										<content:encoded><![CDATA[<p>The exhilarating rush of adrenaline created when seeing your Thoroughbred soar across the finish line creates a sweet taste of victory that brings a sense of satisfaction and a touch of disbelief.</p>
<p>That often-elusive flavor remains on one's tongue in a constant search for more. Taste of Victory Stable's founders Kyle Yost and Brian Richardson have reveled in that sensation, knowing it can be interspersed with bitter moments that only life and owning Thoroughbred racehorses can produce.</p>
<p>The seeds of Thoroughbred ownership are typically planted by family and/or friends. Yost, a graduate of Penn State University, grew up on a small South Central Pennsylvania farm where his parents raised and brokered livestock. &#8220;My dad raised some mid-level Thoroughbreds on the farm which attracted me to the sport, almost by osmosis,&#8221; reflected Yost. &#8220;We would take in days at Penn National and Pimlico. There was just something about a Thoroughbred that drew me in.&#8221;</p>
<p>Richardson, on the other hand, and on the other side of the country, grew up just 20 minutes from Los Alamitos Race Course in Huntington Beach, California. &#8220;Aside from the early trips to Los Al, I will always remember my days at USC and making trips to Santa Anita with friends. On one occasion I hit an exacta for $680 and I was hooked as a horseplayer. As a fan, attending the races in Southern California was something special for our family.&#8221;</p>
<p>The road to ownership for Richardson began while on a fishing trip with his dad and his dad's best friend Gene Ward, who was affectionately nicknamed &#8220;Cherry.&#8221; &#8220;Cherry offered up what he called the idea of all ideas to my dad who they called `Hawk,' Richardson said. &#8220;Why don't we gather friends and family and rent out a luxury suite at Del Mar to take in the races and put Brian in charge?&#8221; It became an annual event, titled the Del Mar Cherry-Hawk event.&#8221;</p>

<p>After a number of years enjoying Mexican buffets and drinks at Del Mar, it was another genius idea from `Cherry' who figured since they enjoyed going to Del Mar so much each year, it was time to buy a Thoroughbred and race themselves. So, 20 friends and family members got together, including Hawk, Cherry and Yost, who was a business associate and friend, and they started Cherry Hawk Stables.</p>
<p>The partnership's first horse was a yearling who the 20 partners opted to name <strong>Twenty Hawks</strong> (Unusual Heat). &#8220;We didn't think the name Twenty Cherries would provide the intimidating aura we wanted in our first racehorse,&#8221; quipped Richardson.</p>
<p>Twenty Hawks would go on to earn over $338,000 for the group of first timers, but sadly Brian's father passed away prior to the horse moving out to Charles Town and finding success. Twenty Hawks broke his maiden in his fifth lifetime start. &#8220;It was bittersweet considering my dad inspired us, along with Cherry, to start going to Del Mar and purchase a racehorse. I knew Twenty Hawks was wearing angel wings when he first scored for us. It was an emotional moment for me,&#8221; said Richardson.</p>

<p><a href="https://www.champsofthetrack.com/post/twenty-hawks-life-changing-story-iron-horse"><strong>Twenty Hawks: The Life-Changing Story of &#8220;The Iron Horse&#8221;</strong></a></p>
<p>The concept of Taste of Victory Stables was amalgamated over multiple conversations between Yost and Richardson. &#8220;It was about 10 years ago, and we both wanted to somehow elevate the popularity of the sport,&#8221; said Yost. &#8220;There were other groups out there like West Point and Dogwood, but buying shares with them was out of reach for most people. We wanted to make it affordable for the average fan.&#8221;</p>
<p>Richardson concurs. &#8220;We had the ability to attract new owners from coast to coast and at a level that wasn't going to break the bank,&#8221; he said. &#8220;Giving people a `behind the ropes' experience that most racing fans have never been a part of was something we were committed to providing. The partners in Cherry Hawk Stables were also looking for more action and more horses so we launched Taste of Victory Stables in 2015.&#8221;</p>

