing industry stakeholders can't benefit from that data if they don't join in to help compile it.</p>
<p>Broadway gave the example of a recently undertaken AHC economic impact study that sought to include feedback from the racing industry. The data will eventually be used to underscore the importance of horse racing within America's larger equine population, and it will be available for anyone who wants to cite it in making their case for support from legislators.</p>
<p>Yet only four Thoroughbred tracks responded.</p>
<p>&#8220;This survey was out for more than six months,&#8221; Broadway explained. &#8220;I'm sad to say that the Thoroughbred racing industry had a really low response rate. I mean, we really had to beg for data.&#8221;</p>
<p>Broadway contrasted that with participation from the harness racing industry, &#8220;because they really stepped up. They are getting their own breakout report just on Standardbred racing [that will] cut across all states where Standardbred racing occurs.&#8221;</p>
<p>Lonny Powell, the chief executive officer of the Florida Thoroughbred Breeders' &amp; Owners' Association, said he was stunned to hear that support from Thoroughbred tracks was so low.</p>
<p>&#8220;That's amazing. That's tough. How are we going to tell our story if nobody's even trying?&#8221; Powell said.</p>
<p>&#8220;I'm always a track guy,&#8221; Powell continued, alluding to his years in track management prior to a career turn toward executive jobs with industry entities. &#8220;And I just don't get it. I don't get why you wouldn't want to tell the story.&#8221;</p>
<p>Tom Rooney, the president and chief executive officer of the National Thoroughbred Racing Association, pointed out that being a reliable broker of data is important, but that you need to also skillfully be able to tell the story of those numbers in a narrative form to get your point across to non-racing listeners.</p>
<p>&#8220;Clearly, the data is about jobs. It's about farms. It's about these things that we're used to going away, and maybe having to change the way that we work,&#8221; Rooney said. &#8220;If you work in the horse racing industry, you're kind of the subculture of skills that's probably applicable [in] very few other places. So we live in our own world, and we wouldn't be here if we didn't think that world was a good and beautiful endeavor to belong to.&#8221;</p>
<p>Added Powell: &#8220;You've got to be able to tell somebody what the consequences are if your industry goes away.&#8221;</p>

<p>Powell also pointed out that reams of data are great, but that time in front of legislators is limited, so racing stakeholders need to distill it into manageable, relatable chunks.</p>
<p>&#8220;You've got to know it. You've got to believe it. You've got to have confidence in it. And you really have to care about the industry you're talking about. Otherwise, it's just a study,&#8221; Powell said. &#8220;Make your story relatable to those that aren't in our industry.&#8221;</p>
<p>Several panel participants underscored that people in racing have to take the time to forge personal bonds with legislators so the sport's stakeholders can be viewed as trusted sources.</p>
<p>In other words, don't go seeking help from politicians for the first time only when &#8220;your back's against the wall,&#8221; Powell cautioned.</p>
<p>&#8220;Are you kidding me? You've got to develop relationships. That takes years,&#8221; Powell said.</p>
<p>Foreman stressed that the racing industry needs to hone (and often repeat) the message that the sport is an economic engine, and that the money it generates often gets reinvested back into the community in ways that aren't apparent to legislators.</p>
<p>&#8220;Here's something that very rarely gets talked about, but legislators love to hear this,&#8221; Foreman said. &#8220;Racing is a community. We take care of our people,&#8221; he continued, giving examples of how in his home state of Maryland, the horsemen's health system provides full health care for the people who work in racing.</p>
<p>&#8220;That is something that doesn't fall back on the local economy, that doesn't fall back on social services. It doesn't fall back on the state,&#8221; Foreman said. &#8220;It's the racing industry that supports that. We take care of the people who work with us, [and] that resonates with legislators. And that's why they're willing to support the industry, because they understand the local impact that it has.&#8221;</p>
<p>To get that story across to political decision-makers, Foreman said, &#8220;we combined the economic impact with the social license aspects of it, and that's the takeaway.&#8221;</p>
<p>Powell, however, had a different message to impart, speaking directly to RTIP students. He prefaced his comments by letting the RTIP majors know that he is a graduate of that program who was attending his 41st edition of the annual symposium, and that he understood how some of the presentations over the past two days that focused primarily on industry problems might be giving students second thoughts about pursuing a career in the sport.</p>
