										<content:encoded><![CDATA[<p>Selected from a pool of almost 200 applicants, the Next Generation Advisory Group will consist of 16 new members who represent a broad range of views and experiences across the American horse racing community, the Horseracing Integrity and Safety Authority (HISA) announced Monday.</p>
<p>The group will start in April and will convene monthly to provide feedback on the implementation and evolution of HISA's various regulations, including racetrack safety and anti-doping and medication regulations. Among this group of 16 are horsemen, veterinarians, jockeys, horseplayers, representatives from horsemen's groups, racing offices and racing syndicates. They will serve in 18-36 month terms to stagger changes in group composition.</p>
<p>Those selected were: <strong>Waqas Ahmed</strong>, deputy executive director of the Kentucky Horse Racing Commission (KRHC); <strong>Keith Asmussen</strong>, rider and eldest son of Steve Asmussen; <strong>Joe Bianca</strong>, ownership advisor for West Point Thoroughbreds and former editor/podcast host at the <em>TDN</em>; <strong>Marc Broady</strong>, executive director of the Maryland Thoroughbred Racetrack Operating Authority; <strong>Eric DeCoster</strong>, assistant racing secretary at Prairie Meadows and racing official at Oaklawn Park; <strong>Devon Dougherty</strong>, assistant trainer for Christophe Clement; <strong>Dr. Tatiana Fraguela</strong>, racetrack veterinarian based at Churchill Downs and Oaklawn Park and jockey <strong>Tyler Gaffalione</strong>.</p>
<p>Also selected were <strong>Jeffrey A. Matty, Jr.</strong>, executive director of the Pennsylvania Thoroughbred Horsemen's Association at Parx;<strong> Katie Miranda</strong>, co-owner of HorseOlogy and owner of White Lilac 2-year-old Consignment; <strong>Tyler Peeples</strong>, handicapper and owner; <strong>Courtney Reid</strong>, senior director of racing and industry relations for Breeders' Cup Limited; trainer <strong>Lindsay Schultz</strong>; <strong>Brianne Sharp</strong>, marketing and research coordinator for Godolphin; Sam Houston track announcer and handicapper <strong>Nick Tammaro</strong>; and <strong>Najja Thompson</strong>, executive director of New York Thoroughbred Breeders, Inc. and a member on several various boards.</p>

										<content:encoded><![CDATA[<p>New York Thoroughbred Breeders, Inc. (NYTB) named their nominees for the Empire State's divisional champions of 2023, the organization said in a Friday morning release.</p>
<p>A panel of New York turf writers, broadcasters, handicappers, racing analysts and photographers will vote on each division and for the New York-bred Horse of the Year. The winners will be announced at the NYTB Awards Dinner sponsored by the New York Thoroughbred Breeding &amp; Development Fund on Monday, May 13 from 6-9 p.m. ET. at Sacred Saratoga on the property of GMP Farm in Schuylerville. Former jockey and NYRA TV personality Richard Migliore will again serve as host.</p>
<p>&#8220;Our organization is excited to celebrate this year's nominees. All are deserving and represent the best in New York breeding and racing. This year's awards will be a special night at an exciting new location,&#8221; said NYTB President Dr. Scott Ahlschwede, D.V.M.</p>

<p>&#8220;The New York-bred Divisional Championship Awards is a special night because it recognizes the very best in Thoroughbred breeding and racing in New York,&#8221; said Brian O'Dwyer, Chairman of the New York State Gaming Commission and New York State Thoroughbred Breeding &amp; Development Fund. &#8220;On behalf of the New York State Gaming Commission and Thoroughbred Breeding &amp; Development Fund we are proud to work with NYTB and look forward to celebrating the connections of New York-breds who achieved success representing the New York-bred program last year.&#8221;</p>
<p>Also to be honored at the Awards Dinner with 2023 awards will be Broodmare of the Year, Champion Steeplechaser, Trainer, Champion Jockey and Outstanding Breeder.</p>
<p>&#8220;NYTB's annual awards is our marquee event. This year's nominees are no exception reflecting the quality and strength of the New York-bred program,&#8221; said NYTB Executive Director Najja Thompson.</p>

										<content:encoded><![CDATA[<p>New York Thoroughbred Breeders, Inc. (NYTB) will conduct its annual Stallion Season Auction from Tuesday, Feb. 6 to Thursday, Feb. 8 on <a href="http://wanamakers.com/">Wanamakers.com</a>.</p>
<p>The annual auction raises funds that allow the NYTB to carry on its two-fold mission of promoting New York breeding and racing and protecting the welfare of industry stakeholders.</p>
<p>The auction has routinely attracted donated seasons from farms in the Empire State and Kentucky, including McMahon of Saratoga Thoroughbreds, Sequel New York, Irish Hill &amp; Dutchess Views Stallions, Rockridge Stud, Coolmore America, Lane's End, Darley America, Darby Dan Farm, and additional farms.</p>
