The position is new within The Thoroughbred Group as the organisation develops its remit to provide representation of its five members under UK racing's new industry structure–the Racehorse Owners Association (ROA), the Thoroughbred Breeders Association (TBA), the National Association of Racing Staff (NARS), the Professional Jockeys Association (PJA) and the National Trainers Federation (NTF).

“We are pleased that Jack has agreed to join us as we seek to develop the role of the Thoroughbred Group at industry level,” said Thoroughbred Group Chair Charlie Parker. “We are confident that his analytical expertise and previous experience working with industry stakeholders will make him a great asset to us.”

Racing Welfare and the Racehorse Owners Association (ROA) have formalised their long-standing relationship within the UK racing industry, which will allow greater scope for collaboration and to share key messaging and opportunities. The ROA logo will now also be visible on all Racing Welfare uniform.

Charlie Liverton, Chief Executive Officer, ROA commented, “On behalf of the ROA and our members we are thrilled to announce a formal partnership with Racing Welfare. There is a natural synergy in our ambition to protect and promote the health of everyone in the horse racing industry. Moreover, this represents a genuinely exciting opportunity to foster a closer relationship between owners and racing staff.

“Owners recognise the vital role that racing staff play and understand the importance of safeguarding their health, welfare and well-being, and therefore working together to deliver this partnership is of critical importance to the ROA. The retention and recruitment of racing staff is vital for the industry and we look forward to partnering with Racing Welfare to help and support them in this key area.”

Racing Welfare Chief Executive Dawn Goodfellow welcomed the move, saying, “We are delighted to be partnering with the Racehorse Owners Association, which will afford us the opportunity to align more closely with one of the industry's key bodies. There is a clear synergy in that both organisations have the interests of racing's people at their heart, and the benefits of connecting racing's staff members and owners more closely cannot be underestimated.

“We are grateful for the support of the ROA going forward and are pleased to extend our services to their members, who are equally important to the wellbeing of racing as the workforce involved with making their days at the races possible.”

The major stakeholder bodies of British horseracing have issued a joint statement regarding the conduct of those who work in the sport, and a commitment to take wide-ranging action to offer support and education to industry participants around behaviors.

The British Horseracing Authority (BHA), National Trainers Federation (NTF), Professional Jockeys Association (PJA), National Association of Racing Staff (NARS), Racehorse Owners Association (ROA), Thoroughbred Breeders' Association (TBA) and Racecourse Association (RCA) said:

“British racing is a diverse industry where individuals of varying identities and from a wide range of backgrounds work and compete side-by-side. It is a sport characterized by the shared values of camaraderie and conscientiousness, which come hand-in-hand with working in an elite sport and the risks associated with working alongside our equine athletes.

“It is essential that horseracing remains a progressive, modern industry when it comes to the conduct of our people. We must prioritize the wellbeing and development of our workforce, stand against discrimination of any kind in British racing, and invest in making racing a safe, fulfilling place to work.

<ins data-revive-zoneid="433" data-revive-id="b284fa4ee2b53b5c0fb16aa42e76910a"></ins>

“Great progress has already been made by the industry in terms of improving standards around training, education, employment practices, wellbeing, safeguarding and career development, with the entire sport involved in making racing a better place to work.

“However, there is always more that can and must be done. We must encourage a culture of openness and seek to support anyone who faces problems or has found themselves in difficulty. We must promote a culture of respect in how those involved in racing interact with one another and promote more diversity and inclusion at all levels of the industry.

“The signatories to this statement, therefore, today publicly commit to further improve standards, education and training around industry conduct, through the formation of a dedicated cross-industry working party.”

Next Steps

As part of this commitment, initial discussions around which commenced earlier this year, all the signatories have agreed to take part in a working party which will report into the industry People Board and will have the objectives of promoting the positive elements of conduct within the industry, educating our people, deterring poor behaviors and any form of discrimination while empowering our people to call out conduct which falls short of our joint expectations.

The group will be chaired by the BHA and include representatives from the BHA, NTF, NARS, PJA, RCA, ROA, TBA and/or – crucially – the people that they represent.

The working party will, as a priority, develop a specific action plan, which will be underpinned by research into the most effective examples of positive behavior change from other industries.

The formation of this working party and resultant action plan will form an important part of the previously announced project to introduce and embed a new industry Code of Conduct and underpinning regulations, which are being finalized with a view to being introduced in Spring 2022.

