The New York State Thoroughbred Breeding & Development Fund Corporation (the Fund) Board of Directors' unanimously approved a motion during its Dec. 12 meeting to increase the breeder award rates for all New York-breds, the organization announced Tuesday.

The increase, which covers all New York breds competing in the state beginning Jan. 1, was approved by the Fund board due to projected revenue increases expected in the upcoming season.

An increased hold-back rate from 10-15% will also be implemented to ensure the Fund can payout awards up to the new advertised rates.

“This historic increase in breeder awards is monumental news for all breeders currently participating in the New York-bred program. It's another reason why New York remains the top regional state-bred program in the nation and why more breeders should bring their mares to foal in New York,” said New York Thoroughbred Breeders executive Najja Thompson.

The new breeder's awards rate schedule for New York-breds in 2024:

2024 New York-Bred Program Breeder Awards

New York-Sired* '24 Award (% Earned) 2023 Rate
First Place 40% 30%
Second Place 20% 15%
Third Place 10% 15%
Cap per Award $40,000 $40,000
Non-New York-Sired* '24 Award (% Earned) 2023 Rate
First Place 20% 15%
Second Place 10% 7.5%
Third Place 5% 7.5%
Cap per Award $20,000 $20,000

“These bigger better bonuses reward breeders for creating quality race horses,” said the Fund's Tracy Egan. “Board Chairman Brian O'Dwyer encouraged the Board to find away to get award money out the door to award earners as quickly as possible and by hiking breeder awards, we will do that.”

The Fund pays breeder, owner and stallion awards across six pay periods a year: Jan-Feb, Mar-April, May-June, July-August, Sept.-October, November-December.

In conjunction with the these higher awards, 15% will be held back each period, however, are expected to be paid back at the conclusion of the fiscal year.

SARATOGA SPRINGS, NY – After an electrifying renewal of the Fasig-Tipton Saratoga Selected Yearling Sale just five days ago, the action returns to the Humphrey S. Finney Pavilion Sunday evening for the company's New York-Bred Yearlings Sale. Bidding begins at 7 p.m. with a session of 100 catalogued yearlings and is followed Monday by a session of a further 264 yearlings which begins at 12 p.m.

“People seem very eager to buy horses,” Don Robinson said between all-shows at his Winter Quarter Farm consignment Saturday morning. “Hopefully it carries over from the main sale–sometimes it does and sometimes it doesn't.”

Winter Quarter will offer 10 yearlings at the two-day auction, including fillies by Bernardini and Not This Time and colts by More Than Ready and Malibu Moon, as well as one from the first crop of GI Kentucky Derby winner Authentic, who has gotten off to a fast start in the sales ring.

“We have always done very well bringing Kentucky-raised New York-breds to the sale,” Robinson said. “People like them and we've sold pretty well here.”

The New York-Bred Yearling catalogue includes half-siblings to a pair of 2-year-olds who won on debut at the racetrack just across the street from the sales pavilion. Four Star Sales offers a half-brother by Vino Rosso to Miss d'Or Cherie (Bolt d'Oro), who was a three-length winner Thursday, and Straight Line Equine Sales offers a half-sister by Vekoma to Trust Fund (Practical Joke), who graduated at the Spa Friday. Both were running in special weight races worth $88,000, while New York-breds competing in open company are eligible for bonus purses during the Saratoga meet.

The purses available to New York-breds provides a major draw for buyers, Pat Costello of Paramount Sales confirmed.

“The New York program is very good right now,” Costello said.

“I think the maidens over there run for big purses and with the new program, if they run in open company and win they get an extra 30%. That helps as well. So, to have a New York-bred across the road here is huge.”

Paramount will offer 17 yearlings at the upcoming auction and Costello expects strong demand for the right horses.

“I think it's going to go down to the good horses,” he said. “If you pass the muster, I think you'll be in great shape and if you don't, it won't be pretty.”

Indian Creek, which sold a $3.2-million son of Into Mischief during last week's select sale, returns with 10 New York-bred yearlings.

Asked if she expected to see the electricity from the select sale carry into the New York-bred auction, Indian Creek's Sarah Sutherland said, “I hope so. I think if it does, that will be fantastic. It was just an absolutely electric environment at the first sale. I would not expect it to be exactly the same, but I hope we see the same support with the vetting and the process the whole way through here.”