<p>&#8220;Don't change your major,&#8221; Powell implored them, his voice at times cracking with emotion. &#8220;That's exactly why you're needed in leadership. That's exactly why you're needed in this business. Because we need people that believe you can make progress versus 'ride it all out.'&#8221;</p>
<p>&#8220;It's difficult. It's changing,&#8221; Powell said of horse racing. &#8220;But you can't give up.&#8221;</p>

										<content:encoded><![CDATA[<p>The Horseracing Integrity and Safety Authority and Oaklawn Park have launched a new pilot program under which a designated area will be available for veterinarians to administer any intra-articular corticosteroid injections at the racetrack during the track's 2023-2024 race season beginning Friday, Dec. 8, HISA said in a press release Wednesday.</p>
<p>As HISA laid out in its Strategic Response to recent equine fatalities, many stakeholders, including a significant number of individuals calling into HIWU's confidential tip line, have questioned whether Covered Persons are properly and accurately reporting intra-articular corticosteroid injections.</p>
<p>In order to address this issue and ensure injections are administered in compliance with HISA's Anti-Doping and Medication Control regulations, HISA proposed two possible solutions: (1) a designated area at the racetrack for all intra-articular injections to be administered; or (2) the requirement of a short video of the veterinarian performing the intra-articular injection to be uploaded with the injection report.</p>
<p>Oaklawn has volunteered to test the first of these potential solutions. Under this pilot program, Oaklawn will offer a designated private location at its Summer Bird Barn for intra-articular injections and will compensate Covered Persons who volunteer to have them administered there up to $250 for the first 100 intra-articular corticosteroid injections this season.</p>
<p>All intra-articular corticosteroid injections prescribed and administered by a veterinarian at Oaklawn must be observed in-person by the track's Integrity Officer, Beverly Fowler, or another designated racetrack employee, regardless of whether it is administered in the designated location.</p>
<p>The pilot program will be used to determine the feasibility and value of this approach, as well as to identify challenges that would need to be resolved for it to be successful nationally.</p>
<p>&#8220;HISA is thankful for Oaklawn Park's willingness to test this process, which has been used successfully in sport horses for many years,&#8221; said HISA CEO Lisa Lazarus. &#8220;By testing this concept, the Oaklawn team is contributing meaningfully to HISA's efforts to make the sport safer and more transparent. Based on horsemen and veterinarian feedback and results, designated intra-articular injection treatment areas may eventually be presented to the Racetrack Safety Committee to consider promulgating a uniform rule.&#8221;</p>
<p>&#8220;Oaklawn Park is pleased to be a leader in equine health and safety,&#8221; said Louis Cella, President, Oaklawn Park. &#8220;It is clear to us that the sport must evolve and continue to do everything in its power to keep horses safe. We support HISA's efforts to explore new methods of ensuring safety and integrity and we appreciate our horsemen's support and engagement.&#8221;</p>
<p>Prior to each intra-articular injection at Oaklawn this season, the trainer or veterinarian must inform the Integrity Officer of the day and time it will be administered to ensure she or a designee are present. Injection appointments may be scheduled by calling the Integrity Officer at (501) 762-3864.</p>
<p>The veterinarian and Integrity Officer, or their designee, must fill out and sign an accompanying form and submit photos of the medication that is being injected. A copy of the form will be provided to the veterinarian administering the injection, the trainer, the Integrity Officer's office and the State Veterinarian.</p>

										<content:encoded><![CDATA[<p>A panel about racetrack closures in the prime afternoon time slot on the first day of Tuesday's Global Symposium on Racing hosted by the University of Arizona Race Track Industry Program (RTIP) in Tucson had the potential to be a somber and eulogistic affair, but it did yield some interesting back-and-forth when the discussion turned to how the industry might best stem the tide of Thoroughbred venues going dark for good.</p>
<p>The topic &#8220;Land For Sale. How Will Race Track Closures Impact the Industry's Long-Term Sustainability?&#8221; elicited some of the commonly debated plights facing the industry, such as the decline of the foal crop, the fierce competition for the thinning horse (and horse owner) population, how to shore up field sizes, and the emergence of so-called &#8220;super&#8221; trainers and multiple-owner partnerships.</p>
<p>The panelists largely agreed those practices are consolidating the remaining equine assets into the hands of too few entities, but each speaker had a slightly different take on how to best deal with those woes.</p>