The Code of Conduct has been developed alongside all the signatories to this statement, who are also signatories of British racing's Diversity and Inclusion industry commitment.

The working party will have amongst its objectives ensuring that the new Code of Conduct is properly communicated, explained and understood and that it achieves its objectives of raising standards of behavior and conduct within the sport. The working party will also assist in the introduction of the sport's new Safeguarding policy and regulations, which are also close to being finalized.

Jockey Club Racecourses will distribute more than £58-million in prizemoney across its 15 racecourses in 2022, up £12-million from this year. The recorded purses will include the organisation's largest-ever budgeted executive contribution of £28.4-million. The average prizemoney per fixture will be a record £172,000. Jockey Club Racecourses will stage 338 fixtures in 2022.

Nevin Truesdale, chief executive of The Jockey Club, said, “The pandemic has been an incredible challenge that we have had to meet head-on. We still cannot be certain about what 2022 will bring, but we have enough confidence in the popularity of British Racing from our advance sales and all our revenue streams now fully firing as things stand to plan to fund and distribute a record amount of prize money next year across our 15 racecourses.

“It's a proud moment to be able to announce this on behalf of The Jockey Club's people today and a tribute to all their hard work and commitment over one of the most difficult periods our business and the whole industry has ever known. I would like to send advance thanks to participants for running their horses with us, racegoers for booking tickets and sponsors for their support, because everything we generate commercially from these activities, we reinvest back into our sport.”

Charlie Liverton, chief executive of the Racehorse Owners Association, said, “I am delighted that The Jockey Club are able to make this significant contribution to their total prizemoney for 2022. It gives great comfort to those who invest in racehorses and breeding stock that, at a time when costs are increasing across the board, the value of the race programme is set to increase. The returns to owners and participants through prize money is critical to both the retention of horses in training and the growth of them. It is remarkable that as we enter in to 2022, given the impact the pandemic has had on businesses across the country, the number of active owners and horses in training is at some of the highest levels of the past five years. We look forward to continuing to work with The Jockey Club to maximise both prize money and the owners experience, on and off the racecourse, during 2022 and beyond.”

After the UK Government announced that they would be taking a four-week pause on the country's progression out of COVID-19 restrictions on Monday, the UK Racing industry acknowledged the reasons for the delay, but expressed disappointment at the news. The COVID-19 roadmap out of lockdown had been due to switch to Stage 4 on June 21, but instead the current restrictions will continue, affecting major racing events like Coral-Eclipse Day at Sandown Park, and the Moet & Chandon July Festival at Newmarket.

Currently, the industry is working with the Horserace Betting Levy Board (HBLB) to secure a £21-million loan from the UK Government's winter survival fund, however, seeking additional support from the Sport Survival Package will now be considered. As it stands, most race meetings have a max of 4,000 spectators allowed, with Royal Ascot participating in the Events Research Programme (ERP), which allows 12,000 racegoers for the five-day stand.

Julie Harrington, Chief Executive of the British Horseracing Authority (BHA), said, “While it is disappointing that plans for the relaxation of restrictions and the further return of spectators have been delayed, we of course understand the principle that Government's decisions should be evidence-based and public health must come first.

“Many of our racegoers will be frustrated by this delay, but we are doing all we can to work with national and local authorities to maximise the number of people allowed to attend race-meetings in safety.”

The Industry Commitment, which is part of British racing's COVID-19 Recovery Plan for British racing', aims to formalise the sport's approach to diversity and inclusion and builds on the extensive existing activity already taking place, including community engagement, education activity and charitable work. This is highlighted through the Racing Together platform which has already showcased over 80 initiatives.