With 364 yearlings, this year's New York-bred catalogue is the largest it has been in recent years. Sutherland is taking a wait-and-see approach as to how the added numbers will affect the end results.

“I think we will have to wait to see what the sale tells us,” Sutherland said. “Our numbers, personally, are about the same as they always are up here. [The larger catalogue] probably does make me a little bit apprehensive. But I'd love to see everybody do well and maybe the additional horses will work for everybody that way. It's been a few years since they've done that, bumped the numbers. I'm curious to see what happens. But there are a lot of people here, so there may be plenty of people for all the horses.”

The New York-bred sale has shown dramatic growth over the last decade and its 2022 renewal produced its highest-ever gross when 188 yearlings sold for $20,175,000, and its second-highest average and median.

“The New York program just seems to get better and better,” said Sutherland. “The quality of horses up here improves every year. And it's great racing. You're seeing nice New York-breds running in open company as well. I think that's a testament to the strength of the program. We sell a lot of horses for breeders and it's great to bring them here and to have them stay in New York. This is a perfect venue for us.”

While end-users tend to dominate both Saratoga sales, last year's New York-bred sale was topped by a son of Arrogate who brought a sale-record $700,000 final bid from Tom McCrocklin, as agent for Champion Equine, just days after his full-brother Cave Rock impressed on debut at Del Mar. The colt returned to sell for $1.05 million at this year's OBS March sale. Eaton Sales will offer a half-sister by Improbable to last year's sale topper late in Monday's session of the auction.

The focus switches to breeding stock with the return of the Fasig-Tipton Saratoga Fall Sale, which will be held at the Humphrey S. Finney Pavilion today. A total of 236 broodmares/broodmare prospects and New York-bred weanlings have been cataloged for the single-session sale, which gets underway at 10 a.m. To view the catalog, click here.

After being KO'd by COVID in 2020, the sale returned in 2021, generating $3,657,800 in revenue for 163 head sold. Heading last season's sale was a filly by Catalina Cruiser, that realized top price of $195,000.

“This is an important sale for those that actively participate in the New York-bred program,” said Fasig-Tipton President Boyd Browning. “Saratoga Fall annually offers the highest concentration of New York-bred weanlings of any mixed sale in North America. This year we have 175 weanlings catalogued–all of which are New York-bred.”

Added Browning, “There are also good opportunities in the broodmare portion of the sale, with a number of mares in foal to promising young sires.”

Among this season's young stallion roster with first weanlings or yearlings up for grabs Monday are Instagrand, Leofric, Solomini, Global Campaign, Fog of War, Honest Mischief, King for a Day, Sun to Run, Complexity, Higher Power, Maximus Mischief, Yoshida, Killybegs Captain, Frank Conversation, Mr. Monomoy, Gunnevera, Flameaway, Audible, Country House, Vekoma, Honor A.P., Vino Rosso, War of Will, Gift Box and Tom's d'Etat.

Once again providing strong New York-bred representation, RFHF Bloodstock offers up 21 head–19 youngsters and a pair of in-foal broodmares. Often found among the leading consignors at this venue, RFHF sold the sale-topping weanling, a colt by Practical Joke, for $160,000 during the 2019 renewal of the sale.

“We are going in there with a slightly smaller group of horses this year,” said RFHF's Chris Bernhard. “We had a few April and May babies, and pushing them for an October sale didn't really seem fair to them. I feel we often leave money on the table with them, so I tried to go over there with the horses that are going to fit. Although we have a few less horses than we normally do, the quality and sire power is still there.”

In regard to the positioning on the sale's calendar, he continued, “I always try to have a significant number of horses for this sale. I feel like a lot of the Florida and Kentucky pinhookers have put it on their calendars.”

“I think it's a great opportunity for breeders to sell horses in their own backyard. For me, it's nice to do it at home and be able to sleep in my own bed and then go back at it the next day.

I've always been one of the biggest supporters of the sale and will continue to do so.”

