The Pennsylvania Horse Breeders Association will run 23 stakes at Pennsylvania tracks throughout 2024, including five for PA-Sired, PA-Bred runners.

2-year-olds will have added opportunities, as the PA-Sired, PA-Bred Stallion Series returns in its third year with four stakes worth $400,000. The Series will continue into 2025 with races for 3-year-olds, with a $50,000 breeder bonus paid out to the top three point-earning horses after the third leg.

The first of 23 stakes with purses of $100,000 will be run April 22 at Parx Racing: the Unique Bella for fillies and mares, and the Page McKenney H., each at seven furlongs for older horses.

Penn National will host two $100,000 stakes on its Penn Mile card Friday, May 31–on the turf for older horses.

State-bred stakes action continues at Parx and Presque Isle Downs throughout the summer, with the Pennsylvania Horse Breeders Association's signature event, Pennsylvania's Day at the Races, to be held Aug. 26 at Parx. Four $100,000 stakes are on the card that celebrates state-bred runners.

Kicking off the PA-Sired, PA-Bred Stallion Series are the Whistle Pig and Miss Blue Tye Dye (the latter for fillies), both worth $100,000 and run at a distance of six furlongs. They are among the four state-bred stakes offered on Pennsylvania Derby Day Sept. 21 at Parx.

Presque Isle Downs will host five $100,000 Pennsylvania-bred stakes starting in July and two for juveniles on back-to-back weeks in October. The $100,000 Shamrock Rose S. for juvenile fillies will once again be run on Thanksgiving Eve at Penn National in November, followed by the $100,000 Pennsylvania Nursery at Parx one week later.

Over a five-week span at the end of the year, $400,000 in purses for juveniles is up for grabs as the PA-Sired PA-Bred Stallion Series continues Dec. 30. The $100,000 Wait For It S. and $100,000 Miss Behaviour S. (for fillies) will be contested at seven furlongs.

It is his work with the MTROA that has received the most attention of late as the Authority recently issued a plan that would completely overhaul Maryland racing. Pimlico will be rebuilt and when that is done, racing will cease at Laurel. The Stronach Group will turn the tracks over to the state, which will become the new operator, but will maintain the rights to the GI Preakness S. and the GII Black-Eyed Susan S. A new training center will be built.

This is the evolution of a 2020 plan which called for the rebuilding of both Laurel and Pimlico. A total of $375 million was put together for that project, which eventually stalled because of a number of factors. Those same funds will be used to for a new Pimlico.

“Pimlico became the hub property for this project, and working with the Maryland Stadium Authority and other experts that we worked with over the past six months, we have a plan to go forward and it is within range of the cost of the bonds that were initially authorized by the Maryland General Assembly,” Foreman said. “So that's the genesis of this project going forward. It's a mountain of work that's been done in the last six months. But now the rubber hits the road.”

It is still not clear what the agreement means, which allows The Stronach Group to retain the rights to the Preakness and Black-Eyed Susan. Major questions remain, like, how will the revenue from those two days of racing be divided up?

“There's a framework for an agreement that is now being negotiated between the state and Stronach,” Foreman said. “It's estimated that agreement will be finalized within the next 30 to 60 days. It's critical that the agreement be finalized because we have started the legislative session. Legislative leadership and the governor are going to be very interested in the outcome of those negotiations. But I think both sides are confident that they will come to a final written agreement because the ink is not dry on this deal and there are still matters to be negotiated. But the framework is that because Stronach owned the rights to the Preakness, they will license the event to the state of Maryland and the state of Maryland will, as a not-for-profit, run the Preakness. The division of revenues is being negotiated. It will be a fair agreement to both sides.”

As far as his work with HISA/HIWU goes, Foreman admits that there have been problems, particularly when it comes to trainers receiving hefty fines and suspensions for infractions that may be the result of environmental contamination. He says work is being done to make a fair system.

“I've never seen an intentional administration of a cocaine or a methamphetamine to a horse, and there wouldn't be a reason to do it,” he said. “The industry pre-HISA did a very good job of handling these cases. This was something that was not broken and needed to be fixed. And somehow in the new system it got broken. Fortunately, it's being fixed under new rule changes that we're waiting for the Federal Trade Commission to approve that will give HIWU the discretion to determine that it is more likely than not that the positive was a case of contamination or inadvertent exposure, as we like to call it, and not an intentional administration. The penalties have been substantially reduced per this rule change that's coming.”

This week's look at a Coolmore sire focused on champion 2-year-old Corniche (Quality Road). He was undefeated as a juvenile with wins the GI American Pharoah S. and the GI Breeders' Cup Juvenile. He was purchased for $1.5 million at the 2021 Ocala April Sale by a team that included TDN Writers' Room regular Zoe Cadman, who recalled how she was blown away the first time she saw the horse. Standing for $25,000, Corniche's first foals are arriving this week.