<p>Current partner Dan Filipek recounted his initial connection to horse racing and Kyle Yost. &#8220;I let him know that I had been going to the racetrack with my father since I was a young boy,&#8221; said Filipek. &#8220;I had great memories of watching the Michigan Mile at Detroit Race Course and watching the Trotters at Northville Downs. I was sad that both of those tracks closed along with Hazel Park Raceway. I mentioned to Kyle that the three things my father and I did most together were go to the racetrack, work on cars and go hunting. But since my dad passed, my passion for working on cars and hunting faded, but not my love for horse racing. It was then that Kyle told me about the partnership group that Taste of Victory offered, and I thought what better way to rekindle my memories of watching horse racing with my dad then getting truly involved in the sport, so I joined.&#8221;</p>
<p>Another partner who said he was glad Taste of Victory started to expand is Larry Hopkins. &#8220;I have met some incredible people through TOV,&#8221; he said. &#8220;I have been on a few road trips to see our horses including our annual pilgrimage to Pimlico for Black-Eyed Susan day. It is interesting getting to mingle with more experienced horsemen and also meeting some of the trainers.  It has really opened my eyes to what a great sport Thoroughbred racing is.&#8221;</p>
<p>As the partnership expanded so did the management group. In 2016, while attending an owners' conference at Keeneland, Yost and Richardson met Russ Sapienza on a tour of Adena Springs. Originally from Pennsylvania like Yost, Sapienza would eventually make his way to Saratoga Springs where the former senior partner at PricewaterhouseCoopers currently resides. &#8220;I was first introduced to horse racing in high school when I went to Brandywine Raceway in Delaware to see the Stanley Cup, which was on tour after being won by the Flyers,&#8221; said Sapienza. &#8220;But I looked around and my attention turned to the horses. That experience and years of going to Saratoga and Belmont with my wife and her dad turned me into a hardcore fan of the sport and the horses. I enjoy handicapping and even participated in the 2020 NHC in Las Vegas and continue to play in tournaments today. I hope I bring a bit of the 'business of Thoroughbred ownership' in my role as an advisor to Kyle and Brian.&#8221;</p>
<p>Sapienza has focused on New York-breds and racing at Belmont, Aqueduct, and Saratoga for Taste of Victory. &#8220;New York has a friendly condition book for New York-breds, and the purse structure is extremely competitive. They also have a strong aftercare program which is important to our partners. When you race at places like Saratoga, you get to compete at an elite level in sport while still being part of a small barn or group. You can't do that in any other sport.&#8221;</p>
<p>Taste of Victory provides a variety of opportunities that can include young horses or claimers. Their groups are also regionally diverse with groups competing in California, the Mid-Atlantic, New York, and recently Ohio. &#8220;We like to keep the investment levels between $1,500 and $7,500 and want people to have at least a three percent interest in any group,&#8221; said Yost. &#8220;Each group has multiple horses to provide plenty of action and we don't mark up any of our purchases. Each group starts off with a budget that includes estimated expenditures for a year in advance, assuming no purse earnings. We don't want to be reaching out and making cash calls every month.&#8221;</p>
<p>The lower starting investment level was a key for partner Doug Shepherd. &#8220;The idea of purchasing a horse on my own was too daunting and expensive for a hobby, so the concept of an ownership group was perfect for me,&#8221; he said. &#8220;I have now been a part of numerous TOV groups that race in various parts of the United States. My wife and son have also become interested in horse racing and my son has recently joined a group with TOV.&#8221;</p>

<p>Filipek agreed and aptly summed it up. &#8220;The cost of entry is affordable, but the thrills are priceless!&#8221;</p>
<p>Taste of Victory does reserve $300 per month for administrative expenses that go to cover professional fees and the services of their trusted bookkeeper Cara Thomas. The group has begun retaining 5% of purse earnings for new groups to provide funding for expansion and offering more social events. The trio of experienced managers has recently begun offering private management for individuals or groups that want to own horses on their own but need some additional guidance and support.</p>
<p>&#8220;Private management is great for families, poker or golfing groups, fraternity brothers and sorority sisters, corporate groups&#8211;essentially any individuals or groups that want a program customized to provide maximum enjoyment and flexibility,&#8221; said Yost.</p>
<p>Jeff Guffey is one partner who enjoys the events and access. &#8220;On race days, they are always willing to host owners at the track, and even set up barn tours for up-close access to the horses and the trainers. It really makes you feel like a true owner and horseman. I think that is what differentiates a group like Taste of Victory from other ownership groups that are less hands on, and more crowd-sourced.&#8221;</p>
<p>Taste of Victory Stables has sent two horses to the Breeders' Cup since its inception. GISW/GSW <strong>What a View </strong>(Vronsky) was the first in 2016, but success arrived in a big way when Taste of Victory Stables bought into <strong>Hit the Road </strong>in 2019. The More Than Ready colt won the GIII Thunder Road S. and the GI Frank E. Kilroe Mile in 2020.</p>
<p>&#8220;Hit the Road made it to the Breeders' Cup Juvenile Turf in 2019. Even though he didn't hit the board, it was such a joy to be able to host our partners and family at one of our home tracks,&#8221; Richardson said.</p>
<p>Hit the Road will be starting his stud career in South Africa this year.</p>