Among RFHF's leading prospects this year is Hip 200 by Honor A.P. out of Italian Highweight juvenile filly Omaticaya (Bernstein), purchased by the operation in foal to the Lane's End sire for $30,000 at Keeneland last November. The Jan. 29 colt is from the family of Irish highweighted router Muhtarram.

“He's a standout,” he said. “He's just really beautiful.”

Bernhard is equally high on Hip 105, a colt by Taylor Made stallion Instagrand out of EZ Passer (Southern Image).

“I like our first year horses which is what I try to program,” he explained. “We go over there with proper horses that are proper physicals and have some pedigree behind them. And try to be the first of that sire's offspring to go through the sale.”

Of the pair of colts, Bernhard added, “They are both big, scopey, pretty individuals. We thought this was a good opportunity here. They both have lovely pedigrees.”

Another colt on offer representing first-season sire War of Will is Hip 209. The colt's dam Parol (Mizzen Mast) was secured in foal to the Claiborne sire for $102,000 at Keeneland last November. The March foal hails from the female family of Pulpit.

“I have intentionally put in first-season sires in this sale because between Taylor Made, Lane's End and Claiborne, they each have their own following in this business and I feel it's strategically a smart place to put them. Hopefully, the individuals can shine and we can top the sale again this year.”

Additionally, Empire State-based sires also can be found on the pages of this season's consignment, including a pair of weanlings by Fog of War (War Front), who stands at Bernhard's Hidden Lake Farm in Stillwater, New York. The GI Summer S. winner is represented by his first crop of weanlings in 2022.

Heading the duo is a colt bred by Hidden Lake, Hip 117. The Feb. 4 foal is the fifth offspring out of Fujiana (Fusaichi Pegasus), a half-sister to GSW Josh's Madelyn (Quiet American) and Party Silks, dam of MGSW and MGISP Upstart (Flatter) and SW Practice Squad (Malibu Moon). RFHF also presents Hip 23, a Fog of War colt out of SP Sweet Sugaree (Tiznow).

“They are intentionally put into this sale,” he said. “I have talked to a few people that are keen on [the stallion's first foals] as well. I am excited to see how his progeny fare at this sale and we have a few more that we'll offer over the next couple of months.”

He continued, “I have seen about 70% of [Fog of War's] offspring and I've been really pleased with them as individuals. They have a lot of leg, and are big, stretchy horses with a real powerful shoulder. They are very pretty, balanced and look fast and early.”

According to Bernhard, partner Chris Larsen's 3C Stable has made a concerted effort to improve his broodmare band in an effort to support his New York program. As a result, several of the resulting foals secured in utero over the past year have made their way to the sales ring this fall.

“We bought a couple million dollars worth of mares–about 60 mares over the course of the last two years–to support his investment in Fog of War and Galilean [standing in partnership with West Point],” he explained. “So, these are the first couple of weanlings that are coming out of that group, which includes our War of Will and Honor A.P. colts”

“[From those mares] we have a lot of those babies are nicely sired Kentucky horses and we'll have another group of horses that will go to Keeneland. We'll probably hold back 60 or 70 weanlings to look at for the August sales in Saratoga.”

“Basically, we were looking to get our initial investment back from the 22 foals out of the mares we purchased and can also give [Fog of War and Galilean] a proper opportunity to be bred to nice mares.”

The New York Thoroughbred Breeders, in conjunction with the New York Racing Association, New York Thoroughbred Horsemen's Association and the New York State Thoroughbred Breeding & Development Fund has introduced a lucrative new purse enhancement for owners of New York Stallion-sired New York-breds competing on the NYRA circuit.

Effective immediately, the 'New York-Sired Bonus' will provide an additional $5,000 to the winning owner of a New York-sired New York-bred who finishes first in all open company and New York-bred restricted maiden special weight, allowance, and allowance optional claiming races. The bonus does not apply to horses entered for a claiming tag.

“This agreement, coupled with the updated residency requirements for mares, ensures the best incentives and opportunities for all who participate in the New York-bred program,” said Najja Thompson, NYTB Executive Director. “As we enter the heart of the racing season, there is no better time to get involved in the New York-bred program.”

The New York-Sired Bonus program is funded through the NYRA Purse Account and will be awarded retroactively for qualifying winners dating back to November 18, 2021. NYRA will begin processing and paying out retroactive awards in the coming weeks. Moving forward, bonus payments will be made in the month following the qualifying win.