A $1 million Keeneland September purchase, he's one to keep an eye on as the road to the GI Kentucky Derby progresses.

The team was united in its praise of Churchill Downs for raising the purse of the Derby from $3 million to $5 million, while also calling on the two other Triple Crown tracks to match Churchill's move. Cadman also brought up the point that the GI Kentucky Oaks goes for $1.25 million and is deserving of a substantial purse hike.

But now he has decided to retire, 20 years after he opened Old Friends, and turn the reins over to John Nicholson. On this week's TDN Writers' Room podcast presented by Keeneland, Blowen discussed why he is retiring and some of his fondest memories from a job he instantly loved.

“When you get a certain age and you can see the finish line, you know,” Blowen said. “It's like you're turning for home and you go, 'Oh, there's a finish line.' So you better figure out what's going to be happening or what you can do to make everything a little better. And so I started looking for somebody a couple of years ago to take over, and I could never find the right person. Then I ran into John Nicholson. And I would probably still be doing this if I hadn't run into John, because John was the perfect person. I thought, 'boy, oh boy, if he'll do this, it would be great'. People who know John know that he ran Kentucky Horse Park for a long time. He loves the horses.”

His favorite horse? Silver Charm.

“It's hard for me to explain it in one way, because it's hard to explain why you fall in love with somebody,” Blowen said. “No matter who or what you fall in love with your life is going to change. When Sandy Hatfield called me in November of 2015 and said, how would you like an old gray stallion at your farm, I freaked out. The only problem was I couldn't tell anybody. They're supposed to keep it a secret. And then I did keep it a secret, which is probably the only secret I ever kept in my life. But I kept that one. And when he got here on Dec. 1, 2015 that was the greatest day of my life. I didn't even know him, because the first time I ever laid eyes on him in person is when he got off the trailer on that day, but I know I was totally enthralled.'

Though retiring, Blowen plans to spend plenty of time at Old Friends.

“You'll have to drag me out of here,” he said. “I told my wife, when I die, the house where we live in, we have a great house here, and the back backyard is one of the two places where we have cemeteries. I told my wife, when I die, get me cremated, throw my ashes out the back. Just don't put my lifetime earnings on the side.

This week's look at a Coolmore sire focused on Jack Christopher (Munnings). He won three Grade I races and was five-for-five around one turn. He was such a special specimen that Zoe Cadman never forgot her impressions of him when she saw him at Saratoga before he ever raced, noting that he was so perfectly put together that she knew he would be a star.

All agreed that it was Jost who made the podcast so memorable and the team decided it will gift the Eclipse Award trophy to the family.

The team also touched on the big shakeup in Maryland, where a new entity, the Maryland Thoroughbred Operating Authority, which will be similar to NYRA, is set to take over the operation of Maryland tracks and, finally, will rebuild Pimlico. That will also mean that the GI Preakness S. will be run at Laurel in 2025, 2026 and 2027. The group also examined the 2024 economic indicators for racing, which included a 3.7% decline in total handle and a small decrease in purses.

How has she done it? Those were among the question she was asked when she joined the TDN Writers' Room podcast sponsored by Keeneland. Rice was this week's Green Group Guest of the Week.

“I would say some of the things that really moved me forward in my business was the decision to stay in New York year-round,” she said. “I used to split my stable in the winter and send a division to Miami while keeping the main division here in New York. I found out over the years that it was expensive. I spent all winter trying to recover my expenses, and I didn't feel like it moved us forward in any way. So when the VLT money kicked in in New York and was added to the purses, which was about 2013, I abandoned ship on Miami. I said, 'look, we're going to try something different. We're going to stay in New York.' I'm going to consolidate my workforce. Frankly, we had a lot of work right here in New York in the winter. It's a tough job in the winter. And I needed all my best people right in front of me. So I think that is the one thing that I see on my career that was very helpful was to consolidate and consolidate in New York when the VLT money showed up.”

She also largely abandoned buying at the sales.

“I used to buy a lot of young horses, yearlings, 2-year-olds in training and I'd shop all of the auctions, which I loved to do,” Rice said. “But I became it became very frustrating to me. We would go to the auctions. We'd spend a lot of money and there were all the expenses between hotels and everything else involved. And we had to invest a lot of time. I felt frustrated when we came home and we weren't getting the horses bought that we wanted. We were buying horses that really weren't on the list of horses to take home. So you go home with nothing. So I changed it up and I said, 'Well, let's try something different.' And that's when I started claiming more horses.”

She is so New York-centric that she has won only two races outside of the NYRA tracks all year, which has put her in position to break Jacobson's record. Is that something that is important to her?

