“Since I was a young kid, I've wanted to be a racetrack announcer and am proud to say my first full-time position will be at Finger Lakes,” Stabile said. “I'm looking forward to being a part of a place that is rich in racing tradition, where one of my favorites, Funny Cide, wrapped up his career.”

Stabile was the back-up announcer on the New York Racing Association circuit from 2018-2023, where he co-hosted the Talking Horses handicapping show, as well as America's Day at the Races/Saratoga Live on the Fox Sports family of networks. He is currently one of the track announcers at Yonkers Raceway. He also has called races at The Meadowlands and Freehold Raceway.

“We are excited to have Anthony joining our racing team. His vast knowledge of New York State Thoroughbred racing will serve him well in his new role,” said Finger Lakes president and general manager Chris Riegle.

Rice has now won the training title at six of the last seven NYRA meetings, along with year-end honors last year as the circuit's top trainer with a record-tying 164 wins. She also came out on top at last year's Big A winter meet with 37 wins.

“It's great,” said Rice. “Frankly, I love New York winter racing and it's a good place for my clients. They enjoy it, I enjoy it, and it's been a good winter. It's pretty surreal.”

Rice, 60, posted a record of 137-23-27-23 with $1,471,414 in earnings, good for a win rate of 16.79 percent and in-the-money rate of 53.28 percent.

Jockey Dylan Davis clinched his second Aqueduct winter meet riding title when posting 54 wins.

In all, Davis' mounts banked $2,699,061, with a win rate of 22.31 percent and in-the-money percentage of 50.41.

“I've won this title before and [it's] great to win it again,” said Davis. “My business has improved every year along with the quality of horses I'm riding.”

David Jacobson claimed his first owners' title at NYRA since capturing the 2017 Aqueduct inner track meet. The veteran owner and conditioner secured 18 wins at the meet, including four races on Closing Day.

The race is named for Beverly R. “Peggy” Steinman, who has successfully balanced decades of ownership in both the steeplechase and flat racing worlds with stars such as Dark  Equation, who captured the 2008 G1 New York Turf Writers Cup, and Colstar, a multiple graded stakes-winning filly who won more than $1 million on the flat.

“The New York Racing Association is excited to incorporate a steeplechase event into the 2024 Belmont Stakes Racing Festival,” said Andrew Offerman, NYRA's Senior Vice President of Racing and Operations. “We value the longstanding relationship that NYRA and the NSA have shared and are pleased to honor Peggy Steinman with this wonderful new event.”

Bill Gallo, the National Steeplechase Association's (NSA) Director of Racing, said the race is a welcome addition to the steeplechase calendar.

“Peggy Steinman has represented the National Steeplechase Association at the highest level for decades, particularly at Saratoga, where her presence alone, sitting in her prominent finish-line box, has reminded people in the industry, and especially at the New York Racing Association, that the traditions of steeplechasing run deep,” said Gallo. “This is a fitting and wonderful tribute to a very special person on an historic weekend in Saratoga. She is thrilled with the honor and looking forward to the Belmont at Saratoga Festival.”

The Steinman will kick off a 2024 jumps program on the NYRA circuit which includes seven races worth a total of $825,000. Four stakes will be held at the Saratoga summer meet topped by a pair of $150,000 Grade 1 events at 2 3/8-miles–the A. P. Smithwick Memorial July 17 and the Jonathan Sheppard Memorial Aug. 14.

Steeplechase stakes action on the NYRA circuit will conclude at the Belmont at the Big A fall meet with the $150,000 G1 Lonesome Glory and the $75,000 William Entenmann novice stakes.

Following the four-day opening week, which starts on Thursday July 11, racing will be conducted five days a week, Wednesdays through Sundays, apart from closing week, when the 2024 summer meet will conclude on Monday, Sept. 2.

Saratoga Live, the television show produced by NYRA in partnership with FOX Sports, will return for its ninth season to provide daily coverage of the summer meet to a nationwide audience on the networks of FOX Sports.

“This report concludes that there are a multitude of risk factors that likely contributed to the fatalities during the 2023 Meet. These findings will drive HISA's data collection, recommended racetrack practices and regulatory scheme going forward.” the report concluded.

HISA examined several factors, including the racetrack surfaces, the potential impact of weather, the veterinary histories of the horses that broke down and the necropsy reports that were done following their deaths, the exercise history of each horse and a review of any potential HISA rule violations that may have contributed to the injuries.