<p>The sweet taste of success was less palatable for Yost though. His wife of 15 years was also immersed in a cancer battle, which sadly she lost in June 2021.</p>
<p>&#8220;The horses, including Hit the Road, helped divert my mind for a bit and provide some positivity to the situation, but it was difficult for everyone,&#8221; said Yost. &#8220;I couldn't get over the outpouring of support from our partners and all the people in the horse racing industry we work with. From sending food for my family to simple notes of support, it was unbelievable.&#8221;</p>
<p>Shepherd reflected on the sentiment. &#8220;Sure, we love to win stakes races, but that is not what drives everyone. I have learned so much about the sport and the people involved, that it has made me love and appreciate the sport so much more than I ever imagined.&#8221;</p>

<p>The Pennsylvania Horse Breeders Association will run 23 stakes at Pennsylvania tracks throughout 2024, including five for PA-Sired, PA-Bred runners.</p>
<p>2-year-olds will have added opportunities, as the PA-Sired, PA-Bred Stallion Series returns in its third year with four stakes worth $400,000. The Series will continue into 2025 with races for 3-year-olds, with a $50,000 breeder bonus paid out to the top three point-earning horses after the third leg.</p>
<p>The first of 23 stakes with purses of $100,000 will be run April 22 at Parx Racing: the Unique Bella for fillies and mares, and the Page McKenney H., each at seven furlongs for older horses.</p>
<p>Penn National will host two $100,000 stakes on its Penn Mile card Friday, May 31&#8211;on the turf for older horses.</p>
<p>State-bred stakes action continues at Parx and Presque Isle Downs throughout the summer, with the Pennsylvania Horse Breeders Association's signature event, Pennsylvania's Day at the Races, to be held Aug. 26 at Parx. Four $100,000 stakes are on the card that celebrates state-bred runners.</p>
<p>Kicking off the PA-Sired, PA-Bred Stallion Series are the Whistle Pig and Miss Blue Tye Dye (the latter for fillies), both worth $100,000 and run at a distance of six furlongs. They are among the four state-bred stakes offered on Pennsylvania Derby Day Sept. 21 at Parx.</p>
<p>Presque Isle Downs will host five $100,000 Pennsylvania-bred stakes starting in July and two for juveniles on back-to-back weeks in October. The $100,000 Shamrock Rose S. for juvenile fillies will once again be run on Thanksgiving Eve at Penn National in November, followed by the $100,000 Pennsylvania Nursery at Parx one week later.</p>
<p>Over a five-week span at the end of the year, $400,000 in purses for juveniles is up for grabs as the PA-Sired PA-Bred Stallion Series continues Dec. 30. The $100,000 Wait For It S. and $100,000 Miss Behaviour S. (for fillies) will be contested at seven furlongs.</p>