Organisations that have signed on to the Industry Commitment are: the British Horseracing Authority (BHA), Racecourse Association (RCA), Racehorse Owners Association (ROA), Thoroughbred Breeders Association (TBA), National Trainers Federation (NTF), Professional Jockeys Association (PJA), National Association of Racing Staff (NARS) and Great British Racing (GBR). There are five areas that underpin the Industry Commitment and each organisations will former their individual Diversity and Inclusion Action Plans:

Leadership and Accountability–industry leaders ensuring and taking accountability for the creation of a more diverse and inclusive sport

Good Governance–ensuring a better understanding of the racing landscape to influence policy, practice and procedures

Education and Awareness Raising–giving everyone across racing access to learning about diversity and inclusion and why they're important to the sport

Celebrating Racing's Diversity–showcasing the diversity that exists across the racing industry in order to create an inclusive sport where difference is embraced, and everyone is valued

Engaging New Audiences–promoting racing as a sport for all and encouraging diverse communities to take part

Annamarie Phelps, Chair of British Horseracing Authority, said: “This is an important step forward for the sport. We have so much to celebrate in British racing, including men and women being able to compete on a level playing field. Equally, it is the responsibility of all of us in the sport to ensure we can showcase British racing as a modern sport which is truly diverse, inclusive and open to all. Being proactive about improving diversity is essential to the long-term viability of the sport, but first and foremost it is absolutely the right thing to do.”

The payout structure of prizemoney in Britain will be altered from Saturday, with placed horses in non-pattern races to receive a larger share.

Second place horses will receive roughly half of the prizemoney allocated to the winner, with the third and fourth-placed horses getting half of the sum gained by the next best finisher. An additional £7.5-million will be provided to placed owners in non-pattern races.

Charlie Liverton, chief executive of the Racehorse Owners Association, said, “Prizemoney is a huge, long-term challenge for owners and racing and these changes are being made following feedback and consultation with owners. With the impact of COVID on racing, the ROA are working hard with industry colleagues to retain and attract owners and improving prize-money distribution is a key part of that.

“Prizemoney distribution has always been a frustration for owners, whether it was the complexity of the system or the levels generally. The changes deliver what owners want: simplicity and fairness. Put simply, more owners can access a larger share of the prizemoney now. This improves earnings across the sport and enhances funding to the middle and lower tiers.

“We want to encourage people to stay in our sport and bring new participants in. To do that, the sport has to be an attractive proposition. Owners spend over £30-million a month in training fees and collectively the industry needs to grow our income stream and ensure that owners receive a fair return through prizemoney.”

Representatives of the British Horseracing Authority, horsemen and racecourses have agreed on a plan for the next stages of the industry’s recovery plan from COVID-19.

The recovery plan lists nine industry goals, which are as follows:

To secure a full resumption of race-day activity, with the best possible ownership and spectator experience, and the maximum attendance possible;

To maintain the health and safety of participants, staff and all those attending raceday meetings by continuing the safe return of racing and adherence to strict controls on social distancing;

To put in place a fixture list and race programme for 2021 that balances increasing revenues with the well being of participants and staff and takes account of the horse population;

To reduce the industry’s cost-base and be agile where new opportunities to increase revenue can be seized and mitigate the impact of recession, including the pursuit of immediate Levy reform;

To seek to maximise prize money for 2021 balanced against the financial constraints of stakeholders and the sport’s projected revenues, through new commercial agreements between racecourses and horsemen;

To agree a spending plan for central funds that best supports racing’s recovery;

To retain key investors, including existing owners, and reform rules for syndicates and clubs to protect members and increase their appeal to potential owners;

To present a safe, high-quality and consistent offer to race-day and betting customers based on a thorough understanding of their changing needs and behaviours due to COVID;

To put in place foundations for a longer-term sustainable recovery for British racing.

Click here for the full recovery plan.

Nick Rust, chief executive of the BHA, said, “it’s very important that this plan has been agreed by leaders from all parts of the racing industry. We know from the way we prepared to resume racing in June that working together works. The commitment shown by leaders in signing up to this recovery plan demonstrates a continued willingness to maintain a unified approach through the tough battles ahead.”

David Armstrong, chief executive of the Racecourse Association, added, “the whole industry worked very well to enable racing to return as the first major sport behind closed doors. Now we have to renew that collaboration as we enter this recovery phase and move beyond that into 2021. This plan brings together all the necessary components in one clear action plan with some ambitious goals. From a racecourse perspective the return of racegoers and the experience for owners are clear priorities that are already underway and we look forward to the wider recovery of the sport.”

Charlie Liverton, chief executive of the Racehorse Owners Association, said, “this new recovery plan goes further towards protecting the long-term future of our sport and formalizing collaboration between the stakeholders during this difficult period. It is imperative that we focus on the vital drivers that keep our sport going and growing: retaining owners and maximizing the sport’s revenues. There is a lot to be done but I am confident that, working together, we can deliver this vital work for participants across the industry.”
