										<content:encoded><![CDATA[<p>The <a href="https://www.thoroughbreddailynews.com/bha-proposal-seeks-balanced-race-programme/">British Horseracing Authority's proposal</a> to balance the racing programme and reduce it by 300 races for 2023 did not proceed out of review after the sport's Executive Committee voted on Wednesday evening. <em>Racing Post</em> first reported the news. The Executive Committee consists of BHA Chief Executive Julie Harrington, and high-ranking members of the Racecourse Association and the Thoroughbred Group. Harrington released a statement explaining the decision on Thursday morning. The statement read:</p>
<p>&#8220;The BHA retains the view that it is critical we take steps, as a sport, to deliver a racing product which is both competitive and compelling. The use of a data-driven race programme which is suitably tailored to the population of horses in training will be central to this.</p>
<p>&#8220;Following ongoing discussions with the sport's member bodies we believe the best way to achieve this will be through collaboration on a unified industry strategy, rather than making tactical tweaks to the race programme, which have the side-effect of causing significant division amongst the sport's various members.</p>
<p>&#8220;The sport's leaders have recent announced that work will now begin on a <a href="https://www.thoroughbreddailynews.com/uk-racing-industrys-long-term-stragety-to-be-formalised/">unified strategy</a>, with fixtures and the race programme at its core.</p>
<p>&#8220;Meanwhile, the size of the 2023 race programme will remain under review, with the capacity for decisions to be made later in the year, based on ongoing industry discussions and our ongoing monitoring of the horse population.&#8221;</p>
<p>The National Trainers Federation released a statement in response to the news which read:</p>
<p>&#8220;We are extremely disappointed with the outcome of the Executive Committee vote on reducing race volume for 2023. From the outset we have supported a BHA proposal that sought to prioritise the future health of the sport over immediate financial gain.</p>
<p>&#8220;Further to this, we are left questioning a situation where, despite the Thoroughbred Group voting in favour of the BHA proposal, it was not possible to even reach the two to one majority needed to justify a discussion at the BHA Board. Clearly, this raises significant concerns for us.&#8221;</p>

										<content:encoded><![CDATA[<p>Leaders of the Racecourse Association (RCA), Thoroughbred Group (TG) and the British Horseracing Authority (BHA) will work together to set a mid-to-long term strategy, to help stakeholders align on a plan for the long-term sustainability of the industry. The strategy will look at areas including prize-money, the race programme&#8211;alongside the breeding industry and ensuring there are enough of the right horses to fulfil the race programme&#8211;equine and people welfare, the collection and use of data in the sport, the owner experience, integrity, customer engagement and the overall marketing of horseracing both domestically and internationally. Agreement on this principle has followed on from the sport's ongoing discussions regarding industry governance, which include that the BHA should have responsibility for coordinating the industry strategy on behalf of shareholders.</p>
<p>Joe Saumarez Smith, who started his position as Chair of the BHA on June, 1, said, &#8220;The ongoing discussions around industry governance have now paved the way for the development of a cross-industry strategic vision for the sport's growth, something that the industry is unanimous in agreeing is required.</p>
<p>&#8220;There is much good work being done by stakeholders but too often it is in isolation, and we all felt there is an opportunity for all participants to help shape that vision. The strategy will be framed around the industry's shared ambition to maintain and enhance Britain's position as a leading player in world racing.&#8221;</p>