<p>&#8220;We're extremely proud of the widespread participation and diverse quality of stallions standing in New York state and the Commonwealth of Kentucky for breeders to appropriately match their mare,&#8221; said New York Thoroughbred Breeders Executive Director Najja Thompson.</p>
<p>New York-bred program stakeholders receive more than $60 million distributed in purse money, breeding incentives, and awards for New York-breds eligible to compete in more than 600 New York-bred races run annually on the New York Racing Association circuit and Finger Lakes Gaming &amp; Racetrack.</p>

										<content:encoded><![CDATA[<p>A panel discussion titled &#8220;From Data to Dollars: Understanding Horse Racing's Economic Impact As Racing's Future is Questioned&#8221; during Wednesday's Global Symposium on Racing hosted by the University of Arizona Race Track Industry Program (RTIP) led off with moderator Alan Foreman confronting &#8220;the elephant in the room that we dodge.&#8221;</p>
<p>Foreman, the chairman and chief executive officer of the Thoroughbred Horsemen's Association, said racing is facing an &#8220;existential moment&#8221; at a time when industry stakeholders increasingly must make the case for the sport's so-called social license to exist in the face of intense pressure from anti-racing activists and a younger generation of Americans who hold the belief that animal-based entertainment is more cruel than cool.</p>
<p>&#8220;It's not about foal crop. It's not about field size. It's not about whether we have a core product,&#8221; Foreman said, ticking down the list of the common concerns that industry insiders often debate.</p>
<p>&#8220;The single biggest issue right now [is] should the federal government, and should our state legislatures, continue to support our business?&#8221; Foreman said.</p>
<p>Foreman then rephrased his rhetorical question more bluntly so there would be no misunderstanding: &#8220;Is it time to end horse racing in this country?&#8221;</p>
<p>Foreman certainly doesn't think so, and neither did the panelists who joined him at the podium.</p>
<p>But the group did try to offer pearls of wisdom as to how industry stakeholders might fight back when confronted with that question.</p>

<p>Their answers largely centered on the sharing of strategies for getting across the industry's far-reaching scale and the potential ramifications of ceasing racing, and several speakers even articulated how some entities in the sport have effectively lobbied their respective states to secure financial incentives, bolster racing programs, and modernize facilities, like the currently underway rebuild of Belmont Park and the planned re-imagining of Pimlico Race Course.</p>
<p>Foreman pointed out that even though there is now federal oversight in the form of the Horseracing and Safety Act (HISA) Authority, racing in the United States remains primarily a state-sanctioned business, and how much of the industry operates under laws that were enacted for vastly different economic reasons decades ago than what we face now.</p>
<p>Every year at about this time when applying for next season's racing dates, Foreman said, track operators increasingly have to defend why their states should support our sport's way of doing business.</p>
<p>&#8220;The point is, what the state giveth, the state can taketh,&#8221; Foreman summed up.</p>
<p>And demonstrating that we are upholding that &#8220;social license&#8221; must take the form of deeds and not just words, Foreman said. He and the other panelists also concurred that the sport's narrative also must be backed up by accurate economic data, which helps to drive home points to legislators and regulators.</p>
<p>What we need to successfully convey, Foreman said, is &#8220;if you talk about the economics of this business; the value of horse racing to the economies, of our local communities, of our states, of our country&#8230;I think that we can overcome this very challenging environment that we are in.&#8221;</p>
<p>Julie Broadway is the president of the American Horse Council (AHC), a national organization whose work and data helps not only racing stakeholders, but everything equine-centric in the country, under a scope that ranges from broad national issues to smaller initiatives at the local government level.</p>
<p>&#8220;You cannot sit still and sit back and wait for people in [government] to figure out what goes on in our industry and what it's all about,&#8221; was Broadway's assessment of how to approach dealing with politicians who can help usher through changes via legislation.</p>