<p>Bill Nader, the president and chief executive officer of the Thoroughbred Owners of California (TOC), didn't shy from rhetorically asking what he termed as &#8220;the hard question&#8221; about racing in the state that he represents. California is facing outsized upheaval because of the planned 2024 closure of Golden Gate Fields, right on the heels of a 10-year span that also saw top in-state tracks Hollywood Park and Bay Meadows slide off the Thoroughbred grid.</p>
<p>&#8220;What's the best path forward, and can California support two circuits?&#8221; Nader postulated before following up with the TOC's perspective.</p>
<p>&#8220;We know we have the [Northern] fairs, that's a given,&#8221; Nader said. &#8220;And we have Southern California. But can we support two circuits, knowing what we know?&#8221; in terms of the above-referenced downward trends.</p>
<p>Nader continued: &#8220;One avenue would be to look at something new [as a flagship track] in the north. [Plus] there is no alternative [revenue stream from gaming to fund purses], which makes it really hard, because we're doing it the old-fashioned way, pari-mutuel wagering only, sort of one arm tied behind your back&#8230;</p>
<p>&#8220;If there's something in the north that we think is viable and can really form a good business case, that would be option one. If not, then we have to redirect to suitable opportunities in the south, and make use of our assets at our racetracks at not only Del Mar and Santa Anita, but also Los Alamitos.</p>
<p>&#8220;If the foal crop can rebound, and we can get some positive momentum, maybe we can stay a little bit close to even&#8221; in terms of nationwide track closures, Nader said.</p>
<p>&#8220;It's really important that California stay strong, that we keep supporting [it],&#8221; Nader said. &#8220;Our owners are big players at the Keeneland sale and many of the major yearling sales. [So] in terms of understanding the worth and the value of what everybody brings, less racing may not be the worst thing if we can improve the product and make it better for the people who bet on the races, because that triggers the handle, and that drives the engine.&#8221;</p>
<p>Nader explained that for Californians, it can be difficult to see other iconic, nationally important  tracks, like Belmont Park and Keeneland, planning substantial long-term facility upgrades while grand places like Santa Anita and Del Mar are more focused on the year-to-year survival of their underlying state circuit.</p>
<p>&#8220;That's great that they're leveraging that [financial] advantage to make their venues better, no problem with that,&#8221; Nader said. &#8220;But I want everybody to be reminded how important California is. California doesn't have those [secondary revenue] advantages&#8230;. In terms of expectation management, we're okay, but we still want to escalate to the next level&#8230;. I think for the rest of the country, everybody should recognize [how] important California is to the rest of the country: Racing, breeding, history, tradition.&#8221;</p>
<p>Smaller tracks weren't left out of the discussion. Phil Ziegler, the president of Emerald Downs in Washington, made the observation that all too often the big-name track closures get the headlines, while it is often the disappearance of the smaller venues, like county fair race meets, that quietly erode the sport from the bottom up.</p>
<p>Chris McErlean, the vice president of racing for Penn Entertainment, Inc., whose Thoroughbred track holdings include Penn National in Pennsylvania, spoke candidly about how well-intended racing executives in Penn's home region of the mid-Atlantic unintentionally contribute to the very problems they're trying to fix.</p>
<p>This includes, McErlean said, giving big-outfit trainers &#8220;unlimited&#8221; stall allotments or writing so many conditions that races either become hard to fill or go with too few entries to be appealing to bettors.</p>
<p>&#8220;We do that out of convenience, [and] that's kind of self-perpetuating. That's kind of what works, but it's probably not the right thing to do,&#8221; McErlean said.</p>
<p>McErlean talked about how difficult it can be for a racing executive to deny alleged &#8220;super&#8221; trainers stall space and dominance across race conditions knowing that if they clamp down, that trainer will just move on to the next track down the road that will be more accommodating.</p>
<p>&#8220;I think we've hurt ourselves that way, and it just becomes more difficult to bring that genie back into the bottle once you let it go,&#8221; McErlean said.</p>
<p>&#8220;I've been involved in the mid-Atlantic for maybe 25, 30 years,&#8221; McErlean  continued. &#8220;Tracks always work together very well there. But every year the discussion is, 'Let's coordinate race dates' or 'We need to coordinate race dates, it makes sense.' And it never happens. So, yeah, we're our own worst enemies.</p>