“The marketplace for New York-breds is extremely strong, and NYRA is pleased to support initiatives designed to fuel the continued growth of the breeding industry throughout New York,” said Dave O'Rourke, NYRA President & CEO. “Beyond their continued success on the racetrack, the New York-bred program generates jobs and positive economic impact in every corner of the state.”

Designed to further incentivize participation in the growing New York-bred program, the New York-sired bonus will remain in place at all subsequent NYRA race meets. The bonus aligns with the residency rules concerning mares purchased at public auction established by the New York State Thoroughbred Breeding and Development Fund in 2020. For a complete description of the New York-bred program mare residency rules, click here.

Years ago, a dear friend, Joe Spadaro, a veteran turf writer who coined the phrase “get with the program!”, and I were at a bar one evening up on Jericho Turnpike after the races at beautiful Belmont Park. We were commiserating with the Eclipse Award-winning writer Paul Moran about racing. I was always a pretty opinionated guy (still am) and Joe could hear my tone of voice elevating to rebut something that Paul said. Joe turned to me and said “Tom, never get into it with somebody who buys ink by the barrel”. I've always listened to that advice so I'm not going to get into it but: Come on, Bill.

In reference to yesterday's article about the Metropolitan Handicap not being on Memorial Day, when it was traditionally held, yes, I totally agree with you. I am very much a traditionalist also. However, you know what the trend is, right? The bean counters think that apparently big championship racing days generate the most handle. I guess that might be a trend for the future.

But that's not my issue with the article. You referred to this Memorial Day as “it will be just another day at the track”. Come on Bill!!

It's New York-bred Showcase Day, the biggest day of racing for New York-breds in the spring at beautiful Belmont Park. We showcase the best New York-breds in stake race after stake race. New York breeders spend a ton of money all over the country including Kentucky. We just passed a rule whereby you can buy a mare at any auction in Kentucky and other states, ship the mare back within 15 days and take advantage of everything the program has to offer. New York-breds race with up to a 30% advantage over non-New York-breds at New York tracks for some of the biggest purses in the country.

Times are tough. We went from an annual 50,000 foal crop nationally when I got into the business back in the 70s to around an 18,000 foal crop presently. Let's go easy on each other and try and be supportive of all the state programs, including New York's.
And go easy on me with all that ink in your barrel!

Respectfully,
Tom Gallo
President, New York Thoroughbred Breeders, Inc.

The stakes schedule for the 40-day summer meet at historic Saratoga Race Course will include 77 stakes worth $22.6 million in total purses, the New York Racing Association announced Tuesday.

Highlighted by the 153rd renewal of the Grade I, $1.25 million Runhappy Travers S. Aug. 27 and the Grade I, $1 million Whitney Aug. 6, the 2022 summer meet will open Thursday, July 14 and continue through Monday, Sept. 5.
The Travers Day card will include six stakes races, including five Grade I events.

With a focus on the New York-bred program and certain categories of stakes races, the 2022 summer meet will feature a purse increase of more than $1.1 million over 2021.

Saratoga Live, the acclaimed television show produced by NYRA in partnership with FOX Sports, will return for its seventh season to provide daily coverage of the summer meet to a nationwide audience on the networks of FOX Sports.

Following the four-day opening weekend, racing will be conducted five days a week, Wednesdays through Sundays, apart from the final week, when the meet will conclude on Labor Day.

The reconstructed Wilson Chute, last in use in 1992, marks the return of one-mile races on the Saratoga main track.

The Johnstone Mile for New York breds, to be run out of the Wilson Chute Aug. 12, is named in honor of the longtime horseman and NYRA employee Bruce Johnstone who passed at age 76 in February 2020 following a lengthy battle against cancer.

Saratoga will also pay tribute to the late Suzie O'Cain on Wednesday, July 20 with a 1 1/16-mile turf event for state-bred sophomore fillies.

O'Cain, who passed away in January following a battle with breast cancer, and her husband, Dr. C. Lynwood O'Cain, managed the late Carl Lizza's Highcliff Farm in Delanson, N.Y. for more than 20 years.