<p>Regardless of the level of government, Broadway said the approach is largely the same. Getting your message across means 1) educating decision-makers; 2) setting context and dispelling misinformation and inaccuracies about your position; 3) stating the positive and pointing out unintended and/or negative consequences, and 4) making the overall narrative relatable and personal.</p>
<p>Those points are all underpinned by being armed with the proper data, Broadway said.</p>

<p>Najja Thompson, the executive director of the New York Thoroughbred Breeders, said that a lot of times when racing people go in to make their cases to legislators, they have to be aware that they'll be dealing with a lower-level staffer at first. &#8220;And they're not listening to me unless I have the data to implore them to get their representative to speak to me directly on why racing is important in New York,&#8221; he said.</p>
<p>But, Broadway added, racing industry stakeholders can't benefit from that data if they don't join in to help compile it.</p>
<p>Broadway gave the example of a recently undertaken AHC economic impact study that sought to include feedback from the racing industry. The data will eventually be used to underscore the importance of horse racing within America's larger equine population, and it will be available for anyone who wants to cite it in making their case for support from legislators.</p>
<p>Yet only four Thoroughbred tracks responded.</p>
<p>&#8220;This survey was out for more than six months,&#8221; Broadway explained. &#8220;I'm sad to say that the Thoroughbred racing industry had a really low response rate. I mean, we really had to beg for data.&#8221;</p>
<p>Broadway contrasted that with participation from the harness racing industry, &#8220;because they really stepped up. They are getting their own breakout report just on Standardbred racing [that will] cut across all states where Standardbred racing occurs.&#8221;</p>
<p>Lonny Powell, the chief executive officer of the Florida Thoroughbred Breeders' &amp; Owners' Association, said he was stunned to hear that support from Thoroughbred tracks was so low.</p>
<p>&#8220;That's amazing. That's tough. How are we going to tell our story if nobody's even trying?&#8221; Powell said.</p>
<p>&#8220;I'm always a track guy,&#8221; Powell continued, alluding to his years in track management prior to a career turn toward executive jobs with industry entities. &#8220;And I just don't get it. I don't get why you wouldn't want to tell the story.&#8221;</p>
<p>Tom Rooney, the president and chief executive officer of the National Thoroughbred Racing Association, pointed out that being a reliable broker of data is important, but that you need to also skillfully be able to tell the story of those numbers in a narrative form to get your point across to non-racing listeners.</p>
<p>&#8220;Clearly, the data is about jobs. It's about farms. It's about these things that we're used to going away, and maybe having to change the way that we work,&#8221; Rooney said. &#8220;If you work in the horse racing industry, you're kind of the subculture of skills that's probably applicable [in] very few other places. So we live in our own world, and we wouldn't be here if we didn't think that world was a good and beautiful endeavor to belong to.&#8221;</p>
<p>Added Powell: &#8220;You've got to be able to tell somebody what the consequences are if your industry goes away.&#8221;</p>

<p>Powell also pointed out that reams of data are great, but that time in front of legislators is limited, so racing stakeholders need to distill it into manageable, relatable chunks.</p>
<p>&#8220;You've got to know it. You've got to believe it. You've got to have confidence in it. And you really have to care about the industry you're talking about. Otherwise, it's just a study,&#8221; Powell said. &#8220;Make your story relatable to those that aren't in our industry.&#8221;</p>
<p>Several panel participants underscored that people in racing have to take the time to forge personal bonds with legislators so the sport's stakeholders can be viewed as trusted sources.</p>
<p>In other words, don't go seeking help from politicians for the first time only when &#8220;your back's against the wall,&#8221; Powell cautioned.</p>
<p>&#8220;Are you kidding me? You've got to develop relationships. That takes years,&#8221; Powell said.</p>
<p>Foreman stressed that the racing industry needs to hone (and often repeat) the message that the sport is an economic engine, and that the money it generates often gets reinvested back into the community in ways that aren't apparent to legislators.</p>
<p>&#8220;Here's something that very rarely gets talked about, but legislators love to hear this,&#8221; Foreman said. &#8220;Racing is a community. We take care of our people,&#8221; he continued, giving examples of how in his home state of Maryland, the horsemen's health system provides full health care for the people who work in racing.</p>