<p>&#8220;But at the end of the day, we run our individual businesses. We're not a league,&#8221; McErlean said. &#8220;We compete against each other [and] it's difficult to do those changes [because] we can step out and make the right choices, and then everybody else keeps doing what they're doing, and then we end up being the net loser. People want to cooperate. It's just very difficult to be able to actually pull the trigger&#8230;. In theory it sounds good. In practice, it's just much more difficult to execute.&#8221;</p>
<p>Craig Fravel, the executive vice chairman of 1/ST Racing and Gaming, whose portfolio of tracks includes Santa Anita, Gulfstream Park, and the to-be-closed Golden Gate, underscored a focus-on-owners mantra.</p>
<p>&#8220;We do have to make sure that owners are sustained in a more profound manner, that they're engaged, and that they have, you know, a fighting chance to make some money,&#8221; Fravel said. &#8220;It's a game of hope. We don't want to fool them into thinking that this is a [can't-miss] investment in Microsoft in 1978. But we do want to give them hope, and we want to make sure they're well-treated&#8230;</p>
<p>&#8220;If we're going to try to change things, we're going to have to try things,&#8221; Fravel said. &#8220;We're going to have to do things that are new and different and sometimes make us uncomfortable.&#8221;</p>

										<content:encoded><![CDATA[<p>Officially sold out, the Organization of Racing Investigators (ORI) opens its 27th annual training conference with a reception for attendees on Sunday evening at the Lodge in the Desert in Tucson, Arizona.</p>
<p>The ORI Conference includes a dozen speaker sessions scheduled for Monday and Tuesday, as presenters cover a variety of topics, including money laundering, regulatory oversight, medications, ethics, the media, human trafficking, licensing, drugs and alcohol on the backstretch, employee retention and barn surveillance. The final speaker on Tuesday will be Shawn Loehr, Director of Investigative Operations for the Horseracing Integrity &amp; Welfare Unit (HIWU), who will give an overview of his office's program.</p>
<p>&#8220;We are extremely excited to welcome everyone to this year's ORI event and we want to thank all of our sponsors,&#8221; said Chairman Juan Estrada. &#8220;We expected around 45 to attend and we more than doubled that, so the interest and understanding about how important our network is can be interpreted as better than ever.&#8221;</p>
<p>To go along with this lineup, Monday afternoon will be devoted to a series of case studies and practical searches at Rillito Racetrack, which will be overseen by ORI Board Members. As an onsite teaching classroom, the setting will give participants a first-hand look into the latest techniques when it comes to investigation.</p>
<p>With students from the University of Arizona's Race Track Industry Program serving as volunteers during the conference, Chair Robert Hartman will deliver remarks at a dinner on Monday evening, which will be followed by author Melisa Del Bosque's keynote address. An awards ceremony intended to highlight the accomplishments of ORI members will conclude the banquet.</p>

										<content:encoded><![CDATA[<p>Money laundering, licensing, ethics, the relationship between the investigator and the media, human trafficking, an overview of HIWU and an in-depth case study at Rillito Park Racetrack are just some of the session topics that the Organization of Racing Investigators (ORI) will cover during their 2023 conference, which will be held from Sunday, Feb. 26 to Wednesday, Mar. 1 at the University of Arizona and The Lodge on the Desert in Tucson. True to form, the agenda, which was announced Thursday, places a strong emphasis on training in order to provide participants with security and investigative backgrounds access to the latest tradecraft and the opportunity to network with other members.</p>
<p>On Monday night the annual awards dinner will feature a keynote address by Melissa Del Bosque, author of <em>Bloodlines: The True Story of a Drug Cartel, the FBI and the Battle for a Horse-Racing Dynasty </em>(2018). Remarks by Robert Hartman, Chairman, University of Arizona's Race Track Industry Program (RTIP) is also a part of the program. Additionally, an awards ceremony will include the John F. 										<content:encoded><![CDATA[<p>It might seem odd that during a Tuesday panel discussion titled &#8220;Capitalizing on Racing's Global Footprint,&#8221; one presenter at the 2022 Symposium on Racing hosted by the University of Arizona Race Track Industry Program insisted that localism trumps globalism when you're trying to market the sport worldwide.</p>
<p>Yet Simon Fraser, the senior vice president in charge OF international simulcast signal distribution for 1/ST Content, made his case effectively by drawing upon his experiences in managing the content rights, data, odds and signals on behalf of a broad portfolio of global partners who work with the world's leading fixed-odds, spread-betting and commingled wagering companies.</p>