										<content:encoded><![CDATA[<p>When Penn National shut down for a one-month planned break Sept. 23, Tyler Conner, the track's third-leading rider this year in both wins and earnings, wasn't sure what he'd do to keep his income flowing.</p>
<p>Yet the 30-year-old jockey, who is soft-spoken but highly driven, managed to build enough out-of-town business to the point where he has just completed a demanding six-day run of riding at six different tracks in the Northeast and Canada.</p>
<p>His whirlwind tour included more than 1,800 miles of driving, nearly all of which he accomplished solo Oct. 11-16 while amassing a 2-4-2 mark from 14 mounts at Parx, Laurel, Delaware, Aqueduct, Woodbine and Presque Isle.</p>
<p>&#8220;Anyone have a helicopter I can borrow?&#8221; Conner had humorously asked on Twitter during the midway point of his journey.</p>
<p>And no, on the seventh day Conner did not rest. TDN spoke to him via phone Oct. 17 while he was driving 110 miles from his home on a small farm near Penn National to ride at Parx, where the six-day streak had first begun Oct. 11.</p>
<p>Conner said the extensive travel was worth it, although maybe more in terms of getting his name out there and getting noticed rather than money.</p>
<p>&#8220;I was a little worried the last couple of weeks before we shut down, because I didn't have a plan. I didn't really know what business would be like with the break. Winning when you have to ship in from out of town is always tough,&#8221; Conner said.</p>
<p>And what fueled him on his rigorous commutes beyond aspirations of bettering himself?</p>
<p>&#8220;Good music and podcasts,&#8221; Conner said. &#8220;And I definitely drank too much Mountain Dew to keep me awake and focused. For most of the week it was rainy, kind of gloomy. So it wasn't the best driving, but nothing crazy happened. That's always helpful.&#8221;</p>
<p>&#8220;But it's been pretty good,&#8221; Conner continued. &#8220;I've been really, really busy. Busier than I've been all year, honestly. And the horses are running well, so that helps. [The week on the road]  paid for the trip, and a little more.&#8221;</p>
<p>The day after Penn went on hiatus, Conner had four mounts on the GI Pennsylvania Derby card at Parx, where his best finish was third aboard <strong>Mish</strong> (Field Commission) in the $300,000 Parx Dirt Mile S.</p>

<p>That mount was for trainer Saffie Joseph, Jr., who also sent Conner to ride in Oklahoma the next night, Sept. 24, aboard <strong>Honor D Lady</strong> (Honor Code), who won the GIII Remington Park Oaks at 7-1 odds.</p>
<p>&#8220;Winning the Oaks was huge,&#8221; Conner said. &#8220;That really helped, being off for the month.&#8221;</p>
<p>Conner returned home and rode at various mid-Atlantic tracks over the next two weeks. His calendar then came together better than he expected it would in the second week of October.</p>
<p>He began the six-tracks-in-six-days tour with 220 miles of round-trip driving Oct. 11 and a third-place finish in a Parx starter-allowance with a $26,000 purse.</p>
<p>The next day, Oct. 12, the 240-mile round trip to Laurel netted Conner a second and a win, with the victory coming in a $60,940 allowance/optional claimer.</p>
<p>On Friday the 13th, Conner trekked 170 miles round-trip to Delaware, riding fifth with one mount, then second with another in a starter-allowance with a $30,000 purse.</p>
<p>&#8220;Parx, Laurel, Delaware, I just go back and forth for those as day trips,&#8221; Conner said as if racking up 630 collective miles on three consecutive days constituted normal workday commuting.</p>
<p>On Saturday, Oct. 14, Conner drove 180 miles to Aqueduct to ride <strong>Salvaje</strong> (<a href="http://www.hillndalefarms.com/kantharos/" class="horse-link">Kantharos</a>) in the $125,000 Floral Park S. The field scratched down to four as an off-the-turfer, and he managed third with his 6-1 shot behind a 3-10 winner.</p>
<p>&#8220;I drove to Woodbine from there. It was about nine hours, and I got to Woodbine around midnight,&#8221; Conner said of the 500-mile trek that included an international border crossing. &#8220;Then I just slept in until 10 in the morning and got some rest.&#8221;</p>
<p>Those two Woodbine mounts (one in a stakes) again came courtesy of trainer Joseph.</p>
<p>Conner explained that after he won the GII Penn Mile for a different trainer in 2022, Joseph had contacted him with praise for his riding, and had offered to give him business if he switched his tack to Gulfstream, where Joseph is based.</p>
<p>Conner tried it for a weekend in June 2022 and won a race, but respectfully declined the offer to move to Florida full-time because he thought it would be too tough to get additional mounts on that highly competitive circuit beyond those that Joseph offered.</p>
<p>&#8220;Saffie has helped me a lot,&#8221; Conner said. &#8220;He's been so good to me, and given me an opportunity to ride a lot of nice horses. I tell people all the time I'll go anywhere he wants me to go, just to have those opportunities. Now he sends me where it fits for him and when I'm available. It's been good riding for new people at new tracks and to get recognized a little bit outside of the usual.&#8221;</p>
<p>At Woodbine Oct. 15, Conner was second aboard the 15-1 <strong>Mystic Lake</strong> (<a href="https://coolmore.com/farms/america/stallions/mo-town" class="horse-link">Mo Town</a>) in the $125,000 Glorious Song S., and he ran fourth with his 18-1 shot in a maiden allowance.</p>
<p>Woodbine to Presque Isle meant another border crossing and 180 more miles. Out of six mounts for six different trainers on the Oct. 16 card there, Conner won a $30,000 maiden allowance and finished second in a maiden-claimer.</p>