<p>&#8220;That is something that doesn't fall back on the local economy, that doesn't fall back on social services. It doesn't fall back on the state,&#8221; Foreman said. &#8220;It's the racing industry that supports that. We take care of the people who work with us, [and] that resonates with legislators. And that's why they're willing to support the industry, because they understand the local impact that it has.&#8221;</p>
<p>To get that story across to political decision-makers, Foreman said, &#8220;we combined the economic impact with the social license aspects of it, and that's the takeaway.&#8221;</p>
<p>Powell, however, had a different message to impart, speaking directly to RTIP students. He prefaced his comments by letting the RTIP majors know that he is a graduate of that program who was attending his 41st edition of the annual symposium, and that he understood how some of the presentations over the past two days that focused primarily on industry problems might be giving students second thoughts about pursuing a career in the sport.</p>
<p>&#8220;Don't change your major,&#8221; Powell implored them, his voice at times cracking with emotion. &#8220;That's exactly why you're needed in leadership. That's exactly why you're needed in this business. Because we need people that believe you can make progress versus 'ride it all out.'&#8221;</p>
<p>&#8220;It's difficult. It's changing,&#8221; Powell said of horse racing. &#8220;But you can't give up.&#8221;</p>

										<content:encoded><![CDATA[<p>Beginning on Jan. 1, 2026, New York-bred overnight races for 2-year-olds on the NYRA circuit will offer purse amounts matching the race's open-company counterpart, which will directly benefit the state's 2024 foal crop and pave the way to compete for some of the richest purses of any state-bred program in the nation, the association said in a release Wednesday.</p>
<p>At the 2023 summer meet at Saratoga Race Course, maiden races restricted to New York-bred 2-year-olds featured a purse of $88,000 compared to a purse of $105,000 offered for 2-year-olds competing in an open-company maiden event.</p>
<p>While this purse increase will impact only the 2024 New York-bred foal crop, NYRA intends to further expand purse parity for additional categories of New York-bred races in the future.</p>
<p>In 2022, NYRA conducted 556 races exclusively for registered New York-breds with purses totaling $42,366,000. Among those races were 56 stakes with $8,725,000 of purse money on offer. NYRA holds three high profile NY-bred showcase days annually, highlighted by New York Showcase Day at Saratoga Race Course. In 2023, Saratoga Showcase Day was run on the Sunday of Travers Weekend and featured a whopping 113 NY-breds competing in 11 races, including six stakes worth a combined $1.25 million.</p>
<p>As a result of the partnership between NYRA and FOX Sports, nearly every NY-bred contest is broadcast live to a national audience on the FOX Sports family of networks. Both Saratoga Live and America's Day at the Races, which are produced by NYRA, have generated sustained ratings growth since they were launched nationally in 2016.</p>
<p>&#8220;The New York-bred program is critically important to the future of thoroughbred racing in New York State,&#8221; said Dave O'Rourke, NYRA President &amp; CEO. &#8220;This new purse structure increases the value of the upcoming foal crop of New York-breds, and reflects NYRA's commitment to the owners, breeders and trainers who choose to breed and race in New York.&#8221;</p>
<p>Beyond the rich purses offered by NYRA, a variety of owner, breeder and stallion awards are available to those who breed and race in New York. These lucrative incentives serve as a significant benefit to thoroughbred breeding farms across the state, which create and sustain thousands of jobs in every corner of New York.</p>
<p>&#8220;This initiative is a strong signal to the bloodstock market on why you should breed and foal in New York, and own a New York-bred to race,&#8221; said Najja Thompson, Executive Director of the New York Thoroughbred Breeders. &#8220;New York-breds compete and win at the highest levels, and NYRA's consistent support guarantees more opportunities than ever for New York State's breeders and owners.&#8221;</p>
<p>New York State has adopted rules that expand the reach of the New York-bred awards and benefits by clarifying a pathway for non-resident mares to gain residency status. According to the rule changes, a non-resident mare purchased in foal through public auction is deemed a resident mare provided the mare is purchased for at least $50,000 in the public auction; is present in the state of New York within 15 days after a sale in North America and 60 days at any public auction sale abroad; the foal is foaled in New York; and the mare thereafter is continuously in residence in New York from within 120 days after her last cover in the year of conception of another foal and remains in residency until foaling.</p>