<p>&#8220;One of the points that I've learned over the years is that racing is an inherently local sport. It isn't a global sport. It's a very local sport,&#8221; Fraser said.</p>
<p>As example, he pointed out that racetrackers worldwide, &#8220;all speak a version of the same language, and we all can understand each other when we talk.&#8221;</p>
<p>But when a bettor from one part of the planet opens up a racing publication or looks at past-performance data from another corner of the globe, it can be very difficult for them to interpret the information with enough familiarity to confidently place a wager.</p>
<p>Other local/global differences exist. Think fixed odds-versus-mutuels, dirt-versus-turf, jumps-versus- flats. Now toss into the mix different rules and officiating styles, plus the inherent disorientation of working across multiple time zones.</p>
<p>&#8220;To take advantage of the fact that people really do like racing, and they like to bet on racing internationally, you have to react to what the local market needs,&#8221; Fraser said. &#8220;First of all, the local product has to be right. If the local product isn't right, then it doesn't matter what happens internationally. And all of the revenue that you're really going to make to make the local product right comes from the local market. Anything international is just the cherry on top.</p>
<p>&#8220;Now, when you do the local product right, you can take it to countries and you can adapt it, and you can work with local partners and local betting companies and local journalists to turn that product into a suitable product for that market.&#8221;</p>
<p>Fraser gave the specific example of selling North America simulcast signals to Turkey, where the only wager routinely attractive to players in that market is a Pick Six. That means his focus on providing content to that market revolves around providing six strongly bettable races.</p>
<p>&#8220;But that work for Turkey doesn't translate to Italy,&#8221; Fraser explained. &#8220;It doesn't translate to Australia. It's very specific for that market, and you have to do everything differently for each market.&#8221;</p>
<p>Bill Nader, currently the president and chief executive officer for the Thoroughbred Owners of California, drew upon his decades of executive-level experience with the New York Racing Association and the Hong Kong Jockey Club to remind his U.S.-based audience that global participation is a two-way street.</p>
<p>&#8220;Not just America trying to find out what it can gain from venturing outside the country, but also horses coming in and running in our races, and trying to capitalize, from their own way, on global participation,&#8221; Nader said.</p>
<p>As a prime example, Nader cited the recent rise in international prominence for Japan-based Thoroughbreds. He, too, tied in that global shift to what's happening locally in Japan.</p>
<p>&#8220;You don't really see the top Japanese horses running in the [GI] Breeders' Cup Turf, because at that time of the year they have their own races. But in the dirt program, they don't. So where will they go? They'll go to where dirt racing is at the center of the global universe, America, and target [Grade I] races like the [G] Kentucky Derby, the [GI] Belmont Stakes, and the Breeders' Cup,&#8221; Nader said. &#8220;In Japan, there's only one Grade I race on dirt. And I think that's their next chapter, and they'll develop more with their dirt program in the next five to 10 years.&#8221;</p>
<p>Maybe not so much in sprint races, Nader postulated. But because Japan's bloodstock program is adept at cultivating runners that excel between nine and 12 furlongs, their horses as a whole tend to be, &#8220;stronger in more [of] the staying races,&#8221; he said.</p>
<p>&#8220;You've seen the broodmares that they continue to buy, especially here in America. They're just getting stronger and stronger. But I do think that eventually, they'll come for us on the dirt. And when they do, it's a good thing.&#8221;</p>
<p>Why good for American entities?</p>
<p>&#8220;Because if a Japanese horse is running in those races, all of Japan is watching. The benefit of that is incredible,&#8221; Nader said, in terms of long-term, trickle-down economics.</p>
<p>At one point, Fraser was asked what a typical, mid-level American racetrack can do to stand out to international bettors.</p>
<p>&#8220;One thing to remember is internationally, people don't necessarily know what is a mid-range [American] track [or] what is a top track. I know that might come as a surprise,&#8221; he said.</p>
<p>&#8220;Some of what you would think of as mid-range tracks are very popular internationally because they run on the right days. They run on days when there is not much going on. So if you are in the winter on the East Coast, there's not a lot of evening racing happening in France, or the U.K., or in Ireland during the winter. So those tracks that run Tuesday are pretty prominent tracks [overseas]. Whereas some of the bigger tracks that all run on Saturday and are crowding against each other don't get much share or voice.&#8221;</p>