<p>On the 310-mile drive back home in the dark, Conner said he got help splitting time behind the wheel from a Penn-based buddy who had also been up at Presque Isle to race.</p>
<p>&#8220;I'm actually enjoying the traveling right now,&#8221; Conner said. &#8220;I would hopefully like to keep riding at other bigger tracks and ride in more big races. I'm working on getting to Kentucky. But I'm just kind of waiting on an answer from an agent right now, and depending on what he wants to do, I'll go from there.&#8221;</p>
<p>Conner was born into a racing family. His father, John Conner, is a former trainer who now owns horses and is an in-demand farrier. His mom, Sandra Conner, rode regularly from 1989 up until Tyler was born in 1993. His stepmom, Erin McClellan, currently trains at Penn.</p>
<p>Yet Conner said he didn't gravitate to becoming a jockey until after he had quit high school and earned his GED while working as a groom. Prior to that, ever since he was about age five, his passion had been motocross.</p>
<p>&#8220;That's all I did growing up, was ride motorcycles. I still do, on occasion,&#8221; Conner said. &#8220;I guess I figured I'd try riding horses out of necessity. I kept getting hurt on the motorcycles, and I had to find a job that would pay better than grooming, so I started riding. I had never been on a horse before that.&#8221;</p>
<p>Conner laughed politely at the suggestion that not too many jockeys find their calling in race-riding because they think it's a less dangerous option than what they had been doing.</p>
<p>&#8220;I know anything can happen, but riding horses is definitely safer at this point. The chances of injury are a lot lower, it seems like,&#8221; Conner said.</p>
<p>Wednesday, Oct. 18, was technically Conner's first day off in a week. But that just meant he wouldn't have mounts booked in afternoon or evening races.</p>
<p>&#8220;Oh, yeah, I'll still go to work at Penn for morning training, for sure,&#8221; Conner said.</p>

										<content:encoded><![CDATA[<p>Penn National is getting a new track rail that will replace the one that's been in place since 1972.</p>
<p>&#8220;That's the original track rail that's been in there since the track opened,&#8221; Chris McErlean, the vice president of racing for PENN Entertainment, said during Tuesday's Pennsylvania Horse Racing Commission meeting. &#8220;We are going to a new PVC breakaway type rail that is in use at a couple racetracks right now, and it should be better from a safety standpoint and a maintenance standpoint.&#8221;</p>
<p>Penn National started a scheduled break after the Sept. 22 program. Live Racing resumes Oct. 25.</p>
<p>&#8220;That should take us a little less than two weeks to get installed,&#8221; McErlean said. &#8220;We're working around training. We've adjusted training hours slightly to accommodate that. But it should be up and fully installed by the middle of October.&#8221;</p>

<p>Through an exclusive license, the agreement between Penn National's parent company PENN Entertainment and BetMakers facilitates the delivery of content for fixed odds betting from Hollywood Casino and anticipates the addition of other PENN Entertainment racetracks in the coming months pending required horsemen and racing commission approvals.</p>
<p>&#8220;We are very happy to work with BetMakers to offer New Jersey's racing fans an opportunity to bet fixed odds on Hollywood Casino at Penn National Race Course,&#8221; said Chris McErlean, Vice President of Racing for PENN Entertainment. &#8220;We are interested in the reaction to our product in the New Jersey fixed odds wagering marketplace and hope that it will provide positive returns for not only Penn National but the wider racing industry.&#8221;</p>