<p>&#8220;It pays to participate in the New York-bred program,&#8221; added Thompson. &#8220;And bringing a mare back to New York is a valuable proposition, especially for the 2024 foaling season.&#8221;</p>

										<content:encoded><![CDATA[<p>The 57th International Conference of Horseracing Authorities, focused this year on safeguarding equine welfare and exploring shifts in societal expectations and the sport's response around the world, took place on Oct. 2 at Saint-Cloud racetrack in Paris.</p>
<p>Organised by the International Federation of Horseracing Authorities (IFHA), the day-long conference emphasized horse racing in a changing society, safeguarding equine welfare and explore shifts in societal expectations and the racing industry's response around the world.</p>
<p>&#8220;Today we continued what has been a chief mission throughout the life of the Federation: equine welfare,&#8221; IFHA Chair Winfried Engelbrecht-Bresges, who delivered the Conference's opening and closing remarks, said. &#8220;This Conference provides an opportunity to focus and build upon the significant body of work which has been carried out domestically and internationally over many years by our members to protect our equine athletes.</p>
<p>Moderated by racing presenter Nick Luck, speakers on the day included Professor Natalie Waran, Chair of the Independent Commission for Equine Ethics and Wellbeing for the International Federation for Equestrian Sports (FEI); Lisa-Jane Graffard, General Secretary, Au-Delà des Pistes; Julie Harrington, Chief Executive, British Horseracing Authority (BHA); Najja Thompson, Executive Director, New York Thoroughbred Breeders' Inc. (NYTB); James Given, Director of Equine Regulation, Safety and Welfare, BHA; Josh Rubinstein, President, Del Mar Thoroughbred Club; Brian Stewart, Head of Veterinary Clinical Services, The Hong Kong Jockey Club (HKJC); Sonia Wittreck, Stud Book &amp; Doping Control, Head of Department, France-Galop; and Hiroshi Ito, Counselor of the Japan Racing Association (JRA).</p>
<p>During her speech, Waran presented key strategies for equine sports to proactively consider amidst changing societal expectations. This included increasing continuing education for anyone working hands-on with equine athletes to better their welfare.</p>
<p>&#8220;Our changing social values in relation to animals have affected different industries in different ways,&#8221; said Waran. &#8220;It is important to recognise that society does not distinguish between different equestrian sports. There is enough data out there to show that the concerns around horse involvement in sport are rising. The racing world must positively engage with both perception and reality and show real commitment to change to ensure positive welfare.&#8221;</p>
<p>Following her keynote, a panel of senior racing administrators including Lisa-Jane Graffard, General Secretary, Au-Delà des Pistes; Julie Harrington, Chief Executive, British Horseracing Authority (BHA); and Najja Thompson, Executive Director, New York Thoroughbred Breeders' Inc. (NYTB), shared their approaches and strategies to shape the narratives surrounding equine welfare and racing.</p>
<p>The next panel of the Conference featured leaders from racing administration and veterinary science who explored protecting the sport's equine athletes. Speakers included James Given, Director of Equine Regulation, Safety and Welfare, BHA; Josh Rubinstein, President, Del Mar Thoroughbred Club; Brian Stewart, Head of Veterinary Clinical Services, The Hong Kong Jockey Club (HKJC); and Sonia Wittreck, Stud Book &amp; Doping Control, Head of Department, France-Galop.</p>
<p>&#8220;Getting the balance right is part of training, but it is also something technology can help us with,&#8221; said Stewart. &#8220;If we do have a problem, we have to be able to achieve an accurate diagnosis, and that will guide our future management of that horse. Things are now coming together, and I am quite hopeful we might be able to make a significant difference.&#8221;</p>
<p>Also, Charles Scheeler, Chair of the Horseracing Integrity and Safety Authority (HISA) in the United States, gave an update on the organisation, including a review of the implementation of the Anti-Doping and Medication Control (ADMC) program and future developments.</p>
<p>&#8220;HISA is working under the supervision of the Federal Trade Commission and in partnership with the members of the sport to transform horse racing,&#8221; Scheeler said. &#8220;The essence of this effort is the creation of an ecosystem of care surrounding horses. We remain excited about horse racing's future in the United States, and we recognise that we have a rich legacy to protect.&#8221;</p>