<p>Data compatibility across different cultures is a topic that has percolated at racing's international conferences since the advent of global simulcasting. Tuesday's panel discussion re-examined the issue.</p>
<p>Dean McKenzie, the managing director for McKenzie Sport International, Ltd. in New Zealand, noted that bettors in other parts of the world are baffled when they encounter an American equipment change listed simply as blinkers on or off. They're used to being able to find out exactly what type of blinkers are being used among the many variations. And if a trainer decides to tell his rider to switch running-style tactics, in many foreign jurisdictions that gets communicated to the public via stewards.</p>
<p>Nader noted that gamblers in other parts of the world are used to judging a horse's fitness based on its body weight, which is a standard and widely available stat outside of the U.S. but practically unheard of here except for a couple of brief experiments at various tracks.</p>
<p>Tallulah Wilson, the head of international partnerships for UK Tote, pointed out that global rules conflicts, such as a horse running for &#8220;purse money only&#8221; in a big race like the Breeders' Cup, can create significant confusion. (Such a concept is unheard of outside the U.S.)</p>
<p>But, Wilson added, stakeholders have to overcome these sorts of challenges.</p>
<p>&#8220;You have to adapt for the benefit of your customers,&#8221; she said.</p>
<p>When Fraser chimed in on the topic of what U.S. content providers need to do right to be more  internationally appealing, he pinpointed two nagging issues that the American racing industry has long debated but just can't seem to get right: offering decent field sizes and adhering to published post times.</p>
<p>&#8220;Eight-plus runners, and [going] off on time is crucial,&#8221; Fraser said.</p>
<p>Although the tie-in went unspoken by anyone on the panel, that final comment from Fraser dovetailed neatly with his initial point about racing entities needing to optimize local practices before trying to scale up to the global level.</p>

										<content:encoded><![CDATA[<p>The University of Arizona's Race Track Industry Program (RTIP) Global Symposium on Racing will be streamed live online by Roberts Communications Network (RCN) on the Racetrack Television Network (RTN). All proceeds from the sales will revert to the RTIP.</p>
<p>&#8220;We are thrilled to once again stream the Symposium to a global audience,&#8221; said RTIP Chair Robert Hartman. &#8220;While we are expecting a large group of industry attendees, we also understand that travel may not be possible for some, and feel it is important to make these panel sessions available to everyone. We are very appreciative of RCN's help in this endeavor and especially their generosity in donating all of the proceeds back to the Program.&#8221;</p>
<p>The agenda for this year's Symposium includes panels on wide ranging topics, including an update from the Horseracing Integrity and Safety Authority (HISA) and Horseracing Integrity &amp; Welfare Unit (HIWU), how to capitalize on racing's global footprint, advancing equine safety through technology, integrating horse racing into the US sports betting market, strategies for diversity and inclusion, and much more.</p>

										<content:encoded><![CDATA[<p>Students enrolled in the University of Arizona Race Track Industry Program (RTIP) can now apply for the 2023 Elizabeth Bracken Memorial Scholarship, which aims to support students aspiring to build careers in Thoroughbred racing, NYRA announced.</p>
<p>The scholarship was created in 2021 to honor the memory of Elizabeth Bracken, an RTIP graduate who spent 16 years at NYRA before returning to RTIP as Associate Coordinator and an instructor. Bracken died in November 2019; she was 52.</p>
<p>&#8220;We can't thank NYRA enough for their continued support of the RTIP via this scholarship and their sponsorship of the Global Symposium on Racing,&#8221; said RTIP Chair Robert Hartman. &#8220;NYRA has provided meaningful internship opportunities to RTIP students for decades, from my NYRA internship in 1992 to the present. The RTIP's unique blend of classroom and experiential learning prepares graduates to contribute to racing organizations on Day One. We are proud of our alumni that serve in leadership positions on the NYRA team to help further the organization's mission.&#8221;</p>
<p>The 2022 winner was Eric DeCoster, an RTIP senior from Chandler, AZ. DeCoster spent the summer interning at NYRA's racing office, at both Belmont Park and Saratoga Race Course; and said he hoped to build a career in a racing office, ultimately as a racing secretary or director of racing.</p>
<p>The $10,000 annual scholarship will be split into two parts&#8211;with $5,000 awarded for the fall semester and $5,000 for the spring semester. Click <a href="https://rtip.arizona.edu/student-support/scholarships/elizabeth-bracken-memorial-scholarship">here</a> for more information.</p>
