“The fall (of Rossa Ryan) was not accidental, but was caused by Christophe Soumillon. This behavior is voluntary and dangerous,” the Gaming Police writes in the letter, according to the JDG. They report that the letter goes on to say that in May, they had asked Soumillion to modify his behavior, which they described as “risky” for other jockeys. “Instead,” the letter reads, “the deliberate, dangerous behavior of Mr. Soumillon, in the middle of the race and at a high speed in the stretch, presents a serious risk to the public order within horse racing.”

The JDG reports that the letter goes on to say that the incident garnered international attention, which portrayed French racing in a bad light. The police ask that France Galop either increase his suspension to a maximum of six months, or to withdraw his license altogether pending further investigation. The Jour de Galop notes that they have followed the same procedure used to ban jockey Pierre-Charles Boudot this past Tuesday.

France Galop said that they had received a letter from the minister of the interior on Nov. 7 indicating that the ministry was maintaining its request that Boudot's license remain suspended, and therefore, “it is necessary, under these conditions, pursuant to the aforementioned decree, to proceed with the withdrawal of the authorizations of Mr. Pierre-Charles Boudot, namely his authorization as jockey.”

Originally arrested on May 10, 2021 and charged with the rape of a work rider in February of that year on May 12, 2021, the jockey's licence was suspended for three months. His riding ban was then extended an additional six months, and then another half-year period until Aug. 16, 2022. Boudot is currently serving his third suspension extension, which began Aug. 17.

“As always, we try to determine in what way the public good, the sincerity and morality of racing would be impacted if a jockey linked to a moral affair in racing shows up at the start of a race,” the spokesperson for the Ministry of the Interior (Central Service of Racing and Gaming) told Jour de Galop. “The Central Service of racing and gaming has asked that the environment and the seriousness of the facts of which Pierre-Charles is accused be taken into account on the administrative level. This withdrawal [of his licence] is not final. On the one hand, his lawyer will be able to appeal. It will also be possible for him to reapply for approval.”

“The commissioners of France Galop did not provide new information on the criminal status and judicial control for jockey Pierre-Charles Boudot, nor on their position regarding his return to activity on track, and have renewed the suspension of the authorisation to ride as of Aug. 17, 2022. Given the jockey's wish to return to racing, the duration of this precautionary suspension was set at three months, in order to allow for a rapid review of the situation; specifying that the measure could be lifted before its end in view of the elements that would be brought to their attention. France Galop points out that the adoption of this measure does not call into question the presumption the innocence of the person concerned.”

The three-time winner of France's cravache d'or was stood down in May, along with fellow jockey Pierre Bazire, who has been charged with failing to report a crime over the same incident.

Boudot, 28, was released on €50,000 [$60,710] bail after spending two days in police custody, having been charged with the rape of a 25-year-old female work rider. This followed an investigation into a complaint made following a party in Cagnes-Sur-Mer on France's Cote d'Azur in February.

A statement from France Galop released on Friday read: “France Galop's commissioners have examined the statements made by the jockeys Pierre-Charles Boudot and Pierre Bazire, who are currently under investigation by an examining magistrate from Senlis Judicial Tribunal, with a view to potentially extending the precautionary measures taken against them on May 14, 2021.

“Though these two jockeys are still presumed innocent, in view of the ongoing legal proceedings that concern said jockeys, the gravity of the allegations and the damage they would cause to the image, legality and safety of horse racing, as well as the organization of any bets pertaining to horse races, the commissioners have decided to suspend, as a precautionary measure and for a duration of six months, the aforementioned jockeys' authorization to ride, in accordance with the provisions stated in article 216 of the French horse racing code.

“These measures may be lifted or extended at any time, taking into consideration any additional elements that may be brought to the attention of France Galop's commissioners.”

Boudot, champion jockey in 2015, 2016 and 2020, has become one of the world's top riders. He won the 2019 Prix de l'Arc de Triomphe on Waldgeist, has ridden the winners of four French Classics and rode two winners at last year's Breeders' Cup.