										<content:encoded><![CDATA[<p>In a press release issued July 14, the U.S. Marshall's Service reported that 18-year-old jockey Bryson Butterfly was arrested Thursday for allegedly being involved in a murder that took place Apr. 23 in Baltimore County.</p>
<p>Butterfly was arrested by the U.S. Marshals Mountain State Fugitive Task Force (MSFTF), in Harpers Ferry, WV near Charles Town Racetrack. He had ridden the night before at Penn National.</p>
<p>Butterfly is one of three suspects charged with first degree murder and robbery. Butterfly's two co-conspirators had previously been arrested and are currently in the Baltimore County Detention Center. Butterfly is currently being held at the Eastern Regional Jail to await his extradition to Maryland.</p>
<p>The Baltimore County Prosecutors Office requested the assistance of the U.S. Marshals Capital Area Regional Task Force (CARTF) in locating and apprehending Butterfly. The investigation revealed Butterfly had fled the area and was residing  in Jefferson County, WV.</p>
<p>&#8220;This case illustrates how well U.S. Marshals offices across the nation work together with other state and local agencies to locate and remove violent subjects from the community,&#8221; said Acting U.S. Marshal Terry Moore.</p>
<p>According to a report in the <em>Baltimore Sun</em>, the shooting killed 17-year-old Elias Cieslak and was described in court records as a drug deal and armed robbery gone bad. Cieslak was a student at Parkville High School.</p>
<p>On June 28, police arrested David Lofton, 32, on charges of first-degree murder, armed robbery and use of a firearm in a felony. A minor was also charged, but that person has not been identified because he is a minor.</p>
<p>Butterfly is a Native American who grew up on the Colville Indian reservation in Washington. He began riding at age 16 and bounced around among tracks in the West and Midwest. He arrived in Maryland in 2021 and began to ride at Laurel, Pimlico, Charles Town and Penn National. He has had 771 career mounts with 58 winners. He is 6-for-158 on the year.</p>

The 2-5 choice looked to bobble slightly coming out of the gate before assuming a tracking spot behind the :23.17 and :47.85 fractions carved out by <strong>Recruiter</strong> (<a href="http://www.hillndalefarms.com/army-mule/" class="horse-link">Army Mule</a>). Tucked in third on the inside, Major Dude made an initial move on the backstretch, easing to within a neck shy of the front before abruptly shuffling back significantly as <strong>Behind Enemy Lines (GB) </strong>(<a href="https://coolmore.com/farms/ireland/stallions/sioux-nation" class="horse-link">Sioux Nation</a>) made a bold move to take on and subsequently put away the frontrunner. Major Dude swung out, came on again&#8211;this time on the outside&#8211;under Irad Ortiz, Jr. to engage Behind Enemy Lines, and asserted himself late to win by three-quarters of a length, getting the turf contest for 3-year-olds in 1:33.73. Second choice Behind Enemy Lines held for second, while 98-1 <strong>Fletcher </strong>(Blofeld) finished third. Fletcher's trainer, James Lawrence, II, won the Penn Mile last year with Wow Whata Summer (<a href="http://www.airdriestud.com/horses/summer-front.html" class="horse-link">Summer Front</a>).</p>
<p>&#8220;We kind of squeezed and shuffled back there on the turn, and Irad got him out in the clear,&#8221; said Stu Hampson, assistant to Hall of Fame trainer Todd Pletcher. &#8220;Once he found clear running, he did it all himself. He's a really cool horse to be around and obviously a really talented horse. Hopefully, he'll have a big rest of his 3-year-old year.&#8221;</p>
<p>The Penn Mile marked the third graded win of Major Dude's career, something not lost on Jack Sisterson, trainer of runner-up Behind Enemy Lines. &#8220;You look at the form of [Major Dude], a big favorite. You've got the best trainer [Pletcher] training the horse. Let those guys enjoy the win, and hopefully we'll match up with Major Dude again and have another battle down the stretch.&#8221;</p>
<p>Major Dude was by far the most accomplished in the field coming into the Penn Mile and sported the highest Beyer Speed Figures, getting consecutive 90-plus numbers in his last three starts. Last seen finishing third on Derby Day in the GII American Turf S. after a second to eventual GI Kentucky Derby runner-up Two Phil's (<a href="https://www.darleyamerica.com/stallions/our-stallions/hard-spun" class="horse-link">Hard Spun</a>) in the GIII Jeff Ruby Steaks on Turfway Park's synthetic Mar. 25, Major Dude won the GIII Kitten's Joy S. in February at Gulfstream. Also winner of the GII Pilgrim S. at the Belmont at Aqueduct meet last October, the $550,000 2021 Fasig-Tipton Saratoga graduate was a stakes-placed winner on dirt before moving to the grass last fall.</p>