“I really hadn't thought about it much, but a few of my friends have been prompting me lately that I need to become a little more aggressive with my entries for the next couple of weeks,” Rice said. “I think we only have about eight days of racing left. The wins have been coming kind of slow and hard the last couple of weeks. So I don't know. And I told them, 'look, no matter what, it's been a great year.' And they pooh poohed that idea. They said, 'Oh, no, oh, no, you need to dig down, dig deep, get this done.'”

Rice also scored a major victory in the courtroom during the year. The New York Gaming Commission was looking to suspend her for three years for allegedly receiving favorable treatment from the racing office that could have given her an advantage over her rivals. The courts intervened and called the three-year suspension “shockingly unfair,” which forced the Gaming Commission to drop the ban.

“It was a very trying long process to finally get there,” she said. “My family has told me, that the fact that I've been able to maintain the level that I have professionally under that type of pressure is quite amazing. But it has been a huge relief to have it finally behind me. It was very stressful, very hard on myself, my family, to watch me go through that. But we were very pleased with the appellate decision and glad to have it over.”

Also on the show the hosts discussed the Coolmore Stallion of the Week, Corniche (Quality Road), an undefeated champion two-year-old now standing at stud at Coolmore America.

Moss and Finley also discussed Pat Valenzuela's plans to begin riding again after a seven-year absence brought about by knee problems. Both agreed that he has an uphill climb in front of him.

The TDN Writers' Room podcast, presented by Keeneland caught up with the Amestoys this week to find out more about their operation, their background and their thoughts on Practical Move. They were the Green Group Guests of the Week.

Their trainer Tim Yakteen, has been a big part of the story.  While he has deputized for Bob Baffert the last two years with his potential Derby starters, he's not normally someone who you think of when it comes to having Derby starters. But the Amestoys believe he has been a perfect fit when it comes to Practical Move.

“One of my old racing partners, Mike Abraham, knew Tim,” Pierre said. “And then another friend of mine, Jaime Gomez from Los Alamitos, knew Tim. I told them that I wanted to go to a nice barn, but I don't want to be with one of those barns that has 300, 400 horses. I want a more on-hands trainer. They both recommended Tim.

“We didn't meet him Tim till last year's Del Mar meet, when Practical Move was running his first race was. He was just as nice as could be. And we could see the operation in the barn. Leslie trained for ten or 15 years. So we knew what we wanted and Tim was what we wanted. He had a great set up and a good operation.”

The Amestoys, who own Practical Move in partnership with Roger Beasley, bought the horse at last year's OBS April sale. They said he was their number one pick among all the horses in the sale, but almost didn't get him. They budgeted $175,000 for the purchase and wound up paying $230,000. They liked the horse enough that they kept bidding until they got him.

“He was our number one pick, which we never get when we got to sales,” Leslie said. “We always pick the number one and can't buy him. We got him and we had no buyer's remorse ever. Oh, we loved him from the start.”

And that's why they named him Practical Move, because, in the end they thought it was a practical move to buy the colt.

As far as the Derby goes, the Amestoys are already thinking strategy.

“I think he's tactical enough,” Pierre said. “Ramon (Vasquez) can put him where he wants him. I would hope we can get a good enough break that we hit the first turn and we have two thirds of them behind us. We want to be up in the first tier or right behind the first tier of horses. This horse has a really good, really strong, high cruising speed so we can get a good spot and then cruise on the backside and set ourselves up. So if we get our trip, I think coming out of the turn, we're going to be close to the leader and then they're going to have to come get us. If his horse switches leads like he's supposed to I think he'll finish strong.”

The richest state-bred of 2021 when banking $487,400, Chub Wagon scored in eight of her nine starts at age four, and was second in her only loss. After getting her first stakes win in the Unique Bella at Parx in April by 7 1/2 lengths, she followed with wins in the Skipat S. and Shine Again S. at Pimlico, and Dashing Beauty S. at Delaware Park. She rebounded off a second-place finish in the Dr. Teresa Garofalo Memorial S. at Parx on Pennsylvania Day At the Races in August to take the Roamin Rachel S. against open company by four lengths two weeks later. She concluded her season in late September by winning the Plum Pretty S. in her first start beyond a mile.

A daughter of Lopez's homebred stallion Hey Chub out of the Lion Heart mare Takin The Plunge, Chub Wagon also took home awards for champion older female and champion female sprinter.

The evening's keynote speaker was Triple Crown-winning jockey Steve Cauthen, now a breeder/owner in Kentucky. The PHBA's Lifetime Achievement Award for excellence in breeding in the state was presented to George Strawbridge, Jr., who over the course of the past five decades bred such Pennsylvania-bred standouts at GI Breeders' Cup Turf winner Tikkanen and five-time Grade I winner With Anticipation.