The closest HISA came to pointing a finger at one particular factor was its conclusion that weather may have played a role. It was a particularly wet meet at Saratoga with 11.03 inches of rain coming down during the racing season. In 2022, 7.76 inches of rain fell.

“…the significantly increased rainfall during the 2023 Meet compared to previous years cannot be overlooked and available data suggests that the rainfall could have played a role in the increased risk of fatal injury during the 2023 Meet,” the report read. “HISA is working cooperatively with the Racing Surfaces Testing Laboratory to collect and analyze additional track surface data to better understand the effects of weather on racetrack maintenance.”

Three of the 11 horses that suffered  fatal musculoskeletal injuries received corticosteroid injections in the affected joint within 30 days of racing. HISA is in the process of trying to change its rules regarding corticosteroids so that they cannot be injected into a horse within 30 days of it racing.

HISA also discovered that there may be red flags associated with horses who undergo an excessive amount of exercise.

“…an analysis of the exercise histories of the deceased horses showed that horses having participated in more frequent high intensity exercise and furlongs were 2.5 times more likely than the control group to be injured.”

The report also found that one of the horses that suffered a fatal injury was on the veterinarians list as unsound at the time of the injury. Two others had previously spent time on the vets list.

Following the report, NYRA Vice President for Communications Pat McKenna issued a statement, which read: “Continuously improving equine safety is a fundamental responsibility shared among racetrack operators, regulators, trainers, breeders and owners. HISA's review of the 2023 summer meet at Saratoga Race Course enhances our understanding of the myriad factors that may contribute to injuries sustained during training or racing.”

“To prevent serious injuries before they happen, NYRA is embracing science and technology to provide veterinarians and trainers with the tools necessary to identify underlying conditions and further reduce the frequency of equine injuries. Beyond the adoption of biometric wearables and artificial intelligence, NYRA is working with the University of Kentucky and Racing Surfaces Testing Laboratory to expand our understanding of how weather conditions impact racetrack performance. Ensuring the safety of horses and jockeys competing on the NYRA circuit is our highest priority, and we thank HISA for investing the time and resources to develop an informative review of the 2023 summer meet.”

An additional horse in Barn 15 developed a fever Feb. 5, which extended the quarantine through Feb. 26. That horse tested negative for EHV Feb. 6. Upon review of the circumstances, the New York State Department of Agriculture and Markets will allow the quarantine to expire 21 days from the positive case of EHV.

The 34 horses stabled in Barn 15, which is home to stalls for Gargan, Jim Ryerson and Gustavo Rodriguez, are being monitored daily for fever and other signs of illness. Should all horses remain asymptomatic, horses stabled in Barn 15 will be permitted to enter races and train among the general population following a barn inspection and examination of horses to be performed by New York Racing Association and NYSAM Saturday.

The committee, chaired by NYRA CEO and President David O'Rourke, was formed at the request of the Horseracing Integrity and Safety Authority, as part of HISA's strategic response to several clusters of equine fatalities in 2023.

In addition to O'Rourke, members of the committee also include Keeneland Vice President of Racing Gatewood Bell, Breeders' Cup President and CEO Drew Fleming, 1/ST Racing and Gaming Executive Vice Chairman Craig Fravel, and Del Mar Thoroughbred Club President  Josh Rubinstein.

“Embracing science and technology will ensure the continued success of Thoroughbred racing in the United States,” said O'Rourke. “All-weather racing surfaces can play an important role in our collective efforts to improve safety, and I thank Lisa Lazarus and HISA for the opportunity to advance this discussion among decision makers in the sport.”

The committee is expected to convene regularly in the coming months and will share its findings and recommendations with HISA's Racetrack Safety Committee and with other stakeholders across the sport when complete.

“HISA is grateful to NYRA and to David O'Rourke for leading this effort, and to all the members of the committee for their dedication to equine safety,” said HISA CEO Lisa Lazarus. “This committee's work will be essential in deepening our understanding of all-weather surfaces, and we look forward to reviewing the results when complete.”

NYRA is in the process of constructing a one-mile Tapeta track to serve as the fourth racing surface at the new Belmont Park. Previously, NYRA installed a Tapeta pony track at Belmont to provide an additional training option in inclement weather, while also providing NYRA with information on the performance of a synthetic surface in the Long Island climate.