										<content:encoded><![CDATA[<p><em>The major stakeholder bodies of British horseracing have issued a joint statement regarding the conduct of those who work in the sport, and a commitment to take wide-ranging action to offer support and education to industry participants around behaviors. </em></p>
<p><em>The British Horseracing Authority (BHA), National Trainers Federation (NTF), Professional Jockeys Association (PJA), National Association of Racing Staff (NARS), Racehorse Owners Association (ROA), Thoroughbred Breeders' Association (TBA) and Racecourse Association (RCA) said:</em></p>
<p>“British racing is a diverse industry where individuals of varying identities and from a wide range of backgrounds work and compete side-by-side. It is a sport characterized by the shared values of camaraderie and conscientiousness, which come hand-in-hand with working in an elite sport and the risks associated with working alongside our equine athletes.</p>
<p>“It is essential that horseracing remains a progressive, modern industry when it comes to the conduct of our people. We must prioritize the wellbeing and development of our workforce, stand against discrimination of any kind in British racing, and invest in making racing a safe, fulfilling place to work.</p>
<div class="inline-advertisement zoneid-433" id="adleft"><span id='zone_433_0' class='digome_advertising'><ins data-revive-zoneid="433" data-revive-id="b284fa4ee2b53b5c0fb16aa42e76910a"></ins></span></div>
<p>“Great progress has already been made by the industry in terms of improving standards around training, education, employment practices, wellbeing, safeguarding and career development, with the entire sport involved in making racing a better place to work.</p>
<p>“However, there is always more that can and must be done. We must encourage a culture of openness and seek to support anyone who faces problems or has found themselves in difficulty. We must promote a culture of respect in how those involved in racing interact with one another and promote more diversity and inclusion at all levels of the industry.</p>
<p>“The signatories to this statement, therefore, today publicly commit to further improve standards, education and training around industry conduct, through the formation of a dedicated cross-industry working party.”</p>
<p><strong>Next Steps</strong></p>
<p>As part of this commitment, initial discussions around which commenced earlier this year, all the signatories have agreed to take part in a working party which will report into the industry People Board and will have the objectives of promoting the positive elements of conduct within the industry, educating our people, deterring poor behaviors and any form of discrimination while empowering our people to call out conduct which falls short of our joint expectations.</p>
<p>The group will be chaired by the BHA and include representatives from the BHA, NTF, NARS, PJA, RCA, ROA, TBA and/or – crucially – the people that they represent.</p>
<p>The working party will, as a priority, develop a specific action plan, which will be underpinned by research into the most effective examples of positive behavior change from other industries.</p>
<p>The formation of this working party and resultant action plan will form an important part of the previously announced project to introduce and embed a new industry Code of Conduct and underpinning regulations, which are being finalized with a view to being introduced in Spring 2022.</p>
<p>The Code of Conduct has been developed alongside all the signatories to this statement, who are also signatories of British racing's Diversity and Inclusion industry commitment.</p>
<p>The working party will have amongst its objectives ensuring that the new Code of Conduct is properly communicated, explained and understood and that it achieves its objectives of raising standards of behavior and conduct within the sport. The working party will also assist in the introduction of the sport's new Safeguarding policy and regulations, which are also close to being finalized.</p>

										<content:encoded><![CDATA[<p>Covid passports will not be mandated at British courses by the Racecourse Association (RCA), which has no plans to <a href="https://www.thoroughbreddailynews.com/chelmsford-city-implements-covid-pass/">implement a policy similar to Chelmsford's which requires covid passes</a>. At Chelmsford City, attendees will be required to show a photo ID and a covid pass to attend meetings for the remainder of the year. Wales requires proof of vaccination status or a negative test if crowds exceed a certain level, and Scotland is set to introduce a similar rule.</p>
<p>A statement from the Racecourse Association was released on Monday and it read, &#8220;Further to recent speculation, the RCA can confirm that there are currently no plans to introduce mandatory Covid certification at British racecourses other than in devolved nations where venues are already required to facilitate the initiative when attendances reach a certain limit.</p>
<p>&#8220;We remain in close contact with the appropriate departments across national governments to ensure all British racecourses are at the forefront of relevant information should the situation change.</p>
<p>&#8220;In the interim, the RCA will continue to follow the advice given by national governments and provide guidance to our member racecourses, allowing them to safely welcome spectators and participants.&#8221;</p>