<p>The final session of the Conference looked in-depth at enhancing stakeholder engagement, specifically regarding public engagement and response in relation to equine welfare. Nevin Truesdale, the Chief Executive Officer of The Jockey Club (UK), began the session with a discussion of his organisation's experiences with effective resolution and communication management.</p>
<p>&#8220;We need to operate together on this,&#8221; said Truesdale. &#8220;Having a clear set of messages as an industry, everyone singing off the same sheet, became really important for us in the lead up and the aftermath of Epsom. We have to be relentless in continuing to make the sport safer and in telling that story. There is a persuadable audience, statistics show us that, but that will only work for us if we are clear on the changes we are making. Standing still on this is not optional.&#8221;</p>
<p>The first International Conference of Horseracing Authorities was organized and hosted by the Société d'Encouragement in Paris, France, on Oct. 9, 1967. Since 1994, the annual conference has been organized by the IFHA and The JRA became the official partner of the Conference beginning in 2021. This year's Conference convened delegates from about 40 different countries, with a number of other racing executives and media members in attendance.</p>

										<content:encoded><![CDATA[<p>New York-breds racing in open company at Saratoga this summer will be competing for increased purses, the New York Racing Association announced Thursday.</p>
<p>&#8220;NYRA is committed to supporting and enhancing the New York-bred program now and in the future,&#8221; said Frank Gabriel, NYRA SVP of Racing Operations. &#8220;These purse increases reflect the sustained growth of the New York-bred marketplace, while also rewarding owners already invested in the program.&#8221;</p>
<p>The purse for registered New York-breds running in select open-company races will be 30% higher than the purse offered for non-New York-breds. Additionally, New York State Breeding Fund Owner Awards and breeder awards will be paid on top of the 30% additional purse for registered New York-breds.</p>
<p>&#8220;The opportunity for registered New York-breds to compete for elevated purses in select open company conditions during the Saratoga meet, along with increases in breeder and open company awards provided by the New York State Thoroughbred Breeding &amp; Development Fund reflect the commitment by New York's respective Thoroughbred racing stakeholders in continuing to elevate the New York-bred program,&#8221; said New York Thoroughbred Breeders, Inc. Executive Director Najja Thompson. &#8220;We are confident much of the money earned from these purse increases will be reinvested in New York-breds, starting with the Fasig-Tipton New York-bred Select Yearlings Sale in August at Saratoga.&#8221;</p>
<p>In open maiden special weight races, New York-breds will run for a purse of $136,500&#8211;with up to $23,751 NYSBFOA&#8211;while non-New York-breds will compete for a purse of $105,000.</p>
<p>In allowance levels, open first-level allowances will offer a New York-bred purse of $149,500 (up to $26,013 NYSBFOA) and a non-New York-bred purse of $115,000; open second-level allowances offering a New York-bred purse of $156,000 (up to $27,144 NYSBFOA) and a non-New York-bred purse of $120,000; and third-level open allowances offering New York-breds $162,500 (up to $28,275 NYSBFOA) and a non-New York-bred purse of $125,000.</p>
<p>&#8220;These purse bonuses directly benefit owners of New York-breds by incentivizing them to compete in our open-company program,&#8221; said New York Thoroughbred Horsemen's Association president Joe Appelbaum. &#8220;New York-breds have routinely competed and won at all levels throughout the nation. This program provides owners and trainers a real dollars and cents reason to leave the restricted New York-bred program. The benefits will accrue to, not only the connections, but to field size, handle and ultimately back to the purse account.&#8221;</p>

(NYTB) is partnering again with the online Thoroughbred auction company Wanamaker's to provide a New York-bred horses of racing age sale. The auction has been set for Thursday, Jun. 8, two days before the 155th running of the GI Belmont S. at Belmont Park, Wanamakers announced on Monday.</p>
<p>Entries for the sale will close on May 30, and the catalogue will be released on May 31.</p>
<p>&#8220;We are thrilled to once again partner with Wanamaker's to give buyers and sellers the opportunity to market and purchase New York-bred horses of racing age ahead of the summer racing season in New York,&#8221; NYTB Executive Director Najja Thompson said. &#8220;Following last year's sale, we received an overwhelming amount of good feedback. Looking to improve on the format to the utmost benefit of buyers and sellers, our new sale date on Thursday, June 8 will allow purchasers the opportunity to take the utmost advantage of owning a New York-bred with our racing program and awards with the opportunity to compete during the remainder of the Spring/Summer meet at Belmont Park and the entire Saratoga Race Course season.&#8221;</p>