France Galop said that while both jockeys are presumed innocent the stewards had issued a precautionary suspension because of the “seriousness of the allegations against them” and “the damage to the image of racing.” The measures can be lifted or renewed if further information is brought to the stewards' attention.

Boudot and Bazire were also identified as persons of interest in a case of witness intimidation. Both were placed under judicial control with Boudot barred from entering the Oise department.

Boudot is also being investigated over another rape complaint from 2015 in which the victim also alleged she was drugged. He denies the allegations.

Bazire is also under supervision and has been charged with failing to prevent and report a crime. Both jockeys have also been named as witnesses to the intimidation of a witness.

The charges relate to an allegation made against Boudot, 28, by a 25-year-old female exercise rider two days after an alleged assault in Cagnes-sur-Mer on Feb. 17, 2021.

Jean-Baptiste Bladier of the Senlis public prosecutor's office released a statement on Wednesday which read, “Following the relinquishment of the Grasse public prosecutor's office in favour of that of Senlis, due to the usual domicile of the defendant and the complainant, a preliminary investigation, opened on the count of rape, was entrusted to the Chantilly police.

“Following a large number of interviews, on May 10, 2021 the investigators placed M. Pierre-Charles Boudot and another jockey, identified by the press as Pierre Bazire, in police custody. Today, May 12, 2021, the Senlis prosecutor's office requested the opening of a judicial investigation.”

Boudot had previously been accused of rape in 2018 when a complaint was made against him by a female amateur rider for an assault which was alleged to have taken place in 2015. The jockey strongly refuted the claims in a statement released through his lawyer in January 2020.

The restrictions of Boudot's judicial supervision mean that he is forbidden from appearing in the Oise region of France, which includes Chantilly, where he lives.

A three-time winner of the Cravache d'Or as leading rider in France, Boudot already has a commanding lead in this year's championship and has to date ridden 105 winners, more than double the number of his nearest rival Theo Bachelot. As of Wednesday afternoon, he was booked to ride four horses at ParisLongchamp on Thursday, including the Prix de l'Arc de Triomphe runner-up In Swoop (Ire) (Adlerflug {Ger}) in the G3 Prix d'Hedouville. Under normal circumstances Boudot would also be expected to feature in the first French Classics of the season, the G1 Poule d'Essai des Poulains and G1 Poule d'Essai des Pouliches, which are set to be run at the course on Sunday. 

Late on Wednesday evening France Galop issued a statement advising of an interim two-day suspension for Boudot. Bazire has no rides booked during that time and both jockeys  will be allowed to make representation to the governing body by 3pm on Friday before a decision on potential further suspension is taken.

The statement read, “Although the two jockeys remain presumed innocent, given the seriousness of the alleged facts, and the potential damage to racing's image…the directors of France Galop have issued an urgent precautionary measure of immediate suspension of [Boudot's] licence for the next two days.”

The jockeys have been stood down from their riding commitments at Chantilly today (Tuesday), where Boudot, three-time winner of France's Cravache d'Or as leading rider, was set to have five rides and Bazire three.

This is the second time that Boudot, 28, has been connected to an allegation of rape. In 2018, a complaint was made against him by a female amateur rider for an assault which was alleged to have taken place in 2015. The jockey strongly refuted the claims in a statement released through his lawyer in January 2020.

The latest accusation is reported to have stemmed from an incident at a party at Cagnes-sur-Mer in February of this year. According to a report in March in the newspaper Le Parisien, a complaint was filed against Boudot on Feb. 19. The report also stated that Boudot's lawyer said the jockey had been receiving threats for a year. 

In a tweet on March 1, Boudot said, “I'm not surprised. I was threatened by the complainant's family. Those who testified for me were harassed. Others lobbied for a new complaint to be brought against me. I have absolutely nothing to reproach myself with.”

Winner of of the G1 Qatar Prix de l'Arc de Triomphe on Waldgeist (GB) (Galileo {Ire}) in 2019, Boudot's most recent big-race success came aboard Mare Australis (Ire) (Australia {GB}) for Andre Fabre in the G1 Prix Ganay on May 2. The second forfeit stage for this Sunday's French Guineas is on Wednesday.