										<content:encoded><![CDATA[<p>Saunas will be removed from all jockeys' quarters in Britain as part of a long-term programme to modernise weighing rooms that has been developed by a cross-industry group of jockeys, racehorses and the British Horseracing Authority. Weighing room saunas have been closed as part of Covid safety measures since the onset of the pandemic, and 88% of jockeys polled support their removal.</p>
<p>Dr. Jerry Hill, BHA chief medical adviser, said, &#8220;Saunas have been out of operation throughout the pandemic, which has presented the opportunity for a wider discussion about their long-term future in the context of making weight safely. Acute dehydration, such as that following sauna use, shortly before racing has been shown to reduce performance as it has a negative impact on reaction time and strength. There have been reports of increased falls and by extension injuries in jockeys who have suddenly dehydrated to make weight.</p>
<p>&#8220;There are safe and effective methods of maintaining weight healthily through fitness and nutrition and this bespoke support is available to jockeys through the PJA Nutrition Team as well as at the IJF Centres.&#8221;</p>
<p>A set of minimum standards drawn up for jockeys' quarters also includes additional private changing and shower facilities; shared communal rest, food provision and warm-up areas for jockeys; communal working space for valets, and flexibility to adapt changing room sizes for demand.</p>
<p>Racecourse Association Chief Executive David Armstrong said, &#8220;The RCA welcomes the announcement of the long-term plan to upgrade weighing rooms across Britain's 59 racecourses. This presents a significant milestone and many months of hard work by the PJA, RCA, BHA plus jockey and racecourse representatives.</p>
<p>&#8220;The initial stage of meeting all ongoing safeguarding requirements is due to be completed by February, which will include the welcome removal of saunas. The outcome of this project will be the creation of significantly improved weighing and changing room facilities that are in keeping with other elite and professional sports.&#8221;</p>

										<content:encoded><![CDATA[<p>The <a href="https://www.thoroughbreddailynews.com/uk-fixture-list-released-for-2022/">2022 UK fixture list</a> was published by the British Horseracing Authority on behalf of the sport's tripartite governance structure of the BHA, racecourses and horsemen and women, on Monday. Comprised of 1,482 fixtures, the 2022 fixture list was developed by the industry's Fixtures and Funding Group, which contains cross-industry representation and was approved by all members of the group and the sport's tripartite executive committee. The list was presented to the BHA Board for approval on Sept. 9. The total fixtures for 2021 was 1,486.</p>
<p>There were several significant developments incorporated into the 2022 list:</p>
<ul>
<li>An increase in quality, Sunday racing with racecourses making at least £65,000 in executive prizemoney contributions on: May 8 (Hamilton), May 22 (York), June 5 (Musselburgh), July 3 (Chelmsford City), July 24 (Chelmsford City), Aug. 7 (Haydock Park), Aug. 14 (Chelmsford City), and Aug. 21 (Sandown Park).</li>
<li>A sixth Flat fixture approved for Saturdays with racecourses making at least £100,000 in executive prizemoney contributions (one year only): May 14 (Chelsmford City), May 28 (Cartmel), May 28 (Chelmsford City), June 11 (Chester), June 18 (Perth), July 16 (Cartmel), July 16 (Chester), Aug. 13 (Perth), Sept. 10 (Chelmsford City), Sept. 24 (Chester).</li>
<li>A small number of 'rider restricted fixtures' have also been designated in the fixture list to boost participant well-being: Mar. 19 (Wolverhampton), July 31 (Market Rasen), and Nov. 26 (Wolverhampton).</li>

<p>Richard Wayman, Chief Operating Officer for the BHA, said, &#8220;In producing the 2022 Fixture List, our overarching aim has been to enhance the appeal of racing to its followers. As ever, this has involved balancing a number of considerations such as seeking to deliver a competitive and compelling sport, whilst also supporting the revenues that encourage the acquisition and retention of owners and their horses. Also, staging fixtures at times when the public can enjoy them whilst also being mindful of the wellbeing impact on the participants who service them.</p>
<p>&#8220;Fixture policy is an area of tripartite decision making and, whilst there will inevitably be differences of opinion from time to time, there is complete agreement that the Fixture List must continue to evolve as we listen to what racegoers, fans of the sport and the betting industry's customers, are telling us.</p>
<p>&#8220;We have built on some of the initiatives trialled during the pandemic, such as the creation of additional relatively high value meetings on Sundays, and we will continue to look for more opportunities to use the Fixture List to support the future of the sport.&#8221;</p>