Other divisional champions were:
• Two-year-old female–Morning Matcha (Central Banker)
• Two-year-old male–Dance Code (Honor Code)
• Three-year-old female–Leader of the Band (Bandbox)
• Three-year-old male and male sprinter–Beren (Weigelia)

The stakes action kicks off Apr. 25 at Parx Racing with two seven-furlong $100,000 races for older horses: the Unique Bella for fillies and mares, and the Page McKenney H. Seven $100,000 stakes will be carded on Pennsylvania Day at the Races Aug. 22 at Parx, including the first two events of the inaugural 2-year-old PA-Sired PA-Bred Stallion Series. The 2-year-old sire series continues on Parx's Pennsylvania Derby Day card Sept. 24 with the $200,000 Prince Lucky S. and Imply S. Also carded are two $200,000 races for older horses, the Plum Pretty for fillies and mares and the Alphabet Soup H. on the turf.

New on the calendar is the $100,000 Jump Start S. for Pennsylvania-sired and bred older horses over seven furlongs Oct. 18 at Parx. Presque Isle Downs will host five $100,000 PA-bred stakes starting in July. Penn National's Penn Mile card June 3 includes four $100,000 Pennsylvania-bred stakes. In late November, Penn National is once again the host track for the $200,000 Shamrock Rose for juvenile fillies. The final stakes on the schedule is the $200,000 Pennsylvania Nursery at Parx.

Taking the next step in utilizing the state's lucrative Breeding Fund to enhance the breeding industry, the Pennsylvania Horse Breeders Association has established its first-ever 2-year-old PA-sired PA-bred stallion series, with $600,000 in stakes purses to be offered in 2022.

The series will consist of two stakes races on each of two race days at Parx Racing. One race each day will be open to all 2-year-olds and the other for 2-year-old fillies.

In January, the PHBA Board asked the stallion principals for suggestions on how to enhance the program and build it. The board immediately and overwhelmingly acted on the PA-Sired PA-bred stallion series idea presented by the racing committee.

“This is a collaborative effort between the PHBA and reaching out to people who know best what's the best way to attract new stallions and breed more mares in the state,” said PHBA President Greg Newell. “Part [of this new series] is to have an immediate impact, and part is to encourage people over the next three or four years to breed in the state.”

All registered PA-sired, PA-bred 2-year-olds are automatically eligible. The horse must be registered with the PHBA, and must have been conceived by a registered Pennsylvania stallion. In 2022, there are no nomination, entrance or starter fees.

The first races in the series will be run on Pennsylvania Day at the Races, August 22. The two $100,000 stakes will be contested at 5 1/2 furlongs.

One month later, PA-sired PA-bred juveniles will be running for $200,000 purses on the Pennsylvania Derby Day card, September 24, at a distance of 6 1/2 furlongs.

“I think this is the most exciting thing to happen in the state of Pennsylvania in breeding and horse racing in 20 years,” said Bob Hutt, president of Uptowncharlybrown Stud LLC, which owns and manages Uptowncharlybrown, one of the state's most successful sires. “We will have broodmares staying in Pennsylvania and being bred to Pennsylvania sires, which will only improve the stallion colony as more and more people see what we're doing with the series.

“Other states have done this, particularly Florida, which has done it successfully for 40 years,” said Hutt. “Breeders with eligible Pennsylvania-sired 2-year-olds will get offers, at the 2-year-old sales or after breaking their maidens early. Buyers and trainers are going to be aware that the series races will be coming in years to follow. Now we have a series where we can showcase them.”

The series will expand in 2023 with three days of PA-Sired PA-Bred Stallion Series stakes.

“We're getting [our 2-year-old stakes schedule] moving along faster,” said Newell. “And these races will blend in nicely with the existing PA-Bred stakes schedule.

“This isn't a one-year one-hit wonder,” Newell continued. “Our message is anything with breeding needs to have long-term commitment in order to take the risk. We're really committed to helping our stallion owners and our farms succeed. This is a start. Next year we'll refine it more and we'll keep doing that to improve it.”

In this week's edition of the Friday Show, Paulick Report bloodstock editor Joe Nevills is joined by news editor Chelsea Hackbarth and horse racing writer and handicapper Andrew Champagne to review some of those who didn't get the support among voters representing the National Turf Writers and Broadcasters, Daily Racing Form and National Thoroughbred Racing Association/Equibase.

Nevills thinks Dr. Schivel should have been a finalist in the Sprint category. Hackbarth asks, “Who did he beat?” Nevills and Champagne both think G1 Breeders' Cup Turf Sprint winner Golden Pal should have been a finalist, either in the sprint or male turf division. He didn't make either list.

Nevills said he abstained from voting in the steeplechase category, insisting it isn't his area of expertise. Hackbarth reminded Nevills that she expanded Paulick Report's horse racing coverage to include major North American steeplechase races in 2021.

Champagne mostly wants people to agree to disagree respectfully.

On that we can all agree.