<p>Major Dude is one of three graded winners for sophomore sire Bolt d'Oro, who stands at Spendthrift Farm. 										<content:encoded><![CDATA[<p>The Pennsylvania Horse Breeders Association released its 2023 stakes schedule for locally bred horses they said on Thursday. The list includes 29 stakes to be run at state-wide tracks throughout the year, with seven slated for Pennsylvania-sired and bred runners.</p>
<p>The first of 23 stakes with purses of $100,000 will be run Monday, Apr. 24 at Parx Racing, followed by a summer stakes schedule hosted by Penn National and Presque Isle Downs. The Pennsylvania Horse Breeders Association's signature event, Pennsylvania's Day at the Races, will be held Monday, Aug. 21 at Parx.</p>

<p>Here's a <a href="https://www.thoroughbreddailynews.com/weekly-stewards-and-commission-rulings-a-primer/#.Yb0kIvtbd4k.twitter">primer</a> on how each of these jurisdictions adjudicates different offenses, what they make public (or not) and where.</p>
<p>With the Horseracing Integrity and Safety Act (HISA) having gone into effect on July 1, the TDN will also post a roundup of the relevant HISA-related rulings from the same week.</p>
<p><strong><u>California</u></strong><br />

<strong>Date: </strong>01/22/2023<br />
<strong>Licensee: </strong>Randy Rennon, owner<br />
<strong>Penalty:</strong> Suspended license<br />
<strong>Violation: </strong>Failure to comply with financial agreement<br />
<strong>Explainer: </strong>Owner <strong>Randy Rennon </strong>(dba Summer Knights Stables, Inc), having failed to comply with a Financial Agreement dated November 26, 2020, at Del Mar Race Track, is suspended for violation of California Horse Racing Board rule #1876 (Financial Responsibility &#8211; Farrier Kyle Baze $820.00). Suspension to commence on January 29, 2023.During the term of this suspension, all licenses and license privileges of Randy Rennon (dba Summer Knights Stables, Inc) are suspended and pursuant to California Horse Racing Board rule #1528 (Jurisdiction of Stewards), subject is denied access to all premises in this jurisdiction.</p>

<strong>Explainer: </strong>Trainer <strong>Rolando Quinonez </strong>is fined $1,000.00 for violation of California Horse Racing Board rules #1874 (Disorderly Conduct &#8211; excessive use of riding crop during training) and #1530 (Cases Not Covered by Rules and Regulations) at San Luis Rey Training Center on September 14, 2022. Furthermore, Rolando Quinonez must be evaluated by the Winners Foundation for anger management and comply with any recommendations made by Winners Foundation.</p>
<p><strong>NEW HISA STEWARDS RULINGS</strong><br />
The following <a href="https://portal.hisausapps.org/public-rulings">rulings </a>were reported on HISA's &#8220;rulings&#8221; portal, except for the voided claim rulings which were sent to the TDN directly. Some of these rulings are from prior weeks as they were not reported contemporaneously.<br />
One important note: HISA's whip use limit is restricted to six strikes during a race.</p>

Carlos Eduardo Rojas &#8211; violation date January 18: Rojas has accumulated a total of 23 points for violations of HISA Rule 2280 (b), (1), though six of the points are under appeal and a stay has being granted, so the total points is reduced to 17 points. &#8220;Jockey Carlos E. Rojas is hereby suspended 15 calendar days based on points accumulated for multiple violations. To be serve from Wednesday, February 1st, 2023 through and including Wednesday, February 15, 2023.&#8221;</p>