										<content:encoded><![CDATA[<p>The Racecourse Association (RCA) will be working closely with the UK Government to ensure the successful rollout of the new covid pass requirement after Prime Minister Boris Johnson announced a full COVID-19 vaccination would be required prior to entry at &#8220;venues where large crowds gather&#8221; beginning in October of 2021. Johnson was speaking on 'Freedom Day', the date when the majority of coronavirus restrictions were eased in England. Racecourses were allowed to begin hosting unrestricted numbers of spectators on Monday.</p>
<p>Prime Minister Johnson said, &#8220;I should serve notice now that by the end of September, when all over 18s will have had the chance to be double jabbed, we are planning to make full vaccination the condition of entry to nightclubs and other venues where large crowds gather.</p>
<p>&#8220;Proof of a negative test will no longer be sufficient.&#8221;</p>
<p>In response, the Racecourse Association (RCA) issued the following statement: &#8220;The RCA notes today's announcement from the Prime Minister that as of Oct. 1, 2021, the Covid Pass is to be made mandatory for certain events in England.</p>
<p>&#8220;We welcome the fact that this inception date will allow all British adults to have the option of being double vaccinated.</p>
<p>&#8220;While we all sincerely hope the days of Covid restrictions are behind us, it is vital that horseracing and the wider sports/leisure economies have contingency plans to avoid commercially damaging restrictions being re-imposed but equally allow us to host safe events.</p>
<p>&#8220;Our immediate attention now turns to working with Government, stakeholder partners and member racecourses to understand the detail behind this plan and map out what will be a significant logistical operation.&#8221;</p>

										<content:encoded><![CDATA[<p>England is on course to remove the COVID-19 enforced limit of attendees at sporting events from July 19, according to an announcement from the UK Government. A final decision on easing restrictions, which currently limits attendance to just 4,000 spectators at each race meeting, will be made on July 12. During Royal Ascot, up to 12,000 were allowed to attend through a Government pilot scheme. In addition to ending spectator limits, the one-metre social distancing rule will end, as will the compulsory wearing of masks.</p>
<p>&#8220;If we do find another variant that doesn't respond to the vaccines, if heaven forbid some really awful new bug should appear, then clearly we will have to take whatever steps we need to do to protect the public,&#8221; said Prime Minister Boris Johnson at a press conference in Downing Street on Monday evening. &#8220;But on balance, given the massive success of the vaccine rollout, given the fact that this is a propitious moment, a good moment to do it given the coming summer holidays, the natural firebreak we have there, and given the difficulty of then imagining us opening up in the context of the colder autumn/winter months, I think this is a balanced and cautious approach.&#8221;</p>
<p>The Prime Minister's announcement affects only English racecourses, with both Scotland and Wales under their own specific lockdowns restrictions. Both the British Horseracing Authority and Racecourse Association welcomed the news.</p>
<p>&#8220;We are delighted to hear the Prime Minister's announcement today,&#8221; said BHA Chair Annamarie Phelps in a statement. &#8220;Monday 19th July will be a significant day for all sports, and very much so for British racing. This news comes as a huge boost to an industry which relies so heavily on its nearly six million racegoing fans each year. A day at the races with the wonderful atmosphere generated by our racegoers is an experience unlike any other. Everyone involved in our sport has been looking forward to this news for the last 13 months, and worked tirelessly and with great patience to safely keep the show on the road in this time.</p>
<p>&#8220;While racing is perfectly suited to spectators enjoying a sporting experience in a safe environment, it may remain the case that some protocols around the operation of sporting events for participants and officials remain in place in order to protect sports from the potential impact of positive cases and close contact self-isolation requirements, and permit international competitors. We are currently working with our industry colleagues to consider how this might apply to racing and how our racedays will therefore operate from 19 July onwards, and we await further clarity from Government. We also look forward to spectators being permitted to return to sporting events in Scotland and Wales in greater numbers in due course, and continue to engage proactively with the Devolved Administrations on this issue.&#8221;</p>
<p>RCA chief executive David Armstrong added, &#8220;It has been 476 days since British racecourses were able to welcome racegoers without restriction. Clearly this has been a difficult time for racecourses on both a commercial level, we estimate the pandemic has cost racecourses £400 million, and human level&#8211;we have deeply missed the atmosphere and presence of racegoers.</p>
<p>&#8220;The clarity provided by today's Government announcement is wonderful news for racecourses in England and we will continue to work closely with our industry partners and the devolved governments for an update from Wales and Scotland.</p>
<p>&#8220;With some of the sport's marquee events to come including the Qatar Goodwood Festival, York's Ebor Festival and the Cazoo St Leger Festival at Doncaster, our attention now turns to helping racecourses prepare for a fantastic summer.</p>
<p>&#8220;Certain restrictions may remain in place to protect racing's participants, but we will work closely with our partners across the sport to remove these as quickly as is possible whilst maintaining their safety.&#8221;</p>