<p>Prospective buyers may browse the website to view pedigrees, pictures, and videos of each hip offered. In-person inspections<br />

<p>We Are NY Horse Racing, a coalition of small businesses, labor unions, non-profits, and trade associations aligned to amplify the sport of horse racing's importance to the New York State economy, has released an <a href="https://www.google.com/maps/d/u/0/viewer?mid=1ntnOAEM1WwsgNjmG000xg2-c_zUS82U&amp;ll=42.78512003296459%2C-75.72498395&amp;z=7">interactive map</a> visualizing the scope of horse racing's statewide economic impact. In addition to New York's 11 Thoroughbred and harness tracks, this new map displays 249 farms and businesses connected to the sport of horse racing.</p>
<p>&#8220;This new map clearly shows that upstate and downstate, New York is horse racing country through and through,&#8221; said Jack Sterne, We Are NY Horse Racing spokesperson. &#8220;Horse racing is at the core of hundreds of businesses across the state and is responsible for the livelihoods of thousands of New York families. As we head into the final stretch of budget negotiations, this map will help lawmakers understand that supporting a new Belmont is supporting their constituents&#8211;no matter what district they represent.&#8221;</p>
<p>According to an independent economic analysis previously released by We Are NY Horse Racing, the project to modernize Belmont Park would generate $1 billion in one-time construction-related economic impact and create 3,700 construction jobs. After the new Belmont Park is built, it will produce $155 million in new annual recurring economic output, sustain 740 new full-time jobs, and generate $10 million in new state and local taxes per year.</p>
<p>&#8220;Horse racing supports businesses large and small across the Empire State&#8211;from the nearly 100 trainers at Belmont that each employ dozens of New Yorkers, to those who transport horses, to the businesses that supply our sport,&#8221; said Joseph Appelbaum, President of the New York Thoroughbred Horsemen's Association. &#8220;As this map shows, building a new Belmont Park will boost local economies and help create good jobs in every corner of the state.&#8221;</p>
<p>The Belmont modernization project was included in Governor Kathy Hochul's Executive Budget Proposal as well as both the Senate and Assembly's One House budget resolutions.</p>
<p>&#8220;It's clear that the sport of horse racing is an economic force in New York State as strong as any Thoroughbred horse that races on our tracks,&#8221; said Najja Thompson, Executive Director of the New York Thoroughbred Breeders. &#8220;This sport sustains thousands of jobs for hardworking New Yorkers and a new Belmont Park would help keep New York's horse racing ecosystem strong and protect good jobs across the state.&#8221;</p>

										<content:encoded><![CDATA[<p>With a 60% majority of New York-bred foals now sired by out-of-state stallions, the board of directors for the New York Thoroughbred Breeding and Development Fund (NYTBDF) is reaching out to the state's stallion owners to try and spark incentivization ideas that might swing that balance back toward in-state sires.</p>
<p>Chief among the concepts that have the most traction so far are 1) recalculating the splits of the fund so that more money flows to stallion owners; and 2) changing rules at tracks so that eligibility in New York-bred races would be based on the virtue of a sire standing in the state, regardless of where his offspring are foaled.</p>
<p>At Tuesday's NYTBDF meeting, board member Joe McMahon, who runs McMahon of Saratoga Thoroughbreds, articulated key points from a recent several-hour conference call he organized among 10 in-state stallion owners to &#8220;get the pulse of what they were feeling in the business.&#8221;</p>
<p>McMahon said that of those 60% of outside-sired foals dropped in New York, the &#8220;vast majority&#8221; were by Kentucky stallions.</p>
<p>&#8220;The trend is, and it has been over the last 10 years, more and more Kentucky-sired New York-breds,&#8221; McMahon said. &#8220;So that's having a bad effect on the stallion business in New York. It's having a bad effect on selling the 'get' of New York stallions in New York. It's having a negative effect on selling seasons to New York stallions.&#8221;</p>
<p>McMahon said the issue that repeatedly got hammered home during the conference call was, &#8220;What can we do to help change that, because it's a dangerous trend? If it continues to go up like that, it's going to be very hard to fund a stallion business in New York if only 30% to 40% of the mares are willing to breed to a New York stallion.&#8221;</p>