										<content:encoded><![CDATA[<p>After the UK Government announced that they would be taking a four-week pause on the country's progression out of COVID-19 restrictions on Monday, the UK Racing industry acknowledged the reasons for the delay, but expressed disappointment at the news. The COVID-19 roadmap out of lockdown had been due to switch to Stage 4 on June 21, but instead the current restrictions will continue, affecting major racing events like Coral-Eclipse Day at Sandown Park, and the Moet &amp; Chandon July Festival at Newmarket.</p>
<p>Currently, the industry is working with the Horserace Betting Levy Board (HBLB) to secure a £21-million loan from the UK Government's winter survival fund, however, seeking additional support from the Sport Survival Package will now be considered. As it stands, most race meetings have a max of 4,000 spectators allowed, with Royal Ascot participating in the Events Research Programme (ERP), which allows 12,000 racegoers for the five-day stand.</p>
<p>Julie Harrington, Chief Executive of the British Horseracing Authority (BHA), said, &#8220;While it is disappointing that plans for the relaxation of restrictions and the further return of spectators have been delayed, we of course understand the principle that Government's decisions should be evidence-based and public health must come first.</p>
<p>&#8220;Many of our racegoers will be frustrated by this delay, but we are doing all we can to work with national and local authorities to maximise the number of people allowed to attend race-meetings in safety.&#8221;</p>

										<content:encoded><![CDATA[<p>Organisations across British racing have united to improve diversity and inclusion across the sport under a unified <a href="https://britishhorseracing.us8.list-manage.com/track/click?u=b9a5723b6c51e14c513657a51&amp;id=f14e8c6321&amp;e=1b3268f2d6">&#8220;Industry Commitment&#8221;</a>. The Industry Commitment, which is part of British racing's COVID-19 Recovery Plan for British racing', aims to formalise the sport's approach to diversity and inclusion and builds on the extensive existing activity already taking place, including community engagement, education activity and charitable work. This is highlighted through the <a href="https://britishhorseracing.us8.list-manage.com/track/click?u=b9a5723b6c51e14c513657a51&amp;id=273c510f1a&amp;e=1b3268f2d6">Racing Together</a> platform which has already showcased <a href="https://britishhorseracing.us8.list-manage.com/track/click?u=b9a5723b6c51e14c513657a51&amp;id=9cfad9ceaa&amp;e=1b3268f2d6">over 80 initiatives</a>.</p>
<p>Organisations that have signed on to the Industry Commitment are: the British Horseracing Authority (BHA), Racecourse Association (RCA), Racehorse Owners Association (ROA), Thoroughbred Breeders Association (TBA), National Trainers Federation (NTF), Professional Jockeys Association (PJA), National Association of Racing Staff (NARS) and Great British Racing (GBR). There are five areas that underpin the Industry Commitment and each organisations will former their individual Diversity and Inclusion Action Plans:</p>
<ul>
<li>Leadership and Accountability&#8211;industry leaders ensuring and taking accountability for the creation of a more diverse and inclusive sport</li>
<li>Good Governance&#8211;ensuring a better understanding of the racing landscape to influence policy, practice and procedures</li>
<li>Education and Awareness Raising&#8211;giving everyone across racing access to learning about diversity and inclusion and why they're important to the sport</li>
<li>Celebrating Racing's Diversity&#8211;showcasing the diversity that exists across the racing industry in order to create an inclusive sport where difference is embraced, and everyone is valued</li>
<li>Engaging New Audiences&#8211;promoting racing as a sport for all and encouraging diverse communities to take part</li>
</ul>
<p>Annamarie Phelps, Chair of British Horseracing Authority, said: &#8220;This is an important step forward for the sport. We have so much to celebrate in British racing, including men and women being able to compete on a level playing field. Equally, it is the responsibility of all of us in the sport to ensure we can showcase British racing as a modern sport which is truly diverse, inclusive and open to all. Being proactive about improving diversity is essential to the long-term viability of the sport, but first and foremost it is absolutely the right thing to do.&#8221;</p>