<p>In the brainstorming session, McMahon said the stallion owners tried to limit the scope of what could be done to things that do not require the cumbersome process of changing the state's breeding laws via the legislature.</p>
<p>One suggestion on the restructuring of fund payments involved changing the owners' awards so that the fund would not pay owners' awards in open races at New York Racing Association (NYRA) tracks. McMahon said that change would not apply to Finger Lakes, because its use of that bonus system is an integral part of the racing program there.</p>
<p>Regarding changing the eligibility status, McMahon said such a move would bring New York in line with programs in other states and in Canada.</p>
<p>&#8220;We could change that, and get more field size, and get more New York-sired product running in New York races,&#8221; McMahon said. &#8220;That would be a real incentive for people to use New York stallions, because they would have dual eligibility. They would be eligible for races in New York, and they'd be eligible for races in their own state, wherever they happen to foal.&#8221;</p>
<p>McMahon added that the owners of those horses sired by a New York stallion but not foaled in the state would not garner award payments from the fund. It's strictly a way to make them eligible for races.</p>
<p>&#8220;The racetracks are desperate to increase entries,&#8221; McMahon said. &#8220;They are in a terrible situation, and it's going to get worse, because the purses all around the country are getting higher and higher&#8230;. As it is right now, they are in a real fight to keep horses racing in New York&#8230;</p>
<p>&#8220;There's an opening for discussion with NYRA on this thing. It would benefit NYRA by virtue of adding more horses into their eligibility program, and it would certainly incentivize New York people to breed to New York stallions.&#8221;</p>
<p>McMahon termed the eligibility-tweaking idea as having &#8220;zero impact on the industry from the point of view of taking money from somebody or redistributing money&#8221; while also providing &#8220;significant value&#8221; to the progeny of those New York stallions.</p>
<p>NYTBDF board member Najja Thompson, who serves as the executive director at New York Thoroughbred Breeders, Inc., said the conference call was &#8220;a good first step in meeting with stallion owners to hear their utmost concerns, and now we want to take the steps to get into the research&#8221; and seek additional commentary from other stakeholders.</p>
<p>Separately, Adam Lawrence, the NYTBDF's registrar, gave an update on the <a href="https://www.thoroughbreddailynews.com/change-to-new-york-breeding-fund-mare-rules/">October 2020 rule amendment</a> concerning mares who sold at public auction for $50,000 or more coming into the state to foal.</p>
<p>Lawrence explained that rather than being required to be bred back to a New York stallion to maintain the eligibility of those foals, those mares are now allowed to leave the state to be covered elsewhere. They can return within 120 days and eventually drop that second foal in New York, with both offspring eligible to be registered as New York-breds.</p>
<p>&#8220;We did this to increase the number and quality of mares in the state,&#8221; Lawrence said.</p>
<p>In 2021, Lawrence said, 115 total new mares entered the state after being purchased at public auction, with 42 of them having hammered for $50,000 or more. Eight were bred back to New York stallions.</p>
<p>In 2022, 80 auctioned mares came into the state, with 32 of them having sold at $50,000 or above (breed-back numbers for this season are not yet complete).</p>
<p>&#8220;I think this is around what we were expecting. We were hoping for maybe 50 or so $50,000-sale  mares,&#8221; Lawrence said. &#8220;We're a little bit below that, but it's still definitely a big difference&#8211;[195] new mares in the state from public auction in the last two years, with 74 total above $50,000.&#8221;</p>
<p>McMahon asked Lawrence if the NYTBDF was compiling data on who bought those mares. Lawrence replied that he didn't have those details, but that he could get them prior to the next board meeting.</p>
<p>McMahon said it's important to know, because it was his belief that &#8220;the stallion farms bought most of the mares. Of the 115 that were brought in '21, the number was extremely slanted towards people who owned stallions who bought those mares. So I'm just wondering if that's a trend. I think it's something we should be tracking.&#8221;</p>
<p>The NYTBDF is a public benefit corporation that oversees the registration process for foals and stallions and distributes incentives in the form of awards. The money provided by the fund comes from a percentage of the state's Thoroughbred racing handle, plus video lottery revenues at Aqueduct and Finger Lakes.</p>
